00:07However, the order will not take immediate effect, pending an appeal from the government.
00:14The state had sued Trump on Monday over his order to deploy the troops without California Governor Gavin Newsom's consent.
00:21U.S. District Judge Charles Breyer ruled that Trump's actions were illegal, ordering him to return control of the troops to Newsom.
00:29But the Trump administration argues that federal control was necessary to restore order and protect Immigration and Customs Enforcement, or ICE, agents amid protests over its immigration rates.
00:41A total of 4,000 National Guard troops and 700 Marines had been ordered to quell the unrest, with some now authorized to detain people until police can make arrests.
00:52The last time a president deployed the National Guard without a governor's consent was over 50 years ago, during the civil rights era.
