The Opposition United National Congress is tonight questioning why a firm which has been censured by the court on more than one occasion continues to be the TTPS' contractor of choice in promotion exercises.

00:00A High Court judge just last week quashed the TTPS' promotion exercise to the rank of
00:06Assistant Superintendent of Police.
00:09The firm Odyssey Consult Inc., responsible for the performance and written aspect of
00:14that promotional exercise, came under criticism from Justice Frank Cipesad for failing to
00:21enforce the 50% pass mark.
00:24But one attorney seen on the UNC platform, Jagdev Singh, is contending it's not the first
00:29time.
00:30This is the same firm that has been involved in every promotional exercise into the first
00:36division and we now know from the affidavit in the second division as well.
00:42So it is somewhat monopolistic context.
00:46They have done the consultancy for the TTPS and we know two of which, at least, have been
00:55completely undermined by the incompetency of this consulting firm.
01:02The issue which arises now is what is the remuneration that was paid to this consulting
01:09firm and what are the steps being taken to recover this money?
01:15Singh says decisions are pending in two other promotional exercise challenges and the firm
01:20is currently involved in four other exercises.
01:24What you have is a consulting firm, not with a long history of success, but with a long
01:34history of proven track record of incompetence, being successfully awarded contracts in a
01:43monopolistic context to undertake promotional exercises, which have now been struck down
01:52by the courts.
01:54UNC Senator Saddam Hussein says a look at Odyssey's annual returns show they have three
02:00employees.
02:02Odyssey Inc. Limited Director, Leonard Anthony Watkins, is also a person who was handpicked
02:12by the Prime Minister to serve on a particular committee called the Community Recovery Committee.
02:17He questions whether the company contracted to do all promotions in the TTPS is in any
02:23way affiliated with the People's National Movement.
02:26Asha Watkins-Monstering happens to be a member of the Chambers of Mr. Keats-Cotland.
02:35He is in charge of the TTPS as junior minister of national security.
02:39The attorney at law who represented Odyssey Inc. in the court is one Miss Keisha Kid-Hannibal,
02:46who is also a member of the Chambers of Mr. Keats-Cotland.
02:51Outstanding Finance Committee documents show, he says, in 2023, the company received over
02:57$600,000 for consultancy services with the TTPS.
03:02The UNC questioned whether the Police Service Commission will be taking action against DCP
03:08Natasha George for wrongfully advising the consultant to advance all participants to
03:14the second part of the three-stage process, regardless of whether or not they obtained
03:20the passmark.
