00:00Penang Chief Minister Chow Kuan Yew says his independence in filing the top posts

00:05has been perceived by certain quarters as disobedience.

00:09Chow told Kuang Wa Yit Po that his independence had upset certain groups of people

00:14in the political and economic sectors.

00:17He did not identify them explicitly,

00:20but maintained that a good leader must be able to make decisions independently.

00:26Chow, who is in his second and final term as Chief Minister,

00:29said former leaders must respect their successors' independence in leading Penang

00:34and give them the time and space to carry out their vision.

00:38He also said several elected representatives had become critical of his administration

00:43after receiving just a few complaints from their constituents.

00:48The former Penang DAP chief said this reflected poorly on the capabilities

00:52of these assemblymen to govern and lead the state.
