The sixty-five million dollar Shirvan/Storebay Local Connector Road and Roundabout Project was officially commissioned on Tuesday.

The controversial project, still incomplete and stalled on previous occasions by court action by some landowners, sees two roundabouts and streets named after notable Tobagonians. More in this Elizabeth Williams report.

00:00This is important for several reasons.
00:03One, it demonstrates that good governance is also about continuity.
00:09That all good ideas may not be birthed by you.
00:13And sometimes when in government you just have to deliver on things that others could only dream about.
00:21The roundabout on Chauvin Road has been named the James Begart Roundabout.
00:25Mr. Begart was the first political representative of color in Tobago.
00:30While one street is named after Tobago's first elected representative for Tobago East, Pamela Nicholson.
00:38Chief Secretary Farley Augustine, in hailing the long-standing project,
00:42said he spoke with Minister of Works and Transport, Rohan Sinanan, about completing the project.
00:49And there's a proposal for a roundabout at Cano Bay Junction in the next fiscal year.
00:55I was advised about two weeks ago when I spoke with the Minister of Works, Mr. Sinanan,
01:01and some of his technical officers, that their transportation study says that we can build this road
01:10right to the intersection at Stour Bay Local Road.
01:15And based on their traffic studies, that road and that intersection will be perfect up until 2040.
01:24After which we will need to have a road connecting to the airport, running behind the businesses,
01:31that's Apex and Rovenous Hotels and the others in between.
01:36Infrastructure Secretary Trevor James said more could be done for Tobago,
01:41but the island continues to be underfunded by central government.
01:45The Ministry of Finance, with the support of the Cabinet and the Parliament,
01:51of which we have two and a quarter Tobagonians, continually underfunds Tobago.
02:06They disburse funds contrary to the law, and they seem to rob Tobago not once every year, but twice every year.
02:15After the budget, they rob us, and after the media review, they rob us.
02:20Mr. James suggested that projects in Tobago are delayed by every ministry in Trinidad.
02:27Every administrative method and opportunity to stymie and impede progress in Tobago,
02:34the executive in Trinidad, whether through ministers and their ministries or agencies of the state of Trinidad and Tobago,
02:43has capitalized on that method or opportunity to the detriment of Tobago and Tobagonians who wish to see Tobago move forward.
02:55He said a court date has been set for January 2025 for the final injunction against the THE,
03:03as it moves to complete another section of the project.
