00:00:00Well, a very good morning Trinidad and Tobago.
00:00:17What an apt song I have to say to start off our show this morning.
00:00:21Amen.
00:00:22We have to give thanks this morning because we in Trinidad and Tobago as compared to our
00:00:27Caribbean neighbors can really get up and say thank God we have been spared the wrath
00:00:34of Hurricane Beryl which is now a Category 5 hurricane heading straight across the Caribbean
00:00:43Sea.
00:00:44It's heading towards Jamaica which is expected to get a direct hit.
00:00:48They are of course making their preparations ahead of its arrival so our prayers to them
00:00:54as well.
00:00:55So this morning before we get into the thick of things yesterday in the heat or in the
00:01:02height of the anticipation of Hurricane Beryl, we didn't get to say hello to all of those
00:01:07July babies.
00:01:09So a very good morning to all of those.
00:01:11Yes, yes, yes.
00:01:12We have one in the studio, Sharla.
00:01:15She celebrates her birthday this month.
00:01:21And yes, we have so many birthdays this month.
00:01:23So many persons in our newsroom like at least five of us celebrate our birthdays in July.
00:01:29So just happy birthday to them.
00:01:31So getting back to Hurricane Beryl, what we know so far, we've been able to confirm at
00:01:38least two deaths, of course, Dr. Ralph Gonsalves, Prime Minister of St. Vincent and the Grenadines.
00:01:45He did confirm that one person died, I believe, on Union Island which has been almost completely
00:01:52devastated by Hurricane Beryl.
00:01:55And then we managed to scour Facebook and we found a video of a tree in Grenada, River
00:02:04Road, St. George, to be exact, that fell onto our house.
00:02:08We have that video so we'll share that video with you a little later on in the show as
00:02:13we touch base with Grenada journalist Rino who joins us to give us an update.
00:02:19This gentleman who we only know as Ron, he died when the tree fell onto his house.
00:02:27We do have a photo of him.
00:02:30A lot of persons are pretty shocked that it would have happened, caught on camera from
00:02:37what we understand, he just built his house, so it was a new house.
00:02:43But of course, you know, force of nature, God knows best.
00:02:47So of course, condolences to his family and everybody else who may be in mourning this
00:02:53morning.
00:02:54We know, of course, that Prime Minister's emergency responders will be visiting those
00:03:01sites, the most devastated sites across the Caribbean, and it is expected that the death
00:03:08toll will increase given the level of devastation.
00:03:12We do have some videos which we will share with you later on in the show.
00:03:16In the meantime, let's tell you what's happening in Trinidad and Tobago.
00:03:20For that, we go straight to the front pages of the Express newspaper.

00:03:44who went across to Tobago, clearing debris, residents of Arden, Tobago, and passes by
00:03:50assisting the clearing of branches and a fallen tree on Bloody Bay yesterday.
00:03:55And this is really to show this would have been the extent of damages, aside from what
00:04:01Chief Secretary Folly Augustin would have said about blown off roofs and so on.
00:04:07This would have been the extent of damages that we experience in Trinidad and Tobago.
00:04:11Heading to the back page, barrel blows down on Carriacou.
00:04:16Wow, I don't know.
00:04:19Very few homes you could see there actually still have their roofs on.
00:04:24And this, with climate change, with this hyperactive hurricane season, we in the Caribbean, along
00:04:32that hurricane belt, may want to look at safety standards as it relates to homes and the constructions
00:04:39of homes.
00:04:42Hurricane straps.
00:04:43Do people still use hurricane straps?
00:04:45We really do have to look at construction.
00:04:48Because when these roofs blow off, they become projectiles and they likely could kill or
00:04:54hurt humans and even animals.
00:05:00We see Barbados member of the Defense Forces helping clean up the street after the hurricane
00:05:05passes.
00:05:06Stay informed.
00:05:08We have to go back to those good old days where we hook up our radios, imagine that,
00:05:14and not telephones, to just keep informed.
00:05:16Battered by waves, it's really a semi-storm surge there.
00:05:20And of course, we'll be touching base with Folly Augustin a little later on in the show,
00:05:25Chief Secretary of the THA.
00:05:27We're seeing that picture there, deployed soldiers based at Camp Ogden, Trinidad.
00:05:35They arrive at the A&R Robinson International Airport to assist ahead of the passage of
00:05:41barrels.
00:05:42So we would want to know how that entire plan worked out.

00:10:36We now join live via Zoom with meteorologist Shakir Beg.
00:10:41He's director of the Trinidad and Tobago Meteorological Service, and he's here to give us an update
00:10:47on the weather and, of course, Hurricane Beryl.
00:10:50Good morning to you, Mr. Beg, and welcome to our show.
00:10:53Hi, good morning, and thank you for having me here and granting me the opportunity to
00:10:59give the national public a brief on Hurricane Beryl and the weather that we can expect in
00:11:06Trinidad in the upcoming days.
00:11:09So basically, we are the lucky ones here to have you as an official source of information.
00:11:16So maybe a nice place to start off will be our situation right now here in Trinidad and
00:11:22Tobago.
00:11:23As we know, this morning coming down the road, there appeared to be more rain than even yesterday.
00:11:31You're right.
00:11:32You know, I would like to say, first off, that Trinidad and Tobago, we've been extremely
00:11:40lucky.
00:11:41We've been spared the ravages of a major hurricane passing through the Southern Caribbean, you
00:11:48know, very early in the hurricane season.
00:11:52And you did indicate in the beginning that Beryl has, in fact, you know, strengthened.
00:11:58The maximum sustained winds within Beryl at this time is near 270 kilometers per hour.
00:12:05And that puts Beryl at a Category 5 status.
00:12:10You know, this is history, right?
00:12:12The fact that Beryl has made it up to Category 5, Beryl is now known as the earliest
00:12:21hurricane in history to make it up to Category 5.
00:12:25And I don't think most of our people here in Trinidad and Tobago recognize that, you
00:12:31know, I did indicate a couple of days ago that this would be history in the making with
00:12:37Beryl.
00:12:38And so said, so done.
00:12:40We've had the earliest known Category 5 hurricane move very close to our shorelines.
00:12:47And we've been spared any major damages.
00:12:51And this morning, we give praise to Almighty God for this.
00:12:56And our weather here, what can we expect over the coming days in Trinidad and Tobago?
00:13:03Well, Beryl has now made its way out into the open Caribbean Sea.
00:13:09And on its current track and forward speed, you know, Beryl can bring life-threatening
00:13:15winds and storm surge to Jamaica by Wednesday.
00:13:19So before actually zooming in on what we can expect in the upcoming days, I would like
00:13:24to utilize this opportunity to inform everyone that Jamaica is at this time under hurricane
00:13:31warning.
00:13:32There's a hurricane watch in effect for the Grand Cayman, Little Cayman and Cayman
00:13:37Brac.
00:13:38And, you know, there is a tropical storm warning in effect for the southern coast of the Dominican
00:13:44Republic and Haiti.
00:13:47Now that Beryl is out of the way and we did receive some heavy rainfall in south and some
00:13:56areas in western Trinidad overnight from feeder bands into that dangerous hurricane, which
00:14:03would have produced quite a lot of rainfall.
00:14:06There is another area of concern for us out in the Atlantic.
00:14:13This time near 1600 kilometers to the east of Trinidad and Tobago.
00:14:17And that area has been called EL 96.
00:14:21The good news is that, you know, we observed this morning that the thunderstorm activity
00:14:27and the level of organization within the system has broken up a bit as environmental conditions
00:14:34have now only become marginally conducive for further development.
00:14:39So this time we are issuing official statements on this.
00:14:43We've reached official statement number two and we will issue another statement this morning.
00:14:49You know, we at the Trinidad and Tobago Meteorological Service, we attempt as far as practicably
00:14:56possible to inform the public in a very timely manner with respect to these systems and the
00:15:04effects and the impacts that these systems, if any, will have on us.
00:15:09So this system that we are speaking about, EL 96, is moving to the west and if it continues
00:15:16at this speed and on this current path that it's moving with, we should start seeing some
00:15:23heavy rainfall.
00:15:25At this time, there is no possibility for further development.
00:15:30It's marginal, very slim.
00:15:32I'm not saying that there will not be any development.
00:15:35You know, these systems as they move, environmental conditions can change and we can see development.
00:15:41But at this time, we expect that this system can approach us by Wednesday bringing some
00:15:47heavy rainfall and possibly some street and flash flooding.
00:15:51All righty.
00:15:52So we've got through the status, our status, the barrel, its path.
00:16:00What else is brewing in the Atlantic?
00:16:03Is the Met Services informed as to the level of destruction of barrel just yet?
00:16:10Do you all have any information, for instance, on the death toll, the number of injuries,
00:16:15that sort of thing?
00:16:19So at this time, it's very early for us to make any conclusive statement.
00:16:25I know that assessments are being done in terms of the impacts, the amount of roofs
00:16:32that would have been damaged.
00:16:34As far as I know and as far as I'm informed, there has been no deaths, right, from the
00:16:43passage of this hurricane.
00:16:46Assessments are still being done and it's still very early for me to say at this time
00:16:51and information is still being collated.
00:16:54But once this is done, information will be passed on to the national public with respect
00:16:59to the damages.
00:17:01Now, barrel remains a hurricane.
00:17:05There has been no resultant loss of life from this hurricane to this point in time.
00:17:12And as a result of that, the name barrel, right, will not be retired.
00:17:19So it's, you know, important for us to be informed about this, that the National Hurricane
00:17:26Centre through its Hurricane Committee will only retire the name of a tropical storm or
00:17:33hurricane if there was any resultant deaths from it.
00:17:39Mr. Big, is there a minimum number of deaths?
00:17:42Because we did see Prime Minister of St. Vincent and the Grenadines declare, Dr. Ralph
00:17:47Gonsalves declare one death thus far.
00:17:50As you mentioned, he's still doing assessments and we saw Dickon Mitchell as well declaring
00:17:55one death.
00:17:56So is there a minimum number of deaths before the name barrel is retired?
00:18:04No, the minimum number is one.
00:18:08So if there's been any death and I am so sorry, I was not informed that there was a resultant
00:18:14death or a loss of life from this, the passage of this hurricane.
00:18:19Now, having been made aware of this, I am to inform that therefore, hurricane barrel,
00:18:27the name barrel, will be retired from the list of hurricanes and never to be used again
00:18:33as a result of this.
00:18:35If not, if this hurricane or any hurricane is not as devastating as or causing any fatalities,
00:18:43it comes up every six years?
00:18:48Yes, so there's no fixed number of years within which the names can be reused.
00:18:55It will be when the National Hurricane Committee meets, they would decide on the naming.
00:19:01There's a convention for naming tropical cyclones.
00:19:04So once there's no resultant loss of life, there is the possibility of the name being
00:19:10used again in the future.
00:19:12And let's just say AL-96 develops, the name will be?
00:19:19Right, so the name we are looking at, we have already utilized C, which was a tropical storm
00:19:29Chris, which formed out near the Gulf of Mexico.
00:19:33So the next name on the list will be Debbie, D as in Debbie.
00:19:40So if AL-96, yes, if it reaches up to the stage where it becomes a tropical storm, and
00:19:47it is at this point in time a name is ascribed to the system, it would become known as tropical
00:19:53storm Debbie.
00:19:55So far from the looks of it, the female name storm seems to be a little more devastating
00:20:01than the male name storms.
00:20:05I'm so happy that you said it.
00:20:07Good one, Mr. Big.
00:20:09So Mr. Big, tell us about information, misinformation, the official source of information, who should
00:20:19we go to?
00:20:20And if you can also give us some tips ahead of this very active hurricane season.
00:20:28Thank you very much.
00:20:29I would like to inform the national public that the Trinidad and Tobago Meteorological
00:20:35Service is the official government designated source of information for weather and for
00:20:44the issuance of watches and warnings for Trinidad and Tobago.
00:20:48And we also have responsibility for issuing watches and warnings for Grenada and its dependencies.
00:20:55So you would have recognized that the Trinidad and Tobago Meteorological Service, apart from
00:21:00issuing watches and warnings for us, we were extremely busy having discussions with our
00:21:06colleagues in Grenada with respect to their watches and warnings and escalating and de-escalating
00:21:13whenever it becomes necessary.
00:21:15So we are the official source of weather information.
00:21:19We attempt as far as practicably possible to issue all of these official statements,
00:21:26advisories, alerts, watches and warnings in a very timely manner so that the public can
00:21:33have an adequate time window within which to prepare for any impending impacts and weather
00:21:41situations.
00:21:42Now, coming out of this situation with Beryl, we recognize that there are a couple of other
00:21:49sources of weather information that many members of the public turn to and there has been some
00:21:56level of confusion because some of these other sources of weather information, they have
00:22:03been jumping the gun.
00:22:05Now, can you imagine the confusion that it can pose out in the public if someone were
00:22:11on their private page indicating that our country is under a warning, when in truth
00:22:17and in fact, the government of Trinidad and Tobago has not policed us under a warning.
00:22:22So, something like this can lead to a lot of confusion, it can lead to misinformation
00:22:28and it can lead to some level of panic, which we at the Met Service try our best, you know,
00:22:36not to get into or encourage.
00:22:40So, I want to urge everyone to pay close attention to the information and the advisories that
00:22:47would be emanating from the Trinidad and Tobago Meteorological Service.
00:22:51We have a wide array of sources that you can go to for information.
00:22:56There's our website www.metoffice.gov.tt.
00:23:02There is our social media platforms like Facebook and Instagram.
00:23:08And, you know, on the go, you can download the TTMet Office app, which is readily available
00:23:16for download and you can have our information on the go as well.
00:23:21So, of course, Shakir Beg, Director of the Trinidad and Tobago Meteorological Service.
00:23:26Of course, this falls under the Ministry of Public Utilities.

00:27:20It was reported that a heavy rainfall yesterday impacted several of the water and sewage authorities,
00:27:27that's WASA's facilities, in Tobago and both Trinidad.
00:27:31I think it may have been concentrated a little more in North Trinidad.
00:27:35And that was because the country was under tropical storm warning due to the passage
00:27:40of Hurricane Beryl.
00:27:42To give us an update on this situation and to find out if it has been resolved and to
00:27:47what extent, is CEO of the Water and Sewage Authority, Calvin Romine.
00:27:52Mr. Romine, thank you so much for joining us.
00:27:54Thank you for having me.
00:27:56Good morning to you and good morning to Trinidad and Tobago.
00:27:59So, status update.
00:28:01Okay, so it was inevitable that some of our civil water plants would have gone out of
00:28:10service.
00:28:11That, in fact, happened both in Trinidad and in Tobago, particularly in the northeastern
00:28:18part of Trinidad.
00:28:21Just to give you a snapshot of the plants that were affected, we have in Tobago, we
00:28:27had Bloody Bay being affected, Hillsborough West.
00:28:31We had Highlands Road, Charlottesville, Richmond, Kingsby, Kowloon.
00:28:37However, some of the plants were returned to service, like Highlands Road, Charlottesville,
00:28:43Richmond, Kingsby, and Kowloon.
00:28:46We expect Bloody Bay and Hillsborough West to be returned to service early this morning.
00:28:54In Trinidad, the northeastern plants that were affected, particularly on the north coast,
00:29:02would have been Thumpy, Mutura, Quarry, Winapu, La Pastora, MacDavid, Blanchiches, and La
00:29:12Fille.
00:29:13The estimated return to service would be, some of those plants would have been returned
00:29:20to service last night, like Thumpy, La Pastora, and the rest would be early this morning.
00:29:29That's just to give you a snapshot as to some of the plants that were affected by the
00:29:35Hurricane Beryl.
00:29:37Mr. Romaine, I know in the past, and if you could just refresh our memory, is it something
00:29:44to do with when it floods, the debris gets caught in the filtration system, so we have
00:29:49to shut it off?
00:29:50Could you just refresh us as to what exactly happens and what causes these systems to go
00:29:58out of service?
00:29:59Certainly, and that's an excellent question.
00:30:02With our surface water plants, what happens?
00:30:05We have screens that protect the pump infrastructure, and these screens get clogged with debris
00:30:15at times.
00:30:17Now we have, besides these screens being clogged, we have flooding of the intakes, which could
00:30:23tend to reach beyond our pump levels, which could affect our pumps.
00:30:29Added to that, we would have some power failures, and that is typically expected.
00:30:36Our mitigating factors, one, we would have, in some instances, generators as a backup.
00:30:43We would ensure that our storage facilities are at its max to buffer against the outage
00:30:51while we sort out those issues by the intakes.
00:30:55What I could say is that we would have taken some risk control measures anticipating these
00:31:02kind of activities where we would have our equipment on standby and at specific and strategic
00:31:08locations to deal with these inevitable actualities as it relates to clogging of screens and flooding
00:31:16of our intakes, and also power outages.
00:31:21I did note that you mentioned some of the mitigating factors, some of the contingencies
00:31:28that you all have in place, but is there any bypass?
00:31:32Because for the citizens out there, the regular citizens were thinking that, is it that every
00:31:37time it floods, every time it rains, we have an active hurricane season that we're going
00:31:42to face this type of situation, when you actually need the water to aid in cleanup?
00:31:48And this yesterday, we were spared the brunt, so had it been a little more catastrophic,
00:31:53would we have seen a nationwide interruption of service?
00:32:00Okay, that's key.
00:32:02Business continuity is key, especially in water distribution.
00:32:05As I said, some of the mitigating factors, what we would have done was ensure that some
00:32:10of the areas that were scheduled and without a supply, we would have adjusted our system
00:32:17so that our customers would have been able to fill their storage capacities to maximum
00:32:24levels, as well as WASOP.
00:32:28In terms of forward thinking, some of our plants, actually, we would have modified in
00:32:35terms of, we would have recently sent out tenders to have plants that would not feel
00:32:43the full brunt.
00:32:44It's almost inevitable, as I said, with debris that we have no control over coming down at
00:32:49the rivers, but the design of the intake is key, and some of those plants that would have
00:32:54been recently tendered and awarded would remedy that situation in terms of flooding
00:33:01intakes and dealing with debris.
00:33:03So that is the forward thinking of the authority in terms of dealing with the perennial flooding
00:33:13clogging up our screens.
00:33:16What about introducing, I'm no engineer or anything, right, but what about introducing
00:33:21a filtration system before it gets to your area?
00:33:26Some sort of screen or filtration?
00:33:28So that's part of the re-engineering of the intakes.
00:33:30That is part of the design.
00:33:34What we do, engage the successful bidder, and they would present designs that we would
00:33:42approve accordingly.
00:33:44But we, obviously, we would have some predesigns, but we would be looking for specifics.
00:33:50So those things are part of the re-engineering of our intakes, specific to our surface water
00:33:57plants that are affected by these floods.
00:33:59And will this, when you say re-engineering, are we looking at all the plants at the moment
00:34:05and we're going in to make these adjustments, or is it just for the new ones yet to be constructed?
00:34:11So these plants are typically the plants that are affected by these conditions, these heavy
00:34:19fall conditions, these flooded rivers.

01:04:25So thank you so much, I have to say, you know, after facing that wrath for agreeing to join
01:04:30us this morning.
01:04:32Could you give us a synopsis as to the damage and so on?
01:04:37We did hear that there was one death, a tree fell onto the home of a gentleman named Ron.
01:04:46We do have that video, which we'll share as you speak.
01:04:49But if you could give us an update as to if there has been a death toll, injuries, and
01:04:54of course, damage to houses, structures, and all of that.
01:05:00Okay, so what I can tell you is that so far there has been one death due to Beryl over
01:05:06the, well, as of yesterday.
01:05:08No confirmation as if there's additional persons.
01:05:11Injuries, I can tell you that some person was admitted to the Princess Alice Hospital
01:05:17for minor injuries.
01:05:18Some of them not particularly pertaining to Beryl, but I can tell you that there were
01:05:23accidents at one of the shelters where a child was running and he fell and damaged.
01:05:29You know, so it wasn't anything particularly to the, well, of me knowing so far to Beryl.
01:05:36It could be out of my parish, but I'm not aware of that thus far as it relates to serious
01:05:43injuries and stuff like that.
01:05:45We're seeing now a video of the eye within the eye of Hurricane Beryl.
01:05:53It really does seem a bit scary.
01:05:56A bit scary, Rena.
01:05:57Could you recount your own experience?
01:06:02I can tell you that my experience was, it wasn't that bad.
01:06:06As I said previously yesterday at the shelter, so I wasn't dealing with a lot of the persons
01:06:13there, housed there.
01:06:15Because we did lose a piece of our galvanized, there were parts of the roof at the top area
01:06:21that went off.
01:06:23Everybody was safe.
01:06:24A little rain came in.
01:06:26The corridor was a bit flooded.
01:06:28My home had minor damage, I can see.
01:06:31So I had minor damage to my home.
01:06:34So I'm dealing with that now.
01:06:36Generally in my area, a lot of trees fell down.
01:06:39A lot of homes got damaged as it relates to large trees falling on them, partial damage.
01:06:44Roof damage.
01:06:46St. George's as well had a lot of damage.
01:06:50Trees falling on homes as well.
01:06:52But Karikou and Piti Martinique and the north side of the island felt a lot of the burnt
01:06:57up of the hurricane.
01:06:59Do you all have any information on the situation in those parts, those islands as you mentioned,
01:07:07Karikou, Piti Martinique and so on?
01:07:10As you rightly said, we noted that a lot of the devastation took place there.
01:07:16If you don't have an idea of the status of houses and people there, when will teams be
01:07:23sent across emergency responders?
01:07:25When will we get a status update on those?
01:07:28They are already on the way.
01:07:30Just to let you know, the Prime Minister has already announced that a contingency team
01:07:34is already up and heading there right now to help.
01:07:38I do have a colleague in Karikou who says that a number of homes were destroyed.
01:07:44People are coming out and assisting in every way they can.
01:07:47I can tell you that the community spirit was out because even on mainland and on the southern
01:07:52Karikou, a lot of people came out and wasn't waiting for the authorities but was cleaning
01:07:56the road and removing all the debris or the large trees who had any tools that they can
01:08:02help with and to clean the road to make it passive for vehicles and for other persons
01:08:07in the area.
01:08:08They did that without even waiting.
01:08:10They went about and helped as community members.
01:08:12Of course, those islands would be accessible via boat.
01:08:17Yes, it is accessible via boat and plane.
01:08:20I don't know what the condition is as it relates to the airport on the sister isle.
01:08:25But I know that the Prime Minister has announced that a team is going there already.
01:08:30So I'm not sure as to what means of transport they went.
01:08:34But a team is heading there.
01:08:36Do we have an idea of the population of Karikou?
01:08:40I don't have an idea off my head now.
01:08:44But it's a couple thousand.
01:08:49Okay, that is a lot.
01:08:52Were there options or were there shelters on that island?
01:08:56And what options did citizens have there, residents have there, should they have come
01:09:02to the mainland to shelter?
01:09:05No, there were shelters on the island.
01:09:08I can tell you that the minister for that area was there as well.
01:09:14He was at the shelter.
01:09:15And he had a team there.
01:09:17So just as Grenada was prepared, so Karikou was.
01:09:22But again, the brunt of the hurricane went there.
01:09:25And Karikou is not an area that was vast with a lot of trees and windbreakers.
01:09:32It's more of a flat island.
01:09:34So being able to receive such a hit of the hurricane was a big thing for them.
01:09:41So just a few videos that we are getting out of Karikou give us the impression
01:09:46that it was just generally homes and everything was devastated.
01:09:49So that's very promising news that you would have shared that there were in fact shelters.
01:09:53So we really pray and hope that those persons stayed at those shelters
01:10:00and would have sought refuge there and they would be alive and well,
01:10:04no loss of lives or no limb.
01:10:07Recovery, what does it look like at this time, Rina?
01:10:12To be honest, I can tell you that the vast amount of the houses,
01:10:16though we had a lot of destruction, a vast amount of the houses were open.
01:10:21Minor, minor, maybe two sheets of their galvanized.
01:10:26Some may have some minor damage in their homes,
01:10:29but I can tell you that a majority of the houses on island,
01:10:34well, okay, they didn't receive that much of the damage.
01:10:37Wetting in their homes, so most of the people would be cleaning
01:10:40and ensuring that their house are properly conducive to live again.
01:10:44But though we had a lot of damage, we also had a lot of homes saved.
01:10:48Compared to Ivan, I can tell you that we did very well.
01:10:51Okay, well, that is in fact promising news because I was just about to ask,
01:10:56has there been discussions about structural changes to homes?
01:11:01Because as I mentioned, the few videos that we are seeing on social media,
01:11:04you're seeing those galvanized sheets ripping off like paper and flying as projectiles.
01:11:09Has a discussion been had just yet about structural changes to homes
01:11:14to be able to withstand, granted this was a Category 4 hurricane,
01:11:18but granted to withstand these hurricane force winds?
01:11:24I think the Prime Minister is having, well, we expect a press briefing at 8 a.m.
01:11:29this morning from the Prime Minister and to the rest of the NADPA team.
01:11:32So we're waiting on that.
01:11:34I believe that discussions should be ongoing as to assistance and stuff,
01:11:39the person who lost their home.
01:11:41We've been working along with people, I believe,
01:11:45Ivan, the effect of Ivan, would have really opened our eyes
01:11:49when it comes to structure and our homes.
01:11:51So a lot of people during Ivan's experience, when we're building,
01:11:56we build for a hurricane or in case a hurricane comes their way.
01:12:00So as it relates to structure, I think we're doing okay.
01:12:04We're not where we want to be, but we're better than where we were.
01:12:07Yeah, I have to say the roofing that would have remained from the videos
01:12:13that we saw would have been like lifetime roofings,
01:12:16where they have those hurricane clips, I'm assuming, and so on.
01:12:20But those that we would have seen being lifted off,
01:12:23we would have seen a lot of wood and those just galvanized sheets.
01:12:27So it seems as though progress is being made,
01:12:29and I guess it would be lessons that we all learn going forward.
01:12:33What about humanitarian need, Reena?
01:12:36What are the immediate needs of the people?
01:12:39We are seeing a lot of persons.
01:12:42We just had on our show the Trinidad and Tobago Marine Service Association,
01:12:48and they said that the visiting yachts here in Trinidad
01:12:52that sought refuge from barrel,
01:12:54they are willing now to bring supplies up the islands.
01:12:58A lot of them would have come from Grenada, your industry, of course,
01:13:01and they are willing to pitch in and bring supplies to nations.
01:13:04What are the immediate needs of the people?
01:13:08I think the immediate needs right now of the people are
01:13:11just to ensure that their homes are okay, maybe foodstuff in some cases.
01:13:17Some people, again, would have been prepared.
01:13:19So they would have been, I can say yesterday, not yesterday,
01:13:22but during the days of preparedness, persons were shopping.
01:13:26So I believe a lot of homes do have some level of grocery to last them.
01:13:30Supermarkets are open. I can say that also as well.
01:13:33Supermarkets are open on the island.
01:13:35A release was sent by government as it relates to essential workers,
01:13:38which includes supermarkets.
01:13:40So access to food is available,
01:13:43and NADMA personnel are out doing assessments
01:13:47to see the vulnerable homes who need help,
01:13:50to assess where they can help and in what capacity.
01:13:53What about potable water and the water supply?
01:13:56Has that been restored? And, of course, also electricity.
01:14:00Electricity has been restored in some area.
01:14:02My areas, I have not seen any electricity as yet,
01:14:06but the town of Grenfell have electricity.
01:14:08St. George's have electricity.
01:14:10So the main areas have electricity,
01:14:12but the areas where electricity poles would have been damaged
01:14:16or lines would have damaged.
01:14:17The team, I believe, is up and running.
01:14:19I know that Grenlake have already sent out some of their team,
01:14:23but, again, it's a large area.
01:14:25So it would take a while.
01:14:26Hopefully within the coming day or days,
01:14:29we would see that the entire island have electricity.
01:14:31But I know my area don't have,
01:14:34because a lot of poles have been wired.
01:14:36And water?
01:14:37Water as well.
01:14:38Some areas do have water, but some don't.
01:14:41So, but, again, we ask persons to be ready, be prepared,
01:14:45have a great storage of water.
01:14:48So some people do.
01:14:50Anybody, again, who needs the assistance
01:14:53when it comes to drinking water,
01:14:54NADMA is out there.
01:14:55The team is out there trying to assist.
01:14:57So, yes.
01:14:58And, finally, Rina, our Prime Minister yesterday,
01:15:00during the sitting of Parliament,
01:15:02the lower house of Parliament,
01:15:03he did mention that our country is willing to assist
01:15:06the islands devastated by barrel.
01:15:08In terms of that, I mean, from your perspective,
01:15:13what would that assistance entail?
01:15:18I think most of the assistance would be getting persons home
01:15:21who are damaged, especially on this island of Karakul,
01:15:23up and running, and ensuring that they have adequate food.
01:15:27Because, again, while Karakul have their supply,
01:15:29they are depending on the mainland
01:15:31and neighboring islands to bring in supply as well.
01:15:34So while Grenada have its damage and would need assistance,
01:15:37I think most of the focus is on the sister isles
01:15:40and the needs there.

01:15:56who are on island Trinidad and Tobago,
01:15:58I think they should check on their families
01:16:00and just ensure that everybody is okay.
01:16:02And I thank Trinidad and Tobago for the support
01:16:04that they are planning to assist us in going forward.

01:21:47Well, you know the saying God is a journey.
01:21:49Well, this morning, I think God may be more of a Tobagonian.
01:21:53As Tobago was spared the brunt of Hurricane Beryl as she made her way up the islands.
01:21:59And of course, initial indications showed that or told us predicted that Tobago would have, you know, borne that brunt of Beryl.
01:22:08Joining us via Zoom this morning is I am sure a very relieved THA chief secretary Folly Augustin to give us an update on how the people of Tobago are coping just hours after Beryl.
01:22:20A very good morning to you, Mr. Augustin.
01:22:22Thank you so much for joining us.
01:22:23I know you had a bumper day yesterday.
01:22:26Yes.
01:22:27Good morning to you.
01:22:28Good morning to Tobago.
01:22:30Thank you for having me this morning.
01:22:33So, of course, your thoughts on how everything panned out, minimal damage to the island.
01:22:40But what exactly is there to report now?
01:22:45First of all, I want to start by saying thanks to almighty God that things panned out the way they did.
01:22:53Not that I am bragging about the goodness of God against the fever bestowed upon our neighbours in the Caribbean.
01:23:04But when one looks at the fact that this weather system passed by us and we have not suffered the kind of damages that we are seeing in places like Karakul.
01:23:18We should start by giving thanks to almighty God for what he has done for us.
01:23:25Immense grace, I believe.
01:23:28And even as seeing that, I wish to really emphasise that we are praying and wishing all the very best to our Caribbean neighbours as this hurricane system moves its way,
01:23:42moves its way through the Caribbean Sea, upwards to Jamaica.
01:23:48At this time, in terms of damages, the majority of damages are to roofs across the island.
01:23:56The majority of reports we received up until last come yesterday, 102 reports.
01:24:03Most of those reports are roof-related reports.
01:24:06We had two instances where roofs fell on homes.
01:24:12But in most instances, it relates to damage being loosed, and so now have to be replaced or have to be reattached in order to preserve the integrity of homes.
01:24:33We had probably about five homes that experienced floods, and so that's the amount of cleanup activity that is required.
01:24:44But that's where we are in terms of what transpired at our hospitals.
01:24:52At our hospitals, we only saw a total of five emergencies throughout the ordeal.
01:24:59Three at Scarborough, two at New Oxford Hospital.
01:25:02And so we really did not, really did not suffer majorly when it came to the impact from Hurricane Mary.
01:25:12Are you able, so let's talk first about the damages to the roofs.
01:25:19Now, you did mention the galvanized shooting.
01:25:21Should we be looking at this point at looking at building codes, the structure of our buildings?
01:25:29Do we need to ensure now, probably even legislate or penalize persons for not having hurricane, well, preventative measures incorporated into their homes?
01:25:43Because, Mr. Folley, not only when galvanized shootings, when they blow up, not only do they expose the structure, but they're also projectiles, which could damage other buildings, vehicles, persons.
01:25:55Well, for starters, what must happen is that we need to revoke the assembly.
01:26:01It has to assume its rightful responsibility for town and country planning so that it can manage, officially manage for the high enough of the building codes and ensure that the area is safe.
01:26:14At this time, we have a sort of reluctance in ensuring that in accordance with Act 40 of 1996, that we provide for people the authority to take responsibility for town and country planning.
01:26:31So, we need to start there.
01:26:33Secondly, we have to do an assessment in terms of the quality of homes that we have on island.
01:26:40And I think that should happen in Tobago and in Trinidad.
01:26:44Doing that sort of inventory will help us have an appreciation for what we do have in terms of our housing stock.
01:26:51Our social housing stock might just be considerably old and perhaps not been upgraded in a while.
01:26:59And it's a question of whether families can afford to do the necessary upgrades.
01:27:04And so, that might require government intervention and subvention to provide that additional support.
01:27:13Thirdly, what we are doing as an immediate response is that we have the Defence Force on island.
01:27:21And through the Ministry of National Security and the Chief of Defence Staff, the strength that is stationed or residents in Tobago was augmented by an additional 28 or so.
01:27:35And so, we are utilising that labour under the guidance of the Division of Infrastructure.
01:27:41Where we are just going around and looking at the roofs that got damaged and the placement of that.
01:27:48Placement of rafters and doing the necessary placements as is required to ensure that families can return to their homes.
01:27:58And that should really come again and we know we are expecting some reids later this week.
01:28:04In fact, tomorrow we'll get some reids.
01:28:06Or we'll get a bulk of reids on Friday.
01:28:08When that happens, families that had part or all of the roof damage can in fact remain in their homes.
01:28:20In instances where we are unable to repair roofs on time, the Tobago Coastal Assembly in fact has a social programme where we reids for families that are experiencing or are at the mercy of a natural disaster.
01:28:38And so, that policy will kick in.
01:28:40And families at this time, and I think at this time it's about five of those families, the Tobago Coastal Assembly is providing rental accommodation until the necessary repairs can be done to their homes.
01:29:10Maybe we should see a focus on, as you mentioned, roofs and those grants should go to ensuring that they are hurricane ready.
01:29:17On the point of the Defence Force, definitely and from what I understand, those Defence Force personnel, they are trained to drive trucks, tractors and those sorts of vehicles to assist you with the infrastructure.
01:29:31You did mention that there were five emergency cases at hospitals.
01:29:35Would you be able to share the nature of those events?
01:29:41Were they at all related, any injury projectiles, any injury related specifically to Beryl?
01:29:49I don't believe so.
01:29:54Just a report we're getting from the Tobago Regional Health Authority is that during the hurricane we suspended regular services, we suspended all appointments, all elective surgeries, we suspended all regular visits, we closed all of our health centres.
01:30:15And you should know that in Tobago we have more health centres per square mile and per capita than anywhere else in the country.
01:30:23Those were all suspended and we only left open the Roxbury and Scarborough hospitals to deal with accident and emergencies.
01:30:32And the reports that we received at our Emergency Operations Centre at Fairfield Complex in Buckingham, Tobago is that A&E only saw three patients at Scarborough and two at Roxbury.
01:30:47Secondly, we do have our own home improvement grants in Tobago that's executed by the Tobago House of Assembly.
01:30:55More than that, we have a ongoing partnership programme with Habitat for Humanity and a $3 million programme between Habitat for Humanity and the Tobago House of Assembly.
01:31:06We have been systematically going around the island and replacing and clearing roofs as part of a drive to ensure compliance with the needs as brought on by climate change.
01:31:21One would appreciate that small island developing states such as ours are greatly impacted by climate change and therefore we expect, for example, in this current hurricane season to see a very active season, in fact an overactive season with a lot more ferocious storms.
01:31:42And so I suspect that we will have many, many more of these interviews. I suspect we will have many, many more long nights and long days.
01:31:50And I suspect that we will also ensure that we are able to respond in the manner that we did over the last 14 hours.
01:32:08Mr. Agustin, I know that the state of emergency was declared in Tobago. I may have missed it. Was it lifted?
01:32:15Yes, it was lifted yesterday when we had a restriction that started around 3.30pm yesterday afternoon.
01:32:23So that means people are free to move around and so on?
01:32:27Yes, so work is resumed as normal today. School is resumed as normal except for a few schools east and north of Tobago.
01:32:36PTSC and public transportation is resumed as normal except that the PTSC bus system only goes as far as Bradley Bay and can't go all the way to Lansford on the north coast.
01:32:49All operations conducted with the Tobago Regional Health Authority has returned to normal.
01:32:54We are still working on telecommunications along the northeastern coast of the island.
01:33:01As you can imagine, the lines are down and so TSTT, Digicel and Ford are currently replacing and restoring their lines and their operations.
01:33:15Electricity was returned to all communities except for two communities, Bradley Bay and Lansford.
01:33:24They should see a return of supply later today.
01:33:29And of course, with the return of electricity, we will start seeing a return of water in areas.
01:33:35As you would imagine, in some areas electricity is needed to pump up water, especially to high altitude communities located at high altitudes.
01:33:47So we should start seeing a resumption of water supply to communities that were impacted during the 48-hour period of the hurricane.
01:34:17How would you rank your efforts to combat the effects of the hurricane?
01:34:22I rank our performance at around 7 out of 10, with 10 being the highest.
01:34:27So there is certainly room for improvement.
01:34:31Water will be done later this week.
01:34:36By the end of this week after, we have sort of tallied our reports and we just continue to put things together.
01:34:45And I will continue to stress that every single disaster that comes our way, we ought to respond with the same high degree of professionalism that is required.
01:34:56And we give it our best shot always.
01:34:59That means communities and families and individuals responding in a manner that if disaster falls.
01:35:08Of course, Chief Secretary of the Tobago House of Assembly, Folly Augustine, thank you so much for joining us and giving us that status briefing, at least to the nation, to the wider Caribbean.

01:38:25to give us an update on TNTEC's works to reconnect communities which may have experienced some disruption due to the passage of Hurricane Beryl.

01:38:38Good morning, Avashi. Thank you for having me.
01:38:41Definitely. Well, we are the lucky ones to have you here with us.
01:38:44So I know TNTEC, they were on the ground, they hit the ground early yesterday.
01:38:49They have been responding to so many different things.
01:38:52We heard of an incident in Mathura.
01:38:54The Works and Transport Minister, Rohan Sinnan, told us there was some disruption in Mathura.
01:38:58And I know your crews have been all across the country working very hard, just hours after Beryl.
01:39:03And there are just a few communities that are just awaiting that reconnection.
01:39:08So if you can give us a little status update as to how the past 24 hours has been for you and your crews.
01:39:16So understandably, Tobago was the hardest hit.
01:39:20Tobago North and East were where we saw the most impact from the weather system.
01:39:27Last night, so overall, over the last 24 hours, we had approximately 115 outages reported.
01:39:37Tobago saw the majority of that at 63 outages.
01:39:42And last night, when we sent out our last update, just about 7pm, Tobago had 35 outstanding outages.
01:39:50In East Trinidad, nine. Northwest had six. And in South Trinidad, there was one.
01:39:57This morning, we have gotten up to really good news.
01:40:01And Tobago has actually restored 52 of the 63 reports that they had yesterday.
01:40:06We have 11 outstanding.
01:40:10And in Trinidad, we do not have any more outages related to the weather system yesterday.
01:40:16So Trinidad is back to normal, based on the reports that came in yesterday.
01:40:21And in Tobago, our biggest concern right now is in the Lansfamie area, where we have an extended length of overhead line that is underground and that needs to be repaired and replaced.
01:40:36However, our crews are being hampered by landslides, so access is a little difficult there.
01:40:43So that's the biggest area that's out in Tobago right now.
01:40:46And we do have some other areas out as well.
01:40:50So we just had a chat with Chief Secretary of the THA, Mr. Augustine, who did mention it's just two communities that remain affected.
01:41:00So you explained to us within those two communities will be 11 outages.
01:41:06Yes, we have pockets out in certain areas.
01:41:10What exactly would be the causal factors for the disconnection, lines down, poles down?
01:41:16What would have caused it specifically?
01:41:20So the biggest issue that we would have seen would have been trees and debris coming down on the overhead lines.
01:41:29Trees, branches, things that would have fallen as a result of the high winds.
01:41:34I know quite a while back there was a project looking to see if lines could have been underground.
01:41:41Is that still in train? Would that assist in situations like these?
01:41:45Well, the thing is that we have underground lines across the country in many different areas.
01:41:52There's always a cost factor when you look at underground lines.
01:41:56If memory serves me correct, underground lines are three times the cost of overhead line infrastructure.
01:42:01And so it's always a cost factor. But we do have underground lines across the entire country.
01:42:08And in those cases, you wouldn't see those types of destructions and outages?
01:42:14No. So one of the benefits of underground systems is that if you have heavy winds, you don't have lines coming down.
01:42:20You still have poles because you have streetlights, but the overhead lines are not there because they're underground.
01:42:27I just want to mention one thing, Urvashi, in terms of the response in Tobago.
01:42:32We do have three crews that are going up to date to provide some assistance so that we can try and get the outstanding reports out as quickly as possible.
01:42:41I was about to ask if you'll send crews ahead of barrel to deal with Tobago, us expecting that Tobago would have been harder hit than Trinidad.
01:42:51Or would that have been your Tobago crews that would have handled all these repairs so far?
01:42:58So so far, the Tobago crews have handled repairs. Our plan called for us to send additional support if it was required.
01:43:06So yesterday at around noon, when we got the all clear for the crews to go out.
01:43:11So what happened is that everybody was staged. We had the crews mobilized and staged waiting to go.
01:43:17Our vehicles were at a high level so that if there was the possibility of flooding, that would not have impacted our ability to respond.
01:43:25And once we got the all clear, the crews rolled out and we started repair, restoration and doing damage assessment at the same time.
01:43:33So once we saw the extent of the damage and the need for additional support, that's why we're sending up the crews.
01:43:39And of course, the the vessels, I'm assuming, is not just personnel.
01:43:42There would be vehicles as well, and the vessels would have restarted their trips to Tobago today.
01:43:49Correct, yes. The Port Authority at last check I'm seeing that they're starting back sailing today.
01:43:54And just as we close, we're at the start of the hurricane season.
01:43:59Any words of advice, any tips for persons who would be experiencing floods or high winds and that kind of thing?
01:44:05What do we need to know as it relates to electricity?
01:44:10The biggest thing is one, you need to know where your breaker, your panel box and your breaker is located in the case that you need to turn off your breaker and your connection.
01:44:23If there is any issue at all, if you do experience flooding, we do want people to not walk in floodwaters, particularly inside your home, because you don't know if water has reached an outlet.
01:44:35And if water is in an outlet and that water could then be energized and you are exposed, you're vulnerable to being shocked or electrocuted and electrocution means death.
01:44:44So we do recommend that people not walk in floodwaters or for the very least turn off your panel so that you are safe electrically.

01:46:41Just look at me smile. When them do me wrong, I do them right. I'm just a man who doesn't pray at night.
01:46:55Welcome back TNT. Well, we are now joined with the president of the Downtown Owners and Merchants Association, Gregory Abood, Mr. Abood.
01:47:04We'd like to find out how business, well, particularly in a capital city has been affected by Hurricane Beryl and that sort of service disruption yesterday.
01:47:14Well, I mean, it's good morning, everyone. Good morning to the very lucky and very dry people of Trinidad and somewhat so to Tobago.
01:47:26Obviously, it was a disruption. It was unavoidable.
01:47:31We are not in a position to, you know, complain about having to make the necessary adjustments in whatever business was done yesterday because of the possibility of that great weather event that could have threatened lives and destroyed property and so on.
01:47:51So, yeah, it was, excuse me, was a disruption. And the only thing I might want to say is that perhaps we could have been given a little bit of direction as to whether or not we were expected to open or not.
01:48:08We have to make those judgment calls based upon our own assessment of what we could see and what we could hear from the authorities.
01:48:17But thankfully, it all worked out well in the end. But in the future, it might be beneficial to all concerned if some direction could come.
01:48:25Yeah, I was just about to ask that because that would have been one of the questions that I posed to the government panel at their media briefing yesterday.
01:48:34I did ask. Mr. Alwari said, Alrawi said that government did not advise the private sector. They were open to make their own decisions. But they did, however, they did not tell even public servants to stay home.
01:48:49He said that that was up to permanent secretaries and so on. So, it was sort of here, sort of there. So, in your opinion…
01:48:57I think that's a bit of a, yeah, if I might interject, that is a bit of an anomaly and I might want to respectfully recommend because I have other recommendations as well.
01:49:08But that is one certain recommendation that there needs to be a hierarchy of command and somebody has to be in charge of deciding whether or not we're being seriously threatened or not because of the fact that we have a storm bearing down on us.
01:49:25It also is called into question as well with respect to other types of emergencies. The most serious in my mind is earthquake. There is no hierarchy of command with respect to who is the correct person to designate an emergency or to declare a disaster.
01:49:47If we were to, God forbid, have a very serious daytime event, for instance, an earthquake, which separated families and had people at work and people in school and so on, you could have a very serious emergency on your hands that required search and rescue.
01:50:03Who takes charge in that situation? I had the privilege of sitting on a disaster preparedness committee for then Prime Minister Manning and the big problem that we had was that we didn't know who was in charge of a disaster if it were to happen.
01:50:20There are certain areas where certain people have the responsibility. The mayor of Port of Spain has a responsibility to declare a disaster for Port of Spain and nobody understands who really would be in charge and how those decisions get made if a committee is appointed and so on.
01:50:38The other recommendation I was going to make, if you don't mind me using the few minutes that you've allotted to me, has to do with Chagaramas and the yachting industry. Many of our people in downtown Port of Spain were members of the YSAT, which was the Yachting Services Association of Trinidad and Tobago.
01:50:58Basically, we saw what happened when life became hard for the yachties coming to Trinidad. It represented an exodus of hundreds, maybe as close to a thousand yachts. They left Trinidad many years ago and a lot of things happened to cause them to leave.
01:51:20I don't want to cause too many aspersions, but on the services that were done by YSAT and in the information that was given repeatedly, the number one complaint that the yachties had was for the onerous and hostile customs and immigration procedures of Trinidad and Tobago.
01:51:42In the words of a yachtsman who I knew that used to buy sail fabric and upholstery fabric in Port of Spain for the industry in Chagaramas, he said to me, he said, you people just don't get it, do you? He said, we come here, you make us sit and wait in an office for four to five hours. You give us reams of paper to fill out.
01:52:04He said, when we go to Grenada, the process takes about 15 minutes and at the end of it, they give us a rum punch or a fruit punch, he said to me. All those hundreds and hundreds of yachts that sailed into Trinidad yesterday came here of necessity.
01:52:21Exactly. You want to cut me off? No. Yeah, they came here of necessity. I'm thinking you're running out of time, but I'm saying they came here of necessity, but we could take advantage of that necessity and make ourselves a happier destination for them.
01:52:37Good signs and positive signs occurred yesterday, which included the Minister of Finance recognizing that they were on their way to us. The Minister of Trade indicating that every effort would be made to accommodate them. The Minister of Work saying that we have them coming and we have to be as helpful as possible and so on.
01:52:56But then talk came up about, well, you know, we have national security procedures. I think there's not one single known incident of a yachtee coming to Trinidad and causing a threat to our national security. Forgive me for being a little bit glib about it, but the yachting industry is a Christmas present under the tree of Trinidad and Tobago waiting to be opened again.
01:53:21It is a shame. And if it was not national television, I would use some more expletive language. It is a shame that we didn't take advantage of it and that when we look at the images of those hundreds of yachts on the satellite imagery that we saw on Saturday and Sunday, all those yachts used to be in Trinidad.
01:53:41All those yachts should be in Trinidad. Our upholsterers and our chefs and our caterers and our woodworking people and the boatyards and the sandblasting and the painting and all that work that used to be done in Trinidad that was lost because of our lack of appreciation should be returned to us, to the people of Trinidad.
01:54:01And why is the Ministry of Tourism not aware that yachting is a tourist business and a tourism industry? And why is there no study to indicate how much foreign exchange yachties provided to Trinidad and Tobago and how much business they did here when they came here?
01:54:20And why should we not allow them to open bank accounts so they could make Trinidad a more permanent state when they came here? These are all questions that Beryl caused us to ask ourselves again yesterday and which you have given me the privilege of asking again on national television this morning.
01:54:37And if this interview does happen to make it any further in your news network or in your journalistic judgment is worthy of being repeated, I would like to say to the government of Trinidad and Tobago, here is an opportunity to do something that will persist long after you have demitted office and that will be to the benefit of all of the people of Trinidad and Tobago,
01:55:02which is that we have been blessed with a geographic location that places us outside of the hurricane belt and makes us a necessary destination which the yachts refuse to come to because of things that we did. And we could change those things.
01:55:19So, Mr. Butt, I want to agree with you. But, of course, we are a little bit short on time. I want to agree with you. We did have the Mariners Association of TNT joining us this morning expressing the same exact view. Of course, you did it in, I believe, a more impactful way. So, we're going to thank you for that.
01:55:37Thank you for that. But I don't think it's a secret. I think one of the problems is that we as a people have to face the uncomfortable truth that those that we elect into high office don't run the country. They ask the public service to help them to run the country. And if the public service tells them to get lost, they have to get lost.
01:55:57So, if somebody in customs and immigration decides that that is how we're doing it, then that's how we're doing it. And the minister or the ministries have no power over that. And the Public Services Act doesn't give them power, which is a big reason why the Constitutional Reform Committee needs to submit their report quickly so that we can put the control of the country back in the hands of the people that are elected to represent the people.
01:56:20Because we could talk about this until the cows come home. It's not an expression that I'm allowed to say because I wanted to say one or two others. But we could talk about this for a long time and all the other people, stakeholders, could come there and tell you the same thing, which you are willing to admit that others have said what I said.
01:56:38But nothing will happen because somebody sitting in some bureaucratic office decides that is not how we're doing it. And when we go in on lunch, it dies when we go in on lunch and then we have to wait there until we come back. When all of that takes place and the people of Grenada want to give them a fruit punch after they sign one form that they have to sign to dock into Grenada, then, well, you know, you make a bed, you have to sleep in it.
01:57:03And this is a valuable access to foreign exchange. I think the ministers in this government and the members of parliament that we elected know that this is a valuable, valuable economy for Trinidad and Tobago and for the thousands of people that were employed in Chaturamas.
01:57:19And I'm really hoping that from the limes and the grapefruit that we picked from the tree with barrel yesterday, that we will make one sweet fruit punch and give it to all those yachties who came here and make them understand how aware we are of the value that they bring to the Caribbean economy and we will get our share again in the future.
01:57:41This is my plea and this is my response to the questions that you probably wanted to ask me about sales in downtown. I'm more concerned about the national impact and what is happening to Trinidad and Tobago and I do pray and hope that somewhere, somewhere, somebody has heard this and heard the Mariners this morning and Yachting Association and all the people who have talked about this for the last several years and that something will be done.
01:58:08I thank you so much for your contribution. I have to say that, you know, we do have a very, a very open Minister of Trade and Industry and let's take the conversation further. Allow us to take the conversation further. Let us.
01:58:22Well, the Minister, if I could close by saying this, if intentions, if good intentions were the policies that guided the country, then this Minister of Trade would have created one of the most positive outcomes for the yachting trade, but she has no power and you have to come to terms with that.
01:58:40All of your listeners have to come to terms with the people that we elect don't run the country. The public service runs the country and they say yay or nay and that is what the government has to do and that applies in almost every department and they will only admit that behind closed doors. They would never say it on national TV like me, but I am saying it in the hope that we could create a better model of governance for our country and that we could become a better team and not be hostile to each other.
01:59:07And, and recognize that this is a gift under the Christmas tree of Trinidad and Tobago, this yachting industry that needs to be opened, that needs to be brought out from under the tree and open and all of its benefits shared with the people of Trinidad. It's a very powerful industry.
