Epel: It would be suicide for any country to lag behind in science and technology

00:28 Coming to the theme of the conference in Havana

00:31 of the importance of science, technology, and innovation

00:37 to the developing countries, our party, the NRM,

00:41 has been for a long time educating Ugandans

00:46 about that issue.

00:48 We tell them that man from the beginning was uniquely designed

00:54 to be a science discoverer.

00:58 Why? It is on the account of the three characteristics

01:03 of man as homo sapien.

01:06 These are a hand that can hold tools and do work,

01:11 a superior brain with many convolutions

01:16 of the cortex and bipedalism, ability to walk on two legs

01:22 and therefore liberating the head to think and the eyes

01:27 to see far.

01:28 I told the BRICS conference recently

01:32 that is how the landmark historic scientific discoveries

01:38 were made.

01:39 The invention of fire, domestication of crops,

01:44 domestication of livestock, the invention of the gun

01:50 and gunpowder, the invention of the steam engine

01:55 and water pump, the railway, electricity, the telephone,

02:01 the aircraft, the internal combustion engine,

02:06 the nuclear energy, automation, etc.

02:11 Science is man understanding the laws of nature, gravity,

02:19 magnetism, pressure, etc. and using them

02:24 to either do good or evil.

02:27 When scientific laws are understood and used

02:31 by parasitic people, they are used for evil.

02:36 This is what happened with the invention

02:40 of iron and gunpowder.

02:42 However, many scientific laws are also used for doing good

02:48 for man.

02:49 The water pump, the steam locomotive engine,

02:53 electricity, etc. did a lot of good.

02:58 Not to forget the role of vaccines, microscopy,

03:03 antibiotics, etc. The growth of the human race in numbers

03:09 from 1 billion in 1800 AD to today's 8.1 billion is due

03:16 to the advance of science that reduced human mortality.

03:20 It is, therefore, suicidal for any country to lag behind

03:25 in science and technology.

03:28 The phenomena of slave trade, colonialism, neocolonialism,

03:34 etc. were all due to Africa lagging behind

03:38 in science and technology.

03:40 A mistake reinforced by other weaknesses,

03:44 including sectarianism, poor organization, etc.

03:48 Therefore, Uganda is not about to repeat that mistake.

03:54 That's why we emphasize science education

03:58 and our government supports many scientific innovations

04:02 by our scientists.

04:04 For example, banana starch, the indigenous milk culture

04:11 for fermenting milk, the anti-corona,

04:14 anti-viral COVID-X, the fabrication

04:18 of electric cars, etc.

04:21 When there are scientific innovations leading

04:25 to the manufacturing of projects, off-tech becomes crucial.

04:30 Without off-tech, the product will die away.

04:34 That's why in Africa we have prioritized regional

04:41 integration to widen the market for products and services.

04:45 In Uganda, we are lucky.

04:48 We have almost everything, such as an educated population

04:54 with considerable number of scientists, raw materials,

04:59 agriculture, minerals, marine and forest raw materials.

05:04 However, taking advantage of the science

05:08 through manufacturing needs good

05:10 and affordable infrastructure like the railway, electricity,

05:16 roads, the research institutions, the telephones, etc.

05:21 Therefore, Uganda, we see these four factors as being crucial

05:28 for the advancement of science, technology, and innovation.

05:34 These four factors are uneducated population,

05:38 raw materials to be used, infrastructure,

05:43 and the market for off-tech.

05:45 We are ready to cooperate with all friendly countries

05:50 in developing science, technology, and innovation.
