Chairman of the Sangre Grande Regional Corporation, Anil Juteram is withdrawing the blame he placed on the Office of Disaster Preparedness and Management on Monday.
However, he is shifting that to his line Ministry, which is Rural Development and Local Government, as he claims there was a breakdown in communication concerning flood response.
