Fears the closure of caravan parks could worsen low-cost housing shortage

Caravan parks provide a permanent home to hundreds of thousands of people in NSW, but many are prone to flooding. A recent inquiry recommended permanent residency on at-risk sites be prohibited, but some fear the move will only worsen a major shortage of low-cost housing.
