Meanwhile, the opposition INDIA bloc postponed its symbolic mock public impeachment against Chief Election Commissioner Gyanesh Kumar to Saturday due to rainfall in the national capital, ahead of its planned march to Ramlila Maidan on November 1. The BJP condemned the move, terming it an attempt to create anarchy. Additionally, Prime Minister Narendra Modi targeted the opposition during an address in Gujarat, referring to past remarks and accusing rivals of spreading fake news. In Uttar Pradesh, Union Home Minister Amit Shah addressed the BJP Working Committee, sounding the bugle for the 2027 Assembly elections and declaring that the Uniform Civil Code will be implemented in the state if the party secures a third consecutive term.

00:01Now in efforts to curb pollution in the national capital, the central government has also stepped in with the Union
00:07Environment Minister Bhupendra Yadav saying that there will be a complete halt of construction and demolition activities across the national
00:14capital region from November 5th right up till November 20th.
00:18So for 15 days in a bid to control pollution, no construction activity, no demolition activity will be allowed and
00:25this is to curb dust pollution.
00:28My colleague Mariya Shaqeel exclusively spoke to the Union Environment Minister on exactly what the centre's game plan is to
00:34tackle pollution in the national capital, here's an excerpt.
01:17How many meetings have worked for the nation?
01:24We had a meeting with all corporations, we had a meeting, municipalities, we had a
01:28action plan.
01:30After giving one action plan, then confirm the other one, then confirm the other one,
01:33then confirm the other one.
01:33Then confirm the other one.
01:34Then confirm the other one.
01:35When it happens, it becomes our action plan.
01:37Then put it into the integrated command center.
01:39So, you were working on the timeline of business?
01:42Timeline, target, historical background.
01:48How many hotspots are you?
01:50And the hotspot based approach.
01:52The target is not the center.
01:56These municipalities have their own hotspots themselves.
01:59But Bhubain Ji, the intent is showing.
02:02But the question is that the implement will be possible.
02:05The winter is coming.
02:06In 15 days, perhaps we will all start wearing winter clothes.
02:10So, October is coming out.
02:12We will be working on an integrated approach.
02:16If you take the intent, then the people will also come.
02:19And after that, we do not have addedéc violating order,
02:28But we have typically about the nostalgia on the opposite side.
02:28If you take them from integrated command center,
02:30If they'll take the approach alone,
02:33Then we can take the government to make that knowledge,
02:37We need to collect for the Noel's current.
02:39So, it can características that we should be taken away from the leader,
02:48That's what we have achieved.
02:50First, we always say that the pollution of Delhi is responsible for Haryana and Punjab.
02:56This time, you believe that there will not be a blame game.
02:58We have said that we are responsible for the part of the world.
03:04Let's hope all of this leads to a reduction in pollution levels in the national capital.
03:10We'll continue getting you the latest of what the central government and the Delhi government
03:14plans to do to ensure that there is a crackdown on all elements that pollute the air further in the
03:20national capital.
03:21But let's move on to some of the big political stories of the day.
03:24The opposition CEC impeachment move was supposed to happen today,
03:29but it's been postponed to tomorrow, reinforcing the proceedings to be postponed.
03:34The announcement was made by Leader of Opposition Rahul Gandhi,
03:36who said that this mock impeachment will take place at the same time tomorrow,
03:40which means 3.30 tomorrow evening is when this mock public impeachment by Congress
03:46and by other opposition parties will take place at Kargay's residence.
03:50And that will be followed by a march to Ramlila Maidan, which is on November 1st.
03:55So there will be a march to Ramlila Maidan and then a mega rally.
03:59Well, the BJP is hit back at Rahul Gandhi, accusing him of spreading anarchy,
04:04once again repeating the Dimagi Naksal attack on the opposition.
04:08Let's get to both sides in our next report.
04:20It was billed as a public verdict against Chief Election Commissioner Gyanesh Kumar,
04:25a show of anger over alleged irregularities in the special intensive revision of electoral rolls.
04:31But just as the India bloc was preparing to remove the CEC from his position,
04:36at least symbolically, the weather played spoils sport.
04:41Continuous rainfall in the capital forced the opposition to postpone its public impeachment-style proceedings,
04:49planned at Congress President Malika Arjun Kargay's residence.
04:54The event will now be held at the same time, 3.30pm on Saturday.
05:00Former Lok Sabha Speaker Meera Kumar will preside over the proceedings,
05:04while Rajya Sabha leader of opposition Malika Arjun Kargay will introduce the motion.
05:08leaders from India bloc parties, members of civil society and people affected by the SIR exercise
05:15are expected to present their arguments, followed by a charge sheet against the CEC.
05:21Rahul Gandhi, the leader of opposition in the Lok Sabha, will deliver the concluding remarks.
05:27The opposition's stated aim is to build a public case for Gyanesh Kumar's removal,
05:32accusing him of undermining democracy through vote chori.
05:36But this is symbolic exercise, not an actual impeachment proceeding.
05:41The constitution says CEC can be removed only through the same process as a Supreme Court judge,
05:48by parliament, on grounds of proved misbehaviour or incapacity.
05:54While the proceedings were postponed, opposition leaders used the opportunity to target Prime Minister Narendra Modi
06:01and Home Minister Amit Shah, insisting that this is a fight they will win.
06:05Both the programmes are about the demolition of Indian democracy by Mr. Narendra Modi, by Mr. Arad Shah and by
06:19Mr. Gyanesh Kumar and his crew in the election commission.
06:24The Home Minister is trying his best to stop people from coming into Delhi.
06:30Everybody is here. It's a political plus. We are in this together. We will win this together.
06:38And this is only the curtain-raiser.
06:41On November 1st, the India bloc will march to Ramlila Maidan for their mega vote chori rally.
06:48The BJP, meanwhile, has hit out at the opposition's public impeachment plan, calling it a political stunt aimed at creating
06:55chaos.
06:56The government still supports the government's political명이.
06:58The brutales will be locked for of India.
07:06The government will continue to come.
07:13The government will change what is important for the government to come to the government.
07:20The government should always be stationed on the 이쪽 where they appear.
07:24The government should not be Haben, so the government should not be pushed.
07:38So, from a symbolic impeachment at Kharge's residence to a show of strength at Ramlila
07:44Meidan, the opposition is keeping the anti-CEC fight alive on the streets.
07:49Bihara Report, India Today.
08:17Bihara Report, India.
08:25Bihara Report, India.
08:25Absolutely, you know, Akshita, the fact that the public impeachment will now follow very
08:30close, happen very close on the heels of the mega rally itself, you know, adds to the momentum
08:39though the rain played truant but the delay surely the Congress and the India Bloc leaders
08:46feel is not a reason that there will be any lessening of the attack on Gyanesh Kumar or
08:55via Gyanesh Kumar at the Modi government.
08:59And Rahul Gandhi also spoke about marching to Ramlila Meidan thereby, you know, calling out
09:06all outfits, student organizations, civil societies to join the bandwagon.
09:12So, clearly, I think that, you know, tomorrow will be a day where we'll see a lot of bonhomie
09:20between the India Bloc leaders.
09:22We'll see a lesser participation though represented in the right percentage by the civil society
09:31members.
09:31And also, there will be SIR victims who will be participating in that public impeachment
09:38that happened.
09:38But today's picture spoke a lot about the unity and the fact that all the India Bloc leaders,
09:46you know, want to put up a show of strength on the person.
09:50Speaking of unity, Moshami, you know, Rahul Gandhi has been putting out one message after
09:54another urging everyone to join the rally on November 1st.
09:58Is the CJP going to be attending?
10:05You know, there has been no word coming on that.
10:09I've asked several leaders.
10:12There is still no clarity on whether Abhijit Dipke or the likes of Saurabh Das would be
10:20attending or sharing the stage with Rahul Gandhi and the other India Bloc leaders.
10:27There is a lot of reading between the lines.
10:30Dipke has made that call out to extend support to the India Bloc rally.
10:35But that doesn't really add to the fact that whether they'll be physically present.
10:42That will add another dimension, perhaps a political dimension, to the entire plan.
10:48And though he has shared stage with the youth outfits of other political organizations like
10:55the AISF or the ISA, it remains to be seen whether he would be on the stage with the major
11:01political parties there.
11:03All right.
11:03So let's wait and watch Moshmi for the moment.
11:04Thanks very much for joining us.
11:06It's going to be a packed political weekend because you'll have the opposition with their
11:11mock public impeachment tomorrow and then the day after that headed to Ram Leela Maidan.
11:16Prime Minister Narendra Modi, meanwhile, has lashed out at Rahul Gandhi at the opposition
11:21on a series of issues while, in fact, speaking out on the protests and has also questioned
11:29the opposition over their motive.
11:31There's also an old video of Rahul Gandhi, a video in which he said,
11:37gold from alu.
11:39That particular reference, the Prime Minister has made a mention of to take a jibe at Rahul
11:44Gandhi once again.
11:57Prime Minister Narendra Modi's veiled attack at Rahul Gandhi's alu-se-sona remark.
12:06Addressing a gathering in Gujarat's Banaskantha after inaugurating projects worth over 19,000
12:12crore rupees, the Prime Minister took on the leader of the opposition.
12:30This is the comment Prime Minister Modi was referring to.
12:46Rahul's remark made in 2017 remains ammunition for the BGP to target him, even though the
12:53Congress claims that his remarks were presented out of context.
12:58The Prime Minister did not stop at taking a jibe at Rahul.
13:01He also targeted the opposition, accusing his rivals of spreading fake news and creating
13:07panic during the Iran war.
13:11Rahul Gandhi's alu-se-sona remark.
13:13Rahul Gandhi's alu-se-sona remark.
13:38Rahul Gandhi's alu-se-sona remark.
13:39On the other hand, remains firm in taking on the government in CEC Gyanish Kumar over
13:43the SIR issue.
13:45We are all standing together because we are defending the constitution.
13:49We are defending the idea of India.
13:51We are defending the vote which is the expression of all India.
13:58Prime Minister Modi's event in his home state also witnessed people chanting Modi kahi nahi
14:04nahi jayega.
14:10This happened when Prime Minister Modi met female staff members of an IVF centre and posed
14:16for a picture with them.
14:24People were also seen holding posters bearing the same slogan during Prime Minister Modi's
14:29roadshow.
14:36The controversy erupted after Congress Chief Malik Arjun Kargay lost his school during
14:41an event in Bihar when a man in the crowd shouted that Prime Minister Modi would not go anywhere.
14:47Kargay reacted angrily to the remark.
15:04The opposition and the government have locked horns over the SIR issue and the showdown is
15:11only snowballing.
15:12With protest-packed weekends, the parliament session just around the corner and polls in
15:18states like Punjab and Uttar Pradesh early next year, the political fireworks are only
15:24going to get louder and louder.
15:28With Brijesh Doshi, Vera Report, India Today.
15:40Over to our election express segment.
15:43We'll focus on the poll-bound state of Uttar Pradesh where Home Minister Amit Shah has sounded
15:48the poll bugle.
15:49He addressed the BJP's working committee meeting and kicked off preparations for the
15:532027 Assembly elections.
15:56And the Home Minister raked up the contentious One Nation, One Law issue.
16:00Essentially, UCC.
16:02Home Minister Amit Shah asserted that the moment BJP returns to power for a third consecutive
16:07term, he's expressed confidence that's definitely going to happen.
16:10He says UCC will be implemented in the state.
16:13The Home Minister pointed to the implementation of UCC in several other BJP-ruled states to support
16:19his declaration.
16:20What exactly is this One Nation, One Law all about?
16:23Why is it a focal point for the Bharatiya Janata Party?
16:26I'll quickly break that down for you.
16:28The Uniform Civil Code is based on the principle of One Nation, One Law for personal matters.
16:34It seeks to establish a common set of civil laws that govern marriage, divorce, inheritance
16:39and all other personal matters irrespective of religion or community to do away with any
16:44religious laws governing one particular sect or community.
16:47Under the UCC, therefore, polygamy is prohibited.
16:50A person cannot marry again if they already have a living spouse.
16:54It also lays down a uniform minimum marriage age across communities.
16:59And that legal age is 21 years for men, 18 years for women.
17:03Marriages below these ages are not permitted irrespective of what a religion has to say
17:07about it.
17:08The UCC also provides a common legal framework for personal matters.
17:13Marriage, divorce, inheritance, equal inheritance rights for men and women and makes registration
17:18of live-ins compulsory, contentious point that this UCC, however, doesn't extend to scheduled
17:24tribes.
17:25They're exempted from its ambit.
17:27There's a mention, by the way, of Uniformed Civil Code in the Constitution.
17:31Article 44 under Part 4 is a directive principle of state policy in which there's a clear mention
17:37that the state shall endeavour to secure for citizens a UCC throughout India.
17:42In simple terms, it asks the state to work towards a common set of civil laws governing all
17:47personal matters, which is what the BJP says they're doing.
17:50At this point, which are the states that have it, Goa has had a common civil code for decades.
17:55It continues to follow the Portuguese Civil Code of 1867, which is extended to Goa during
18:00Portuguese rule.
18:01This makes Goa rather distinct from the other states.
18:04It's a little different from UCC.
18:05Uttarakhand became the first state in independent India to enact and implement UCC.
18:09It came into effect on January 27th, 2025.
18:13Then there's Gujarat.
18:14Gujarat passed the UCC bill very recently, March 2026.
18:18It also received the president's nod on September 17th.
18:22The law is yet to come into force.
18:24Assam passed its own UCC bill in May 2026.
18:27Presidential nod given on September 29th.
18:30Again, the law awaiting implementation.
18:32Madhya Pradesh.
18:32The Assembly has passed its UCC bill in July 2026, yet to become operational.
18:37But these are the BJP rule states where they've taken steps towards making UCC a reality.
18:42Floating is shown below.
