00:06works funding in the House-approved 2027 budget. Vince Dizon returns to the Transportation
00:11Department while Giovanni Lopez takes over the DPWH. Gasoline prices are set to go down while
00:18diesel prices rise starting Tuesday, October 27. Lula wins an unprecedented fourth term as Brazil's
00:24president. And Alex Ayala defeats Great Britain's Mika Stoyzavyevich in the Tory Pan-Pacific Open.
00:37House Majority Leader Sandro Marcos' Congressional District in Ilocos Norte receives the biggest
00:42increase in public works funding in the approved 2027 House Spending Bill. This, according to the
00:48Transparency Portal, a volunteer-driven civic technology movement, bettergov.ph. Ken Abante
00:54of People's Budget Coalition flags the increases during a Senate hearing.
00:58Halos 7,000 projects worth 190 billion pesos ang ininsert ng House na walang published project
01:06attachments. Ilocos Norte's first district was allocated 4.74 billion in project lists under the
01:13Department of Public Works and Highways in the House version of the 2027 General Appropriations
01:18Bill. This is a significant increase of 4.38 billion pesos from the 369 million pesos that
01:25was originally proposed for the district in the 2027 National Expenditure Program. The NAP is also
01:31called the President's Budget, a proposal submitted annually by the Executive to Congress. The House,
01:37which is constitutionally mandated to come up with an appropriations bill, may amend that proposal.
01:43Vince Dizon leaves the Department of Public Works and Highways. This, after more than a year after
01:49President Fernand Marcos Jr. appointed him to lead the agency and address corruption concerns.
01:54Dizon is returning to the Department of Transportation, which he used to head. Meantime, DOTR Secretary
02:01Giovanni Banoy Lopez will take over the DPWH. Lopez became Transportation Chief after Dizon left the post in
02:07September 2025. Presidential Communications Secretary Lino Cayetano, in a press briefing, explains the
02:14cabinet reshuffle.
02:15We are shifting gears to accelerate reform. Secretary Dizon goes to the DOTR to fix the daily commute.
02:23Secretary Lopez goes to the DPWH to make sure the reforms there last. Lahat ng ito ay parang lalong bumilis
02:32at gumaan ang servisyon ng gobyerno para sa ating mga kababayan.
02:36Cayetano adds, Dizon is expected to make daily commutes easier, shorten queues at the Land Transportation
02:41office, and eliminate fixers.
02:46Gasoline prices are set to ease, while diesel prices rise for a second straight week starting
02:51Tuesday, October 27. The Department of Energy announces the following price adjustments for
02:56October 27 to November 2. Gasoline will enjoy a rollback of 30 centavos per liter. Diesel will
03:03increase to 1 peso and 20 centavos per liter, and kerosene will rollback by 50 centavos per liter.
03:08The adjustments follow last week's movements when gasoline prices dropped by 4 pesos and 30
03:14centavos per liter and kerosene by 1 peso, while diesel increased by 2 pesos and 60 centavos per
03:20liter. The sustained diesel price increases come amid tight international supplies, made worse by
03:26renewed attacks on the Saudi Arabian energy infrastructure and commercial vessels in the
03:30Middle East.
03:32Brazilian President Luiz Inácio Lula da Silva wins an unprecedented fourth term defeating Senator
03:38Flavio Bolsonaro. This despite challenges from corruption scandals and rising prices.
03:43Lula is an icon of the global left and the most dominant force in Brazilian politics this century.
03:49He defeats Bolsonaro, the eldest son of former President Jair Bolsonaro.
03:54The senator had finished first in the election's first round and hoped to revive his father's far-right
03:59movement. Lula's re-election looked like a long shot as voters soured on him and his workers'
04:04party after years of corruption scandals and rising prices. Sweeping changes in Brazilian society also
04:10left Lula looking out of touch with an increasingly app-based economy and its growing ranks of informal
04:15workers. He was jailed from 2018 to 2019 on corruption charges that were later overturned.
04:21That paved the way for Lula to beat Jair in the 2022 election.
04:27Filipina tennis star Alex Ayala defeats Great Britain's Mika Stoy Savjevic 6-1, 6-2 in the round of 32
04:34match of the Torre Pan-Pacific Open in Tokyo, Japan. This was Ayala's first appearance in the WTA 500
04:40tournament. It was also her first ever match against the 17-year-old British player. Her win comes after
04:46her exit from the Ningbo Open in China on October 22. Ayala will play against world number 38 Talia
04:53Gibson of Australia on Wednesday, October 28, in the round of 16.
