Ombudsman to go after those who manipulated budget

Ombudsman Jesus Crispin Remulla on Monday vowed to go after officials who manipulated the national budget following the Supreme Court’s ruling declaring portions of the 2024 to 2026 national budgets unconstitutional.

Asked whether the ruling could lead to President Marcos being held liable, Remulla said the President’s role differed from that of lawmakers who made changes during congressional deliberations.

Remulla said his office had begun a ‘budget watch’ and that he would form a team to study the Supreme Court decision and the affected budgets to determine where responsibility lay and whether officials should be made to explain their actions.

00:00Well, we always evaluate decisions of the Supreme Court when it comes to when they pinpoint culpability.
00:10We have to act.
00:11So we will study all of that and look at where the fault was and how to make people explain
00:20their side or at least be made responsible for what they did.
00:24So, you know, the President just submits the proposed bill to Congress.
00:35The action goes on inside Congress and it's very hard to follow the action because they have their own tempo,
00:43especially for those who are scheming to add things and subtract things.
00:49Kasi ang budget, zero sum. Pagka nagdagdag ka, may pabawasan ka. So, yung ginagawa nilang yan, syempre hawa yan eh.
00:59Some of them are needed. No doubt. The budget is not perfect as submitted. You can actually amend it.
01:07Eh, yun naman. Kaya may period of amendment yan eh.
01:09Kaya lang, pagka bad fate na yun ang nangyayari. When they're already playing around with people's money, ibang usapan na
01:16yan.
01:16Ah, kagaya yan. Pagka, titignan namin yung mga parking. Yung mga nakaparada na amounts sa iba't ibang lugar.
01:26Eh, ano yan eh. Sign yan na they game the budget eh.
01:29So, for the people who game the budget, we will study how to go after them.
01:34Kasi nga, it's not something that we should be proud of. It's something that should never happen again.
01:41Ano yan eh. Kaya nga ngayon, we're starting the budget watch. Pinapalood na natin yan, which didn't happen before.
01:49And dito, with the decision, we will look, we will appoint a group.
01:55I will compose a group that will study the Supreme Court decision and the budgets that came with the decision.
02:03Para mapag-aralan natin ang gusto in detail.
02:06Ang mabigat kasi dyan pag nag-game nga nila yung system, gine-game nila.
02:12Yung ginawa nila na nilalagay sa unprogrammed yung mga kamahalagang mga proyektor ng gobyerno
02:20para ilagay nila yung flood control.
02:22Talaga masama ang nangyari doon. Masama talaga ang nangyari doon.
02:25Those are the things that we will look at.
02:27Talaga masama ang...
02:28.
02:32.
02:33.
