00:11Mr. Chairman, binabasok ko itong budget ng OVP and nakita ko na compared to last year, it went down by
00:2111%.
00:23It went down by approximately from $889,000,000 to $785,000,000.
00:32And nakita ko rin na ang kanilang main program ay yung socio-economic program na tumutulong sa ating mga constituents.
00:48And I saw various components of that program.
00:53So with that, nakita ko na the Office of the Vice President is spending their budget as efficiently, as wisely
01:03as possible.
01:05Of course, bilang Vice President, meron din silang mga kailangan tulungan.
01:12Bilang kayo, mga politicians, marami talagang lumalapit sa amin.
01:20At itong socio-economic program will be a tool for her to help her constituents or our constituents for that
01:31matter para mabigyan naman ng relief yung ating mga constituents.
01:36Yes, Chairman, thank you very much and welcome to the Office of the Vice President to the House of the
01:43Senate.
01:44At gusto ko lang sumali dun sa sinabi ng ating mahal na Chairman, si JV, na i-extend na lang
01:53yung traditional courtesy natin sa ating mga executive officers as we do to the other house, the House of Representatives.
02:04At kahit wala rito ang Pangulo, kahit wala yung pangalawang Pangulo, talaga namang hinahayaan.
02:11Higit sa lahat, nabawasan pa yung budget ninyo ng higit sa 11%.
02:16Kaya ang tanging tanong ko na lamang is, maliban dun sa sinasabing mga socio-economic programs, ano ba talaga ang
02:29mababawasan?
02:30Kasi alam ko, maraming tulong. Ako'y nakasama sa Magnegosyo Taday na iba't-ibang mga opening ninyo.
02:37Ano ang matatamaan at mape-perwisyo ba yung mga beneficiaries natin?
02:44At the outset, Your Honor, much of the budget is really because there is a reprogramming or recalibration of our
02:51programs.
02:52One good example could be, as you mentioned, the Magnegosyo Taday.
02:57This year, we're concentrating on monitoring and evaluation and checking if it actually has made impact, this particular program.
03:06Therefore, do we have identified reduced number of beneficiaries and target beneficiaries for the year?
03:14Another example could be, maybe we can have our Director for Operations, Pagbabago.
03:19Thank you, Yusek. Madam Chair, this is with regard to our Pagbabago a Million Learners campaign.
03:24We are about to reach already our target, which is 1 million learners to be given with the Pagbabago bags,
03:31with raincoats and dental kits as well.
03:34So, parang yun na rin po, parang napakasaya na rin po namin dahil hindi naaabot ng 2028.
03:41May re-reach na rin po namin yung goal namin for the 1 million learners.
03:44Thank you and congratulations on the early attainment of the goal stated, your targets.
03:50At syempre, gusto rin namin maalaman dun sa Magnegosyo Taday.
03:55Kung ilan dun talaga tuloy-tuloy na nagnegosyo, kasi maganda yung sinasabi nyo, kulang na kulang ang monitoring at evaluation
04:02sa buong pamahalaan.
04:04At mahusay naman that we take a step back and assess the success and the accomplishment in our actual projects.
04:12With that, I move that we endorse the budget of the Vice President to the plenary.

04:20But before that, I would like to ask Senator Bongo.
04:24Mr. Chair, good morning po.
04:26Sa lahat ng officials ng OVP, maraming salamat po sa inyong servisyo, patuloy na servisyo sa ating mga kababayan.
04:34I just want to express my strong support for the proposed budget of the Office of the Vice President.
04:39Napansin ko po, from 2026, nabawasan pa kayo from 800 million to naging 700 plus na lang million.
04:52Ngunit, this year po, napansin ko rin po, despite the office limited budget,
04:58nagkaroon po ang OVP ng mga programang nagbibigay ng tunay na beneficyo sa ating mamamayan.
05:03From disaster operations, patuloy po ang inyong tulong, pangkabuhayan programs at libring sakay, among others, patuloy po ito.
05:12At napagkasya niyo po ang inyong pondo. Salamat po sa inyong lahat.
05:18These are just some of the programs of the Office of the Vice President that provide meaningful assistance to our
05:24fellow Filipinos.
05:25Despite its annual limited budget, the OVP continues to carry out its mandate and deliver services to those who need
05:34them most.

05:44Yes, sir. Very operational po yung ating libring sakay.
05:48We have nine buses already, sir.
05:50It is deployed in, particularly, we have in Edsa Carousel Monumento, PTEX.
05:55We have two buses.
05:56We have also two buses operating in the Commonwealth and Quiapo.
06:01It's vice versa.
06:02We have also PTEX to Naik, Cavite, and we have one in Bacolod, one in Cebu City, one in Davao,
06:09and one in Tacloban City.
06:11Your Honor.
06:13Salamat po at nakikita ko maraming natutulungan po ito.
06:17At ako mismo, nung mga nakaraang taon, tayo rin po sumuporta sa programang ito.
06:24Sana po ay may pagpatuloy nito. Nakakatulong talaga sa ating mga kababayan.
06:28Sa totoo lamang po, inihalal ang Vice President na hindi lamang para umupo sa pwesto at maging spare tire.
06:34Inihalal po siya para maging working Vice President, para magdingkod at tumugon sa pangangailangan ng ating mga kababayan.
06:42Lahat po tayo ay public servants. We are meant to serve the Filipino people.
06:47Basic mandate po ang tumulong, lalo na sa nangangailangan ng social services.
06:52Salamat po sa inyong lahat, despite your limited budget, patuloy kayong nagsiservisyo.
06:58So, nandito lamang po kami, kahit isang boto lamang po ako, para sumuporta po sa inyong opisina.
07:04Basta makakatulong po ng mga programa sa ating mga kababayang Pilipino.
07:08Lalong-lalo na po yung mga mahirap. Salamat po sa inyo.
07:11With that, Mr. Chair, I second the motion to submit and recommend to the plenary the proposed budget of the
07:17OVP for 2027.
07:20Yes, we take note of the two motions by Senator Marcos and Senator Bongo.
07:27However, it is worth noting that among the agencies and departments, being the Chairman of Committee on Finance this year,
07:36lahat po talaga natural na humihingi ng taas, ng raise, ng increase.
07:41And most, if not majority of the departments are appealing to increase their budgets.
07:50And OVP is just one of the departments of the very few, just like the Senate.
07:55Ang Senate po, nagbabaho kami under the leadership of our Senate President.
08:02The Senate has a lower budget this year by $1 billion.
08:08And I noticed that the OVP is less, almost $86 million po ang inyong naibawas compared to the now 2027
08:18GAA.
08:20May correct? Tama po.
08:22So, ang tanong ko lang po, do you still intend to continue with the, I think that that's a good
08:28program,
08:29yung inyong negosyo, magnegosyo kaday, and yung libre sakay, any updates lang, sayang dun.
08:35Because now that we have a crisis, malaking tulong po sana yan, kung itutuloy, and we will support that,
08:42dahil it will at least fill in the gaps, no?
08:46Because of the, minsan yung iba ayaw ng bumiyahe, dahil sa taas ng presyo ng krudo, na nalulugi sila, no?
08:54So, sige po, Attorney Zuleika, can you brief me with the two programs?
09:00Yes, Your Honor, no?
09:02The Libre Sakay continues to flourish.
09:04As a matter of fact, Your Honor, we are expecting our 4 millionth passenger anytime, within two weeks' time, I
09:11understand, no?
09:11So, we already have nine buses, as mentioned by our Director for Operations.
09:15And then, it is our own way to provide free transport to our fellow Filipinos, no?
09:22Daily, daily ang services nito.
09:24For the magnegosyo kaday, as mentioned earlier, we are concentrating on monitor and checking and evaluating
09:30if our beneficiaries have actually made an impact or made successes of the businesses that were,
09:37or livelihood that was provided them.
09:39Yes, Your Honor.
09:40So, are you sure you want to recalibrate and if it's successful, sayang naman kung ito'y makatulong sa mga
09:48negosyo?
09:50Yes, Your Honor, recalibration is a program and a program mix.
09:56So, with that, actually, we will support the social programs of the office of the Vice President.
10:03And, you know, in spite of all of the political noise, we are still hoping that one day that we
10:09will have unity in this country.
10:13And, you know, we are looking and praying for that in the future.
10:18And, I'll send our regards to our Vice President.
10:21We're hoping to see her during plenary.
10:24And, committee chair, we'd like to thank everyone, especially our esteemed resource persons,
