The founder of the political group, Abhijeet Dipke, has been granted conditional bail by an executive magistrate following his detention and arrest by the Delhi Police ahead of a planned protest rally. The bail conditions require the submission of a fifty thousand rupee surety bond and an undertaking to maintain peace without disrupting public order. The proceedings were conducted at the Mandir Marg Police Station, where legal representatives gathered to finalise documentation. The action contrasts with the situation of associates Saurav Das and Ashutosh Ranka, who remain in judicial custody in Tihar Jail. Police detained a gathering of supporters dispersed away from the police station premises by security personnel. Party leader Ajinkya Shinde arrived at the station as legal formalities progressed, while authorities monitor potential calls for further demonstrations in the national capital.

00:00Breaking news coming in right at the top of this segment.
00:02This is Abhijit.
00:03Dipke now granted a conditional bail.
00:06This is what we are now learning after detention and arrest.
00:10He's been asked to sign another bond where Dipke has been granted conditional bail.
00:17Now, Dipke is to be released shortly.
00:19Remember, everyone, he's been produced before the magistrate, executive magistrate, that is.
00:24And this is right outside Mandir Magh police station where all of these, all of the situation has panned out.
00:31We're just awaiting his release now shortly.
00:34But Abhijit Dipke, the CJP founder who was detained and then arrested yesterday, right ahead of the Thiranga rally after
00:42he'd signed that notice that was brought to him by the Delhi police at the residence he's been putting up
00:46at the national capital.
00:47We do now see that he has been, in fact, granted conditional bail.
00:52This is different from the situation we had seen that Ashutosh Ranka and, in fact, for that matter, even Saurav
01:03Das had faced.
01:05The circumstances seem to be different here.
01:07While we were anticipating whether it will be jail or bail for Abhijit Dipke, the answer is here now, finally.
01:15We do see that the CJP founder, Abhijit Dipke, has, in fact, been granted conditional bail.
01:24Now, what does this mean, indeed?
01:26He will be released shortly, but there are conditions to that bail that he has been granted.
01:31To get more details on those conditions and all that's panned out inside the police station itself,
01:37Let me take this across to Anshul Singh, who's been tracking the story for us for the day.
01:42Anshul, conditional bail for Abhijit Dipke.
01:46In fact, we were a little while back mulling over whether it might actually be judicial custody for him in
01:50how many days.
01:51But it seems that the police have given him, the magistrate has given him conditional bail.
01:56What are the conditions that apply?
02:02Well, yes, it is almost similar to the conditions that he had signed last time around, the peace bond that
02:06he had signed last time around.
02:07The exact amount of bail bond that needs to be submitted, that is something that we are waiting for an
02:12official confirmation to come in.
02:14Apart from that, if there are any other conditions that have been put on him this time around,
02:19because the conditions could at least be more stringent, because last time around, as he did not follow the bond,
02:24he did not accept the conditions of the bond, and that is the reason why he was taken into custody
02:29and eventually arrested.
02:30Now, yet again, the daily police feels that it is safe for them to actually go ahead and release Abhijit
02:37Dipke from their custody,
02:38as the law and order situation would not be hampered.
02:41And for that, just to ensure that in writing, a bond is being filled from the side of Abhijit Dipke,
02:46what are the exact conditions, how much amount of surety has he had to pay,
02:51that is something that the process is happening, and we will get to know the details shortly.
02:56But yes, the big news coming in from the Mandir Mark police station is that Abhijit Dipke has been granted
03:01bail again,
03:02and similarly to last time, he has been asked to sign a peace bond.
03:07So, Anshul, what exactly is different here?
03:11Because a Saurav Das and an Ashutosh Ranka were put under judicial custody.
03:15They had breached the barricades, they had trespassed into Jantar Mantar, which was denotified as a protest site with the
03:21national flag itself,
03:22and then they were put under judicial custody.
03:24What went differently in Abhijit Dipke's case to help us understand that?
03:32Well, this is the peregrative of the Delhi police as to what they feel,
03:35as to what kind of action should be taken against a certain person.
03:38If at all the person is out on the streets, will that happen?
03:42In the law-on-order situation, so probably the Delhi police might have thought that if at all Abhijit Dipke
03:46is allowed to let go at this point in time,
03:49then the Delhi police would be able to manage the law-on-order situation.
03:52But yes, as we have been talking about that, there are more things that meet the eye in this entire
03:58scenario.
03:59There is a situation or a battle of narrative that is also being fought.
04:05So yes, as I told you, that on one hand, where the Kaukera Jinta Party has not secured bail for
04:10the other two accused who are languishing inside the jail for the last three to four days now,
04:15whereas there could be a larger plan or a larger perspective that the CGP is looking at at this point
04:21in time,
04:21as they have not tried to go ahead and secure that bail.
04:23On the other hand, similar conditions is with Delhi police as well.
04:27On one hand, they have arrested two people on similar charges in similar situations.
04:32On the other hand, the other person, Abhijit Dipke in this case has not been arrested.
04:37In fact, the police has asked him, is more than pleased to let him go back.
04:41So definitely there is more that meets the eye.
04:44There are more strategies that are being put in from both the sides,
04:47be it the Delhi police or of the Kaukera Jinta Party.
04:50And these reasons can eventually be speculated around.
04:53But for sure, we'll get to see that as to what is this entire strategy that is being put forth
04:59from both the sides.
05:00And eventually, at the last, who will win this battle of perception that is now being fought between Delhi police
05:05and the Kaukera Jinta Party.
05:07Right. So Anshul, do you think we can expect, given that Abhijit has been given a conditional bail,
05:14then might the CJP lawyers might now move in to apply for a bail for Das and Ranka, who are
05:20still in Tihar?
05:25Well, yes, they definitely should, logically speaking, they definitely should move for, have moved for bail already.
05:32But anyhow, if at all they don't move for bail as well, then the custody, the judicial custody is going
05:38to end day after tomorrow.
05:39That is on Monday itself. So anyhow, both these people would be allowed to walk free from the Tihar jail
05:44or on Monday itself.
05:46And tomorrow is a Sunday, yet again, a non-working day, a public holiday.
05:49So yes, it remains to be seen if the CJP will actually try to move for bail or will they
05:54wait for that five-day custody to end,
05:56which is already going to end this coming Monday itself.
05:59So Anshul, the last time we had seen, there was a 50,000 surety and a one-year condition that
06:06had been given.
06:07For one year, they will not be participating in any kind of disruptive processes that may hamper peace anywhere in
06:14the country for that matter.
06:15But hours later, after having signed that bond, Dipke had come out to say that I have said that I
06:21will not disrupt peace,
06:22but that doesn't mean my right to protest gets taken away.
06:25I will still conduct protest. I will still conduct demonstrations.
06:31Are we looking at a similar situation at this point that even after this very conditional bail, there will be
06:38more protest calls from his side?
06:40And if yes, how does the Delhi police strategize on handling the situation?
06:44Else it's becoming a loop.
06:46Detentions, there's a protest call, there's a detention, there's a bail.
06:49And it just continues to go around in a loop.
06:56Well, yes, what the latest information that we are picking up that the conditions are almost similar to what was
07:02it last time of 50,000 rupees surety or bail bond is being signed by Abhijit Dipke at this point.
07:09He would have to submit that amount of 50,000 rupees in front of the in front of the court
07:14of the special executive magistrate.
07:16And then the bond also goes ahead and says that he'll have to maintain peace as well.
07:22So almost the same conditions that were put on him the last time around, the paper on which he signed,
07:28the same conditions have been put forth this time around as well.
07:31So yes, there is no surety that Abhijit Dipke once steps out, will not call for a protest.
07:36In fact, what is very, very likely that he will yet again call for a protest.
07:40And then yet again, we'll see a similar situation happening where he will probably not be following the legal bond
07:47that he has signed.
07:48And then again, the Delhi Police could arrest him, could send him to judicial custody.
07:51But that is the maximum that the Delhi Police could do until and unless there is some other crime that
07:57is committed from the side of the Kokos Janta Party.
08:00It's not just protesting.
08:01Protesting is not a crime.
08:02Section 163 has been imposed.
08:04If you reach over there with the intention to protest, then that is something that means that you are not
08:10following the law.
08:10And it is not a criminal offense to go at a site where Section 163 is imposed with the intention
08:15of protest.
08:16So this is very important.
08:17So unless something more criminal, for example, what we saw happen on the 20th of July, where there were several
08:23FIIs that were filed by the Delhi Police.
08:25And eventually those FIIs were asked to not be acted upon from the side of the Supreme Court, those FIIs
08:30that were registered, those FIIs actually had criminal offenses.
08:34And based on those FIIs, strict action could have been taken against the leaders of the Kokos Janta Party and
08:39the people who were involved in those FIIs who were mentioned as an accused or who would have eventually been
08:45identified.
08:46But in this case, since it is not a criminal case, there is no criminality when it comes to a
08:52person reaching a certain location and carrying out a protest or with the intention of carrying out a protest.
08:57And that is the reason why the maximum that the Delhi Police could do is to bound him down, take
09:03him into custody, put him under arrest.
09:05And then if they deem it necessary, could send him to judicial custody.
09:08So if this time around as well, Abhijit Dipke tries to go ahead and sit at a dhanna in the
09:14New Delhi district, then yet again a same process would be followed because that is what the law says, that
09:18is what the standard operating procedure is.
09:21Right, Anshul, so what we are learning right now, let me just reiterate this for our viewers.
09:25The conditions have been released already, 50,000 rupees to be in fact given as surety.
09:32And again, the peace being the factor, being the main condition that has been put forward by the magistrate, that
09:40he needs to not disrupt peace anywhere across the country.
09:46And which is pretty much similar to what he had signed on October 11th after he was released from detention.
09:53As Anshul was mentioning, both the conditions that we have seen, both of these bail pleas are similar.
09:59These are visuals that are coming in.
10:01We do see Abhijit Dipke.
10:05At this given point, we are expecting Abhijit Dipke in a little while.
10:10Remember earlier there were a team of lawyers also that had gathered outside this very police station.
10:15They had gotten into a bit of a clash with the police because they were trying to get entry and
10:20join the team of lawyers that were already inside.
10:22But they were not allowed because the police made it very clear that it's only a specific number of lawyers
10:27that would be allowed inside the premises of the Mandir Magh police station.
10:32Right now, going back to Anshul at this given point.
10:36Anshul, at this point, are you hearing of any such situations panning out?
10:44Because remember the last time, detentions, every time Abhijit has been detained, there are CJP protesters who are trying to
10:49gather somewhere and launch a protest or go ahead with a protest.
10:53Are you hearing, are you picking up any such inputs at this given point that they might actually call for
11:00another rally today or perhaps tomorrow?
11:06Well, anything that will happen today is absolutely, is almost unlikely.
11:10But yes, I'll just try and show you in the visuals.
11:12The news has already, already broken.
11:13We have told people that, in fact, this information is out that Abhijit Dipke has now been granted bail.
11:19But you can see over here that the crowd that was, that was anticipated actually, that crowd is not present
11:25over here.
11:26In fact, a group of 20 to 21 protesters were trying to reach towards the Mandir Magh police station.
11:31However, they were detained kilometers away from this location itself by the Rapid Action Force.
11:35And they were actually dispersed from this spot.
11:38So yes, now Dipke has been granted bail.
11:44The process, the formalities of signing those documents, the formality of submitting that amount of 50,000 rupees in front
11:50of the SEM court is underway.
11:52And once that happens, he would be allowed to let go.
11:55He would be allowed to walk free from inside the Mandir Magh police station.
12:01For the process to get completed, this could take another half an hour to an hour's time.
12:06And then eventually, he would be allowed to walk out.
12:09Once he walks out, he should speak to the media.
12:12And then we could get a clarity as to what is the next plan of action that would be done
12:16by Abhijit Dipke.
12:18Will he yet again call for a Tiranga march?
12:20Or this time around, will he yet again call for a march demanding the resignation of the chief election commissioner?
12:27So the next plan of action is what they will try to act upon.
12:32The ball is now in the court of the Kaukra Chandra Party and Abhijit Dipke.
12:36The Delhi police has yet again believed on him and has let him go after he has signed a legal
12:41bond,
12:42which refrains him from creating unrest or disturbing peace and tranquility in this entire area of New Delhi.
12:49So it remains to be seen what will the Kaukra Chandra Party and its convener Abhijit Dipke do now.
12:55Time will tell how this indeed unfolds further from this very point.
13:00Anshul, thank you for bringing us all of those details.
13:01We were just to take you through the visuals that we were just witnessing.
13:05Ajinkya Shinde, the person who is in fact always put in charge when either of these leaders are detained,
13:13when all of the three people, that is Sauravdas, Ashutosh Ranka and Abhijit Dipke himself,
13:19when all of them are in detention, he's the one who gets the baton passed
13:22to take a leadership in the entire situation and to take control of the reins of the Kaukra Chandra Party.
13:31So he has just reached that very polar station as well.
13:34Those were the visuals we were bringing to you.
