01:29What happens when water we depend on begins to disappear? And the waste we produce becomes a problem we can
01:36no longer afford to ignore.
01:39Good afternoon and welcome to Beyond the Headlines. I'm DJ Moises and today's conversation is brought to us by Coffee
01:45First.
01:45Today, we look at two pressing issues facing Cebu. Are we doing enough to protect the future of our communities?
01:54First, Pag-asa is whining of a potentially very strong El Nino that could bring drought to Cebu as early
02:04as February 2027.
02:06Our second story takes us to Cebu City's waste management controversy where Vice Mayor Tomas Osmeña and Counselor Joel Garganera
02:16are at odds over proposals reportedly costing 250 million and 450 million pesos.
02:25Two stories, two urgent challenges.
02:29Let's begin with the first story.
02:39Pag-asa is warning that a very strong El Nino could bring drought to Cebu as early as February 2027
02:49with below normal rainfall potentially affecting the province for several months.
02:56From November 2026 through March 2027, rainfall could fall to 21 to 60 percent below normal.
03:10That could mean declining river levels, increasing pressure on our water supply, and growing challenges for households, businesses, and communities
03:21that depend on reliable access to water.
03:25The impact could extend well beyond faucets.
03:28Farmers may face dry soil, reduced crop yields, and more agricultural pests.
03:35Our fisheries could also be affected by poorer water quality and the risk of fish kills.
03:42For a province whose households, industries, and agriculture communities depend on reliable water, this is a serious concern.
03:52But a forecast is also an opportunity to prepare.
03:57So the question is whether our water providers, local governments, agriculture, and disaster response agencies are ready to act before
04:06the situation becomes critical.
04:09How serious is this threat?
04:12What areas and sectors are most vulnerable?
04:15And what must Cebu do now to avoid a water crisis?
04:22Well, I think if we base it on the overall preparation that's summarized into just one word in the recent
04:36days,
04:37based on the pronouncement of the president,
04:39the preparation that we have seems to be just confined into one word, and that is balde.
04:46But I am just optimistic and hopeful still that we have a government who can go beyond that.
04:54Because if we look at the potential impact of the super El Nino, this is really not a joke.
05:03I think we get by with our sense of humor, but I think what's coming is not just going to
05:09be managed by sense of humor.
05:12This El Nino is said to be worse than what we have seen in the past.
05:18And what makes me more concerned, actually, it's because I am not seeing the preparation, no?
05:25And that sense of urgency to make sure that all the bases are covered.
05:29First, our viewers, no?
05:31We have to understand that this is not just a weather issue.
05:34This is a water security issue.
05:40Even before the super El Nino, we've already heard about concerns in terms of water shortage in Cebu.
05:50Although when we guested MCWD, he actually said that we do not have any water supply issue without the El
05:58Nino.
05:59So that means enough ang atong water supply.
06:01And what will just impact negatively is kung madayun yun ang El Nino.
06:08But of course, ang atong karoon din is di naman is siya ka nang kung madayun.
06:12Because this has already been forecasted way ahead than today.
06:17So the expectation here is there should be more pronouncements now from the leadership of our water providers.
06:23Specifically, MCWD, what are we going to do?
06:28Because in the coming days, and what preparation have we done before today?
06:35Because kung nag-problema na ta sa ato ang water supply this time,
06:39then common sense will also tell us that this could grow worse when the super El Nino would come.
06:45So this is beyond igang or init ang panahon.
06:48This is a water security issue.
06:51Second, I hope we also recognize that this is a food security issue.
06:56Because El Nino is not just confined in Cebu.
06:59It's also not confined in Philippines.
07:02It's also not confined in Southeast Asia.
07:05This is a globally, this is going to be experienced globally.
07:12So that means this will also impact the rest of the world, not just the Philippines.
07:18So the question now is kung nam, because we are just saying,
07:20don't worry because we are just importing our rice.
07:23Oh wait, where are we importing them from?
07:25Southeast Asia.
07:26Oh my, mag-drought.
07:27This is Southeast Asia.
07:28So this is not just igang.
07:31This is a food security issue.
07:34Second, or third, how many people also have realized that this is also a public health issue?
07:41Because kung compromise ang ito ang water supply,
07:44there's a tendency also nga basin makainom taog ka ng mga contaminated water sources.
07:50And I'm not saying that this is going to happen, but this is bound to happen.
07:54So how ready also is our public health system?
07:59So should there be more cases of dehydration?
08:01Should there be more cases of sickness that are waterborne?
08:05How prepared are we?
08:06So again, this is a water security issue.
08:09This is a food security issue.
08:11This is a health issue.
08:13And finally, I hope our leaders, apart from all our away-away,
08:18and okay naman, we can justify all these away-away as necessary aways,
08:23but I hope we realize that this is also an economic issue.
08:28Even before the Super El Nino,
08:33mahal na ang gasolina.
08:36Even before the Super El Nino,
08:40hinay na ang ato ang economic growth.
08:43Even before the Super El Nino,
08:47taas na ang atong inflation.
08:49Mahal na ang ato ang palaliton.
08:51Even before the Super El Nino,
08:55nag-rotational brownouts na ta.
08:58So this one is going to be a compounding issue
09:03that will worsen the worst that we are seeing as of this time.
09:09So this is not just igang problem.
09:12This is water security.
09:14This is food security.
09:16This is public health issue.
09:20And this is an economic issue.
09:25So let us see how the other countries are doing
09:29aside from our dearly beloved Philippines,
09:32na ni-advise na mag-gather o balde, no?
09:36And, well,
09:37mo siguro na ang ato ang level of understanding, siguro, no?
09:41About El Nino.
09:42Now, in Indonesia,
09:44as early as August 5, no?
09:46Ang ilang public works ministries have already carried out, no?
09:50Wala sila niyo na nag-plano pa,
09:53nagsabot na mi,
09:54already carried out, no?
09:57Meaning implemented drought responses
10:00at 492 locations.
10:05387 residential areas.
10:19And then, ilan na pong na-anticipate nga
10:21there will be about 155, 228 people
10:25and 105 rice field locations
10:28covering 22,210 hectares
10:32that would need more assistance and focus.
10:35Imagine they already have the exact location,
10:38the number of people that could be implemented,
10:41and even the number of rice fields.
10:46Kita, maski number of balde nga i-prepare,
10:49wag gaita kabalo.
10:49Murakala, paningabuhay lang mo din.
10:51Assess pilang balde yung gusto.
10:53But well, this is Indonesia.
10:55Now let's talk about Thailand,
10:57a Thailand neighboring countries, no?
10:59They have already instructed farmers
11:02to avoid a second off-season rice crop
11:06at high-risk areas.
11:07So na na sila, ayaw na mo din ha, no?
11:09Kabalo ka na mong kaykay.
11:10It's just a waste of time
11:12if mananum mo aninga locations.
11:14So consider short-cycle
11:16and drought-tolerant crops.
11:19So identify sa nila,
11:20unsang tanom ang ipananom.
11:23Aning panahuna?
11:24Kita, unsang ipananom na ito?
11:26Kamote.
11:26Well, I'm just making it up.
11:29But what kind of preparations do we have?
11:32And finally, in Colombia,
11:33they already declared
11:35a national disaster situation
11:38from 2026 to 2027
11:41to prepare for the El Nino.
11:44So these are just three countries, no?
11:47Examples.
11:48But I am stating this
11:50just for us to underscore
11:52the urgency of the situation
11:55just in case
11:56some of our government officials
11:58are still finding this situation funny
12:01because it is not, no?
12:03We can reserve
12:04our sense of humor somewhere else
12:05but this is a big issue.
12:08So just in case, no?
12:09Just in case
12:10itong mga leaders
12:11are still not aware
12:12about what they need to do.
12:14First,
12:15we need to have
12:16a water security plan.
12:19Again,
12:20nagka-sortage na ta
12:21sa ito ang tubig
12:22wala pa'y super El Nino.
12:24Do you think
12:25we need to have
12:25an even secure
12:27water security plan?
12:30I mean,
12:31nakabantay na ta
12:32sa need, no?
12:33Kay magsugod na raman
12:34ni next month, no?
12:35Second,
12:38we also have already
12:39convened, no?
12:41Our experts
12:41about farming
12:42and food supply.
12:44Pila itong
12:45na-anticipate na shortage.
12:47And at least, no?
12:48Kanang palihota sa Indonesia
12:49nga we already know
12:50the locations.
12:51Potentially,
12:52kinsa ang mga farmers
12:53that will be affected
12:54and the households
12:56that will potentially
12:57be impacted.
12:58And if we look at it
12:59also in the situation
13:00of Thailand,
13:01ni-advise na sila
13:02sa'yong mga tanong
13:03na dili na lang
13:03itanong kay mamatay
13:05na gihapon ni sila.
13:06So, might as well,
13:07what's the guidance here, no?
13:09Kamote,
13:10on sa man, gabi,
13:11on sa man,
13:12or magkitkitag kuko, no?
13:13So, where is that, no?
13:16So, if our government
13:17leaders have not
13:18identified that yet,
13:19yes, this is already
13:20the time.
13:21In fact, the best time
13:22was actually yesterday.
13:23Atong public health system,
13:26kumusta na?
13:27And do I have to even
13:28articulate that?
13:31Anyway, no.
13:32But there's also
13:34preparation that's needed.
13:36And then,
13:37funding,
13:37accountability,
13:39coordination.
13:40And I'm highlighting here,
13:42kay murag,
13:42ang Philippines,
13:43wang maginta nagkulang
13:44sa funding,
13:45as we can see
13:46about all this
13:46flood control
13:47and corruption issues
13:48that we're having,
13:49then murag,
13:50di sigurta short
13:51of funds.
13:52I think,
13:53ang kulang na to is,
13:54aside from planning,
13:55it's also
13:56accountability.
13:57I've been through
13:58several forums already
13:59about certain crisis
14:00and I seem to
14:01still see
14:03ka nang a pattern
14:03of ka nang ipasapasa
14:05na to ang problema
14:06nga si X manggod,
14:07si Y manggod,
14:09o si Z manggod.
14:10And for me,
14:11that's natural
14:13human reaction.
14:14But I'm just
14:15hoping actually
14:15that there's
14:16one person
14:17who can say,
14:18okay,
14:19X, Y, and Z,
14:21I hear you,
14:22this is what
14:23we're going to do.
14:24Otherwise,
14:25kung kulang ta
14:25sa accountability,
14:27can you still
14:28remember what
14:29happened to us
14:29on the first few weeks
14:31when COVID
14:32happened?
14:34Nagkarakarabi
14:35ataan to.
14:35And I think
14:37that's also
14:38bound to happen
14:39if wala tay ka
14:40nang mga
14:41mechanisms
14:41on how we
14:42coordinate with each
14:43other
14:44and who is
14:45ultimately
14:45accountable.
14:47So,
14:48in a nutshell,
14:50before I move
14:50to the next,
14:52we need to have
14:53an idea
14:54of a more
14:55secure
14:56water supply
14:57kinsa ang mga
14:59vulnerable
15:00communities,
15:02kinsa ang
15:02agencies
15:03na accountable
15:05ani,
15:06kinsa ang
15:07businesses
15:08that will be
15:09affected,
15:10no?
15:10And then
15:11coordination
15:12among not
15:14just the
15:14LGUs,
15:15but even
15:15our
15:16government
15:16agencies.
15:17And finally,
15:18let's not
15:18forget that
15:19we also
15:20need
15:20emergency
15:21planning.
15:22So,
15:23in a nutshell,
15:24kung wala pa
15:25gina to,
15:26nasabdan the
15:26gravity of the
15:27problem,
15:28this is not
15:28just an
15:29igang issue.
15:30This is
15:31a global
15:31issue.
15:32So,
15:32if we are
15:33importing
15:34goods,
15:36then yes,
15:36the prices
15:37could
15:38dramatically
15:38increase.
15:39So,
15:40I hope
15:41nakabantay
15:42na ta na.
15:42So,
15:43this is a
15:43food security
15:44issue,
15:45this is a
15:45public health
15:46issue,
15:47this is a
15:47water security
15:48issue,
15:49and this is
15:50an economic
15:51issue.
15:52And I hope
15:53among all
15:53the away
15:54that we are
15:55seeing in the
15:56country today,
15:57locally,
15:58and nationally,
16:00aside from the
16:00away,
16:01I hope
16:02this is also
16:03on the table
16:04niya nagprepare
16:06taani
16:07because this
16:08is bound
16:09to hit us.
16:09And my
16:10disappointment
16:10actually here
16:11is we
16:12knew about
16:12this long
16:13time ago.
16:14And it's
16:15just so sad
16:16that we're
16:16not hearing
16:17so much
16:17about how
16:18much the
16:19Philippines
16:20is truly
16:21addressing
16:21this
16:23concern.
16:24This is
16:25Super El Nino
16:26forecasted
16:27to be the
16:28worst that
16:29we have
16:29seen in
16:30years.
16:31And I
16:32will be
16:33happy
16:33kung dilit
16:34ni siya
16:34madayun,
16:35why not?
16:36But every
16:37leader actually
16:37knows that
16:38in a time
16:39like this,
16:40while we
16:40expect,
16:41we hope,
16:42and we
16:43pray for
16:43the best,
16:44but we
16:45also still
16:46need to
16:47prepare for
16:48the worst.
16:50So I
16:51hope that's
16:51already clear
16:53to our
16:54leaders.
16:54Now let's
16:55move to our
16:56second story.
16:57And this
16:58is the
16:58Vice Mayor
16:59and
17:00Vice Mayor
17:01Tomas
17:02Asmenia
17:02and
17:03Counselor
17:04Gagar
17:04Garganeras
17:05clash over
17:06Sabu City's
17:07garbage
17:08crisis.
17:10So Sabu
17:12City Vice
17:12Mayor Tomas
17:13Asmenia
17:14and
17:14Counselor
17:15Joel
17:15Garganera
17:16have found
17:17themselves
17:17at odds
17:18over a
17:20problem that
17:20has been
17:21piling up
17:22literally
17:23and figuratively
17:25for the
17:26city.
17:26And that
17:27is garbage.
17:28But this
17:30is not
17:30just about
17:31a clash
17:32between
17:32two
17:33politicians.
17:34It is
17:34about a
17:35city
17:35struggling
17:36to find
17:37a sustainable
17:38solution to
17:39its waste
17:40management
17:40crisis,
17:41a problem
17:42made more
17:42urgent by
17:43the deadly
17:44Binalio
17:45collapse in
17:46January that
17:47claimed
17:4836 lives.
17:50In May,
17:52Osmenia
17:53reportedly
17:53asked for
17:5460 days
17:55to come
17:55up with
17:56a solution
17:56whining that
17:57sending
17:58garbage to
17:59Aluginsan
18:00could cost
18:00the city
18:01as much
18:02as 700
18:03million
18:03pesos a
18:04year.
18:05Now,
18:06months later,
18:07Gargaranera is
18:08asking where
18:10that comprehensive
18:11plan is
18:12while Osmenia
18:13insists that
18:14he has already
18:14prepared and
18:16submitted a
18:17250 million
18:18proposal.
18:20The disagreement
18:21has also raised
18:22questions about
18:22a newer proposal
18:24worth
18:24470 million
18:26pesos and
18:27what accounts
18:28for the
18:29220 million
18:31peso
18:32difference.
18:33So,
18:34what happened
18:34to the
18:3560-day
18:35commitment?
18:36And is this
18:37simply a
18:38disagreement
18:38over proposals
18:39and procedures
18:40or does it
18:41expose a
18:42deeper problem
18:43on how Cebu
18:43City is
18:44addressing
18:45its garbage
18:46problem?
18:48So,
18:48let's look
18:49beyond the
18:49clash and
18:50examine the
18:50facts.
18:51On the
18:51phone is
18:52Counselor
18:53Joel
18:53Garganera.
18:55So,
18:55Cons,
18:55Mayong
18:56Uddo.
18:57Yeah,
18:58Mayong
18:58Uddo.
19:00Right?
19:01And then,
19:01sa nagpaginapod
19:02sa
19:02conversation,
19:03I would go.
19:03Yes,
19:04and thank you
19:04for also
19:05making time
19:06for this
19:06conversation.
19:07So,
19:07for the
19:08benefit lang
19:08sa ito
19:09ang mga
19:09viewers,
19:10cons ba,
19:11who maybe
19:12wala na nila
19:13na kawang
19:13rundown,
19:14what they
19:15just saw
19:16was katumang
19:17clash,
19:17no?
19:18Yesterday.
19:19But,
19:19can you,
19:20briefly lang,
19:21cons,
19:22no?
19:22Can I
19:22give the
19:23details,
19:25the
19:25series of
19:27events
19:27that led
19:28to the
19:28clash,
19:29about the
19:3060-day
19:31proposal
19:32and the
19:33non-presentation
19:33of such?
19:35Well,
19:37simply,
19:38May 26,
19:41nag-deliver
19:41ko a privileged
19:42speech,
19:43you know?
19:43And then,
19:45one of which,
19:45nag-ayaw ko
19:46sa seating,
19:48na,
19:48how do we get
19:49about this,
19:51atong
19:52voice
19:53crisis,
19:54Na,
19:55like,
19:57kung sa may daan
19:58na to,
19:58how do we
19:59navigate this?
19:59Kaya,
20:00problema mag-i-daan.
20:01And then,
20:02out of the view,
20:04si,
20:06si Vice
20:06Mayor
20:07Osmania,
20:08ni-volunteer
20:09siya,
20:10meaning,
20:11just give me,
20:1360 days,
20:14and I will
20:15find a
20:15solution.
20:17So,
20:18pag-adungog na ko
20:19niya,
20:19na,
20:19nalipay ko.
20:21Kaya,
20:22tangali na,
20:23sayon mga,
20:24uh,
20:26like,
20:27kita,
20:27na-advocate
20:28mag-itla
20:28Waste to Energy
20:29Facility,
20:31kunya,
20:31naka-joint
20:33venture agreement
20:34na ta sa
20:34News Drive,
20:35and then,
20:36we conducted
20:36already a series
20:38of public
20:39hearing,
20:39and coordinating
20:41with a different,
20:41national agencies,
20:43DOE,
20:44DOST,
20:45DOH,
20:45kanan,
20:46and then,
20:47it turned out,
20:48last year,
20:49the mayor was really
20:50very,
20:51very firm
20:52in his stand,
20:53na,
20:54walay,
20:55di siya mo sa
20:55go to waste to energy.
20:57And I respected that.
20:59No?
20:59Kaya,
21:00perhaps,
21:00he was also being
21:01consistent,
21:02kaya,
21:02when he was still
21:03a counselor,
21:04si Mayor Archival
21:05was already
21:06against it.
21:07So,
21:07wala ako.
21:08Well,
21:09you know,
21:09wala ako,
21:10that would have been
21:11the first large-scale
21:14waste to energy
21:15facility in the country.
21:16But,
21:16sige lang,
21:17nakalimta na na ito
21:17na,
21:18saan taman,
21:18di man siya gusto.
21:19Now,
21:20when the mayor,
21:20the vice mayor,
21:21made the proposal
21:23as a solution,
21:25so,
21:26nalintay ko.
21:27And then,
21:28that was May 26,
21:30niya,
21:31niyabot na lang
21:32June,
21:33July,
21:33August,
21:34September,
21:35until yesterday,
21:38ah,
21:39naningil ko,
21:40nag-remind ko ba nga,
21:42Mayor,
21:42ganang 140 days
21:44naman ron,
21:45ganang,
21:46onsan naman
21:46tayo mo
21:46ang proposal?
21:49Ni Kalit
21:50nang siya banghab.
21:52Noong,
21:52na ako sa,
21:54nag-privileged speech ko,
21:56the word
21:56privileged speech,
21:59sa parliamentary procedure,
22:00nahibao mo na siya,
22:02na,
22:02ahoma nun po.
22:03So,
22:04siya mo din
22:04ng geeksanihang
22:06yang kuhan,
22:07ang papilis nga,
22:08nakasubmit na ko nun siya,
22:10pag January,
22:11sa mayor.
22:13And ko nga,
22:14huwag mo na,
22:15naanak ko
22:15nang may kopyana,
22:16and ko nga,
22:17huwag mo na,
22:18kung mapang may kopyana,
22:19nang maningil man po.
22:21Nga,
22:22ang imong privilege speech,
22:24ang imong,
22:25ang imong saad
22:26na 60 days
22:27was delivered
22:28on May 26.
22:30Hmm.
22:31Nga nga,
22:31his gut man ka,
22:32nga nakasubmit na ka,
22:34nga itong,
22:35inero sa mayor,
22:37nga nang alam lang
22:38na nga mag-isultid rin na mo,
22:39kung sa'y naadi ha.
22:41Hmm.
22:42So,
22:43tungod lang niya na ba,
22:44nga,
22:45nga,
22:47hangali,
22:48ka na siya,
22:48naanad na na siya,
22:49kayo sahay,
22:50iyahaman ng,
22:53kasiguo ng mayor,
22:54pakasadaan niya ang mayor,
22:56na,
22:57para na ako,
22:58ah,
22:59hindi na mawag,
22:59may istorya nila do'n ha,
23:01hmm.
23:02Pero,
23:03iyahaman din ang ipublico,
23:04pero karun,
23:05naas konseho,
23:07ang iyong dihingo,
23:07that was an affront,
23:09not just to me as a councillor,
23:10but to the entire council,
23:12he really disrespect sa konseho.
23:18And then,
23:19now actually,
23:20we're looking at the video,
23:22and yes,
23:22I was able to capture the part,
23:24no,
23:25when he seemed to have,
23:27kanang,
23:27shoved the papers,
23:29no,
23:29while you were actually,
23:31kanang,
23:33talking.
23:33So,
23:34for the viewers lang,
23:35because I think,
23:36kanang,
23:38unfortunately,
23:39no,
23:39some of,
23:40some of,
23:41kanang,
23:41us,
23:42kanang,
23:42outside the,
23:44the conversation,
23:46kanang,
23:46mo-focus,
23:47usahay sa,
23:48katong video,
23:50and,
23:50and the footage,
23:51but,
23:52kanang,
23:53di ligid kayo,
23:55nakasabot ba,
23:56kung the circumstance,
23:57that actually led to that.
23:58katong,
23:59na-clarify ni mo nga,
24:00it was him who actually interrupted you,
24:02no.
24:03Ang,
24:03ang second side,
24:04it's because there was a commitment of,
24:06uh,
24:0760 days,
24:08no,
24:09to,
24:09to supposedly,
24:10yeah,
24:1160 days,
24:11to supposedly submit,
24:13and he volunteered that,
24:15no.
24:15Can you also tell us,
24:17Kans,
24:17about the controversy around the 250 million versus the 470 million,
24:25because I think that was also part of the context that transpired in yesterday's session.
24:33I don't know where he got the 250 million because originally,
24:37during May 26th,
24:40he was talking about 360 million.
24:44In fact,
24:45that was the number,
24:46360 million.
24:47And in fact,
24:48he,
24:48he,
24:49he,
24:49Kuan,
24:50kanyang,
24:51iya pa ginag-i-allege na,
24:52there is already a,
24:54standby loan,
24:55sa land bank,
24:57may tungod niya na,
24:59360 million.
25:00It's never 250,
25:01it's 360.
25:03Mm-hmm.
25:03Ang iyong risulti.
25:04And then,
25:06uh,
25:07karoon,
25:09niabot na siyang 470,
25:11I,
25:12ako,
25:12I really don't know,
25:13asa ni siya,
25:14Gikan,
25:15but,
25:15kung niabot niya,
25:16di rin sa city council,
25:17si Gikan,
25:18as a city mayor.
25:19Mm-hmm.
25:19Kaya ang tanang nga mga,
25:22ang tanang nga mo,
25:23propose,
25:25sa ilang mga facility,
25:26o,
25:26sa ilang mga technology,
25:28maagi mo na sa mayor,
25:29o,
25:29niya makita,
25:30mani mo,
25:30nga Gikan mo na sa mayor,
25:32pa doon gri sa mua.
25:33I don't know the content of the 470.
25:36Mm-hmm.
25:37Basta,
25:38when he took the podium tagahapon,
25:40may tungod explaining,
25:42about the,
25:43about the 250,
25:45ako siyang ipangutana.
25:47Mm-hmm.
25:48Nga,
25:48dili,
25:48is mo,
25:49kung na meron,
25:49ang ako ba nga,
25:50kung sa man niya,
25:51na technology,
25:52mm-hmm.
25:53Kaning,
25:54kailangan may ma-process,
25:55niya matag-adlaw.
25:56Mm-hmm.
25:57Di man siya katubag.
25:59Mm-hmm.
25:59So,
26:00ako siyang giremind,
26:01if you recall,
26:02May 26,
26:03niingon ka nga,
26:05dili na tayo magbayad
26:06o tipping fee.
26:08Mm-hmm.
26:09Kailangan,
26:09di malipa yan na.
26:11Diba?
26:11Mm-hmm.
26:12So,
26:12ako siyang giremindan ka,
26:13kung sa mati mong story nga,
26:15dili tayo mabayad o tipping fee,
26:17kaning di siya mo,
26:18dili siyang,
26:19mulihay siya.
26:20Mm-hmm.
26:21Mulihay siya sa,
26:22sa issue ba.
26:25So,
26:25so,
26:26these are,
26:27this,
26:27this what really transcribed.
26:29Ang ako rin,
26:29ato,
26:30is,
26:31na,
26:32nag-remind lang po niya,
26:33nga,
26:34kung ging mong 60 days ba,
26:35140 days ba,
26:37huwag ka nang mo remind,
26:38ito,
26:40musuko din.
26:41Mm-hmm.
26:43And then,
26:44the other thing also,
26:45kinang cons ba,
26:47is,
26:48um,
26:48on a personal note,
26:50medyo,
26:50impatient,
26:51tasad ko,
26:52because,
26:52ang landslide ni happened by,
26:55January pa lang,
26:56no?
26:57And then,
26:57even before that,
26:59kanang,
26:59nasoryahan na po di,
27:00many times,
27:01in the show nga,
27:02this is really bound to happen,
27:03kay,
27:04kita naman tani sa katong inayawan,
27:06and then,
27:06it repeats sa sa Binaliw,
27:08and to make the super,
27:09super,
27:10super long story short,
27:12the,
27:12it was not,
27:14it should not have been a surprise,
27:15but eventually,
27:16it happened,
27:16and it claimed the lives of 36 people.
27:20Karun,
27:20kanang,
27:21at least cons,
27:22kanang,
27:22unsamay kanang movement ba nga,
27:25kanang,
27:26kanang,
27:27significant step forward,
27:29kay,
27:30number one,
27:30napuntoy issue sa katong,
27:31i-reopen ang Binaliw,
27:33and we've covered that,
27:34so many times also,
27:35within the show,
27:36and I hope the viewers understood,
27:38nga,
27:38unsay circumstance in Binaliw,
27:41no?
27:41Nga nung,
27:42nga nung,
27:42there was also a problem in reopening it,
27:44and now,
27:45ang kanang nakafocus na po di,
27:46is the cost in howling them,
27:48in,
27:49ano,
27:49ginsan,
27:49no?
27:50And then,
27:50napatoy mga SRP issue,
27:52napatoy mga bolo issue,
27:54medyo nagtuyok-tuyok,
27:55yun na karun,
27:56and then yesterday,
27:57when I had conversations with some of my friends,
27:59nireklamo na yun sila nga,
28:00ng ilang garbage,
28:01are,
28:02are not diligently,
28:05collected,
28:05so,
28:06sa akong pananaw lang,
28:07correct me if I'm wrong,
28:08muramang tagkanangga,
28:09tuyok-tuyok,
28:10gani,
28:10but I'm not seeing,
28:11a significant moving forward step,
28:14from what you're seeing ba,
28:16on the ground,
28:18am I wrong with that impression,
28:21or ba si nagyud tayo,
28:22nagibuhat in the back end,
28:24that the public is not seeing lang,
28:26aside from the,
28:27tuyok-tuyok,
28:28nga nahita bo karun?
28:31Actually,
28:31to begin with,
28:32we really don't have,
28:34a plan,
28:35the way things are,
28:37parun,
28:37wag ito yung plan,
28:38Hmm.
28:39Even from the start,
28:40no?
28:40If you recall,
28:43nahimo na itong inayawang landfill,
28:45niya itong 1997,
28:49Ang lifespan niya na,
28:51is seven years,
28:52supposedly by 2005,
28:55mahuman na na siya,
28:56Hmm.
28:57But,
28:57sa 2001,
28:58naimong mayor si Tumasos Menya,
29:01nilapas na pa sa 2005,
29:03niya abot na tag-2010,
29:06di gamit niya pun,
29:08ang atong,
29:10atong,
29:10ah,
29:11inayawang landfill,
29:12more than its lifespan.
29:14Antod,
29:15niya abot sa termino ni,
29:18Mayor Mike Rama,
29:19mo itong gisiradaan ni Mayor Mike Rama,
29:21mga along 2014,
29:23Hmm.
29:25So,
29:26ah,
29:26but when he assumed,
29:29as mayor in 2016,
29:33kaning,
29:34yan nasa ang diablihan ng balik,
29:36ang inayawang landfill.
29:38Hmm.
29:39So,
29:39maotong,
29:40ah,
29:41ang among kunseho nga,
29:43si Radina,
29:44that is a,
29:46magkahatag na o problema,
29:48hazard sa surroundings,
29:49and everything,
29:50huwag man siya maminamotong na,
29:51naaghat po,
29:52file o kaso sa ritmong kalikasan.
29:55Hmm.
29:58To make the long story short,
29:59ni Daog ang kalikupan,
30:01Hmm.
30:02And then,
30:03ako I was hoping for a technology ba,
30:05kahit,
30:06nasira na ko na to ang isa ka dam site,
30:11for the opening,
30:12for the opening of another dam site in Binaliw.
30:15Hmm.
30:17And then,
30:17to make the long story short,
30:19makita nga na to,
30:2036 kabuki na buhi.
30:21Siya may,
30:22siya may nag-ablihan yan.
30:23Hmm.
30:24So,
30:24huwag ka ron,
30:25na nasira,
30:27wala ka na siya nasira,
30:29sayod mang ka,
30:31ah,
30:32bahinga.
30:33Last year,
30:34na natay joint venture agreement,
30:36Hmm.
30:36with,
30:37with New Sky,
30:39we've conducted already a series of,
30:41ah,
30:42public hearing,
30:43kung niya,
30:44magkita man na to na,
30:46advantageous kayo lang to,
30:47you know,
30:48moving forward,
30:49ah,
30:50di li man gusto ang mayon,
30:53sa waste to energy,
30:54it was really firm on his stand,
30:56so wala pa kalupad.
30:58until niya abot ang problema sa,
31:01January 8,
31:02nga crash line,
31:03that was 36 lines.
31:05So,
31:06karun,
31:06ako,
31:07nagpaabot ko,
31:08nalipay ko,
31:09na nag-isgut siya,
31:10technology ang atong vice mayor,
31:12o niya,
31:13ang iyong promise,
31:15na 60 days,
31:17niya,
31:17niya abot na lamang tag,
31:18140 days kahapon,
31:19wak o man,
31:20niya mo to,
31:21nag-remind lang po niya ba,
31:23kay,
31:24wak mang gita ka roon,
31:25wak mang gita'y,
31:27mora mantag,
31:29wak man,
31:29namang gya po tas kangit nga ito,
31:31mag-isguta sa basura ba,
31:33so,
31:34so,
31:34so,
31:37ah,
31:39other than that,
31:40kanang,
31:40wak siya regard po sa,
31:43rules and rudiments namo sa council ba,
31:46bubanghag lang dahin siya,
31:47that was,
31:47that's the very first time ha,
31:49perhaps in the history,
31:51na,
31:51kanas siya,
31:53in the middle of my speech,
31:55iksahan ta niya,
31:56o kaning,
31:57kaning,
31:58yung mga dokumento,
31:59niya,
31:59wala ba siya ka-expound,
32:00kung siya naa siya yung dokumento,
32:02mm-hmm,
32:04so,
32:04ako ba,
32:04kaning,
32:05kaning,
32:06namang tas problema ron,
32:07niya,
32:08nung di tao,
32:08umuhin mo,
32:09pag-promise sa council,
32:12tumaga ang council,
32:13nari ka mo report,
32:14bubun sa'yin mong gusto,
32:16di kay,
32:17bubun sa'yin lang problema sa mayor,
32:20ayaw,
32:21ayaw ni apila,
32:21ayaw ni banghagi,
32:23mm-hmm,
32:24settle it among yourselves,
32:26no?
32:26So,
32:27simple as that,
32:28raman ng tao,
32:28mang siya,
32:30for the,
32:30for the last 16 months nga,
32:32sorry,
32:33to pardon me,
32:34I'm very,
32:35I'm very,
32:35I'm very courteous na niya,
32:37I'm very respectful,
32:38not an instance nga,
32:40not wag yung instance siya nga,
32:41naking,
32:42naking,
32:42naking away ko niya,
32:44naking lalis ko niya,
32:45huwag yun na may itbo,
32:46mm-hmm,
32:47so,
32:47dahapon,
32:48iyalan dyan kung,
32:49sahay,
32:50well, you know,
32:51sahay,
32:51sahay ang bully ba,
32:53mm-hmm,
32:54na,
32:54when you stand up to a bully,
32:58kaning,
33:00kaning,
33:01dili,
33:01lalim,
33:01liso dyan,
33:02no?
33:02Nga,
33:03nagkapait ra ba,
33:03ang ganyang bully ron,
33:06nagpa,
33:06murag,
33:07i-try to present himself as the victim ba?
33:10Parang dito na kanya-a nga yan.
33:13And then with,
33:14given,
33:14last two questions na lang,
33:16cons, no,
33:16kay,
33:17panigod to na ba ni nimi ron,
33:18but last two questions,
33:19ang second,
33:20ang second to the last na kung question,
33:22cons ba,
33:23is,
33:23sa kanibitong,
33:25well,
33:25I have to say,
33:26poor,
33:27kanang,
33:28management ba,
33:29of our garbage,
33:31and our,
33:32waste,
33:33concerns din sa syudad ba?
33:35I know there are several players here,
33:37no,
33:37pero I'll just focus on the Cebu City government.
33:40In your view,
33:41cons ba,
33:42who is ultimately accountable for this mangyod?
33:47Kay murag,
33:48it's,
33:48it's not really moving forward at all.
33:54Well,
33:56kaning,
33:57kaning tanan.
33:59Accountable din niya ni.
34:01And then,
34:02what,
34:02ang nga po magod,
34:04the mayor is doing something,
34:07which is good,
34:07no,
34:08kanang recycling,
34:09kanang yan,
34:10ibuhat sa ecostation,
34:12pero,
34:12that only represent,
34:15a,
34:16a figment of,
34:17the entire,
34:19volume bank,
34:19on a daily basis bank.
34:21And it would take decades also,
34:22for that to be,
34:24sufficiently,
34:25implemented.
34:27No,
34:28listen kayo,
34:29no,
34:30kaya,
34:30sama sa akong gibalik-balik na sauna,
34:32I was invited dito sa Yokohama,
34:35sa Japan,
34:36na,
34:37it took them seven years
34:38to reduce their garbage by 30%.
34:42No?
34:43And then,
34:45hindi man na to mag-compare ang Japono kita.
34:48Hmm.
34:49So,
34:49just imagine,
34:50ilang patuwig,
34:51kung atong ma-reduce na siya.
34:53Hmm.
34:54No?
34:54So,
34:55but in the meantime,
34:56we have to deal with the 670,
35:0080 tons.
35:01Hmm.
35:02angako ba,
35:03pili man na sila,
35:05kontra,
35:05they can work in parallel,
35:07no?
35:08Na,
35:08naatay dito,
35:09ah,
35:10kanyang sustainable solution na to,
35:13on sa magayang nga technology.
35:14On the other hand,
35:15let us also,
35:17ah,
35:18serious in,
35:19kanyang,
35:20enforcing ni atong recycling,
35:22reuse,
35:23reduce,
35:23na to sa mga basura.
35:26Because,
35:27ah,
35:27sapagatkaroon,
35:29bili din na sustainable.
35:31In fact,
35:31the vice mayor also,
35:33made that very clear,
35:34na bili sustainable.
35:35It's just like,
35:36I was,
35:37I was eager,
35:38waiting for his solution.
35:41Hmm.
35:47And then,
35:48ang last question ako,
35:49cons,
35:50and I could already anticipate the answer,
35:52no?
35:53But,
35:53sige lang,
35:53just in case,
35:54you might answer differently.
35:56Given everything that's happening,
35:59no?
35:59And I'm looking at the context,
36:02about kanyang,
36:03kanyang problema karoon sa garbage collection,
36:06ang howling sa Tualoginsan,
36:07ang problema sad sa Binalio,
36:09et cetera,
36:10plus also what transpired during the session.
36:13What can the Cebu City residents expect out of all these cons,
36:20at least in the coming days?
36:21Okay,
36:22nagkamount biyang atong problema aside from garbage,
36:24but at least specific to garbage,
36:26but what do you think,
36:27and the Cebuanos expect,
36:30no?
36:30In the coming days?
36:33Well,
36:34first and foremost,
36:35kanyang,
36:36maawal ka ba?
36:37no?
36:39Kanyang,
36:40nanimaho na taas basura,
36:42kanyang,
36:43ang atong kunseho pag yun.
36:45Kanyang,
36:46nanimaho sa taa,
36:47naglalis taa,
36:48kong basura.
36:50Nangitatawag solution,
36:51kanyang,
36:53kanyang,
36:53nanitatawag transparency,
36:55o ganyang,
36:56nai-dagan sa atong
36:58direction na to,
36:59no?
37:00Actually,
37:01kanyang mong pangutahan na,
37:02sir,
37:03muna akong pangutahan na,
37:05muna ay unod sa atong privilege speech
37:07at kahapon,
37:08no?
37:09Na nangayo ko,
37:10mga data,
37:11sa atong equestation,
37:13kaya ako ba,
37:14i-prove na to ba nga,
37:15is this enough?
37:17Kanyang sustainable ba ni siya?
37:20Ano sa katang,
37:21malingkawas na yung atong
37:22crisis ka ro'n?
37:25Mabito nga,
37:26I'm also very excited
37:27sa report punta ni
37:29Mayor,
37:30Vice Mayor Tami,
37:31na at least,
37:33bahala na,
37:33huwag ng sakripisyo ka ro'n,
37:34at least there is a life
37:35at the end of the tunnel,
37:36ba?
37:37Na,
37:38not a,
37:38not a sustainable solution,
37:41pero,
37:41until now,
37:42wala ganyang niya,
37:43mahan,
37:43either inamo,
37:44no?
37:45So,
37:45sa pagkakaroon,
37:46panayimong pangunta na,
37:48Sir,
37:49ang Mayor ganyang makatubag niya na,
37:51kaya,
37:52kanang,
37:53tingali,
37:54kanang-tana niya mga
37:55legislative agenda
37:57nga ipasa diri,
37:59sa consil,
38:00support ka mani kanan,
38:02sa among bahabig,
38:03sa among habig,
38:04support ka mani kanan.
38:05So,
38:06so,
38:07we just really need,
38:08timunil,
38:08on how to,
38:10how to,
38:11how to navigate,
38:14hindi kay,
38:15kung ako yung mong pangutan,
38:16on,
38:18kaning,
38:18listen.
38:21Sige,
38:21salamat kayo,
38:22cons,
38:23for making time
38:24for today's conversation,
38:26even if this is,
38:27this could have been
38:28lunch time for you.
38:31Yeah,
38:32thank you.
38:33Next time,
38:34next time,
38:34I'll be there.
38:35Yeah,
38:36sige,
38:36so,
38:37salamat cons,
38:38no?
38:40if we are to wrap
38:42that particular,
38:43kanang story,
38:45no,
38:45for today,
38:46what saddens me lang,
38:47no?
38:47Because we've been in this conversation
38:49as early as January this year,
38:52and then,
38:52murag pa duong naman ta,
38:53end of,
38:54kanang,
38:55paduong na ta,
38:55end of 2026,
38:57but it's not significantly
38:58moving forward,
39:00but let's not also forget
39:01that even before the incident
39:03in January,
39:05that claimed 36 lives,
39:08nanatay ka tong sufficient
39:10experience also
39:11with what happened
39:12in IA1,
39:13but apparently,
39:15murag,
39:15wala na to,
39:16na-learn to nga lesson,
39:17girepeat na to siya,
39:19and as of this time,
39:20nagtuyok-tuyok
39:21pagyapunta sa garbage,
39:23no?
39:23And earlier,
39:24the reason why
39:24I asked Councilor Garganero
39:26kung kinsagi accountable,
39:28because I hope
39:29the viewers are also
39:30getting more appreciation,
39:32ba nga,
39:33ang City Council is,
39:34literally,
39:35ang ilang main function,
39:36gyan,
39:37is legislation.
39:39So,
39:39the executive branch,
39:41and the mayor
39:42is the chief executive,
39:44it's administration
39:45of the city,
39:46no?
39:46So,
39:47kung natay in aning
39:47problema,
39:48if you would ask me,
39:49ang matabang sa council,
39:50actually,
39:51is legislation,
39:52but the actual
39:54administration
39:54and implementation
39:56is actually
39:57in the executive.
39:59So,
39:59I think this is
40:00my more direct call,
40:01no?
40:02From,
40:02in this episode na,
40:04I am really hoping
40:05that,
40:06itong mayor,
40:07si mayor na Sir Archibald
40:08would really,
40:10kanang hold himself
40:11accountable
40:11in terms of,
40:13kanang,
40:14the solution,
40:15no?
40:15To our garbage problem.
40:18Okay?
40:18Kay,
40:18kay,
40:20nagtuyok-tuyok
40:20pagyapunta
40:21until now,
40:22no?
40:22While the rest
40:23of the residents
40:23are actually wondering
40:24what will happen
40:25to the smell
40:26and the garbage
40:27that are uncollected
40:28around them.
40:30So,
40:31and then,
40:31overall said,
40:32whether it's local
40:32or national,
40:34if we look at
40:35the pattern
40:36of kanang
40:36circumstances
40:37we are in,
40:38ba nagka-complex
40:39yun ang problema?
40:40The Middle East
40:41tension is still
40:42not over.
40:43So,
40:44kabalun na tangan
40:45na ni siya
40:45ay impact
40:46na sa toang
40:46economy.
40:48And then,
40:48napagay super
40:49El Nino,
40:50and then,
40:51napagyuntay kanang
40:53shortage na
40:53locally,
40:54sa toang
40:55power situation,
40:57Nagbarag na tayo
40:58energy crisis.
40:59So,
41:00this is really
41:01the time for us
41:02to have
41:02better leaders
41:03who think
41:05strategically.
41:07And this is
41:08also the time
41:08for us to have
41:09kanang more leaders
41:10who,
41:11aside from
41:12our political
41:13agenda,
41:14would also put
41:14the agenda
41:15of the people
41:16who put them
41:17into office.
41:17and that's
41:18the people.
41:20So,
41:20two stories,
41:21two urgent
41:22challenges,
41:22and one common
41:23thread.
41:24The need to
41:24prepare,
41:25to act,
41:26and to lead
41:27with responsibility.
41:29As we face
41:30the threats
41:30of a super
41:31El Nino,
41:32the question
41:33is whether
41:33we are ready
41:34for the
41:35possibility
41:35of prolonged
41:36drought,
41:38water shortages,
41:39and the impact
41:40on our food
41:41supply and
41:42electricity.
41:42And as Cebu
41:44City grapples
41:46with its
41:46garbage crisis,
41:47the question
41:48is whether
41:48our leaders
41:49can move
41:50beyond political
41:51clashes and
41:52deliver a solution
41:53that protects
41:54public funds,
41:55public health,
41:56and the
41:57environment.
41:59We cannot
42:00control every
42:01challenge that
42:02comes our way,
42:03but we can
42:04demand better
42:05preparation,
42:06decisions grounded
42:08in facts,
42:08and leaders
42:09who put public
42:10interest above
42:11personal
42:12differences.
42:13So I'm DJ
42:14Moises,
42:14and shout out
42:15to Coffee First
42:16for supporting
42:17conversations that
42:18matter.
42:19This is Beyond
42:20the Headlines.
42:20Let's look deeper
42:21and think better.
42:23Have a good
42:23afternoon.
42:29It starts
42:30with a fresh
42:31shot of espresso.
42:34Bold,
42:35rich,
42:36old,
42:37just right.
42:39Then comes
42:40the milk,
42:41steamed
42:42smooth,
42:43creamy,
42:43and balanced.
42:44The Perfect
42:45Latte is not
42:46brushed.
42:47It is crafted
42:48one cup
42:50at a time.
42:51Your Perfect
42:52Latte is ready.
42:53Coffee first,
42:55then
42:56everything else.
42:58coffee?
43:27Blue Andreas,
43:27time for
43:27look at
