00:40This new aquatic centre is being built by Melton City Council at a cost of more than $100 million with
00:47no state funding.
00:49Councils cannot afford that and so the lack of state government investment is really changing the way councils operate.
00:55The council is even considering offering to partner with the state to build new stations just to get them moving.
01:02So I can see the disparity very well on how infrastructure is prioritised based on your suburb or your postcode.
01:11They've got a lot of money to play with and they seem to spend it on just rubbish.
01:17These seats in Melbourne's outer West have been Labor strongholds since they were established.
01:22It's known as the Red Wall.
01:24But there are signs it could come crashing down at the November 28 election.
01:29At the last election, Labor's primary vote in Melton went up.
01:33But in the rest of the Red Wall seats, it dropped sharply.
01:37In Coreroyt, first preference votes for Labor fell by more than 20%.
01:42It's a similar story across the West.
01:45If that happens again, it pretty much destroys any chance Labor has of holding on to government.
01:51I know all my friends and family, they're all going for One Nation now.
01:56Because we've just had enough.
01:57One Nation is a worry for others.
02:00It does give the vibe of racism.
02:03Everyone blames the immigrants because they say immigrants are coming in and they are taking all this space.
02:09But the infrastructure is not there as well.
02:12Whoever wins the West, the pressure to deliver will not go away.
02:16We kind of need what we were promised and we deserve to get it.
