00:59the news.
01:14In Brazil, the presidential election is heading to a runoff after neither of the candidates secured the amount of votes
01:20required to win.
01:21From Rio de Janeiro, our special envoy Belén de los Santos will tell us more about the current scenario and
01:26what's at stake in the upcoming second round.
01:28Welcome, Belén, to From the South.
01:33Hello, Luis. How are you? Exactly as you were saying.
01:36Well, we have been here throughout the day yesterday, a very long day, an important day also for Latin America
01:43as well as for Brazil.
01:44You were saying it correctly, the two main candidates, as was expected, but with somewhat different results.
01:51Lula da Silva and Flavio Bolsonaro are heading into the runoff that will be held on October 25th.
01:58A little less than two points, two percentage points in difference between the two with Flavio Bolsonaro in the lead.
02:07That is the main difference between what the polls were saying, also the amount of votes that were given to
02:15the Liberal Party in particular,
02:17and mainly the amount of votes that were distributed between the main two candidates.
02:22Many analysts were pointing at this being somewhat like the runoff, all the predictions that were made for the runoff,
02:33the moment, the context in which all votes are concentrated in only two candidates.
02:39This was anticipated in this first round of elections, meaning that a lot of people that could have chosen any
02:48other alternative because of the context of polarization that we had been describing previously,
02:54chose to make an early decision between the two most likely to win candidates, that is Flavio Bolsonaro and Lula
03:02da Silva.
03:03And this change of vote, apparently, and analyzing the data that we have now in the day after, shows that
03:12many of those votes that could have gone to any other candidates actually went to Flavio Bolsonaro.
03:18So Flavio Bolsonaro has already absorbed many of those votes that some polls were advancing could go to him in
03:28an eventual runoff.
03:29So that is one of the main points of analysis that are coming up this day, this Monday after the
03:36first round of elections in Brazil.
03:38Also, an important factor to consider is how the participation took a chance in these elections as well.
03:47There was a lot of speculation regarding that, but the truth is that the number is not so different as
03:54the historical number for Brazil, the one that we saw in past elections.
03:59What we do see is that Lula da Silva has lost votes across the country in most states if we
04:07compare them to the election that he did win against Jair Bolsonaro's father in 2022.
04:16In that election, if you recall, there was also a very, very tight race and he won by the minimum
04:23difference.
04:24We are now once again in a minimum difference scenario, but with Lula da Silva losing points across states, those
04:32are the points of course, the votes that he is going to have to go and get until October 25th.
04:39So we have a new race now, the race that goes from today up to that moment and the main
04:46challenge for both candidates is to get as many votes as possible.
04:51Those votes are coming from the other contestants. We're talking about Augusto Curi, Renan Santos and Ronaldo Callardo, who were
04:59in the other options of voting, who are going to, which of the voters are going to direct their votes
05:07to the now two remaining candidates.
05:10And also from those who did not go to vote or that made their votes. No, well, the candidates will
05:17make an appeal to all of those sectors in the run up to see who gets the main and the
05:24most amount of votes.
05:25Of course, we are also looking at a very tight race on October 25th as well.
05:30Well, then more was being decided as well on Sunday, not only the president and vice president.
05:35There were also elections for the Congress. What can you tell us about the results that were happening in those
05:42more regional local elections?
05:47Very important result, as you were saying, because as we said yesterday throughout the day, that is the election that
05:53does not have runoff.
05:55That has been decided already. We know the name and the form of the Congress for the upcoming term and
06:03the results have given a wide margin for the Liberal Party that is winning seats across both chambers.
06:11So we're mainly focusing our analysis in the Senate that renewed two thirds of the chamber yesterday and also in
06:19the lower chamber.
06:21The deputies in both cases, the Liberal Party now has one of the broader participation margins since 1988.
06:31This means that whoever gets to win on October 25th will have an administration that is conditioned or favored depending
06:41on the winner by a Congress that is mainly dominated by the far right Liberal Party.
06:48This does not mean that they will get something like an automatic approval in any of the in any of
06:55the chambers.
06:56They will still need to continue to negotiate because they do not have the majority needed for many changes.
07:03And if we know a little bit something about the how the Congress works here in Brazil, there's the central
07:09that is an important segment of a multitude of parties that are sort of like a negotiating base.
07:18They have those seats and they use them to negotiate with the highest posture, so to say, to see how
07:25the legislative terms are advancing.
07:29Well, definitely we'll see if that becomes an important ally for the Liberal Party, but we'll definitely have a legislature
07:36that is much more far right leading.
07:40And that will condition a lot of attempts regarding laws, for example, the much debated and much proposed by the
07:48left six times one proposal.
07:51The idea of restricting the working hours and days through the legislature in order to grant more free time paid
08:01and legal free time for workers.
08:03So that is what we're seeing, of course, a Congress and that is final.
08:08So we definitely know that for the coming term, a Congress across the country that will be shaping and shape
08:16the laws and the entire process with a much far right leaning approach.

10:34An Ecuador faces an imminent energy crisis and the return of widespread power rationing due to state inaction,
10:41failed infrastructure contracts, and severe hydraulic depletion.
10:45Reports indicate that almost three years into pressing the Ndeboa's administration,
10:49corruption scandals, canceled thermal energy vendors,
10:53and a lack of transmission investment have left the national grid severely underfunded.

12:48In recent weeks, Spanish citizens have demanded solutions from the government over housing affordability,
12:55holding protests across the country after public outrage grew over the televised eviction of an 87-year-old woman in
13:02Madrid last month,
13:03with over 70,000 people participating in housing protests in the capital on Saturday.
13:08This announcement of early elections comes as white-wing parties have gained ground across Europe,
13:13with Sánchez's government being one of the last left-leaning governments in the continent.
13:28Having duly informed the head of state, I have decided to convene an extraordinary Council of Ministers this very morning
13:36to dissolve the Parliament and call a general election to be held on the 29th of November in accordance with
13:42the deadlines established by law.

13:49To do more, we need to renew and broaden the support of the people.
13:54To tackle in depth the outstanding reforms we need so that the public can succeed in reducing these levels of

14:37are being trampled on in Parliament for the benefit of a select few.
14:40I also know that we ourselves have made mistakes and have not managed to achieve everything we set out to
14:46do.
14:49Dozens of Spanish citizens continued their protest camp in Madrid and other cities around the country to protest over the
14:55rent crisis in the nation.
14:57The Tenants Union stated that they will not back down from their protest actions and will therefore continue the protest
15:02camp in the capital of Madrid.
15:04In this regard, they called on the public to participate in the general strike to be held in defense of
15:08housing rights.
15:09Despite the call for early general elections, the union asserted that its protests are not conditioned by the election calendar
15:14and stated that there is no end in sight for the protests.
15:24And in France, authorities have arrested at least 5,000 people, most of them teenagers, amid protests calling for increased
15:30education funding.
15:31Between 400 and 500 French high schools will remain fully or partially closed this Monday
15:36due to the wave of student protests that has spread across the country and led to clashes with the police.
15:42These protests have drawn the support of various French political and social movements such as several teachers' unions
15:48and the presidential candidate for Lafonce Insoumines, Jean-Luc Mélenchon,
15:52who called on the General Confederation of Labour to form a united front of students and workers
15:56ahead of the day of protests scheduled for Tuesday, October 6.
15:59The protests, which began on September 17th, denounced the lack of resources, the technical and structural conditions of educational institutions,
16:06as well as overcrowded classrooms and a shortage of teachers.
16:16And in Germany, thousands of protesters continue to take to the streets to oppose the government's plans to reinstate mandatory
16:23military service.
16:24The program was suspended in 2011, but new regulations introduced this year have revived the national debate
16:30over who should serve and how far military expansion should go.
16:33Military service remains voluntary, but is scheduled to become mandatory starting in 2027.
