00:12In Brazil, Lula Silva and far-right candidate Flavio Bolsonaro advanced to a presidential election runoff.
00:21Spanish Prime Minister Pedro Sánchez announced anticipated general elections for November 29, following weeks of social unrest in the country
00:28over the housing crisis and the immigration crisis affecting the city of Ceuta.
00:35And Russian Foreign Minister's second lab will call any NATO military infrastructure in Afghanistan categorically unacceptable during a regional summit
00:43in Moscow.
00:49Hello, welcome from the south. I'm Luis Alberto Matos from Bedeleso Studios in Caracas, Venezuela. We begin with the news.
01:10Brazil is heading to a presidential runoff after neither Flavio Bolsonaro nor incumbent President Luis Inácio Silva secured more than
01:1750% plus one of the vote required to win on Sunday's election.
01:21With 100% of ballots counted, Bolsonaro was leading with 47.03%, while Lula has 45.16%.
01:27The two candidates will face each other again on October 25, when Brazilian voters will choose the country's next president.
01:34The election also included legislative and regional races, where the Liberal Party obtained the largest caucus after placing 28 senators,
01:41followed by the Workers' Party with nine.
01:44Voting was largely peaceful, although heavy ratings caused difficulties in some parts of the country.
01:50Meanwhile, Brazil's electronic voting system allowed authorities to process the ballots and release preliminary results quickly.
02:01Speaking to the press from Brazil, after the poll count declared a runoff, far-right presidential candidate Flavio Bolsonaro held
02:06a supposed era of change for the country.
02:12I am very happy about the number of Brazilians who went to the polls to make their voices heard.
02:18Not only because they wanted this change, but also because they wanted the end of the Workers' Party era.
02:25The end of the Workers' Party era has been decreed. This marks a new chapter for our country.
02:33Meanwhile, from Sao Paulo, President and presidential runoff candidate Luis Ignacio da Silva, alongside his running mate Geraldo Artmin, addressed
02:40supporters with a message of optimism, saying that they are ready to begin the new chapter of campaigning ahead of
02:46October 25 runoff.
02:51We have more than 20 million people who did not vote. In fact, the number is closer to 28 or
02:5729 million.
03:00We want to appeal to these voters and remind them that, at this historic moment for Brazil, every vote matters
03:07in determining the future of our country.
03:13But we have the second round. And the second round is when we're really put to the test.
03:22It's the moment for us to show the true picture of Brazil today, and the Brazil we want.
03:28So, starting tomorrow, we begin a new campaign.
03:36And the President of Brazil's Superior Electoral Court, Casio Nunes Marques, stated that the electoral system has proven its reliability
03:42and that the results are being released securely.
03:45He also thanked every Brazilian who exercised the right to vote and called on everyone to work towards ensuring that
03:49the second round of elections proceeds with the same sense of normality as this first day of voting.
03:59Our system once again proved to be absolutely reliable and, as always, the results are being disclosed transparently in a
04:08public and safe way.
04:09We have to remember that the same candidates and political parties have access to the election results even before TSE
04:16itself,
04:17because they have access to the ballots extracted from all the ballot boxes in Brazil and the parties themselves conduct
04:24the recount.
04:31Finally, I would like to thank, in a special way, the members of the table, the servers of the electoral
04:42justice, the security forces, the collaborators, the public bodies,
04:47and all the institutions that have worked for this election to take place.
04:54There are thousands of Brazilians who have dedicated their time, knowledge and work for the implementation of this election.
05:01To each of them we express our appreciation.
05:06I extend my thanks to the voters for their confidence and participation.
05:13And I emphasize that the election does not end when the vote is closed,
05:19but it is completed when the sovereign will of the sovereign is known and respected.
05:25We will work to have a second round with the same tranquility and normality that we had in the first
05:30round.
05:31Thank you all very much.
05:38And Brazil has lived through a decisive election this October 4th as the country heads into a run-off to
05:43decide its president for the coming years.
05:45A special envoy in Rio de Janeiro, Belen de los Santos, has the details on how the day unfolded.
05:52Polls opened at 8 a.m. across Brazil.
05:55In Rio de Janeiro, voters arrived early at the electronic voting machine station throughout the 3rd electoral district in the
06:02country.
06:03Yes, it was very fast. I brought my son this time. It was very nice to vote with him.
06:07The polarization that had increasingly marked the last weeks filled the air as two opposite development plans faced each other
06:15in this election.
06:16It's a decisive election because there are two candidates who are running for the presidency.
06:25They are very antagonistic. I don't know what the future will be.
06:32This year, as the last year's was very polarized, there are two sides. And both sides are fighting until the
06:39final moments to see how it will end.
06:41As the day went by, many plans were made for the Apuraçao at 5 p.m., Brazil's rapid electronic vote
06:48count.
06:49We will meet. We will have an afternoon coffee somewhere.
06:56A get-together where each one brings something.
06:58Soon, the results showed a clear trend. Flávio Bolsonaro in the lead, ending over two points ahead of Lulil Silva,
07:05with nearly all ballots counted.
07:11When the counting started, it gave me a heart attack because I was taken by an emotion that we were
07:15going to win.
07:17It was total polarization. We didn't have a third way.
07:20So, as we don't have a third way, what worries me is that we may have fascism in power again.
07:25And I think it will be very scary for Brazil and Latin America.
07:32In a deeply divided country, Bolsonaro supporters celebrated. Lula waited until the final results as the gap narrowed and vowed
07:40to keep fighting until the runoff, a complex path that begins tomorrow.
07:46I think so. I believe and I'm doing the L. And I keep believing and I'm going to fight for
07:55Lula.
07:55Because I can't think of this Brazil without Lula as president in the next four years.
08:00Let's wait. Let's continue fighting and let's vote consciously.
08:04Brazil's presidential election will now be decided in a second round on October 25th.

08:50Welcome back.
08:51Spanish Prime Minister Pedro Sánchez announced the dissolution of Parliament to hold anticipated general elections on November 29th,
08:58following weeks of social unrest in the country over the housing crisis and the immigration crisis affecting the city of
09:04Ceuta.
09:05Spanish Prime Minister Pedro Sánchez announced Monday on a televised address, the early vote,
09:10as the parliament rejected housing relief measures proposed by his government.
09:14In recent weeks, Spaniards have demanded solutions from the government over housing affordability,
09:19holding protests across the country after public outrage grew over the televised eviction of an 87-year-old woman in
09:25Madrid last month,
09:26with over 70,000 people participating in a housing protest in the capital on Saturday.
09:31This announcement of early elections comes as right-wing parties have gained ground across Europe,
09:35with Sánchez's government being one of the last left-leaning governments in the continent.
09:49After informing the head of state, I have decided to convene an extraordinary Council of Ministers this very morning,
09:58to dissolve the parliament and call a general election to be held on the 29 of November,
10:03in accordance with the deadlines established by law.
10:09To do more, we need to renew and broaden the support of the people.
10:17To tackle in-depth the outstanding reforms we need so that the public can succeed in reducing these levels of
10:23inequality,
10:25We must mobilize and ensure that parliament provides us with a much broader progressive majority,
10:30with which to subdue the elites, secure further social progress and continue to transform Spain.
10:40The Spanish Prime Minister also referred to the growing dissatisfaction of the population
10:44amid the housing crisis crippling the country.
10:48There is currently a sense of dissatisfaction among some members of that social majority.
10:53I know they are outraged to see how their interests, the interests of ordinary people,
10:58are being trampled on in parliament for the benefit of a select few.
11:02I also know that we ourselves have made mistakes and have not managed to achieve everything we set out to
11:08do.
11:10Talking about a new area that would follow the election,
11:13Sanchez urged the Spanish population to be wary of the far-right policy's consequences for social rights.
11:22You, the people of Spain, must decide what role you wish to play in it,
11:27and also what role you want Spain to play in it.
11:30Whether you wish to join that far-right wave which leads to regression wherever it governs,
11:35or whether you want Spain to remain a bastion of openness, social justice, and environmental responsibility.
11:43Whether you want our country to go backwards, or to continue moving forwards.
11:51And in the latest incident of gun violence in the United States,
11:54two people were killed and dozens injured during a shooting at a party in Georgia State.
11:59According to local authorities, two people were shot dead in a hail of gunfire,
12:04and 35 others injured at that homecoming weekend block party on Sunday in southern Georgia,
12:09where a thousand people were gathered at the site,
12:11and more than 50 shots were fired in at least two locations about a block party.
12:16No information has been released about the perpetrator or the motive behind the shooting,
12:20as authorities continue investigating the circumstances and causes of the incident.
12:25Gun violence is a recurring issue across the United States,
12:27with 365 mass shootings registered in the country as of late September, 2026.
12:33And you learn from it.
12:34But unfortunately, you know, a lot of people were hurt.
12:38And my community...
12:47It was a different story.
12:51Still working through the investigation to see what went wrong,
12:56but a large party with people from different places, not just your locals,
13:01sometimes problems come.
13:03And I had almost as many officers out last night as I did Friday night.
13:08And we were closing the gap on just about time to, you know, shut down everything
13:13because it was getting to the 2 o'clock mark.
13:16We were close.
13:16And all of a sudden, you know, gunfire erupts.
13:21And our deputies were on, just about on scene when it happened.
13:26They were at the end of each, both directions of where the block party was being held.
13:32But there were so many people.
13:34And it was just hard to figure out what was going on.
13:38Incidents involving criminal acts remind us that not only of the devastating impact
13:46that violence can have on a community like this, but also the importance of strong partnerships
13:51among law enforcement agencies.
13:54You understand that there was a large gathering that took place.
13:58And the initial incident, by all accounts, started in that one large area.
14:03But then as things started to scatter, you can imagine that the potential threat with it
14:09would have scattered with it as well.
14:11So that's probably the best way I know to sum that up at this time.
14:15The United States military has carried out another lethal strike in the Caribbean,
14:19killing four people aboard a vessel under the pretext of anti-narcotics operations.
14:24Footage released by U.S. Southern Command shows an explosion destroying a faust boat
14:28in international waters, claiming four lives.
14:31Washington labeled the victims narco-terrorist without providing independent verification
14:35of the date or location.
14:37The action formed part of an escalating campaign of unilateral U.S. military strikes
14:41across the Caribbean and Eastern Pacific, drawing sharp criticism from regional observers
14:45over extraterritorial violence and the violation of maritime sovereignty.
14:56A vessel carrying fuel and cargo bound for Cuba remains detained in the port of Progreso, Mexico,
15:02after being intercepted early September by the U.S. Coast Guard.
15:06Following its interception, the vessel was escorted to Mexican territory,
15:09where it remains in the custody of maritime authorities.
15:12The Comoros flagship was detained for alleged violations of the provisions established
15:16for the prevention of oil pollution and compliance with international standards
15:20regarding the protection of the marine environment.
15:22The incident comes after the U.S. government implemented in January
15:26an oil blockade against the Caribbean island, strengthening an economic
15:29and financial blockade in force for more than six decades.

16:19Russian Foreign Minister Zagalabro said that the presence of NATO infrastructure in Afghanistan
16:24was categorically unacceptable.
16:26The statements came during a meeting of the Moscow Format Consultations on Afghanistan on Monday.
16:31The Russian Foreign Minister also emphasized that it had now been five years since Kabul
16:35was freed from two decades of Western occupation.
16:39The meeting was attended by special representatives and senior officials from India, Iran, Kazakhstan,
16:43China, Kyrgyzstan, Pakistan, Tajikistan, and Uzbekistan, as well as delegations from Belarus and Egypt.
16:49It covered issues relating to political and economic cooperation between the countries of the region and Afghanistan,
16:55as well as the fight against terrorism and drug trafficking.
17:03In conclusion, I would like to emphasize once again that the deployment of NATO military infrastructure
17:11on the territory of Afghanistan and its neighboring states under any pretext whatsoever is categorically unacceptable.
17:18As historical experience shows, such a presence is fraught with destabilization and an increase in conflict.
17:25We have seen no other outcomes from such a presence over the past decades.
17:33And in Japan, citizens protested against the military presence and the expansion of U.S. bases in Okinawa.
17:39The protest was sparked by the arrest of Devin Ballard, a U.S. Marine accused of robbing and murdering a
17:4539-year-old woman
17:46at a hotel in the city of Naha.
17:48Public outrage has rekindled social opposition to the construction of a new base in Henoko.
17:53Meanwhile, local statistics revealed that in 2025 alone, more than 100 criminal cases involving U.S. military personnel were recorded.
18:10And thousands of people took to the streets in Pakistan to protest the stalling of dialogue between the government and
18:16the opposition.
18:17The rally, which began in town of Laki Marwat, marched toward the capital to demand the resumption of negotiations in
18:22order to preserve democracy.
18:24Meanwhile, the Ministry of the Interior issued security alerts and instructed law enforcement agencies not to tolerate disturbances or violations
18:33of judicial restrictions on protests in the capital.
18:58Iran's Deputy Foreign Minister Qasem Qar Qasem Qaribad Bhadi says that Iran is studying the U.S. response to a
19:04proposal aimed at ending the U.S.-Israeli aggression against the country.
19:08Qaribad Bhadi said mediators delivered Washington's response to a proposal presented by Iranian Foreign Minister Abbasarakshi during his visit to
19:15New York earlier this month.
19:16The proposal Iran would reopen the Strait of Hormuz within seven days in exchange for the lifting of U.S.
19:22sanctions and the release of Iran's blocked funds.
19:25Harib Badi said Iran will take appropriate action after reviewing the U.S. response while also preparing for other scenarios
19:32including renewed aggression.
19:39In this context, Iran's Foreign Ministry spokesman Usmail Baghe said at a press conference on Sunday that Iran's main focus
19:46is the Strait of Hormuz and that restoring security in the Strait requires concrete measures from the United States, emphasizing
19:52that the Persian nation has never abandoned the use of diplomacy to prevent the escalation of tensions and achieve peace.
20:05The proposal put forward by the U.S. is largely in line with its previous positions and focuses mainly on
20:11the nuclear issue.
20:16We have made it clear that currently, Iran's focus is the issue of the Strait of Hormuz.
20:25To ensure the security of the Strait or restore the security of the waterway, the U.S. must take specific
20:31actions.
20:35This matter, which has been discussed multiple times, includes putting an end to interference with the navigation of Iranian merchant
20:45vessels, as well as halting sanctions and other interventionist measures.
20:54And Israel continued its attacks on Sal and Lebanon Monday, carrying out detonations and shelling in several areas.
21:01Israel forces shelled the areas surrounding the municipalities of Harathah and Barachid in the Benchville district of Nabatyeh Governorate.
21:09Israel also shelled the towns of Mansouri and Mahdalsun while firing illumination flares over villages in the western sector.
21:17So far, official reports have not specified whether there were any fatalities, injuries, as a result of this new run
21:23of Israeli attacks.
21:24These operations are taking place against a context of ongoing tension and repeated violations of the ceasefire agreement
21:29and previously negotiated memorandum of understanding in the border region where the Israeli military maintains operations
21:36and an intermittent military presence in the southern Lebanon.
21:43An Israeli forces raided Bir Seid University in the occupied West Bank destroying a memorial dedicated to students killed by
21:50the ongoing Zionist genocide against the Palestinian population.
21:54Israeli forces have stormed the campus of Bir Seid University in the city of Ramallah and demolished a monument dedicated
22:00to 40 students and alumni who had been killed by Israel's military in recent decades.
22:05The Monday morning raid is the latest in a string of Israeli attacks on the prominent university.
22:11Previously, on September 26, Israeli forces stormed the university while students were sitting for exams and in January they deployed
22:18live ammunition and tear gas inside the school, wounding dozens of people.
22:22At the same time, the Zionist forces also carried out multiple other attacks, raids and detentions across the occupied Palestinian
22:28territories.
22:34An Egyptian president, Abdel Fattah al-Sisi, hosted continental leaders in New Alamein for the African Union's eighth mid-year
22:42coordination meeting pushing for accelerated economic integration and trade.
22:46The summit brought together heads of states including the presidents of South Africa, Ghana and Senegal alongside regional economic blocs
22:53to review implementation of the African Continental Free Trade Area under Agenda 2063,
22:59centered on continental water security and infrastructure development.
23:03Talks focused on converting policy agreements into tangible regional investments while strengthening institutional autonomy and intra-African economic sovereignty.
