00:15Tuesday, January 23rd, 2024, the Maritime Bar on Wisconsin Avenue in Appleton became the scene
00:22of a deadly confrontation. It all began with a frantic call to 911.
00:45What happened was a sudden pop echoed from the men's bathroom, initially shrugged off as just a
00:50slamming door. But soon it became clear there was a violent struggle between Dirk Brockman and another
00:56man. Panic set in as patrons quickly grabbed their belongings and rushed for the exits.
01:01Witnesses described Brockman as a regular, known for his aggressive demeanor, always trying to
01:06control the bar, dressed sharply in a trench coat, exuding superiority. And that's when
01:12officer Yeeling Thor walked in.
01:17Where is it? Anybody hurt? Right here. Follow me. Anybody hurt?

06:07We have an officer out with the victim on Clark in Wisconsin.
06:11Clark in Wisconsin.
06:14Clark in Wisconsin.
06:14Clark in Wisconsin has it cleared to enter.
06:16There are some people over...

06:52Do you have something on me?
06:53I have one.
06:53I have one.
06:54I have one.
06:56In the end, Dirk Brockman was transported from the scene to a local hospital and was ultimately pronounced dead.
07:02Following standard procedure, Officer Ylang Thor was placed on administrative leave while the case underwent a thorough investigation.
07:10After reviewing all the evidence, the Outagami County District Attorney's Office determined that Officer Thor's use of deadly force was
07:17justified, clearing him of any wrongdoing and allowing him to return to duty.
07:21Further investigation uncovered Brockman's criminal past, including felony convictions that barred him from legally owning a firearm.
07:29Investigators also found cocaine in his possession at the scene.
07:32His .38 Special Revolver was discovered next to his body, with two rounds already fired.
07:39In the end, Officer Thor acted decisively to protect the lives of those at the bar early that January morning.
07:45The chief says, in part, quote,
07:47Officers Thor, quick action undoubtedly saved the lives of patrons and additional responding officers.
07:53His actions were nothing less than heroic.
07:55Our community should be proud of the officers who are committed to keeping Appleton safe, end quote.
08:00Officer Thor is now returning to active duty.
08:03Officer Thor and was Estonia.
