00:12The Venezuelan government continues recovery efforts from the earthquake by
00:16delivering new housing and sustainable development plans. More than 150
00:23delegates from 25 countries are gathering in Havana, Cuba from August 6 to 9
00:28to hold the Fourth Continental Assembly of the Bolivarian Alliance for the
00:33People of Outer America, People's Trade Treaty.
00:40Israeli warplanes carried out targeted strikes in the town of Al-Mansouri in
00:45southern Lebanon's Taireh district following official evacuation orders
00:49issued to local residents.
00:56Hello, welcome to From the South, I am Lorena Fong from the Telesur Studios in
01:00Caracas, Venezuela. We begin with the news, stay with us.
01:21On Wednesday, the acting president of the Bolivarian Republic of Venezuela, Delsi Rodríguez, accompanied by the mayor of Caracas, Carmen
01:28Meléndez, and community representatives led the delivery of renovated homes for the
01:32homes in the Santa Rosalía parish in Caracas. These homes had been affected by the devastating
01:37double earthquake that hit the country on June 24, damaging structures in Caracas, La Guaira,
01:42Miranda, and other states. The national leader reported that 370 people returned to their homes
01:48following the renovation of their houses and that more than 13,000 homes are being repaired
01:55across the affected state to benefit 66,000 people as part of the Venezuela Rises Plan.
02:02She also noted that 302 people are returning home today following the recent delivery of 60 apartments
02:08in the Ana Victoria Housing Development in La Guaira. At the same time, Rodríguez highlighted that today 47,369 home
02:16and infrastructure inspections have been conducted.
02:19Of these, 58% received a green sticker on the habitability traffic light system, 23% the yellow one, and
02:2719% the red one.
02:34In Venezuela, more than 640 communities in La Guaira are currently receiving regular supplies of household gas as part of
02:42the comprehensive recovery efforts underway in this coastal state.
02:46Our correspondent, Luis Tavera, has more details.
02:50This is the logistical deployment driving the state's operational recovery.
02:55Trucks, staff, and filling stations operating at full capacity, ready to ensure a constant supply of household gas in every
03:02sector.
03:04To provide comprehensive assistance to the areas affected by the earthquake on June 24,
03:10a technical team of more than 140 professionals and engineers began operations in record time.
03:15The technical assessment includes the safe removal of 49 stationary tanks and effective coverage in 649 communities through the distribution
03:24of more than 133,000 gas cylinders.
03:29My appreciation to all the workers of PDVSA Gas Communal and the La Guaira Gas Company, our commitment to the
03:34people of La Guaira, to continue ensuring that this service is of the highest quality so that we can guarantee
03:39comprehensive care for our people.
03:41Added to this is the comprehensive provision of public services.
03:45Today, 99% of basic services have been restored.
03:49This comprehensive effort is further strengthened by the launch of a modern facility that will directly benefit the communities.
04:05To ensure full coverage without intermediaries, these units will be deployed on a mobile basis throughout La Guaira, optimizing response
04:13times.
04:19As you can see here, this is a mobile truck called a mobile plant, which has five types of gas
04:23filling systems.
04:28It's mobile because it can be transported anywhere in our state together with a gas tanker that we have there,
04:33we go and fill the tanks on site.
04:36For example, if we're working in the Karuao Parish, we collect all the empty gas cylinders with small trucks, and
04:42with these units from Caracas, we can refill them quickly and efficiently.
04:48Behind every number and every cylinder delivered, the face of deep commitment pulse.
04:54Despite everything we're going through, we're continuing to serve our communities, knowing that this is an essential service and that
05:00families, especially those most in need, should not be without it.
05:04With the vehicles ready and on the road, the distribution route sets off toward its first destination, a community.
05:11There, the neighborhood organization and teamwork are clearly evident.
05:15Rosabel Rodriguez, representing her community, receives the gas cylinders and checks to make sure everything is in order.
05:28This area was slightly affected, but we've had gas service since day two.
05:32Gas is delivered every 10 to 15 days, we can't say there's a shortage of electricity.
05:37Well, despite the problems we've faced, a double earthquake look, the electricity and water services have been working.
05:47Every route completed and every home served confirm that unity and the will to work are invincible.
05:52Thanks to the tireless efforts of its people and the government focused on the streets, the Venezuela Rises plan is
05:58moving forward with steady strides in every corner of La Guara.
06:01Filmed by Jonayker Salazar, Luis Tavera, Telesur, La Guara, Venezuela.
06:07The United Nations Development Programme described the Venezuelan government's response on Wednesday as timely and appropriate following the earthquakes on
06:15June 24 that caused numerous losses of life and severe property damage.
06:19The agency has forged a partnership with the Bolivarian nation and has activated a key tool that very few countries
06:25possess.
06:26According to Luis Francisco Taiz, the agency's resident representative in Caracas, it is a data system capable of assessing damage
06:33in hours rather than weeks.
06:35According to the agency, in the first hours of the tragedy, the greatest challenge was not a lack of resources,
06:40but the absence of reliable information.
06:43The government of Venezuela, throughout the UNDP, activated the RAPIDA system, which combines satellite images and artificial intelligence to assess
06:51damage in real time.
06:53At a meeting held in the Venezuelan capital, the multilateral organization assured that the alliance not only responds to the
07:00disaster, but also builds a national intelligence system for future emergencies.
07:13On Thursday, Argentinian president, Javier Mileis, offered another defeat by suspending the decree that triggered the port conflict and a
07:20four-day work stoppage.
07:21The presidential office officially announced the suspension of Decree 690-2026, a regulation that modifies the system for ship handling
07:30and pilotage in the country's rivers, ports and channels, which lead to uneasiness in the sector.
07:36The measure also included the resumption of services, the formation of an intersectoral working group to draft a new regulatory
07:43framework and a 20% reduction in pilotage and hardware master fees.
07:48In response, pilots, navigators and local guides suspended the provision of mandatory services for the entry and exit maneuvers of
07:56commercial vessels, a situation that caused economic losses for the industry.
08:07And Haitian Prime Minister Alex Didier-Phil-Samé affirmed that the government is fully mobilized to proceed with national elections
08:14scheduled for December, marking the country's first ballot in a decade.
08:19Electoral authorities confirmed that the presidential legislative and constitutional referendum votes will take place as voter registration opens across the
08:28nation.
08:28The Provisional Electoral Council noted that executing the timetable remains contingent on achieving acceptable security conditions and securing necessary international
08:39funding.
08:40Despite ongoing concerns over criminal groups, violence and public safety, officials emphasized that restoring electoral stability represents a critical step
08:49for governance and democratic continuity in Haiti.
