00:36Now, the governor promised that there would be a competitive bidding process and that Baby2Baby had been chosen on the

00:43But that turns out not to be true, according to a CBS News investigation.
00:47They found that there was, in fact, no competitive process and that there was a tiny provision tucked into a
00:55budget bill that effectively exempted this policy initiative from going through the usual process.

01:09million, but could reveal a great deal about how Sacramento actually does business behind the scenes.
