Killer Doctor Realizes He’s Been Caught
Transkrip
00:00In the early morning hours of March 2nd, 2022, 56-year-old Kenny Fandrich was driving to work
00:06when he noticed somebody following him. He called 911 and an officer with the Hillsboro
00:11Police Department pulled over Kenny's stalker.
00:49The officer then returned to his vehicle and ran the stalker's ID through the system.
00:54It came back as Dr. Stephen Milner, a highly respected and successful veterinarian who runs
00:59his own practice in Oregon City.
01:04The friend he's referring to is Tonya Fandrich, a vet tech that had worked for him from 2002
01:14to 2019. It turns out that Stephen became obsessed with Tonya and had been harassing her and her
01:20husband for several years. Unsure of Stephen's intentions, the officer gave him a stern warning.
01:26So, here's my advice to you, okay? This is very, very strong advice. Leave them alone. He
01:35wants nothing to do with you, she wants nothing to do with you. I understand there was an affair,
01:39all sorts of back history that went on. If you show up at their house, if you contact
01:42them, anything like that, you're gonna go to jail.
01:45Stephen tried to convince the officer that he was only doing this because Tonya's life
01:49was in danger.
01:51And he has told her that people put her in the cistern under the house.
01:53I'm the only person who gives a s*** and I'm not allowed to give a s***.
01:58I want to be very, very clear with you, okay? Leave them alone. Because you're very close
02:03to going to jail today for stalking, okay? Like very, very close, okay?
02:06On the body camera, he's going to kill her. She is going to die, he's going to kill her.
02:11Actually, 11 months after this incident, it would be Kenny who was found with his neck snapped,
02:17dead in his vehicle. On the morning of January 27th, 2023, Kenny pulled into a parking garage
02:23in his black Honda Civic, ready for his shift in Halesboro, Oregon. Nothing seemed out of the
02:28ordinary, but as soon as he grabbed his tools and left the parking garage, a masked man suddenly
02:33appeared and began spray painting as many surveillance cameras as he could find. One of
02:39the cameras was pointed directly at Kenny's vehicle. The man knew exactly where most of
02:43the cameras were, making it appear like this was a carefully planned operation. However,
02:48he did miss some cameras that were less visible or harder to reach. Once the masked man was
02:53done, he left the parking garage in a blue Buick sedan. Then, at 1.13pm, a maroon minivan entered
03:00the parking garage and pulled into the space right beside Kenny's car. A couple of hours later,
03:05Kenny finished his shift and made his way back to his vehicle, completely unaware that he was walking
03:11right into the killer's trap. The headlights on Kenny's car can be seen flashing through the
03:15camera's obstructed view as he unlocks his vehicle. Moments later, Kenny is attacked and he disappears
03:21into the back of the minivan. His headlights begin flashing over and over until eventually,
03:26the flashing stops. Ten minutes later, more movement is captured before the maroon minivan
03:31drives away, exiting the parking garage. Hours later, the Hillsborough Police Department received
03:37a call from Tanya reporting Kenny missing. I called him, couldn't get a hold of him,
03:42and he always answered, always took my call. And I was like, that's not right. She told the police
03:48that Kenny always shared his phone location with her, and it showed that he was still at work. So the
03:52police agreed to go to the parking garage to look for him. When they arrived, they found Kenny brutally
03:58murdered in the driver's seat of his Honda Civic. His neck appeared to be broken, and his face was
04:03blue. Not long after this discovery, Kenny's wife Tanya arrived at the scene.
04:07What's wrong? We're not sure right now. Where is he? He's here in the garage somewhere. She could
04:13immediately tell by the officer's reaction that something bad had happened.
04:17Oh my God. No. Oh my God. Oh my God. Oh my God.
04:22Do you want to have a seat?
04:23No.
04:24The police didn't want to confirm her suspicions until EMS had pronounced Kenny dead. A few
04:29minutes later, the cops broke the tragic news to Tanya.
04:47This comment caught the officer's attention. So after the initial grief had subsided, the police
04:52interviewed Tanya and learned about her long history with Kenny's stalker, Stephen Milner.
04:57Hi, I'm Steve Milner, owner of the Milner Veterinary Hospital. I have the best veterinary
05:03team in the area. My doctors are skilled surgeons, thorough diagnosticians, and great communicators.
05:11Nobody has a team like I do. Milner Veterinary Hospital in Oregon City, where pets are family.
05:18Tanya said that she was one of the first people that Stephen hired when he opened his vet clinic
05:23back in 2000.
05:24He would constantly say that the clinic is as much mine as it is his. We were working
05:30six days a week. I would say we were friends at that point in time.
05:33The vet clinic became a fixture in Oregon City, and Stephen had a reputation of being a kind
05:38and empathetic country vet.
05:40Hi, Cheryl.
05:41Hi, Dr. Milner.
05:42Hey, princess. If I can do an alternative thing that doesn't require medication, you know,
05:47drugs and chemicals, that's really nice.
05:49She's a happy girl.
05:50However, his romantic life wasn't nearly as successful, and by 2017, his second marriage
05:56was beginning to fail.
05:57That's when we were commiserating with each other about what was going on in his life and
06:02what was going on in my life.
06:04Tanya's marriage had tension in it as well, because she believed that Kenny had been cheating
06:08on her during his work trips to Washington State.
06:11As their relationship began to break down, Kenny started drinking heavily, which led to
06:16frequent domestic disputes.
06:17He pretty much drank every night.
06:20He fought.
06:21Usually, it would start because I would try and pour out his booze when he'd had too much,
06:25and that would start the physical pushing and shoving.
06:29Around this time, Kenny got arrested for driving under the influence and was thrown in jail.
06:34When Tanya went back to work the next day, she found out that Stephen and his wife were
06:38separating.
06:39He came to work and said, oh, my wife is divorcing me.
06:42She moved out this weekend.
06:43And I said, huh, well, my husband was in jail this weekend.
06:46Afraid to you, why?
06:48We kind of laughed and commiserated.
06:50The two started flirting with each other, which then quickly turned into a full-on affair.
06:54During this time, Tanya told Stephen that Kenny was abusing her.
06:58Stephen tried to convince Tanya to leave Kenny for him.
07:01But before she could make that decision, Kenny cut her and Stephen together.
07:05My husband caught me at Milner's house.
07:08After that, we never went back to having fun.
07:12We still worked together.
07:14We remained on a friendly basis, but no physicality.
07:18While Tanya was quickly able to move on from the affair and focus on fixing her marriage,
07:23Stephen seemed to have a much harder time.
07:26It was hard to just even be able to do my job because he was always around.
07:30He was always hanging out in the treatment area, following me around.
07:33He was always trying to convince me that he was better and that I should be with him and not
07:38with Kenny.
07:39Stephen began sending her an abundance of love letters, trying to win her back.
07:43When Tanya didn't reciprocate Stephen's feelings, he sent a letter to Kenny,
07:47calling him out for abusing his wife.
07:49The letter also contained an obviously photoshopped image of Kenny with a random woman and child,
07:55suggesting that Kenny had some sort of double life that he was hiding from Tanya.
07:59This letter failed to get a reaction from the fan-driches,
08:02but Stephen was still convinced that if he could somehow get Kenny out of the picture,
08:07then Tanya would come running back to him.
08:09So, he decided to kick things up a notch.
08:11In October of 2017, Kenny and Tanya got a notification that there was movement on one of their home security
08:17cameras.
08:18When they looked at the footage, they saw someone crawling under Kenny's vehicle,
08:22but it was unclear what they were doing.
08:24Just to be safe, they contacted the Clackamas County Bomb Squad.
08:28Thankfully, there was no bomb attached to the car, but they did find a GPS tracking device.
08:34When the police spoke to Stephen, he told them that he was only trying to protect Tanya from Kenny.
08:39Since Kenny had a history of domestic violence, they believed this story and let Stephen off with a warning.
08:45However, one police encounter wasn't going to stop Stephen from getting what he wanted.
08:49In the summer of 2018, Stephen was once again caught on camera sneaking around the fan-drich property.
08:55He was seen planting a condom in Kenny's car, likely trying to make it appear as if Kenny was cheating.
09:01When this plan didn't work, Stephen finally said enough is enough.
09:05He knocked on Kenny's front door and confronted him directly.
09:08But things quickly escalated, and Stephen was forced to do the unthinkable.
09:12Kenny came out. He kind of ranced on me, and I just kept backpedaling until I couldn't go any further
09:20back.
09:20He seemed very angry.
09:22He told me not to chase his wife, and he would cut me into a thousand pieces if I didn't
09:28stop.
09:28So I reached up and kissed his cheek to diffuse the situation, and he stepped back, and that's what I
09:34was hoping for.
09:34Following this incident, Kenny filed a protective order against Stephen.
09:38But this didn't prevent him from harassing Tanya, who was still working for him at the clinic.
09:43He continued bothering her at work and sending her love letter after love letter, desperately trying to convince her to
09:49come back to him.
09:50According to Tanya, she felt tormented by Stephen relentlessly harassing her and Kenny.
09:55However, one incident in 2021 seemed to contradict this claim.
10:00The police were called to the Fan-drich household because Tanya and Kenny got into another domestic dispute.
10:05This resulted in Tanya being handcuffed and thrown into the back of a police cruiser.
10:10So why isn't he getting arrested?
10:12She was taken to the county jail and placed behind bars.
10:15The next day, Stephen posted her $25,000 bail, and she stayed at his place for a few nights.
10:22However, her charges were then dropped, and she reunited with Kenny.
10:26Shortly after, Tanya finally decided to leave Stephen's practice, hoping to put an end to the harassment once and for
10:32all.
10:33One day, I just realized, if I stay here, he still gets to keep all the control over me.
10:38And if I just take my talents somewhere else, then he loses control.
10:43He can't have power over me.
10:45After years of rejection from his one true love, Stephen was getting more and more frustrated.
10:51The tone in his letters to Tanya became more toxic than loving.
10:55I have held my tongue and taken the beating over and over because that is what I do.
10:59I kept my faith in you. I was just there waiting for you, trying to be nice, having my teeth
11:05kicked in.
11:06I am sorry that I scare you when I hit things.
11:09You are right. It is a sign of lost control.
11:11But it is a controlled loss of control.
11:14This toxic mindset led him to planting another tracking device on Kenny's vehicle and following him to work.
11:19Which we saw at the beginning of this video.
11:22Okay, where are you following him?
11:40By this point, Kenny's protective order had expired, so Tanya and Kenny filed another one.
11:46Despite this protective order being granted, Kenny was constantly paranoid that Stephen was going to kill him.
11:52He began drinking heavily again to cope with the stress, but this led to more conflict within the marriage.
11:58Then, on March 28th, 2022, Kenny called the police saying that he had crashed his car into a tree on
12:04the side of the road.
12:05A patrol officer responded to the scene and it was immediately clear that Kenny was intoxicated.
12:11What's your name, sir?
12:12Kenneth Sanders.
12:13Hey Kenneth, um, is that your car, man?
12:15Yes, it is.
12:15Okay, were you driving?
12:16Yes, I was.
12:17Okay, what happened?
12:18Yeah, I, my wife and I have been fighting today and, um, I thought she was at her boss's house
12:28where I've caught her cheating on me.
12:30Sorry?
12:31I lost control of my car.
12:33I'm just, you know what, I didn't want to go, I didn't want to try, I didn't want to do
12:41any of that, it's just...
12:43Kenny was clearly spiraling into paranoia, desperately trying to balance the fear of Stephen killing him with the fear of
12:50Stephen taking his wife.
12:51Over the next five months, this paranoia only amplified as Stephen violated the protective order at least seven times.
12:59Then, in August of 2022, Stephen was caught planting yet another tracking device on Kenny's car and was finally charged
13:06with violating the order.
13:08He was granted bond while he awaited his trial.
13:10The next month, Kenny filed a civil suit against Stephen, demanding $245,000 for the emotional distress he had caused
13:18and the many invasions of privacy over the last five years.
13:22And now, about four months later, on January 27th, 2023, Kenny was dead in his car.
13:28The investigators decided to take a look at the parking garage surveillance video and found the footage of the masked
13:34man spray-painting the cameras.
13:36The parking garage staff informed them that this wasn't the only time someone had spray-painted their cameras.
13:42A month earlier, someone did the exact same thing, wearing almost the exact same outfit.
13:47In this footage, there was a distinct clue that could help identify who this person was.
13:52Right between his eyes, there was a deep-set forehead crease, one of Stephen's defining facial features.
13:58On January 31st, 2023, Stephen was pulled over into a parking lot and arrested for Kenny's murder.
14:27Following his arrest, Stephen was charged with second-degree murder and stalking, as well as violating Kenny's protective order.
14:35He was booked into the Washington County Jail and denied bond.
14:39While Stephen was in custody, the police noticed that he had poorly applied makeup on his nose, covering something up.
14:45When the makeup was removed, it revealed a small scratch, which the detectives believed was a defensive wound sustained during
14:51the attack.
14:52Unfortunately, this scratch, along with the rest of the evidence gathered thus far, was purely circumstantial, which could make it
14:59difficult to prosecute Stephen.
15:01So the detectives continued hunting down more evidence to strengthen their case against him.
15:05They executed a search warrant for his home, and they discovered what they called a Shrine to Tonya.
15:11His bedside table was chock-full of Tonya memorabilia, including framed photos of her, lovey-dovey post-it notes, cards
15:18from when they were together, and several pairs of her underwear.
15:21They also found a cardboard cutout of Stephen as a glistening, muscular man in jorts, with a pawprint tattoo on
15:28his chest.
15:29After a thorough investigation, the detectives were surprised to find out that the cardboard cutout had nothing to do with
15:36Kenny's death.
15:36Using GPS location data, they were able to trace Stephen's movements on the day of the murder.
15:42Hours before the attack, he was captured parking his white SUV in a Home Depot parking lot, and getting into
15:48the maroon minivan that Kenny was later killed in.
15:51The minivan was then seen leaving the parking lot and heading in the direction of Kenny's work.
15:56On another day, about a month before the murder, Stephen could be seen once again parking his white SUV, but
16:01this time he got into a blue Buick.
16:04The same blue Buick that exited the parking garage moments after the cameras were spray-painted.
16:09He then parked the Buick in the middle of the parking lot, exited the vehicle, and started walking towards the
16:14Home Depot.
16:15He entered the store, and after a few minutes of shopping, he paid at the self-checkout and left with
16:20a new pair of sunglasses.
16:21The same sunglasses he was wearing when he spray-painted the cameras.
16:25He was also wearing the same boots and potentially the same jeans.
16:30The detectives' main concern now was finding the maroon minivan, because it likely contained forensic evidence from the murder.
16:37It turned out that the van had been discovered abandoned on the side of the highway a few days after
16:42the murder, and it had been sold to a scrap metal company.
16:45When the detectives reached out to the scrapyard, it was too late.
16:49The minivan had already been completely demolished.
16:52Despite this disappointment, they were still confident that they had more than enough evidence to prosecute Stephen.
16:58His trial began in January of 2025, and the prosecution took the jury through the years of harassment that Stephen
17:05had put Kenny and Tonya through, including all of the incriminating surveillance footage.
17:10They also revealed that the crime lab found Stephen's DNA on Kenny's hands, which the prosecution believed was the nail
17:16in the coffin for Stephen.
17:18However, when the prosecution rested their case, the defense caught Stephen himself to the stand, and he had an explanation
17:24for everything.
17:25He tried to justify his long history of stalking, saying that his affair with Tonya actually lasted much longer than
17:32she would admit.
17:33It was a romantic relationship. I was very afraid for her by then.
17:37She seemed to have more bruises.
17:39She was, as far as I understood, trying to leave him, and he would just keep talking her into naught.
17:46She couldn't make that final break.
17:49In the beginning, I didn't feel or realize how dangerous he was.
17:53I would say the middle of 2018 is probably when I started getting very concerned about it.
18:00I was trying to push them into breaking up.
18:03Even when she left Stephen's practice and excommunicated him, he said that he felt a sense of responsibility to protect
18:10the woman he loved.
18:11I still obviously cared for Tonya as a person, and it just seemed like she was trapped in this.
18:18I was trying to push them over the edge of them breaking up.
18:23He confessed to the court that after several failed attempts to put an end to their relationship,
18:27he started following Kenny with the goal of getting him arrested and thrown in jail.
18:32I was going to try and catch Kenny driving when he got his DUI.
18:36I think he lost his license, and I was trying to get him arrested.
18:39I was trying to keep Tonya from getting killed.
18:47According to Stephen, January 27th, 2023 was just another attempt to get Kenny arrested.
18:53But when Kenny came back to his vehicle after work, he realized that Stephen was in the minivan,
18:58so he opened the van door and began attacking Stephen.
19:01We basically fought for a little bit.
19:04There was pushing and shoving.
19:06Eventually, I was able to kind of push him up against the car and then shove him into the car.
19:13I was pushing on him on his chest, and I may have pushed on his neck.
19:17I don't know.
19:18It happened really quickly.
19:20I was in my van, and I jumped down, and he was attacking me.
19:23It was a fight.
19:24It was crazy and fast.
19:26I absolutely was not intending to kill Kenny Fandridge.
19:29The prosecution found this explanation to be extremely far-fetched.
19:33They believed that the idea of someone breaking their neck by being pushed into their own car made no sense.
19:40During cross-examination, they also highlighted Stephen's questionable actions following the murder.
19:45Where did you fly?
19:47Um, at Sunnyside Hospital.
19:50Why did you need to do that?
19:52I was getting rid of the car.
19:54The van.
19:55Why?
19:56Because I just drove it to a place where somebody died.
19:59So you were trying to cover up that you were there?
20:02Yes.
20:03Even though it was just a house.
20:05After a seven-day trial, the jury deliberated for six hours before reaching their verdict.
20:11All right, there's our 12 jurors.
20:12Go ahead and have a seat.
20:13I'm now reading the verdict forms.
20:28Stephen was found guilty on all seven charges, and his sentencing took place on February 18th, 2025.
20:35By the price prepared for sentencing.
20:37Yes, sir.
20:38But before Stephen's punishment was handed down, Tanya took the stand to give her impact statement.
20:43She used this opportunity to address Stephen directly.
20:47For years, you tormented Kenny and me, leaving us as your victims.
20:51Now it is me standing here in front of you.
20:53And hear me clearly when I say, I have witnessed your insatiable need to be seen as a hero, which
20:59you clearly are lost.
21:01I will never believe that you thought my life was in danger.
21:04You needed a defense for the savage and brutal way you killed Kenny.
21:08I love Kenny.
21:09We weren't perfect, but there was no shortage of love, commitment, and partnership between us.
21:15And you couldn't stand that.
21:18I ask and I pray that the judge gives you the maximum allowable sentence.
21:23Sir, can you stand up now, Mr. Milner?
21:25I'm sentencing you to lifetime imprisonment.
21:28After six years of harassment, which ultimately resulted in a needless death,
21:32Stephen Milner finally faced the consequences of his actions.
21:36He currently resides at the Snake River Correctional Institution in Ontario, Oregon,
21:41and will spend the rest of his life behind bars.
22:06Amen.
22:06Amen.
22:15Amen.
22:20Amen.
22:20You
