00:12and in the context of the presidential elections in Peru we welcome out from
00:16the south Peruvian historian and political scientist Isaac Biju who is
00:21joining us from London to share his views about the current democratic
00:25process welcome Mr. Biju hello good afternoon so Mr. Biju this election in
00:34Peru comes amid a very great political instability in the country how do you
00:40think this is affecting both the current situation the citizens trust in the
00:45democratic process and border turnout well we had a more than eight presidents in the
00:58last eight years we don't know if the next president is going to last too much
01:08time in among the population there is a lot of disappointment with the judiciary
01:16the police because of the corruption and the high volume of street violence and we
01:27have a very strong polarization between the supporters of the former Fujimori
01:33dictatorship that ruled our country in the 90s and a left a center-left wing
01:41candidate that was to defend human rights and stop corruption so at the moment a
01:53the according to the opinion polls both of them have equal possibilities
01:58a great I think that because of the because of the big demonstrations that had Roberto
02:07Sanchez larger than the one that had the Keiko Fujimori because in many parts of the
02:13country Keiko Fujimori is not allowed to enter because of the opposition of the
02:17population and because Keiko lost in the two electoral debates I think that it is more
02:26likely that Roberto Sanchez is going to win the elections if there is not some
02:32element of fraud because we started today a with denunciation that the Fujimoristas have a ballot
02:46papers with marks in support of their candidate no so I think that in the I think that the
02:55Roberto Sanchez is most likely to win the elections no well in this context we
03:06have seen a rise in the last few years of the right in Latin America how do you think this
03:11cope with the
03:12pressures upon the region of the Donald Trump administration is affecting the elections today
03:22well something that Peruvians are not very happy is that the U.S. ambassador was the only ambassador in the
03:31presidential debate and he has visited the electoral court and they are afraid that the U.S. is trying to
03:44interfere
03:44already the U.S. put a lot of pressure to the current president that he has to buy some warplanes
03:54so it it is possible that the United States is trying to push Peru to move in the direction of
04:03Chile Argentina
04:05and Bolivia and Bolivia but the problem is this for example in Chile in Argentina and Bolivia and in Colombia
04:16the far right
04:18started to grow because previously there was a left-wing government but in Peru in the last 10 years it
04:26was Keiko Fujimori who was ruling the country from parliament so the opposition is not against a left-wing government
04:34it's a it's a it's against the Fujimorista so I think that Peru have more possibilities that to move to
04:43the left
04:44to move to the left than the other countries and it seems likely that Peru is going to vote for
04:52the center-left
04:56So regardless of the results of today's elections in your opinion is there any chance this democratic process is going
05:03to bring an end to the
05:04political progumentation instability and chaos that has been ruling Peru for the past 10 years
05:12Well if Keiko Fujimori won with or without fraud she's going to concentrate all powers in their own hands
05:20She's already had control the Congress the judiciary the public minister the
05:32constitutional tribunal the armed the armed force the police the big companies so and all the media
05:41is supporting her now so she is going to have all powers in their own hand and I think that
05:50she's going to be able to
05:50going to rule as an authoritarian person and she would like to rule not only five years but more
05:57like his like like her father if roberto sanchez won he is going to face a very strong opposition
06:06from the congress because keiko fujimori is the first to have the first group at the current
06:15congress and she would like to produce several she would like to impeach roberto sanchez but
06:25sanchez has replied that if keiko would like to impeach him he will this he will dissolve congress
06:33and the presidency and call for immediate general election i think that if sanchez can win the
06:42election there is going to be less corruption a less violation of human rights and perhaps
06:51a um less a
06:58less social polarization if keiko can win the gap between poor and rich is going to increase
07:07and i think that we are going to have several crises like we are having in bolivia and the
07:16fujimoristas like to shoot people with guns nonbi you know in within a voluarte when she
07:25captured the power with the support of keiko fujimori in december 2022
07:30uh she ordered the army and the police to shoot uh demonstrators and hundreds of them
07:40uh were injured and 50 or 70 were murdered um so i think that if keiko can win she would
07:51like to try to do a
07:52stable uh strong semi-autoritarian or authoritarian regime
