01:10uh alleged fraud that's going on in Minnesota because apparently this has been going on for

01:16quite some time and I told you guys this is absolutely wild stuff because this dates back

01:32insane local report from 2013 exposed Somali daycare fraud showing the sham centers earn millions per

01:39year with parents falsifying work records to receive even more cash money meant for food was funneled to

01:45a restaurant who used the funds to support terrorism let's jump into it it's not difficult to see a

01:53pattern of what's going on what is going on it's terrible how it's misused we spent three months digging

02:01through records doing surveillance talking with insiders it's big it's bigger than I think the state

02:08realizes to expose a scheme that's costing tens of thousands of taxpayer dollars a week it's a lot of

02:14work and you have to make sure you know if the things following the rules Yasmin Ali is the owner

02:27we work with that are low income families Ali tells our producer that many of her customers are on

02:32assistance they qualify to have the government pay for their kids child care they can get that help

02:39if they're working training for a job or hunting for one I think it's doing a disservice to the people

02:45truly do need child care assistance we interviewed for Deco employees who have intimate knowledge of the

02:51operation they've also shared information with government fraud investigators to agree to talk on camera as

02:58long as we disguise them so they were misrepresenting a lot of what was going on there exactly according to

03:03our

03:04sources Deco was actively recruiting women who qualify for child care assistance and offering

03:10them jobs at the centers some to watch their own kids a fact these moms confirmed to us hello do

03:18work here you do how many children do you have two and the children come here as well yeah who

03:26pays for

03:27their child care for the child care money yes the county the county Deco then bills the county for

03:33child care while the moms are supposedly working were these legitimate jobs or not no there were too

03:39many that were being hired we didn't even need that many our informants tell us that only a small

03:46percentage of the moms did anything two percent two percent did some kind of work did some kind of work

03:56sometimes they would come in sign their children in sign themselves in and go grocery shopping our sources

04:04say the more children a woman had to enroll in child care the more she'd make per hour even though

04:11she had the

04:11same job title as all the other moms the reason for that is because then they um had more assistance

04:19for each of the families on numerous occasions we saw lots of women coming to the centers each with

04:26four five or more kids in tow her value was in how many children she had according to government records

04:34Deco's Minneapolis and St. Paul centers were each eligible to receive nearly fifty thousand dollars in

04:40child care assistance funds every two weeks do the math that's over two million a year they're

04:48making a ton of money according to our insiders timesheets were submitted to the county which

04:54inflated the hours the moms actually spent in the centers allowing Deco to bill the government

05:00for maximum child care time so they'd fix the time schedule correct a lot of women they did this for

05:06yes state inspection reports obtained by the fox 9 investigators show Deco has previously been

05:14cited for a number of logistical problems including a lack of keeping accurate records of when staff

05:20worked they were also fined for failing to do background checks on employees in order to provide

05:26documented proof that staff members received mandated safety training while employed there i saw

05:33falsifying documentation so the records showed they'd received this training but in fact they had

05:38not correct i stopped by Deco's apple valley office to speak with owner yasmin ali she wouldn't go on

05:46camera but i did record our conversation we're told that you were falsifying records to get child care

05:52money that's not true but i as i say i'm not gonna have any comments right now in addition to

05:59all the funds

06:00for child care nico was also getting public money for kids meals the minneapolis center got nearly

06:0690 000 for food in its first year of operation this place did the catering it's owned by yasmin ali's

07:29who in the world is this and it's the daycare inspectors they just randomly show up they inspect

07:35daycares on a regular basis to make sure that things are up to code things are getting updated like

07:40she said that her mom had to do some renovations to her home to update it and do certain things

07:46the way that i see it if this all turns out to be what we think it is and you

07:52a duck it quacks like a duck then it's probably a duck this corruption goes very deep because it's

07:58not just these alleged somalians it's the people that work for the state as well because they inspect

08:06these places or they're supposed to inspect these places see what i'm getting at this goes really

08:15really deep it ain't just them they get inspections so whoever was supposed to be inspecting

08:38new information tonight concerning a fox 9 investigation we reported that millions of dollars in public

08:44subsidies to help low-income families with child care were being stolen and it's believed by sources

08:49with direct knowledge of the fraud that some of the money could be ending up with terror organizations

08:55jeff balian joining us now with more on his investigation jeff that's right tonight you're

09:00going to hear from a government whistleblower who tried sounding the alarm about this massive fraud

09:06well over a year ago he's speaking out because he believes he has a moral obligation to do so

09:12and because he feels lives are on the line emails obtained by the fox 9 investigators show the

09:20department of human services was warned that it had a massive daycare fraud problem on its hands

09:26that millions of stolen tax dollars were going overseas and it was likely some of the money was being

09:32skimmed by terrorism organizations i've never seen anything of this level or scope in my 27 year career

09:40as an investigator scott stillman spent eight years managing the state's digital forensics lab that

09:46means he mined data from computers and smartphones when the state started going after daycare centers

09:52suspected of fraud stillman was directly involved in the investigations he was so alarmed by what he

09:59was finding that in march of 2017 he fired off a series of emails to his supervisors at the department

10:06of human services we are working on and currently overwhelmed with significant fraud cases involving

10:11organized crime defrauding hundreds of millions of dollars annually in taxpayer monies here stillman is

10:18reading from one of the emails he wrote which the fox 9 investigators obtained through a public records

10:24request dhs took two months before it turned over the emails and much of what it provided to us was

10:31redacted of course so yeah 2018 now we got to go back to today's time because there's also something

10:41interesting that recently broke yesterday after i had already recorded and allegedly one of these daycare

10:48centers was randomly broken into and take a listen to what they allegedly took from the daycare check it

10:57out unfortunately we saw that there was important documentation enrollment of the children and also

11:05employee documentation that was gone there were also check books that were ripped from our check

11:14papers that were from our book this is devastating news and we don't know why this is targeting

13:37through everything that's happening this is also sad that a video can cause all of this

14:03into the daycare through cinder block and appeared to be unsuccessful when trying many other ways the

14:09daycare says it appears the vandals first tried to saw into the door of the family dollar

14:14next door in the shopping center but that didn't work the manager claims those who broke in went

14:19straight to the office stealing information of the many children who were taken care of here

14:25we are not a part of any harmful things that are being said

14:39now i did see something i want to see if i could find it

14:43but i did see something where the minneapolis police said that the story that he's telling

14:50isn't the story that he gave the police so things aren't even matching up on that level

14:57listen like i said you got to be an interesting individual to believe that

15:04things people people break into stuff all the time but really

15:09at this point in time somebody breaks in and takes you know the thing that you could use to

15:16prove that you were actually a legitimate business and so now you have an excuse as to why you can't

15:20prove that you're a legitimate business because they stole some documents
