00:28for being here. Thank you, Kristen, for your vision, and everyone in this room, vision to build
00:37Canada's defence and security industry. You know, I'm here because the world, and you know this far
00:46better than I, but even I sense it. Even I sense it. The world of defence and security are changing
00:52rapidly. Here at CANSEC, 300 exhibitions, over 100 delegations, the largest CANSEC ever.
01:01It is the first held at the newly renamed COHERE Centre. If you don't know who COHERE is, you will
01:10in the coming years in the world of transformation of artificial intelligence. And it's a sign,
01:15that name is a sign of just how integrated technology is becoming with defence.
01:23Everyone here knows that the presumptions that have defined the decades of Canadian politics in
01:30terms of defence and foreign affairs have been abandoned. The threats we face are numerous and
01:38are multiplied. Incursions in the Canadian Arctic or the attacks against our cyber space. The
02:08world's changed. We all know that Canada must change with it. We get that. And that's why just six weeks
02:15after forming government, we announced our ambitious plan to rebuild, rearm and reinvest in the Canadian
02:22Armed Forces. We embarked on this project first and foremost to protect Canadians, to defend our
02:30territory, to secure our borders and to protect our sovereignty. Over the past year, Canada's new
02:38government has worked at an unprecedented pace and scale. We've enacted the largest increase in defence
02:46investment in Canadian history. We're now protecting Canada's High North and Arctic with
02:52year-round Armed Forces presence on land, sea and air. We've expanded
03:02and the abilities of the Canadian Coast Guard with new resources. And we've given every Canadian Armed Forces
03:10member a raise, the largest in a generation, because their pay should reflect the weight of their
03:16responsibilities.
03:27These things have an impact already. Recruitment in the Canadian Armed Forces is the highest in three
03:33decades. Canada has achieved NATO's two percent GDP defence expenditure target half a decade ahead of the
03:41the original schedule. I have to say for the first time since the fall of the Berlin Wall. I don't
03:48know if
03:48that's an accomplishment or an admission, but we're there. We are working towards NATO's three and a half
03:54percent of GDP in 2035 defence expenditure target through major new investments in strategic capabilities,
04:04including a modernised submarine fleet and one of the world's largest fleets of icebreakers to
04:10strengthen our defence of the Arctic. We are already meeting, already meeting NATO's one and a half
04:17percent target for critical defence infrastructure from upgraded ports, airports, airbases to new northern
04:24operational support hubs to deter threats in the north. And our fiscal framework, our budget, has already
04:33provisioned to achieve four percent of GDP in total defence spending by the end of this decade ahead of
04:41NATO's NATO's timetable. We will make additional provisions to achieve that five percent NATO target,
04:48the 2035 target, at or ahead of schedule.
04:53The first mission of the federal government is to ensure the protection of Canadians and Canadians.
04:59We do it in a way that allows us to create well-known careers, to reinforce our previous
05:08provision and provide the maximum return to our economy. That's why we have launched important measures to
05:19adapt our provision system in terms of defence and create a large scale construction that is
05:27rapid, smooth and efficient. We have launched the Agency for Investing for Defence to simplify the process of
05:37provisioning. We will make a single process of centralising which reduces the dedublements of approbation and
05:46the formalities of administrative.
05:57About time, you say. Yes. It's the time. The Agency for the Defense Agency develops the
06:04capacity of sovereign capacity to defend our borders, our oceans and the Arctic. And it contributes to
06:14guarantee that every dollar spent spent maximizes the careers, industries and economic recovery in Canada.
06:24The Canada – and thank you, Ms. Goudon. The Canada directs the efforts to establish the
06:32defense defense, security and resilience. This bank will be able to raise funds at low cost
06:42costs in Canada and with our allies from the other time, to strengthen the production and
06:49technologies in terms of defence. In February, we announced, as the Minister mentioned, I think you all know,
06:56we announced Canada's first ever defence industrial strategy. A bold plan to get our armed forces what
07:03they need, when they need it. A plan to scale Canadian defence companies and to put half a trillion dollars
07:11to work in strategic sectors of our economy. The framework is simple. Build. Partner. Buy.
07:20We are focused first on building in Canada, directing procurement to Canadian firms where we have
07:27those sovereign capabilities. Where we can't build alone, we're partnering with like-minded allies,
07:34attracting investment, transferring IP and integrating supply chains so more public dollars flow back to
07:39Canada. And to that end this year, Canada became the first non-European country to join the EU's safe
07:48defence procurement initiative.
07:59Now, using that new framework, we're beginning to move ahead with ambitious major investments for our
08:06defence and security. And today, as part of our steadfast commitment to defend Canada and to protect our
08:12allies, I'm pleased to announce that Canada has entered into negotiations to procure
08:17SABE's airborne early warning and control aircraft.
08:30With its suite of advanced sensors and mission systems, SABE's GoldenEye will be a key resource for
08:36Canadian Armed Forces to detect and deter threats across the Arctic. The GoldenEye's, the GlobalEye's,
08:42sorry, GlobalEye's, better get the branding right. GlobalEye's airborne, we'll check the contract,
08:51make sure we've got the right. That's why we have Guzman and Fuhr on the case. The GlobalEye's
08:56airborne surveillance capability can track objects and signals up to 650 kilometres away,
09:03and they'll share in real time that information with the Canadian forces and our allies.
09:08At the heart of the GlobalEye's system is the Canadian-made Bombardier Global 6500, an aircraft
09:16that includes 20 per cent US content, which gives a sense of just how integrated these defence systems
09:23are. SABE and Bombardier's expertise is transforming a modern jet into a cutting-edge surveillance aircraft
09:30with altitudes of over 30,000 feet. The GlobalEye partnership will establish Canadian-based production
09:38capability, including aircraft conversion and missionization, engineering collaboration, R&D,
09:46and potential participation in radar component production, positioning Canada as an integral part
09:51of the GlobalEye global supply chain. In all, there will be more than 3,000 jobs that will be supported
10:03in the
10:04sector aero-spatial canadien. And not least a third of the globalEye's planned aircraft
10:12will be produced in Canada in the next 15 years. It will represent at least 40 aircraft, including the
10:23export-based aircrafts for allies designed by Canadian workers.

11:26and that's why today i'm also announcing a series of measures to improve our defense industry
11:32partnerships and in doing so we're fulfilling commitments we made when we launched that
11:39defense industrial strategy a few months ago in february the first thing we are transforming
11:45our industrial technological benefits policy we're directing investments towards the areas
11:51that most matter for canadian competitiveness so foreign contractors that secure canadian defense
11:57contracts will now have stronger incentives to subcontract to canadian firms and invest in our
12:05supply chains said another way they will get more credit for doing so we're cutting red tape with a
12:11new 90 day approval standard so companies especially small businesses get faster and more predictable
12:18decisions we're introducing something called the strategic investment transaction and this is a new
12:26crediting system for high value investments such as building or expanding a canadian facility

12:39those investments that build lasting defense capacity and industrial capacity in canada

13:19procurement our new framework will catalyze robust partnerships with government sharing operational
13:25priorities and industry bringing your innovation and your expertise companies designated as strategic
13:33partners will invest in canadian r d grow our domestic supply chains hire a canadian workforce
13:41and in return you can rely on government to be an anchor customer accelerating approvals

15:48investment needs and they will identify barriers to that growth the forum will be co-chaired by the minister of
15:55national defense the secretary of state for defense procurement together all these measures will help ensure that our defense industry
16:05can build bigger and can build faster we're moving from an approach a regulatory approach that has to be said
16:13that checks boxes that used to check boxes we're moving to one that
16:18build our industrial base our defense industrial base with speed and at scale we're just getting started we've committed to
16:28doubling our defense expenditure by the end of this decade
16:37in the next 10 years canada will invest 180 billion dollars directly in defense procurement 290 billion dollars in defense
16:47and security related infrastructure and we expect to create an additional over 125 billion dollars in downstream economic benefits we
16:58will boost government invest investment in our
17:01development and defense related research and development and defense related research and development by almost 85 percent and we plan
17:05to increase our defense sector revenues by over 220 percent our defense exports by 50 percent and to create 125
17:15000 new jobs in the sector
17:28these are stable rewarding careers including for the more than 80 000 canadians who already work in our defense industry

18:44Canada built one of the world's first autonomous submarines, one of the first drones used by
18:53NATO forces.
18:54The message today, thanks to you and our new strategy, is we are now building again.
19:01We are reinforcing the foundations of the true north, the strong, the free.
19:12And going forward, going forward, Canada will be defined not only by the strength of our
19:18values, but also the value of our strength.
