00:15Canada and Europe are each strong.
00:20Europe and Canada are stronger together.
00:39The institutions we've inherited
00:41are organized by geography.
00:44The strategic capabilities that we need are organized by function.
00:51We can ally by function
00:53if we are bold and deliberate.
00:57And we shouldn't be cowed by the perceived scale
01:00of the task.
01:03Just as
01:04dominance is the arrogance of the hegemon,
01:06perfection is the enemy
01:08of the good.
01:10The economics of this are clear.
01:12The leverage of the powerful
01:14in an exploitive relationship collapses
01:16well before complete
01:18independence is achieved.
01:20Because diversity
01:22confers advantage.
01:24The objective is not self-sufficiency,
01:27it's collective resilience.
01:38And it's this mutual advantage
01:40that's at the core of the case
01:42for a deeper partnership between Canada and Europe.
01:48Europe brings so many things.
01:50Market power, research depth,
01:52advanced manufacturing,
01:54the ability and the will to set standards
01:57that the world frequently adopts.
02:01A defense industrial base
02:02that's being rebuilt at speed.
02:05Canada brings energy at huge scale
02:08and in every form that the transition requires.
02:12We have one of the world's largest endowments
02:14of critical minerals,
02:15deep capabilities in space, AI and quantum,
02:18amongst the strongest banking systems
02:20and the most expert pension capital.
02:23We have unique Arctic geography
02:25and privileged access to both Atlantic
02:28and Pacific networks.
02:29And where our strengths differ,
02:32they complement.
02:33Where they overlap,
02:35they create scale.
02:37We should build on each other's strengths
02:39deliberately, systematically and rapidly.
02:43We've already begun.
02:45And I thank this Parliament.
02:47We've already begun with CETA,
02:49one of the world's most successful trade agreements.
03:06And I thank President von der Leyen and President Costa
03:09for our strategic partnership agreement struck last June.
03:12We're developing that and deepening it.
03:16We've also begun to take advantage of Canada's role
03:19as the first non-European member of SAFE.
03:23But we should recognize that the ecosystem we've built
03:26is not yet equal to the ferocity of the changing climate.
03:30And nor is it moving fast enough to match the speed of the upheaval.
03:36Yesterday, President von der Leyen spoke of moving beyond CETA
03:41to an alliance for the future, opening the door to Canada
03:46to become the European Union's first associate member.
04:06Canada welcomes this ambition.
04:10And I will tell you polling shows that an overwhelming majority
04:13of Canadians support much closer ties with Europe.
04:27An alliance for the future is a unique, positive approach
04:32that we will define together, building on our common strengths
04:37and based on our shared values.
04:39But let me take this opportunity to say plainly what Canada proposes.
04:46Canada and Europe should secure our strategic autonomy
04:50through deep cooperation in the full range of strategic capabilities,
04:56including critical minerals, defence industrial capacity,
05:00AI and compute, energy security, space and payments.
05:05We should move towards seamless digital trade
05:09and non-agricultural goods and a wide range of services.
05:13We should deepen our people-to-people ties,
05:16allowing our youth to work, study and live where they want
05:21on either side of the Atlantic.
05:36Canadian membership of Erasmus Plus would give your students and ours
05:40more opportunity to learn at some of the world's top universities,
05:45to broaden their horizons and to build those lasting ties
05:49that will sustain our alliance for the future.
06:01Canadian membership of the next generation of Horizon would allow us
06:05to pool resources, cooperate on frontier technologies,
06:09leverage our world-class research institutes and universities.
06:22Yesterday, President von der Leyen announced, and I quote,
06:27a new European corporation on critical raw materials
06:31to obtain and stockpile the material needed for electric cars,
06:36for chips and batteries, cleantech and defence.
06:39I'll observe that Canada has deposits of over 34 critical minerals
06:46and we are among the top producers of the 10 most essential
06:50for the energy transition.
06:52Our alliance can help fill Europe's need for reliable supply,
06:59Canada's desire for advanced processing capabilities
07:03and our common objective to complete value chains in the transition
07:08and our defence.
07:17Canada can contribute LNG and hydrogen at large scale
07:22to support Europe's energy security, including by developing
07:27developing and leveraging new port infrastructure in our high north
07:31and on our east coast.
07:33And Canada, in turn, can benefit from your leadership
07:36in so many clean energy technologies.
07:48We can pool new sovereign compute capacity
07:52and build more secure broadband connections between Europe and Asia
07:56via our common geography.
07:59Canada and Europe can join forces to develop AI safety protocols,
08:04coordinate common standards and strengthen transparency,
08:07all well-developing applications so that our governments
08:11and our companies can serve our citizens better.
08:21Canada and Europe should consider exploring an integrated market
08:26for financial services, to broaden choice and reduce costs for our citizens,
08:31to improve access to capital for our companies,
08:35while maintaining our world-leading financial resilience.
08:46These are some of the opportunities.
08:49But the fundamental point is that the opportunities that can be created
08:54by an alliance for the future are the product of our common values,
09:00our compatible systems, our complementary strengths.
09:05And deepening and widening our relationship will strengthen our sovereignty,
09:11improve affordability and opportunity and security for our citizens,
09:17while safeguarding our abilities to live our lives as we choose.
