Canadian Prime Minister Mark Carney delivers a bold message signaling a major shift in Canada’s defense strategy. Declaring that “the days of our military sending 70 cents of every dollar to the United States are over,” Carney emphasized a new era of economic sovereignty and self-reliance.

The statement comes amid growing global uncertainty, as Canada moves to reduce dependence on U.S. defense suppliers and strengthen its own military-industrial base. With a focus on Canadian steel, aluminum, lumber, and workers, Ottawa is preparing for a future where national security is built at home.

This dramatic shift could reshape U.S.-Canada relations and redefine alliances in an increasingly volatile geopolitical landscape.

00:00The days of our military sending 70 cents of every dollar to the United States are over.
00:16We are going to build.
00:18We are going to build Canada strong with Canada steel.
00:22Canadian aluminum, Canadian lumber, Canadian worker.
00:28That virtue is like a muscle that grows with exercise.
00:34When we are kind, kindness grows.
00:38When we seek unity, unity grows.
00:41When we are Canadian, Canada grows.
00:44And when we are all in for Canada, we will build Canada strong for all.
00:50A year ago, just over a year ago, in the midst of a blizzard, we started down the road to
00:59make the best country in the world even better.
01:08We should be under no illusions.
01:11The path we've chosen is hard.
01:16There will be headwinds, black ice, steep climbs along the way.
01:21We'll have to be pragmatic and determined to keep moving forward.
01:27But this is the journey that we must make.
01:33Because we are meeting in the middle of a transformation that will define our country for generations.
01:50And Canadian censor.
01:55In the last year, 300,000 new people have signed up to the Liberal Party.
02:12The Canadians and Canadians who voted for other parties in the past now make now confidence for the future.
02:20And this is, in all the provinces and territories of Canada.
02:33The members and Canadians have changed the camp to join our team.
02:43because they understand the importance of what is in the game.
02:49They have the conviction that we can better get there.
02:55And at the same time, the Prime Minister of all the alliances collaborate with us and others.
03:17The world is changing. Not gradually, but suddenly.
03:23Yes, some are still in denial.
03:28Rather than starting on this journey, they're waiting for the past to return.
03:43But hope is not a plan and nostalgia is not a strategy.
03:57And if we stand still during this rupture, we will surrender our future to others.
04:05My friends, technological change is accelerating.
04:10We can either shape our future with AI or let it control our destiny.
04:15The foundations of the international order, the order which Canada helped build
04:21and from which we have benefited for so long, that order is crumbling.
04:29The number of our ancient forces, who were standing on our lines with the United States, are becoming our weaknesses.
04:39We have understood these changes very soon.
04:43Other countries have just begun to measure the height.
04:49And if we have exceeded the initial shock of this betrayal, we must never forget the lessons.
04:58We must take care of ourselves.
05:01Exactly.
05:03Exact.
05:08Et, et nous devons nous entraider.
05:13Mes chers amis, la route devant nous ne sera pas toujours facile, mais notre pays en sortera plus fort et
05:21plus juste si, si nous restons unis tous ensemble.
05:27Exact.
05:27Exact.
05:30Exact.
05:31Exact.
05:33Exact.
05:34Exact.
05:35No.
05:36This is not the time for politics as usual.
05:40For petty differences, for political point scoring.
05:44United, we will build Canada strong.
05:47A Canada for all.
05:48A Canada strong that no one can ever take away.
05:52Exact.
05:53Exact.
05:54Exact.
05:55Exact.
06:10I feel that strength, I feel that strength in this room.
06:14I feel that strength.
06:17I feel that strength.
06:19As Diana mentioned, we feel that strength across this great country.
06:22At this decisive moment, Canadians are demonstrating just how strong we are.
06:29You know, it started quietly.
06:33People choosing a wine from the Okanagan over one from California.
06:42Anyone?
06:43Anyone?
06:44Anyone had any bourbon recently?
06:45No?
06:47Sorry.
06:48Sorry.
06:50A family planning a vacation to Prince Edward Island instead of booking flights to Florida.
07:02Canada.
07:05Canadians.
07:06Canadians are rediscovering our country.
07:08The Cabot Trail in October.
07:13The Columbia Ice Field in October.
07:18The Festival International de Jazz en Montréal en Julier.
07:27The Prairie.
07:29The Prairie's at Harvest where the sky goes on forever.
07:39You know, Canada's tourism sector had a record-breaking summer, 50,000 more train rides, 13% more visits to
07:47our national parks, 15% more visits to our national museums.
08:01Small, small individual acts of solidarity, but repeated millions of times.
08:08And together, they make a statement.
08:11We are the masters of our destiny.
08:29We are the masters of our destiny.
08:34We are the masters of our destiny.
08:47Of everything Canadians have done this past year, the most moving has been how we've
08:54looked out for each other, including amidst the worst tragedies.
09:01Think of the good people of Tumblr Ridge.
09:05When the unimaginable happened, first responders were at the school within two minutes.
09:11Teachers shielded their children, neighbours held each other for comfort.
09:18Right after the shooting, Jim Caruso packed his bags, travelled over a thousand kilometres
09:25to support families, and Jim said, I want to hug people, pray for them, and most importantly,
09:33cry with them.
09:36That's Canada, looking out for each other, standing together when things get tough, so
09:42that they can get better.
09:53I'm right there with you.
09:55Canada's new government is right there with you, inspired by hard-working, always caring
10:02Canadians.
10:03From now on, for example, with our new Buy Canadian policy, when the federal government
10:10spends, we will select Canadian suppliers by default.
10:21The days, the days of our military sending 70 cents of every dollar to the United States
10:27are over.
10:38We are going to build Canada strong with Canada steel, Canadian aluminum, Canadian lumber,
10:46Canadian workers.
10:58We will do it first in our communities by building affordable, accessible and durable.
11:11We will do it first in our communities by building affordable, accessible and durable.
11:37We are building big things again by removing all federal barriers to internal trade and fast-tracking
11:45projects.
11:46That will connect, diversify and propel our great country.
11:54We have already announced 14 nation-building initiatives supporting over half a million jobs
12:01and over $100 billion in new investment.
12:09We are realizing Canada's full potential, our full potential in clean and conventional energy,
12:15to power Canadian homes, Canadian businesses and Canadian sovereignty.
12:27And we are using those resources to ensure affordable energy for Canadians today and a competitive economy
12:34for our kids tomorrow.
12:39We are creating new trade corridors, from the Mackenzie Valley to Coltracour to Churchill,
12:48to make Canada more connected, more independent and more prosperous.
12:57And there is going to be a lot of trade going through those corridors because we have struck
13:0220 new economic and security partnerships on four continents in just a year.
13:17We are on track.
13:19We are on track to double our non-U.S. exports over the next decade.
13:25That is $300 billion.
13:28$300 billion in new orders for Canadian resources, Canadian goods, Canadian expertise.
13:36And at the same time, our new defence industrial strategy will catalyze half a trillion dollars
13:43of investment to build Canadian industry from aerospace to AI, creating over 125,000 new jobs in the process.
14:00But we have started right.
14:01We have just implemented the largest pay increase for the women and men of the Canadian Armed Forces.
14:09That is right.
14:13We have implemented that increase so that their compensation matches the weight of their responsibilities.
14:20And Canadians, young Canadians are already responding to the call to serve.
14:25Recruitment is up 13% since last June.
14:35From the coalition of the willing to defend Ukraine, to work, we will not rest.
14:47To working with Nordic countries in the UK to protect our Arctic, we are defending Canada and Canadian values with
14:56reliable partners.
15:09It's a more dangerous and divided world. That's the reality.
15:12So we are no longer relying just on the strength of our values.
15:17We are also building the value of our strength.
15:24And as we do, we are reviving the ambitious spirit that built Canada.
15:35Our country, our country was forged by Indigenous peoples and voyageurs who mapped this continent.
15:46Think about it.
15:47They mapped this continent and they built vast trading networks from coast to coast to coast before the Americans had
15:54even left St. Louis.
15:56Thank you so much.
16:00Thank you so much.
16:06We are all here.
16:07At the end of the World War II, Canadians were gathered together to realize something.
16:15Imagine the wave of big banks.
16:16We build new villages for thousands of thousands of ancient fighters to return to the country.
16:22Construire de nouvelles universités pour lancer de nouvelles carrières.
16:29Relier notre territoire grâce à la voie maritime de Saint-Laurent et à la Transcanadienne.
16:35Et, avec Expo 67, inspirer le monde entier.
16:50My friends, we used to explore in this country.
16:55Now, we're charting new courses again.
16:59We used to build in this country.
17:01Now, we are building big, building fast, building bold again.
17:07We used to take risks in this country.
17:13And now, we're going to the moon.
17:32Just the other day, just the other day, speaking from integrity deep in space, Canada's astronaut,
17:41Jeremy Hansen.
17:48Jeremy Hansen advised us that, as a country, we have to be willing to take risks,
17:58recognize that sometimes we will have setbacks, but push through them and, in his words,
18:06ultimately know that we are going to persist and we will win.
18:20Yes, a united, ambitious and confident Canada is once again taking risks to build a Canada that works for all.
18:31Now, let me put that in context.
18:34About a year ago, I received a letter from an old friend, Bob Zettel, who wrote, and I quote,
18:41right now, everyone sees the main threat as the Trump tariffs.
18:47But the challenge, the challenge is greater.
18:53The challenge will be, as it's always been, to foster unity and the common good, end quote.
19:00Bob's right.
19:02Canadians are being called to serve, but not against something, for something, for each other.
19:11And that, and that is why you're here.
19:18Because you believe, like I believe, that Canada is only strong when it works for everyone.
19:34That's our objective.
19:37And that's our heritage.
19:40After all, Canada is a nation forged through accommodation, not assimilation.
19:46Through partnership, not domination.
19:50The founding insight of our country is that unity does not require uniformity.
19:56This is...
20:03And this is neither a myth nor a miracle, but a series of choices made imperfectly across generations.
20:12Pragmatic decisions that have become a moral conviction.
20:17That our differences are a strength to be nurtured, not a risk to be managed.
20:30And so, each generation has chosen to widen the circle.
20:37And we Liberals stand in that tradition.
20:41Wilfred Laurier, who governed a country that had once conquered his people.
20:48Built a federation strong enough to hold both.
20:52Louis Saint Laurent, who built a connected and confident Canada through massive infrastructure projects
20:58and our country's first independent foreign policy.
21:04Lester Pearson.
21:06Took that long.
21:08We definitely have an independent foreign policy now.
21:17Because it's based on our values in a world that is losing theirs.
21:26Think of Lester Pearson, who demonstrated that true security is social through public pensions and public healthcare.
21:43Pierre Elliott Trudeau, who enshrined the very architecture of a just society.
21:56Jean Chrétien.
22:01Jean Chrétien.
22:08Absolutely.
22:11Jean Chrétien, who kept Canada united, sovereign and free.
22:22And Paul Martin, who combines social innovation, sustainable healthcare and sound fiscal management.
22:40And Justin Trudeau.
23:06They didn't give me enough time.
23:09It's a list, but in many ways, this is the essence, my view.
23:16Justin Trudeau widened the scope of our inclusive society by lifting, think about it, by lifting
23:24almost one million Canadian children out of poverty.
23:43He walked the path of reconciliation with Indigenous peoples.
24:01And he built a true compact with future generations.
24:13Now, and now we stand in that tradition with the same conviction that the greatest country
24:20on earth can become even greater still.
24:24My dear friends, my dear friends, the economic force is essential for our mission.
24:32Because we can't share what we don't have.
24:36We can't be strong abroad if we are weak at home.
24:48And we can't build an future future if we are not in command of our present.
25:00A strong economy creates jobs well-paid.
25:05It gives us the means to take care of each other.
25:10It gives us the means to take care of each other.
25:12It gives us more autonomous.
25:13I am notобыk than one.
25:14We are well-paid.
25:15So we build a strong economy, offering health care, quality, and health care for Canadians
25:20and Canadians.
25:22We are offering a pension regime on which our parents are waiting for.
25:27We are offering the safety care services that help young families join each other.
25:35We are offering …
25:36
25:38It is no longer.
25:40It is no longer.
25:41to offer a program of dental care, a program of medical insurance, and a program national
25:48of school alimentation. And to ensure the dynamism and diversity of our cultural sector.
26:09As Liberals, we're passionate about building a strong economy as a means to a just society.
26:22A just society anchored in the Charter of Rights and Freedoms, where women always have
26:30the right to choose. Where you can believe what you want to believe. Where you can love
26:43who you want to love. Where everyone can be their entire selves and all have a chance to
26:55thrive. As Liberals, we believe in a just society where we take care of the vulnerable. Where
27:12we pull together to make life more affordable today and better tomorrow.
27:18Now, we know, we know that Canadians are under pressure from everyday expenses. That's why,
27:27that's why we're making government more productive through tough but responsible choices that will
27:32save taxpayers 60 billion dollars. It's why we cut taxes for 22 million middle-class Canadians.
27:47It's why, it's why we launched the Canada Groceries and Essentials Benefit to support 12 million Canadians
27:54who need it the most. It's why, it's why we're boosting competition for your hard-earned dollar
28:03in telecom, in banking, at grocery stores. So Canadians get lower prices, better products,
28:10more choices.
28:17And we build a strong Canada in a good way. We build a strong Canada in solidarity,
28:25creating good jobs syndicated. We build a strong Canada in a inclusive way,
28:35in partnership with the First Nations, the Inuits and the Métis.
28:47We build a strong Canada in a sustainable way, because the reduction of emissions is not only a
28:56good job, but it is also an economic imperative.
29:05We build a durable way in preserving the huge natural heritage of Canada,
29:13thanks to our historical commitments to protect our lakes, our forests, our oceans and our forests.
29:42Now, when we build, when we build physically, as I just said, we're building inclusively, sustainably, and in solidarity.
29:51And these same values must hold when we build virtually.
29:56Because AI, artificial intelligence, the defining technology of our era, is arriving.
30:04And the question is not whether AI will transform our lives, it will.
30:09The question is whether it will improve the lives of all Canadians, or benefit only some.
30:16Our goal, our goal, our goal is AI for all.
30:27AI, AI governed by Canadian values, AI accountable to Canadians, AI that serves Canadians.
30:35AI for all can make the jobs of Canadian workers more interesting and more rewarding.
30:40And done right, and we must do this right.
30:43AI in healthcare can mean shorter wait times and better service.
30:50AI in education, AI in education can meet every child where they are.
30:56And AI in government can mean a government that works better for you.
31:07My dear friends, this great country has been built by ordinary Canadians making bold choices and doing extraordinary things.
31:18Like the people in this room who show up.
31:24Like the people watching who never give up.
31:28People who believe in the promise of Canada.
31:35You know, it was just a year ago that Canadians were asked a fundamental question.
31:43Who's ready?
31:45Who's ready?
31:46Who's ready to stand up for Canada?
31:51Who's ready to stand up for Canada?
31:54Who's ready to stand up for Canada?
31:57You were and you certainly are.
32:02You are.
32:04What's ready to stand up for Canada?
32:05And, probably, all Canadians, the friend is,
32:10Who is the only one of them getting there?
32:12The dedicated things that Canadians are the ones
32:22got.
32:23To ourselves, and our friends are the one that I would sit and see,
32:23But, everyone can be our kids.
32:27Friends, we are recommitting today to a simple mission in that same spirit.
32:35To build a Canada that's not just strong, but good.
32:41A Canada, a Canada that's not just prosperous, but fair.
32:50A Canada, not just for some, most of the time, but for all, all of the time.
33:54passengers into their homes.
33:59They welcomed into their homes, without question, without hesitation, without asking for anything
34:05in return.
34:12And last year, I went there and I sat down with two of the heroes of that moment, Diane
34:18Davis and Beulah Cooper.
34:20Yeah.
34:21And they showed me a thank you card from a young girl named Ellie, and she'd written, and I
34:28quote, your kindness motivates me to use my kindness.
34:32Yeah.
34:43That phrase, Ellie's phrase captures what Canadians instinctively know.
34:50That virtue is like a muscle, it grows with exercise.
34:57When we are kind, kindness grows.
35:01When we seek unity, unity grows.
35:03When we are Canadian, Canada grows.
35:06And when we are all in for Canada, we will build Canada strong for all.
35:12Merci beaucoup et vive le Canada.
35:15Merci beaucoup et vive le Canada.
