00:00As you sense, and Canadians know, that strength is more important than ever, because our country
00:08is being tested.
00:10Two weeks ago, we made the right decision to suspend our trade negotiations with the
00:15United States.
00:17We couldn't accept what they'd offered, we wouldn't give what they'd asked.
00:22As a result, the U.S. has imposed new tariffs designed to hurt and divide us.
00:27Now, that's a miscalculation, because Canadians will always take care of each other.
00:37As you've gathered, when Canada looks to build, it looks to you.
00:42It's your skill, your dedication, your resilience that makes today possible.
00:48You know, we're standing here on the historic grounds of the Canadian Car and Foundry, better
00:57known as CanCar.
00:59For more than a century, workers here have built what this country needs to move and connect.
01:06Railway cars, street cars, buses.
01:08As Marcus mentioned, in the darkest days of the Second World War, workers here built what
01:15the free world was counting on, the Hawker Hurricane.
01:19The fighter that helped win the Battle of Britain.
01:23More than 1,400 of them came off the floor of this plant.
01:28At peak production, 15 a week, built by nearly 5,000 Canadians.
01:33More than half of them women.
01:36That's what Thunder Bay does.
01:39When this country needs something built, we come here.
01:44You're the story of Canadian industry.
01:46Yeah.
01:50You can applaud for yourselves.
01:53Exactly.
01:55You're the story of Canadian industry, the spirit, ingenuity, and the people that carry
02:00our country forward, building big, building fast, building Canadian.
02:06As you sense and Canadians know, that strength is more important than ever because our country
02:13is being tested.
02:15Two weeks ago, we made the right decision to suspend our trade negotiations with the United
02:20States.
02:22We couldn't accept what they'd offered.
02:24We wouldn't give what they'd asked.
02:26As a result, the U.S. has imposed new tariffs designed to hurt and divide us.
02:33Now, that's a miscalculation.
02:37Because Canadians will always take care of each other.
02:49And it's a miscalculation because we have everything we need to build the country we want.
02:57We have the reserves.
02:58We have the resilience.
03:00And we have the right plan.
03:05Rien ne peut nous faire dévié de notre objectif de partir en Canada fort.
03:12Au contraire, chaque défi renforce notre détermination à l'aller de l'avant.
03:18Et ce n'est que le début.
03:22Fundamental to our plan is building what this country needs here at home.
03:28With Canadian materials, Canadian ingenuity and Canadian workers.
03:33So, we know we need more clean, reliable power.
03:37We've just launched the largest clean energy initiative in North American history, 23,000 jobs to build it.
03:46We have enough power for every vehicle in Canada.
03:52We must keep our roads open and continue to make our economy run.
03:58So, we have launched the most important naval construction contract in the history of Quebec.
04:05It is the construction of six brise-glass programs, the creation of 5,000 good jobs and the establishment of
04:16a new generation of naval construction construction in Canada.
04:20So, when we need new power, we go to Canada.
04:23When we need new icebreakers, we go to Canada.
04:26When we need new subway cars, we invest nearly a billion dollars into new cars for Toronto's Line 2.
04:33And you're building them right here at Alstom.
04:45Right across Canada, everywhere across Canada, we need new ports, new mines, new energy corridors.
04:53In just one year, just one year, we have referred 27 nation-building initiatives
05:01to the new major projects office.
05:04What does that translate into?
05:06Half a trillion dollars in new private investment.
05:11And the shovels are already in the ground at Darlington New Nuclear, at the Contrecoeur terminal at the Port of
05:18Montreal,
05:18at the Nouveau-Mont Graphite Mine in Quebec and the Mackenzie Highway in my native Northwest Territories.
05:26Crucially, as we're building, we are restoring our industrial might and capacity, reinforcing our factories, the supply chains,
05:36and building the talent that lets our country stand on its own.
05:42You know, for too long, we bought from abroad what we were more than capable of building right here at
05:48home.
05:49We're bringing that work back, and we're turbocharging it.
05:54Canada needs better, more reliable passenger rail.
05:59Our rail cars on our long distance and remote routes are more than 70 years old.
06:08They were built when the NHL had six teams.
06:13Goalies wouldn't wear masks.
06:16The Leafs would win the cup.
06:18It's a long time ago.
06:20Those old cars, things are changing, even for the Leafs, even for the Leafs.
06:25Those old cars have served our country well, but they're long overdue for retirement.
06:30It's time to build new ones, to build them here at home.
06:42And to that end, I am proud, with my fellow colleagues, to announce that the Government of Canada
06:48is investing $4.7 billion to manufacture and maintain.
07:02So we'll manufacture and maintain 313 passenger rail cars for Via Rail's long distance regional and remote fleet
07:10right here in Canada.
07:11For the first time in four decades, those cars will be produced and assembled and maintained in our country.
07:20Cars that used to be built in the United States will be built right here in Thunder Bay at Alstom,
07:27Canada.
07:28By the best workers in the world!
07:31By the best workers in the world!
07:37It's the most important investment in the history of Via Rail,
07:41and also the biggest investment in the transport ferroviaire interurbain of travelers in a generation.
07:49And that, that doesn't stop there.
07:54It's five weeks ago, we announced an investment of nearly $2 billion to build new trains
08:02and also new installations in Montreal, where cars will be assembled and maintained.
08:11We give us the opportunity to fabricate each component of these trains here at home.
08:18We bring this industry here at home.
08:22And we will act quickly.
08:24The first car, two trains, will be put in service in 2021, and the whole park, four years later.
08:35These 313 passenger cars will be produced in Canada, and they will be built in St. Bruno de Montaville,
08:47on the north of Montreal, and they will be built in Thunder Bay,
08:52with the support of the Alstom, to the Pocotierre, in the Bas-Saint-Laure.
09:00These new passenger cars will be a tribute to Canadian talent,
09:05a showcase of our innovation, our expertise, and our industrial capacity.
09:11The construction of this fleet will directly support nearly 700 good jobs here in Ontario and in Quebec.
09:19And in line with our bi-Canadian policy, Alstom will leverage and expand its extensive network
09:25of more than 900 Canadian suppliers to deliver this new fleet,
09:31maximizing the use of Canadian steel in structural assemblies, supports, and fabricated metal elements.
09:37It will be Canadian electricians that install the wiring,
09:41Canadian machinists that will make the precision parts,
09:44Canadian welders will build the steel frames from Canadian carbon steel.
09:59And that work, as you know, reaches well beyond the factory floor into communities across our country.
10:04All told, this project will generate more than $1.6 billion in economic benefits,
10:11hundreds of good jobs, hundreds more down the supply chain, paychecks that stay here in Canada.
10:18And you're building something deeper.
10:22Because we know in Canada that rail is more than a means of transportation.
10:27It's part of our country's story.
10:30It's a thread that's always connected us.
10:33The iconic Via service that runs between Toronto and Vancouver over four days and four nights
10:38covers 4,000 kilometres.
10:42Thus far, it's journeyed more than 150 million kilometres, equal to almost 200 round trips to the Moon.
10:49Every year, 750 litres of maple syrup are consumed on board.
10:55And on board, many young Canadians travel across this great country for the first time
11:00to witness its beauty, meet its people.
11:03There's no journey quite like it.
11:05You can fall asleep under the prairie sky and wake up to sunrise over the Rockies.
11:09As you know, it's called the Canadian.
11:13When I was Governor of the Bank of Canada, we put the Canadian on the $10 bill.
11:17Because it represents the connections between us.
11:21And it's a great feat of engineering from Canada's past, joining the East and West by rail.
11:29And now, we're here today because the Canadian will be made in Canada.
11:46This is one of many Via services that will have a new generation of passenger cars.
11:52Cars that are more energy efficient, better for the environment, more reliable, more comfortable.
11:57Engineered to run through Canada's most extreme temperatures,
12:00so service is safe, dependable year-round.
12:04Modern comfort, better accessibility.
12:06Cars that keep what people love.
12:08The sleepers.
12:10The full-service dining.
12:11The panoramic views.
12:14The panoramic views.
12:14We modernise the Canadian and the ocean, which brings Montreal to Halifax,
12:21and which is the oldest train to travel without interruptions in North America.
12:29We also allow more people to take the train.
12:57As Minister MacKinnon and Steve mentioned, in addition to these long-distance routes,
13:02we're protecting regional and remote services that are lifelines for many communities,
13:08including 165 First Nations.
13:11On some of these routes, the nearest essential service is a train ride away.
13:16It's how people fill their prescription, stock their kitchen, get care that they need.
13:23So we're keeping the trains running from Winnipeg to Churchill, from Jasper to Prince Rupert,
13:28so patients can reach their doctor, students can get home, families stay together.
13:33And we're protecting a lifeline to communities that roads never reach to keep Canada connected.
13:43So today, we're here on truly historic ground.
13:47A place that built the rail cars that opened this country.
13:52The aircraft that helped defend freedom.
13:56And now, we'll build the trains that will keep us connected for generations to come.
14:03History isn't something that's behind us.
14:07It's a foundation.
14:09Our history points our way forward.
14:12Years from now, a young Canadian will ride the Canadian built in this factory.
14:17A new car, all Canadian, built here at home.
14:22The timeless, beautiful landscapes rolling past.
14:25That tradition, that quintessentially Canadian experience, lives on.
14:31And by renewing Thunder Bay's tradition of rail car manufacturing,
14:35we're strengthening the city that builds what this country needs,
14:39in a time when Canada needs it the most.
14:44And that's how we build Thunder Bay Strong.
14:56The linking sub-bank.
