00:19Tobago for a journey across the Caribbean. One island, one story, one people at a time.
00:25Your destination this evening? Bermuda. The conversation around Caribbean integration
00:31is heating up once again, and this time, Bermuda comes into focus. The island is considering a move
00:38toward full CARICOM membership, a shift that would significantly deepen its regional role,
00:44expand its influence, and open new pathways for trade and security cooperation across the Caribbean.
00:51But that ambition comes with a cost. The move is estimated at roughly 2.28 million U.S. dollars
00:59annually, and has already sparked national debate. Consultations are now underway, with government
01:05engaging the public through a green paper titled The Story of Us, as Bermudians weigh what deeper
01:12integration could mean for their future. At the heart of the discussion is a growing tension
01:17between regional opportunity and domestic priorities. At a West End town hall meeting this week,
01:24residents raised concerns that the cost of full membership could instead be directed toward
01:29urgent needs at home, including health care, education, and infrastructure. As debate intensifies,
01:36questions are also emerging about how far Bermuda can realistically go within the CARICOM framework.
01:43Via telephone, the wider region spoke with former Assistant Secretary General of Trade and Economic
01:49Integration at CARICOM Secretariat, Joseph Cox, who said the island may encounter some challenges.
01:57For them, I strongly suspect is that one, they would have already indicated that they would not be prepared
02:05to participate in the free movement regime, so that would be a challenge. Two of their participation
02:15in the CSME framework may also be a bit challenging, so they seem to be tending towards the Bahamas model.
02:27However, he also points to strategic benefits in a changing global landscape.
02:33I see the benefit to them really from the standpoint, of course, in the evolving global
02:41geopolitical dynamic. Obviously, that would be of strategic value. But in terms of the actual economic
02:50integration, I think that would be a little more muted in terms of their own participation.
02:55Still, he cautions that legal and constitutional limits may complicate full participation given
03:01Bermuda's status as a British overseas territory. I doubt that they would have the same treaty
03:07autonomy as sovereign CARICOM states. Bermuda has been an associate member of CARICOM since 2003,
03:16engaged mainly in sport, culture, and disaster response. Now, the question is sharper than ever.
03:22Is Bermuda ready to move from association to full regional integration? And at what cost?

03:35Bermuda is making an ambitious play for a place in the rapidly expanding global economy,
03:41with public consultations now opening on plans to license ground-based earth stations across the island.
03:49The move signals Bermuda's push to position itself as a future hub for satellite communications
03:56and space-linked infrastructure as governments worldwide race to tap into the billion-dollar industry.
04:04Minister of Home Affairs, Alexa Leibon, says the proposed framework, developed in collaboration
04:10with the regional authority, marks the final stretch of policy development under the island's
04:16national space strategy. Officials say this Earth satellite technology plan could create an
04:23internationally aligned system for satellite infrastructure, including gateway stations,
04:29teleports, and user terminals, while enforcing strict controls on spectrum use and cyber security.
