00:00So I think, and I'm on record, have talked to government and others about the need to continue to evolve
00:06the PREVENT programme.
00:07It was built for a particular period where there was a model of radicalisation that took people with an interest,
00:14whether that was political or distortedly religious, and moved them through extremism to violent extremism to terrorism.
00:23That ladder of radicalisation has really been reversed.
00:27We've now got a significant number of young people, not exclusively boys, but many boys who are exposed to violence,
00:38to the idea and notion of violence that becomes fixating for them,
00:42and then are searching for motivations, justifications, and a framing for that with all sorts of ideology.
00:50So people who will look at, you know, in one internet search, look at neo-Nazi material and another look
00:54at Islamist extremist material.
00:59PREVENT was built originally, effectively, to deal with radicalisation.
01:05First, that Islamist extremist radicalisation and a developing response to far-right extremism,
01:14and to support individuals, and we're with individuals, to reduce that risk.
01:19The kind of interventions which were put in place are not the ones which will respond to the violence-fixated
01:26individuals that we're seeing now.
01:29The challenge for the PREVENT programme and for the wider system is that this is an and problem, not an
01:35or problem.
01:35We are still seeing, of course, committed, zealous, idealistic, or, you know, ideologically motivated, I should say, terrorist radicalisation.
01:45But what we do have, sadly, is a toxic online environment, which is leading to the connection and radicalisation of
01:54young people in particular,
01:55to a range of ideologies or none.
01:59Matt Dukes criticised a toxic online environment and said young people, mainly boys,
02:07had become fixated with violence and search for an ideology to justify it.
02:14Alongside online spaces, the Deputy Commissioner pointed to education, healthcare, and the charity sector to do more in response to
02:22anti-Semitism.
02:23I welcome the recommendations of the Independent Review on PREVENT.

02:29The appointment of a new Independent Commissioner on PREVENT.
02:34Someone policing knows well and knows thoughtful about these issues.
02:40And I suppose if I can just link back to a point I made in relation to an earlier question,
02:45PREVENT is part of the preventative response to these questions.
02:51But there is a fundamental question about how on earth these young people can access this material online
02:57and connect online in the ways that they can.
