A deadly Ebola outbreak is triggering global alarm after the World Health Organization declared the crisis in the Democratic Republic of Congo and Uganda a Public Health Emergency of International Concern.

Health officials say more than 130 people have died as the rare Bundibugyo strain of Ebola spreads rapidly across eastern Congo, with confirmed cases also reported in Uganda. Unlike previous Ebola outbreaks, this strain currently has no approved vaccine or specific treatment.

WHO chief Tedros Adhanom Ghebreyesus warned the organization is “deeply concerned” by the speed and scale of the outbreak, particularly as infections spread in conflict-hit and densely populated regions

00:00I declared a public emergency of international concern over an epidemic of Ebola disease in the Democratic Republic of the

01:04Early on Sunday, I declared a public emergency of international concern over an epidemic of Ebola disease in the Democratic
01:13Republic of the Congo and Uganda.
01:17This is the first time a director general has declared a FIC before convening an emergency committee.
01:29I did not do this lightly. I did it in accordance with Article 12 of the International Health Regulations after
01:39consulting the ministers of health of both countries and because I'm deeply concerned about the scale and speed of the
01:49epidemic.
01:50We will convene the emergency committee today to advise us on temporary recommendations.
01:59So far, 30 cases have been confirmed in the DRC from the northern province of Ituri.
02:08Uganda has also informed WHO of two confirmed cases in the capital of Kampala, including one death among two individuals
02:18who traveled from DRC.
02:22And there is one U.S. citizen confirmed positive and transferred to Germany as reported by the U.S.
02:32And we are working with the DRC with the DRC, Uganda and also the United States.
02:41First, beyond the confirmed cases, there are more than 500 suspected cases and 130 suspected cases.
02:58These numbers will change as field operations are scaling up, including strengthening surveillance, contact tracing and laboratory testing.
03:10Second, cases have been reported in urban areas, including Kampala and the city of Goma in the DRC.
03:21Third, cases have been reported among health workers, indicating health care-associated transmission.
03:30Fourth, there is significant population movement in the area.
03:35The province of Ituri is highly insecure, as you may know.
03:39The conflict has intensified since late 2025, and the fighting has escalated significantly over the past two months, resulting in
03:51civilian deaths.
03:53Over 100,000 people have been newly displaced.
03:59And in Ebola outbreaks, you know what displacement means.
04:03The area is also a mining zone, with high levels of population movement, that increase the risk of further spread.
04:14And fifth, this epidemic is caused by Bundibujo, a virus, a species of Ebola virus, for which there are no
04:25vaccines or therapeutics.
04:27In the absence of a vaccine, there are many other measures countries, of course, can take to stop the spread
04:34of this virus and save lives,
04:37even without medical countermeasures, including risk communication and community engagement.
04:45I thank the government of Uganda for postponing the annual Martyr's Day celebrations, which can attract up to 2 million
04:54people,
04:55because of the risk posed by the epidemic.
05:00WHO has a team on the ground, supporting national authorities to respond.
05:05We have deployed people, supplies, equipment, and funds.
05:10I have approved an additional 3.4 million U.S. dollars from the Contingency Fund for Emergencies,
05:17bringing the total to 3.9 million U.S. dollars.
05:22And I would like to use this opportunity to thank all countries who contribute to the CFE,
05:28and we will continue to keep all member states informed.
05:34As you know, WHO is also responding to the outbreak of Hantavirus among passengers and crew on the MV Hondius
05:43cruise ship.
05:44The passengers have all been repatriated and will be monitored until the quarantine periods end on the 21st of June.
05:54Yesterday, the Hondius arrived in Rotterdam, where the crew disembarked and will be quarantined until the 29th of June.
06:03For the past two weeks, I have been in regular contact with the captain of the ship,
06:09Captain Jan Dobrogski of Poland,
06:13and I would like to thank him for everything he has done for the passengers and crew under his care.
06:20I am sure Poland is proud of Jan.
06:25WHO's assessment continues to be that the risk of Hantavirus globally is low.
06:33So far, there are 11 reported cases, including three deaths,
06:38and no deaths have been reported since the 2nd of May,
06:42when WHO was first informed of the outbreak of the ship.
06:47Those numbers have changed little since the outbreak was first reported to WHO two weeks ago.
06:55As things stand, there is no sign that we are seeing the start of a larger outbreak.
07:02But of course, that could change,
07:05and we urge all affected countries to continue monitoring the passengers and crew carefully.
07:12I thank the many countries involved in the response.
07:17Spain not only met its legal duty under the international health regulations,
07:22but also its moral duty to the passengers and crew.
07:26I would especially like to thank Prime Minister Pedro Sanchez for his leadership,
07:32and for his inspiring message at this assembly yesterday.
07:37Spain handled the situation with compassion and kindness to the passengers and the crew,
07:43and not just the legal obligation.
07:46I also thank South Africa, which was the first to confirm Hantavirus at the National Institute for Communicable Diseases in
07:54Johannesburg,
07:55after the first patient was evacuated there.
07:59And I thank the UK for notifying WHO and all countries through the IHR.
08:06And I thank Abu Verde for helping with the evacuation of the three symptomatic patients.
08:11I thank the Netherlands, which has been actively involved through every stage of the outbreak,
08:19and has received the evacuees from the ship.
08:23And I thank Argentina and Chile for sharing their expertise and support in the epidemiological investigations,
08:31and for donating reference material for PCR and serologic testing to five reference labs involved in the response.
08:42The outbreaks of Ebola and Hantavirus in the past two weeks show why international threats need an international response.
08:53They show why the world needs the international health regulations,
08:57and why it needs WHO.
09:02Despite the challenges we faced last year, of course, there were many achievements to celebrate.
09:12The WHO results report contains a comprehensive and interactive account of those achievements,
09:18with scorecards and country stories that demonstrate our impact on the ground.
09:23I urge you to use it.
09:27In one speech, I cannot do justice to the length and breadth and depth of WHO's work or my colleagues'
09:37work.
09:37But allow me to highlight a few key achievements according to each of the three key priorities of the 14th
09:46General Programme of Work,
09:48to promote, provide and protect health.
09:53Let me begin with our work to promote health and prevent diseases by addressing its root causes.
10:01This year, as you know, marks the 40th anniversary of the Ottawa Charter,
10:07a landmark declaration that reminds us that health is created in the places where people live, learn, work and play.
10:17I would like to pay tribute to the architect of the Ottawa Charter, Professor Ilona Kickbush,
10:25and the Zen Director General, the late Dr. Hafden Mahler.
10:32In the past year, WHO has worked to promote health and prevent diseases in six key areas.
10:40First, tobacco.
10:42Last year, the WHO Framework Convention on Tobacco Control celebrated its 20th anniversary.
10:50Since the FCTC entered into force, tobacco use has dropped by one-third globally
10:55and continues to decline in 140 countries.
11:01With support from WHO, Maldives became the first country to adopt a generational tobacco ban
11:08for people born from 2007.
11:11And this year, the United Kingdom followed suit,
11:15banning the sale of tobacco to anyone born from 2009 onwards.
11:22Just last week, Zambia's Parliament approved a landmark comprehensive tobacco control bill
11:28after years of work and strong support from WHO.
11:33Despite progress against traditional tobacco products,
11:37we face a rapidly changing market of new and emerging nicotine products,
11:44including e-cigarettes and nicotine pouches.
11:48Last week, WHO published a new global report exposing the marketing tactics and strategies
11:56driving the global growth of nicotine pouches.
12:01Second, health taxes.
12:05Last year, WHO launched the 3x35 initiative,
12:09calling on all countries to raise the real prices of tobacco, alcohol, and sugary drinks
12:15by at least 50% by 2035.
12:20In the past 12 months, India, Jamaica, Malaysia, Mauritius, Mexico, Montenegro, Vietnam, Saudi Arabia,
12:30Sierra Leone, and Zambia were among countries that either announced, introduced,
12:36or increased taxes on one or more of these products.
12:43Third, nutrition.
12:46At this assembly last year, member states approved the extension of the six WHO global nutrition targets
12:53to 2030.
12:56Two of the targets were almost met on exclusive breastfeeding and childhood overweight,
13:01so member states increased them.
13:05Almost 50% of children worldwide are now breastfed at least for six months.
13:13And 146 member states now have legal measures in place to protect breastfeeding,
13:19covering 91% of all births globally.
13:24Although obesity continues to rise in many low- and middle-income countries,
13:29recent analysis show that obesity rates are plateaued in some high-income countries.
13:38Also, last year, WHO verified Portugal and the United Arab Emirates for the elimination of trans fat,
13:47a leading driver of cardiovascular disease.
13:51We would recognize both countries for their achievements later today.
13:57Fourth, climate and environment.
14:01In the past 12 months, the WHO lands for transformative action on climate and health
14:07grew to more than 100 countries,
14:11supporting them to build climate resilient, low-carbon health systems.
14:17Member states also endorsed an updated global roadmap on air pollution and health,
14:22including a commitment to health impacts by 2040.
14:30And new data from WHO, UNICEF, Joint Monitoring Program,
14:34showed that one billion more people now have access to safely managed drinking water
14:39than a decade ago,
14:41saving millions of lives,
14:46saves,
14:47violence,
14:48injuries and drowning.
14:51In the past year,
14:5268 countries have reported progress on violence against children,
14:58based on the pledges they met at the first global ministerial conference in Colombia in 2024.
15:08For example,
15:09Benin is rolling out a national plan of action on child marriage,
15:14while Mongolia is introducing a nationwide child protection workforce.
15:20With partners,
15:21we launched the first global strategy for drowning prevention,
15:25with a target to reduce drowning deaths by 35 percent by 2030.
15:32WHO also supported 15 more countries to strengthen legislation and action on road safety.
15:39For example,
15:41Ghana adapted new safety standards for child restraints in vehicles and motorcycle helmets.
15:49We urge countries to agree a strong political declaration at the UN high-level meeting on road safety to be
16:00held in July.
16:01And six cities.
16:04Over the past 12 months,
16:06almost 140 cities joined the regional healthy cities networks in 24 different countries,
16:13including 69 cities in Saudi Arabia alone.
16:17And WHO's Urban Health Capacities Assessment and Response Resource Kit was implemented in 14 cities,
16:26collectively home to approximately 33 million inhabitants.
16:33Participating seats have improved food safety,
16:36housing affordability and quality,
16:38and indoor air quality.
16:44Now to our work supporting countries to provide help by strengthening health systems and primary health care
16:52on the road to universal health coverage.
16:56Here are four areas we're doing that.
17:01First, health financing.
17:04Following deep cuts to official development assistance last year,
17:09WHO developed guidance on responding to the health financing emergency,
17:14supporting countries including Cambodia, Ethiopia, Mozambique and Uganda.
17:20We're also supporting Sierra Leone under the leadership of the Vice President to navigate
17:25the impact of the cuts while also launching an ambitious health system reform.
17:33And with the World Bank and the Government of Japan,
17:36we established the UHC Knowledge Hub in Tokyo,
17:40which is now supporting the first eight countries with capacity building,
17:45knowledge sharing,
17:46and by bringing ministries of health and finance together,
17:51especially to increase fiscal space.
17:54Second, health workforce.
17:57The world is facing a shortage of 11 million health workers by 2030,
18:04with the biggest gaps in the African and Eastern Mediterranean regions.
18:08More than half the gap is the shortage of nurses,
18:14as last year's landmark State of the World's Nursing Report showed.
18:19In the past 12 months,
18:21WHO supported 11 countries facing the most acute shortage
18:26to strengthen their national workforce strategies,
18:30contributing to commitments for nearly 100,000 new health worker jobs.
18:37With WHO support, 38 countries have more than doubled their health workforce
18:43over the past 10 years.
18:46This assembly will consider the important additions to the WHO Global Code of Practice
18:52on international recruitment of health personnel.
18:56Building the capacity of the global health workforce
18:59was one of the main reasons for establishing the WHO Academy in Lyon,
19:04with the support of the government of France.
19:09Following the restructuring,
19:11the Academy brings together WHO's work on health workforce strengthening
19:15alongside its learning function.
19:20The Academy now offers more than 400 courses free of charge
19:24in 23 languages with more than 120,000 enrollments so far.
19:33I urge all Member States to make use of this resource,
19:37and it's because it's there for you.
19:42One of the courses offered by the Academy
19:44is the Basic Emergency Care Program,
19:47which has now been implemented in over 100 countries.
19:52Four African countries are now bringing it to scale
19:55in 846 health centers and hospitals over the next two years,
20:01saving tens of thousands of lives.
20:05Third health products.
20:08In the past 12 months,
20:10WHO pre-qualified 50 medicines,
20:136 vaccines, 15 in vitro diagnostics,
20:1641 medical devices,
20:186 vector control products,
20:20and performed 198 inspections of manufacturing sites.
20:25We also updated the essential medicines list
20:28to include new medicines for cancer
20:31and GLP-1s for diabetes in people with obesity.
20:36To expedite pre-qualification and procurement,
20:40we designated regulatory agencies in five more countries
20:45as WHO-listed authorities.
20:47Australia, Canada, Indonesia, Japan,
20:52and the United Kingdom.
20:54In addition,
20:56we recognized Ethiopia and Kazakhstan
20:59for reaching maturity level 3
21:02for regulatory oversight of medicines and vaccines,
21:05and Singapore for reaching maturity level 4
21:09for medical devices.
21:12And just three weeks ago,
21:14we designated regional training centers
21:17for biomanufacturing in countries in each region,
21:21in Brazil, China, Egypt, India, Ireland, Senegal,
21:27and South Africa.
21:29This is a major step forward
21:32in strengthening the global workforce
21:34needed to support local manufacturing
21:37based on the COVID lessons,
21:39as you remember.
21:40On AMR,
21:42the global antimicrobial resistance
21:43and used surveillance system,
21:46GLASS,
21:47showed that one in six bacterial infections
21:50globally are now resistant to antibiotics,
21:53and the trend is increasing.
21:55To enhance the pipeline of new antibiotics,
22:01in March,
22:02we published three new target product profiles
22:05for treating some of the most severe drug-resistant infections
22:08in at-risk populations worldwide.
22:13We also launched the traditional medicine global library
22:17with almost 2 million scientific records,
22:21for health data systems
22:24and digital technologies.
22:27Of the estimated 61 million doses
22:30that occurred globally in 2023,
22:33fewer than one in five were reported to WHO
22:36with sufficient cause of death information
22:39for reliable public health analysis.
22:42Strengthening health data systems
22:44is vital to enable countries
22:46to generate and use their own data
22:49to guide public health action.
22:51In the past 12 months,
22:54WHO expanded the global digital health certification network
22:58to 82 countries,
22:59enabling 2 billion people
23:01to access their health records
23:03on national digital health wallets.
23:07and I would like to thank you for the great support
23:10to this new department we have in digital health.
23:15And we have now rolled out ICD-11
23:18to 132 member states,
23:22and every day our ICD systems
23:25receive around 4 million requests for information,
23:30enabling analysis of national and global health trends.
23:36All of this work is supporting countries
23:38to strengthen foundations of their health systems
23:42and to help them progress towards universal health coverage.
23:47At the same time,
23:49we are supporting countries
23:51to address specific health threats
23:52in five areas.
23:54First,
23:56maternal and child mortality.
23:59Last year,
24:01WHO released updated estimates
24:03that more than 55 high burden countries
24:06are using to prioritize and refocus.
24:10With partners,
24:11we issued the first consolidated guideline
24:14on postpartum hemorrhage,
24:16creating a single global clinical standard
24:18for the leading cause of maternal death
24:21that's saving lives
24:22when applied consistently.
24:26We also issued our first global guideline
24:29on infertility
24:30and published updated global estimates
24:33on violence against women,
24:36which unfortunately show little progress
24:39in 20 years.
24:43We supported policy change
24:45in 50 countries
24:46to reduce unintended pregnancy,
24:49expand STI and HIV self-testing
24:52and accelerate screening coverage
24:55for cervical cancer.
24:58This year,
24:59with partners,
25:01we published new global estimates
25:03on newborn,
25:04child and adolescent mortality,
25:07showing that in 2024,
25:104.9 million children died
25:12before their fifth birthday.
25:16Of course,
25:17there is a significant progress
25:19compared to 30 years ago
25:21when it was more than 11 million deaths a year,
25:26but still 4.9 million is big
25:28and we have to continue
25:31to strengthen our efforts.
25:33Although under five deaths
25:36have fallen
25:37by more than half
25:38since 2000,
25:39progress has slowed dramatically.
25:43Reinvigorating,
25:44it must be a global health priority.
25:49Second,
25:50vaccine preventable disease.
25:53In March,
25:54we concluded
25:55the big catch-up initiative,
25:58an historic effort
25:59with Gavi and UNICEF
26:01to reach children
26:02who missed out
26:03on one or all routine vaccines,
26:06partly due to disruption,
26:08the disruptions caused
26:09by the COVID-19 pandemic.
26:12Over the past three years,
26:14together,
26:15we delivered
26:15more than 100 million vaccine doses
26:18to an estimated
26:1918.3 million children
26:21in 36 countries.
26:23We also supported
26:25seven new countries
26:27to introduce malaria vaccines,
26:29bringing the total
26:31to 25
26:32and targeting
26:3310 million children
26:34every year.
26:36And we supported
26:3715 more countries
26:38to introduce
26:40HPV vaccination
26:41to prevent cervical cancer.
26:43Since we launched
26:45the global call to action
26:46to eliminate cervical cancer
26:48in 2018,
26:50almost 75 countries
26:52have introduced
26:53HPV vaccination,
26:55meaning 65% of girls
26:57globally now live
26:58in a country
26:59with routine
27:00HPV vaccination.
27:03But, of course,
27:04we need to do more.
27:05Despite funding cuts,
27:08the Global Missles
27:09and Rubella Lab Network
27:11processed more than
27:13700,000 tests
27:14to detect and respond
27:16to measles outbreaks
27:17globally.
27:20And we conducted
27:21an analysis
27:22of 31 studies
27:23in multiple countries
27:25over 15 years
27:26that showed once again
27:27that vaccines,
27:28including those
27:30containing
27:31theomersal
27:33and aluminum
27:34adjuvant
27:35do not
27:36cause
27:37autism.
