00:00Katrina, the call I got is you just asking people for drugs.
00:02I could not get off of it because it wasn't able to use me.
00:09You see what I'm saying?
00:10No, you're making no sense.
00:11Who the f*** are you talking about?
00:13My girl, you are f***ing dead.
00:15No!
00:15On February 29th, 2024, the Cock County Sheriff's Office in Tennessee responds swiftly to reports
00:22of someone attempting to obtain narcotics outside a hospital.
00:26However, not everything in this case is as it seems,
00:29and officers will laugh as they make a horrific mistake.
00:33Walking around asking people for drugs.
00:35Call where you don't.
00:37Like she means anymore.
00:38The following is based on official police records,
00:41and the footage has never been seen before until now.
00:44Please note that all persons charged with a crime are presumed innocent
00:47unless and until proven guilty in a court of law.
00:51Around 7.40 p.m. on the 29th,
00:53the Newport Medical Center calls 911 to report someone asking for narcotics
00:58in the parking lot outside of the hospital.
01:00When officers arrive, they find 40-year-old Katrina Dukes.
01:04Can I get my number?
01:06What number?
01:08So I'm done.
01:10I'm done.
01:12You're what?
01:12I'm done.
01:14Was you in the hospital?
01:15Yeah.
01:16Okay.
01:16Can I...
01:17Where's your shoes at?
01:18Yes, can I please...
01:20Can I please go...
01:22Where are you trying to get to?
01:24Can I...
01:27I'm good.
01:30Yeah, I just advised.
01:32I'm out with her.
01:32Will you, uh...
01:34Will you go with me?
01:35Where are you trying to go?
01:37To this.
01:39I'm good.
01:40I'm done with it.
01:42Katrina, the call I got is you was asking people for drugs.
01:45No, I'm done.
01:47Police reports allege they were called because Katrina was, quote,
01:51harassing people for narcotics, while court records state that staff reported that outside
01:56the hospital, she was asking passers-by for a number to get a fix, and that she appeared
02:01to not know who she was or what was going on.
02:04What'd they give you while you was in here?
02:07Huh?
02:07I said, how long...
02:09I'm done.
02:09What time did you get to the hospital?
02:11I just now got...
02:12I just now got off of it.
02:14Earlier that day, Katrina had been taken to the hospital after asking the front desk
02:18clerk at the hotel where she lives for help.
02:21The clerk noted that Katrina had been confused, lethargic, repeating incoherent sentences, and
02:26appeared to be experiencing symptoms of a medical event.
02:29I understand that.
02:30What time did you get here?
02:32I just now got off of it.
02:34But how long were you here?
02:57Court records state that while at the hospital, Katrina had been diagnosed with diabetes mellitus
03:02with hyperglycemia and was treated for high blood sugar before she was released.
03:07The Mayo Clinic lists the early symptoms of high blood sugar as frequent urination, increased
03:12thirst, blurred vision, and feeling weak or unusually tired.
03:16However, later signs include nausea and vomiting, shortness of breath, confusion, and loss of consciousness.
03:22See it?
03:23Yeah.
03:27So I'm good, but I can't...
03:31Can I...
03:32Can I please go to this?
03:36Can I please go to this?
03:38Katrina is holding what is believed to be her discharge paperwork from the hospital, which
03:43would have included her diabetes diagnosis.
03:45She'd been released only a few minutes before hospital staff called the police.
03:49All right, what are you doing?
03:52What am I doing?
03:53You're under arrest.
03:54Wow.
03:56I'm done.
03:57Done with what?
03:58No.
03:59I just now...
04:00I just now...
04:01You can't even form a complete...
04:03No, no, I'm good.
04:06I'm telling you.
04:07I'm telling you.
04:09I'm telling you.
04:11Can you tell me?
04:13Look, it just now went on me.
04:16As Katrina is being handcuffed, other officers arrive at the scene.
04:21According to police reports, she was arrested for drunkenness and public intoxication, and
04:25the officer notes that she appeared to be intoxicated on a stimulant.
04:29However, while at the hospital, Katrina had been administered a drug screening for oxycodone,
04:34amphetamines, barbiturates, opiates, benzodiazepines, cannabinoids, cocaine, methadone, phencyclodine,
04:41and alcohol, and tested negative for all substances.
04:44I don't want to go out of here.
04:48It's magic.
04:49It's magic.
04:53I'm not...
04:53I'm not...
04:55I'm not open.
04:55What is that?
04:56I'm not open.
04:59Is that the one you stopped yesterday?
05:01No.
05:01Who is that?
05:02That's Katrina, dude.
05:03She's usually got meth stuffed up in her, but...
05:06She's high as hell.
05:07You can't even tell me what she's at.
05:09Who did you say that was?
05:11Katrina, dude.
05:12I got her at Motel 6 one time.
05:14She had over an ounce of meth stuffed up in her.
05:17Court filings indicate that on April 22, 2021, Katrina was charged with possession of meth.
05:23She was then charged with probation violation on July 31, 2023.
05:28You couldn't even tell me what time you got here.
05:31And you got no shoes on.
05:38And then I've got people up at the hospital saying that you're asking them for drugs.
05:43That is not even...
05:44See, I'm supposed to be on the...
05:47Were you trying to go to the hospital or get out of the hospital?
05:51This is supposed to be to...
05:52To the...
05:54To it.
05:55To what?
05:56Look, it's not supposed to be...
05:58I'm not supposed to be going to that.
06:03Listen, would you...
06:05When you were walking, Katrina, where were you trying to go?
06:08Would you take me?
06:10Would you show them?
06:12What?
06:12I can't understand what you're trying to tell me because you can't...
06:15I'm showing you.
06:15Do you hear what you're saying?
06:16I'm not supposed to be going to this.
06:18You said it's a cross to my stuff, and that doesn't make any sense to me.
06:22Please.
06:23What does that mean, Katrina?
06:24It's not supposed to be going to my person.
06:28You see what I'm saying?
06:29What is not supposed to be going to your person?
06:32It's not supposed to be going to my stuff.
06:34Please.
06:36Please.
06:37That was supposed to be going towards us.
06:39Who was?
06:41Us.
06:41Who?
06:42Us.
06:43Me and you.
06:45We...
06:45That's us.
06:46Okay.
06:46They're supposed to be going where?
06:47They're supposed to be going towards us.
06:49Who is?
06:49They're not supposed to be going towards us.
06:51Who the f*** are you talking about?
06:53They're not supposed to be going towards us.
06:56I told you.
06:59I told you.
07:01Please.
07:02Let me tell you.
07:04What the f*** are you doing?
07:07They're supposed to be going towards us.
07:10What are you talking about?
07:13They're not supposed to be going towards us.
07:16Okay, they're supposed to be going towards us to go to the country.
07:19My girl, you are f***ing dead.
07:21No, they're supposed to be going towards us to the country.
07:24Get your f***ing dead, girl.
07:26Will you, will you, uh, listen, okay, they're supposed to be going towards us to go, uh.
07:33Go around towards the north, Victoria.
07:35Uh, you're supposed to be going all across the country.
07:44You are, yes.
07:45They're supposed to be going on us.
07:48They're supposed to be...
07:49Somebody open the red box.
07:51Watch your mouth.
07:53No, you, I can't explain it to you.
07:56Watch your mouth.
07:57I don't think that's coming out.
07:58Can I tell you something?
08:00Yep.
08:00Okay.
08:01You can tell me what you're coming out for.
08:02No, they're supposed to be going on us.
08:05Okay.
08:06They're not supposed to be going towards us.
08:09This is the same conversation I've had for the last ten minutes.
08:12That's all right.
08:12I guess her hospital pay work, she just got out, I guess.
08:16I don't, I don't know what's going on.
08:17Listen.
08:18They're not even supposed to be going towards us.
08:19Okay.
08:20So we're in charge of it.
08:21Sorry about that.
08:21PI.
08:22She's walking around asking people for drugs.
08:25Ha, ha, ha.
08:27Like she needs any more.
08:29According to court records, about an hour after Katrina was transferred into the care
08:33of jail staff.
08:34Her blood sugar levels were tested and came back as 360 milligrams per deciliter.
08:39A reading of 300 is considered dangerously high.
08:43Corrections officers reported that Katrina was, quote, nodding in and out and talking out
08:48of her head, not acting as she has when she has been there in the past.
08:51They decided to give her a dose of Narcan, which she resisted.
08:55The next day, on March 1st, Katrina appeared normal in the morning, but her condition deteriorated
09:00throughout the day.
09:02At 4.36 PM, another inmate told staff that Katrina was lying on the floor of her cell.
09:07They called 911 and administered three more doses of Narcan before emergency responders
09:12arrived.
09:12EMS noted that Katrina was in critical condition with stroke-like symptoms.
09:17While at the hospital, she regained consciousness, but couldn't move one side of her body, and
09:22a CT scan confirmed she had experienced a stroke.
09:25She died a few days later, on March 3rd, 2024, at the age of 40.
09:31Katrina's mother has since filed a wrongful death lawsuit, alleging that after Katrina's
09:35arrest and transportation to the Koch County Jail, she developed serious medical needs that
09:40were neglected, and from which she died without emergency treatment.
09:44The case remains ongoing.
