00:17When a woman out for a jog is struck and killed in broad daylight,
00:21Arizona deputies scramble to find the truck that fled the scene.
00:25But their desperate search for the perpetrator takes a shocking turn
00:28when they receive a phone call no one saw coming.
00:32I'm not asking for favoritism, but everyone's going to know anyways.
00:35I'm a lieutenant with Phoenix PD. It's my son.

00:40The following is based on official police records, and the footage has never been seen before until now.
00:46On the morning of February 24th, 2024, dispatchers receive an urgent 911 call.
00:53I just witnessed a hit and run, and this lady needs an ambulance immediately.
00:58The vehicle just drove off. It was a Ford F-250, Ford Super Duty.
01:06The woman was just running along the side of the road, and the guy just drove and hit her for
01:12no reason at all.

01:16She was just taking a jog, and somebody just drove off the side of the road and purposely hit her.
01:22I witnessed it in my rearview mirror.

01:30He drove west, and he came back to the scene, but he's still in his truck, and he looks like

01:48A Maricopa County deputy arrives as the caller points to the suspect's vehicle, but it once again turns and flees
01:55the scene.
01:56With the deputy unable to leave the victim's side, a civilian volunteers to follow the suspect, but quickly loses sight
02:03of them.
02:03Though the deputy attempts to help the victim, the woman shows no sign of life.
02:08At 10.02 a.m., she's pronounced deceased.
02:12As backup arrives, they work to locate some form of identification, but find only her cell phone.

02:24Scattered along the roadway are her white earbuds, glasses, and pieces of a headlight.
02:29Her shoes were thrown from her feet, with one lying more than 70 feet from the other, a brutal indication
02:36of how violently she was struck.
02:38Hey, just letting you know, and let sergeant know, there's a possible next of kin over by his brand.
02:45They said that their wife and mom were out running, and they can't get a hold of her, so.
02:51The man provides the phone number for his wife, 43-year-old Lisa Mancuso.
02:56A deputy calls it, and in a tragic confirmation, the victim's phone rings.
03:02It isn't long before another family member arrives at the scene.

03:06Yeah, what's going on, officer? My son just called me. He's crying and everything. He lives right here.

03:24He rushes to her home, where deputies are speaking with Lisa's husband and young son.

05:39the incident looked very intentional, but deputies aren't quite certain that's the case.

05:52And he said, no, it was just a gradual, kind of went over, like 692, or just distracted

06:11According to witnesses, the truck ultimately made two U-turns near the crash site before
06:15fleeing the scene for a final time.
06:18While the cameras at Lisa's house weren't working, investigators obtained a clear view
06:22of the truck just before impact from a nearby residence.
06:25The 911 caller's SUV passes the home, followed moments later by the suspect's truck after
06:32rolling through a stop sign.
06:33The collision itself happens off camera, but the sound of the impact is fully captured.
06:42Despite clear footage of the truck and several witnesses, investigators are only able to get
06:47a partial license plate.
06:49Once images of the vehicle begin circulating on social media, deputies receive a shocking
06:55phone call they never expected.

06:59Hi, my name is Ben Moore, and I need to have a deputy dispatched out to me.
07:03The person that drove my son's truck last night, drove him home, hit a gal on Cloud Road
07:11and Central, and I just found out about it, so I was calling to see if they could come to
07:16my house.
07:17Is your son there?
07:19He's here, yeah, he's here with me.
07:20And just so you know, I'm a lieutenant with Phoenix, I'm not asking for favoritism, but
07:24everyone's going to know anyways.
07:26I'm a lieutenant with Phoenix PD, it's my son.
07:29Lieutenant Moore's message is relayed to a Maricopa deputy, who reaches out to him urgently
07:33for more details.
07:35Yes, I just, I started getting phone calls, it's the only reason I even knew.
07:38So, I went outside, I looked, there was damage on the front of the vehicle, and so I went
07:44inside, and asked my son, his buddy called me immediately, because he had seen the pictures
07:50online.

07:51And so, and said he was at breakfast, that kid's on the way here right now, the one that
07:56was at breakfast with him this morning.

07:58That friend says that the girl he was on a date with was driving the truck.

10:38The deputy quickly snaps photos of the truck and the damage to the front left headlight.
10:43As another deputy arrives on scene, they learn the female Jacob claims was driving his truck
10:48is named Jenica.

10:53He tried to call her because, you know, I was freaking out.

11:04And it took him a little bit to know what was going on.

11:07And so I woke him up and he tried to call her.

11:09And she didn't answer the phone.

11:11And so it's some girl he met that he went on a date with.
11:14So I've never even met this girl.

11:21Though Jacob isn't willing to speak to investigators without his lawyer present, his friend Jackson, who was with
11:27them this morning, agrees to answer questions.
11:29According to him, it wasn't a date, but rather a get-together involving multiple friends.
11:35After a long night out, the entire group went to a cafe called Heart and Soul.
11:52Kyle, another friend who was with them this morning at the cafe, also arrives and agrees
11:59to answer questions.

12:04We went to breakfast at Heart and Soul, but to be honest, I wasn't paying any attention
12:08to what was going on there.
12:10How'd you get to Heart and Soul?
12:11I had some chick driving me in the house.

12:56By Kyle's account, neither of the intoxicated boys drove their trucks, instead relying on
13:03two girls, Jennica and another female, who will soon be located and questioned.
13:08Meanwhile, Lieutenant Moore hands over his home camera system, hoping it may show evidence
13:12that Jennica was the one who dropped Jacob off at home this morning.
13:16So bad for this lady.

13:23I ran our vehicle crimes for almost four years, three years now.

13:56Investigators later locate Micah, the girl who acted as Kyle's designated driver from
14:01Heart and Soul Cafe.
14:03She explains that Jennica is her roommate, and confirms the two were at the cafe with the
14:07boys that morning.

15:30To piece together exactly what happened after leaving the cafe, investigators will need to
15:35speak with Jenica.
15:36They prepare to follow Micah to her college dorms, where she believes Jenica will be.
15:41I don't honestly, I know exactly how that family is feeling right now.
15:47I lost my dad a few years ago, so I just break my heart.
15:56At the dorms, Jenica admits to being at the cafe with the group and shares that Jacob and
16:01Kyle were intoxicated.
16:03Once they left, she confirms that Micah drove Kyle's truck and she drove Jacob's, with plans
16:08to meet at a friend's house.
16:10But what she says happened next changes everything.
16:14We were driving on, like, a freeway.
16:17He was like, you missed a turn.
16:18Like, you didn't tell me.
16:20He missed a turn.
16:21Let me drive.
16:21And he started, like, yelling.
16:22And he was like, it's my pickup.
16:24Like, let me drive.
16:25And I was like, you know what?
16:27I don't want to be in this vehicle.
16:29Like, I don't want to be driving with you yelling at me.
16:31He was, like, all over me.
16:33And so I pulled over.
16:34So he just, he drove there.
16:36After switching seats with Jacob and arriving at the friend's house, Jenica claims that Jacob
16:41didn't want to stay, as he was tired and just wanted to go home.
16:45According to her account, he drove away alone, leaving her in the driveway.
16:50So, about 10 o'clock this morning, a woman was jogging on Cloud Road, was run down by
17:01a gray Ford F-250, and killed.
17:06Trax registered owner happens to be a police officer.
17:09He doesn't remember how he got there, but he claims that you were driving during the
17:14night.
17:15And that you were driving that truck.
17:17And he wasn't.
17:18He's driving the, what?
17:21It's looking like they're trying to place you behind the wheel when that woman was struck
17:25and killed.

17:28Thankfully, investigators wouldn't need to rely on hazy accounts, as video evidence
17:33would clearly show who was driving the truck just before Lisa Mancuso was struck and killed.
17:39Just after 8 a.m. on February 24th, surveillance videos captured Jacob and Kyle arriving at Heart
17:45and Soul Cafe.
17:47Jacob can be seen dragging his feet, swaying off balance, and showing signs of impairment.
17:53Minutes later, Jennica and Micah join the boys and sit at their table, and they're served
17:58alcoholic drinks.
17:59One friend, who wasn't with the group, but seated in the bar area with Jackson, answers
18:04a serious question.
18:06Uh, who purchased the liquor, because you guys are underage.
18:10I did.
18:11You did?
18:11Yeah.
18:12Okay.
18:13Were they asking for ID, or you just going there and...
18:17I...
18:17No, never asked.
18:18As their waitress explains, Kyle and Jacob were both increasingly showing signs of intoxication.
18:24Um, they were just being obnoxious.
18:27Um, they were sitting there dropping the N-word, calling each other and just using all kinds
18:32of profanity, so my concern was just to get them out.
18:35At one point, after purchasing another round of alcoholic drinks, the waitress gave them
18:39only orange juice, telling investigators it's what they do if they believe someone has had
18:44enough alcohol.
18:45Around 8.30 a.m., Jacob can be seen with his arms around Jennica, with his head laying in
18:51her lap.
18:51Well, he was passed out, like, he was about to go to sleep, and they're like, yeah, he
18:54can't sleep up there, and I was like, yeah, it's probably best he leaves, so that's why
18:57the girl goes, yeah, he's tired, I'm gonna drive him, he was drinking, so...
19:00Which girl said that?
19:01Jen.
19:02She goes, I'm gonna drive his truck.
19:03And I go, perfect.
19:04And I thought, I walked up to the door, and then I went back to the bar.
19:08Jackson stays behind at the cafe, while the rest of the friend group prepares to leave.
19:13A short time later, the truck can be seen pulling into the driveway of their friend's
19:16house.
19:17As the doors open, Jacob exits the driver's seat, confirming Jennica's claim that the two
19:22swapped seats along the way.
19:24The two talk for a while and briefly hug before Jacob enters the driver's seat once more.
19:30Jennica walks to Micah's car to wait for her friend, while Jacob leaves alone.
19:36Lisa Mancuso would be violently struck and killed less than 10 minutes later.
19:40Still, according to a family friend, Jacob has no memory of being behind the wheel.

19:47You can't remember anything?
19:48He goes, I remember being at breakfast.
19:49He goes, and then the next thing he remembered was his dad waking him up.
19:53As more video footage is uncovered and additional friends are interviewed, investigators learn
19:58that Jacob began drinking as early as 11pm the night before.
20:02After visiting multiple bars throughout the night, he enjoyed additional drinks with his
20:07friends at an abandoned racetrack.
20:09When you guys are at the abandoned racetrack, and you guys are drinking, about how much did
20:17you guys drink between everybody?
20:20I think there was like a 12-pack that we had in the truck, so that split between everyone,
20:26which is just, what is that, two and a half beers, probably three beers each.
20:32When you guys were drinking at the racetrack, what did you guys do with all the beer cans?
20:40In the back of his truck.
20:42You threw it in the back of the truck?
20:43Yeah.
20:44According to police records, eight crushed beer cans were found in a dumpster,
20:48removed from Jacob's truck prior to the deputy's arrival.
20:52They'd been thrown away by Jacob's father, Lieutenant Moore, who openly admitted he did
20:57so before knowing the truck was involved in the accident.
21:00So, it could be protein, the Coors Light, and the Monster.
21:04I picked up a whole handful of crap out of the back of his truck and threw it in.
21:08And while Jacob's father was seemingly conflicted over whether Jacob parked the truck in its
21:13usual spot.
21:14It's where he normally parks it, on the side of my house.
21:16Well, why is this truck over here?
21:17It's never parked over here.
21:18And it's weird.
21:19The camera system his father gave police ultimately showed Jacob arriving at home and exiting the
21:25driver's seat himself.
21:27In an interview recorded on the day of Lisa's death, a deputy acknowledged Lieutenant Moore's
21:32concern that the investigation might appear to show him preferential treatment.
21:36In 26 years, there are untold sacrifices you've made.
21:43There are things that you gave up, things that you did for the better of whether it be a citizen
21:50or an agency or another officer or things that you'll never get recognized for.
21:57Things that you'll never get back.
21:59Things that you've had to deal with that are untold and never will be told.
22:04The things that you saw and dealt with, I know.
22:05It's the nature of police work.
22:07Yeah.
22:10And for that to be called into, you know, when something like this happens, so, because there's
22:16automatically that, well, he's protecting his kid.
22:18He's doing this.

22:19And I want to do everything to circumvent that.

22:25That's why we're having this conversation, because I had a feeling.

22:28Though Jacob claimed to have no memory of the incident, he googled DUI manslaughter on
22:34his phone at 2.37 p.m., less than 10 minutes before his father reached out to deputies.
22:39He sent a text message to a close friend an hour later, one that seemed to suggest he
22:44knew what was coming next.
22:46Like, he said, hey, I love you just so you know that.
22:49And I said, what makes you say that?
22:51He said, I might be going away.
22:52At the time the Ford F-250 was seized by police, detectives were unable to prove that
22:57Jacob was behind the wheel at the time of the crash and couldn't get a warrant for a
23:02sample of Jacob's blood.
23:04DNA taken from the broken headlight of the truck would later come back as a match to 43-year-old
23:09Lisa Mancuso.
23:11After a warrant for his arrest was issued, 20-year-old Jacob Moore, in the company of his
23:16lawyer, surrendered voluntarily at the police station.
23:19His bond was set at $200,000.
23:22In April of 2025, as part of a plea deal, Jacob pleaded guilty to manslaughter and leaving
23:29the scene of an accident resulting in death.
23:31He was later sentenced in 2025 to serve four years in the Arizona Department of Corrections.
23:37He was also ordered to pay restitution to Lisa Mancuso's family and will be placed on
23:43three years of supervised probation following his release.
23:46For the one-year anniversary of her death, Lisa Mancuso's friends and family gathered
23:52to honor her memory with a 5K, with runners wearing purple, Lisa's favorite color.
