00:00And from a legal point of view, as of the beginning of May, this war is now into the beyond
00:0660-day mark and no congressional authorization was obtained for the war.
00:13Is your understanding, and let me draw here on your legal expertise, under the War Powers Resolution, is this conflict
00:22legal?
00:23Well, sure, under the War Powers Resolution, technically there's a violation because the president is supposed to get specific authorization
00:30from Congress, not just funding, not just silence, but specific authorization to continue its involvement of its forces into an
00:39area of hostilities.
00:40And that has not been done.
00:41However, it's Congress's rule, and Congress could enforce it if it wanted to.
00:45Congress has seen so far six separate resolutions to either restrain the war or to outright terminate it, and it
00:52did not have the political will to pass those.
00:54It voted them down.
00:55So Congress is approving this war because it's not stopping it, and Congress has the power to do so.
01:00So I think the 60 days really is a distraction.
01:04I mean, sure, some court could say, yeah, the president's in violation of this federal law, but it's Congress that
01:11has the power to enforce it, and Congress is not doing so.
01:15Well, we'll be right back.
01:16You
