01:14We're going to a homicide by shooting in the Lower Ninth Ward, passing through the Bywater area right now.
01:25Got a lot of people out tonight.
01:27I'm familiar with the area.
01:29My family's from the Lower Ninth.
01:31I worked in the Fifth District prior to coming to homicide.
01:35Sunday morning, I was in my good sleep.
01:38I mean, good.
01:40I don't think I was asleep for even two hours.
01:43Oh, no.
01:44I got this call, so...
01:48Caught my last one on a Sunday morning.
01:50At least this was before I got to church.
01:52My husband is a pastor, so I'm the pastor's wife, but I'm Detective Smith, too.
01:59It can be challenging at times, but we wear different hats, you know, and I'm able to put on each
02:05one and do what I have to do at that time.

02:19When I get on scene, I'm saying to myself, I don't know what I'm going to get when I get
02:24out there.
02:26I don't know who this person is.
02:29Praying that they have identification on them.
02:32Praying that there's video.
02:34All those things are running in my mind.
02:38Call came out as 21, unknown trouble.
02:42Man down in an alleyway.
02:44Upon arrival, officers found this gentleman.
02:49He was bleeding from the back.
02:51EMS arrived.
02:53The back where he was bleeding from, there's multiple gunshot wounds.
02:56And they pronounced him deceased at 135.
03:02The residents across the street said they heard what could have been gunshots at around 9 p.m., but they
03:09didn't hear, they didn't see anything, and nobody called.
03:16Lovely, lovely.
03:17Let me see.
03:20I had a guy that was found shot in an alleyway, and that's all they knew.
03:26And I'm like, oh, Lord.
03:28This is awful.
03:31There was like a bicycle that was turned upside down.
03:35The bike could either be for the victim or for the perpetrator.
03:38Or it also could be for a witness.
03:45Baby, what's up with this weather?
03:47We got to get this body before the rain comes.
03:50Yeah, the time of death.
03:52Yeah, time of death is going to be 1.35 a.m.
03:55Ain't no ID.
03:57My victim is unknown.
03:59He did not have any identification on him.
04:03A citizen who was walking their dog came across the victim lying in the alley and called 911 and kept
04:10going.
04:11At the time that we arrived, no one was there.
04:14No witnesses, no nothing.
04:16No one knows who this guy is.
04:21But saw that he had on slippers.
04:23So I knew he couldn't be too far from a familiar place.
04:29Oh, he got one, two.
04:32He got a bunch.
04:33Right forearm, lower back, right chest, stomach, right side.
04:36It looked like he may have something in his pelvic area.
04:38No, right there.
04:39See where he's bleeding right up here?

04:43He's got one on the left.
04:45Two on the left side.
04:47He has multiple gunshot wounds to his back.
04:50So that leads me to believe that he possibly could have been either walking away or running away from someone
04:56when he was shot.

05:08We located three rounds, three cases, nine millimeter.

05:19There was no weapon found on scene, but the victim did have a magazine in his pocket, which contained nine
05:27millimeter live rounds, and the casings on the scene were also nine millimeters.

06:31It was a very minimal crime scene.
06:33There was very few casings on the scene.
06:38This person had been shot multiple times.
06:50No cameras in the immediate area, but we'll probably try to see if we could find video of him on
06:57that bike.
06:58Somebody actually said they heard shots around 9 p.m., and then nobody discovered his body until after 1 a
07:06.m.
07:07The biggest thing that I do not have leaving this crime scene is the identity of my victim.
07:12I don't know what, you know, anything about him, you know?
07:15It's obviously he had an issue with somebody or somebody had an issue with him.
07:21Because to shoot somebody that many times, you had to be really mad with him.
07:27To shoot somebody nine times.
07:31The key is going to be to find some video that could lead us in the right direction.
07:38I believe truly that I am the voice of that particular victim.
07:44And I'm going to do everything in my power to make sure that I find justice for them.

08:05All I have is, um, my victim was possibly in the area of, um, St. Claude and Gorton.

08:14So I want to try to see if I can find my victim on RTCC camera or even the guy
08:19riding that bike.

08:21He had on, like, a yellow shirt, like a yellow T-shirt.

08:34and even within some neighborhoods.
08:37It helped us to figure out where our victims have gone.
08:41They have really clear video.
08:43Unfortunately, they're not equipped with audio.
08:46We got another murder last night.

08:50Gorton and St. Claude.
08:52I can't even tell which way the Gorton and Urquhart camera pointing.

08:56That's the one I'm looking at, too.
08:59There is a real-time crime center camera a block away from where this incident occurred.
09:06My victim was found in this alley.
09:08It was about 1 o'clock when he was found.
09:11So I'm trying to see, um, if I see him walking a little bit before midnight.

09:34We observed somebody in a bright yellow T-shirt walking his bicycle across the street,
09:40and you see him walking with another subject with dark clothing on and these bright white tennis shoes.

09:49I see somebody else coming from across the street.
09:52There's also two other people that are walking a little bit behind them.

10:14He got that yellow shirt and, um, um, shorts.
10:18I was able to positively identify my victim.
10:22But you're not able to see faces and make anyone out because it's, like, a block away.

10:42Detective Riffle, he called me and told me that there was a woman saying that her son had been killed.

10:50So the lady said, um, a female named killed her son last night.

11:02And that she needed police officers at her address.

11:18We don't even have identity of the victim.
11:20And I don't have a perpetrator.

12:16The mother lives literally around the corner from where my victim was killed.
12:22We're going, actually, we're going to the lower nine, and a lot of the people in this area, they've been
12:27here, you know, for a while.

13:04Everybody knew Roderick.
13:07He had a good heart, and he loved people.
13:12He was misunderstood more than he was understood.
13:17The mother says that her son was documented by a police schizophrenic.
13:23On the night he was killed, he was involved in a fight with the neighbors down the street.
13:28A girl went to Roderick's mom's house to tell her to come and get her son.
13:34And she said he's out here pointing a gun at people.
13:47Roderick's mother is able to provide me with ring camera video from the night of the shooting.
13:56Even with the information she provides, I still have to try to get as much information as I can.

14:09I'm going to knock on doors, talk to people, try to see if we can find some video footage
14:15that can help us out get a better, clearer picture of what happened on that night.

15:39The victim's mother lives literally a couple of houses away from where this happened.
15:46Someone came down to the mother's house and told her what was going on.
15:52It's just, it's crazy.
15:59This was like 9.28 p.m.

16:06So this is at 9.44 where the young lady comes to the house.

16:15He outside cutting up pulling the door now on people.
16:17I think it may be.

16:30That was 10 gunshots.
16:339-1-1 call was placed at 1.04 a.m.
16:38And based on the information that I have from the ring camera footage, this incident happened
16:46around roughly between 9.45 and 10 p.m.
16:53This guy was like literally left, shot in an alley for maybe about three hours.
16:59So none of these people called 9-1-1 or reported this incident.
17:07Literally someone shot this guy 9, 10 times.
17:12And then two minutes later, two, three minutes later, you hear this group outside laughing
17:19and talking like it wasn't nothing.
17:28It's disturbing.
17:31Very disturbing.
17:33How can you laugh?
17:35Nothing's funny about that.
17:37It angered me and it was a fuel for me to figure out who they are.
18:12I, uh, my victim's mom called me.
18:15Um, people in the neighborhood has been giving her information.
18:19So she said that the person who killed her son lives in her block.
18:25Literally down the street from her house.
18:28And they're saying that his name is Carrie.
18:30Right.
18:31She said Carrie is a light-skinned black male.
18:34He has a low haircut.
18:34She then calls me back and says that his last name is going to be Shelby.
18:41So I was looking up, like, people named Carrie.
18:47Mm-hmm.
18:47And I came across a Carrie Shelby that reported a vehicle stolen last year at that address.
18:54Wow.
18:55So I have his information of his name, his birth date, and his address.
19:00And I also have a picture of Carrie.
19:02Oh, good.
19:03So she said they told her that he made the statement about her son saying he gonna catch me on
19:10a good date and I'm gonna kill him.
19:12Wow.
19:13So it's kind of an intense situation.
19:16Based off the information that was given to me by the victim's mother, we believe that Carrie Shelby is gonna
19:23be a person of interest in my homicide.
19:26Looking at the footage that we have on the RTCC camera, you can see that they're a black male with
19:33dark clothing and white tennis shoes.
19:36And not the female who knocked on the mother's door.
19:42I'm gonna do some research on him to see if he has any violent history and just go from there.
20:05So I met with the captain earlier.
20:08He wanted an update.
20:10My victim, Roderick Thompson, he was bipolar and schizophrenic.
20:17He was not on medication.
20:19He had been evicted from his residence and he just stayed wherever in the area.
20:26Possibly had an altercation with his neighbors down the street.
20:30I got ring doorbell footage from his mother's residence who lives on the same block with the neighbors.
20:36I also got information yesterday that the person that is possibly responsible for killing the victim, his name is Carrie
20:44Shelby.
20:44And he lives on .
20:46I actually have the phone number.
20:48I'm gonna try to see if I could do a warrant on the phone and see what I could get
20:55from that.
20:55I also did a search warrant to obtain the hard drive and everything for the surveillance video.
21:02Also the phone, cell phones for the occupants of that property and also to do a search for any guns.
21:09If he is the shooter and he lives at that location, is he armed?
21:14You know, is he gonna talk to us?
21:16I'm pretty sure if you present a search warrant, you're gonna get an attitude that they don't wanna talk.

21:36We received some additional video from the RTCC.
21:40I actually called and say, hey, can y'all upload me additional video footage from Tupelo and St. Claude?
21:48And give it to me from like maybe like 9 to about 11.
21:54I was looking at the video and remember the first videos that we watched?
21:58Remember, I asked them for like additional time and remember the close to like 10, you know, they were kind
22:07of like going back.
22:09So check this out.
22:10So at 10, 12, the dude that I saw with the white tennis shoes, remember the one who, because he
22:16was the last one to leave.
22:18The all black with the white tennis shoes.
22:18Yeah, he was the last one to leave from over here.
22:21I needed to see if we could see any activity going on and sure enough, we got what we was
22:28looking for.
22:28So watch this.

22:33That definitely looks like black clothing.
22:36Now it looks like black clothing with the white tennis shoes for sure.
22:39I see somebody else coming from across the street.

22:44We see this one particular guy keeps coming back to check.
22:48It's two of them.
22:50At this point, we have to identify who these subjects were, who walked towards the location where the victim was
22:57found, and who walked back after the shooting.
23:00Trying to make sure he dead.
23:02But I'm saying, y'all know he dead.
23:04He didn't get up.
23:05Hours has passed, and then finally a good Samaritan observes this victim in an alien context 911.
23:12They keep coming back.
23:14I'm like, why?
23:15Why y'all keep coming back?
23:16He's going to go right over there.
23:18This is crazy.
23:20They should have called the police.
23:22But this is crazy.
23:24It's ridiculous.
23:26It just makes me wonder if Roderick was still alive right after being shot.
23:31Could he possibly have survived if someone had found him immediately?
23:37Instead of just laying there on the ground for a couple of hours before someone found him.
23:45All the stuff right there in front of you is just proving who did it.
23:49And who those other individuals were going back and forth.
23:53That's what we really need, to be able to identify who our suspects could be.

24:39I got a Crimestopper tip that was very specific.
24:42It says that on April 20th, 2024, Carrie Shelby walked Roderick Thompson from his neighbor's porch
24:49to the bus stop on St. Claude and Gordon Street after an argument in front of Mr. Shelby's residents.
24:56Once they made it to the bus stop, they proceeded in the killing of Mr. Thompson.
25:02So whoever said that, they had to have been there.
25:04Yeah.
25:05Nobody else would know that, right?

25:07Every day Mr. Shelby gets up and goes to work with no fear of consequences.
25:12We need this man off the street.
25:14They are very dangerous.
25:16That tip also stated that Carrie's girlfriend might have a little bit more information about
25:22what happened on the night of the homicide.
25:24And I have ring footage where I actually can hear the gunshots going off.

26:00You know, like, he on his bike and they literally walking him across the street.

26:10And the suspect, Carrie Shelby, was supposedly the shooter.
26:13And his girlfriend was out there.
26:16So I'm going to bring, I'm going to get her.

26:24And I did a threat assessment to the Special Operations Division.
26:39I'm going to let S.O.D. execute that warrant in the morning.

26:56Our Special Operations Division, they are the guys who are the best trained to go in there,
27:02apprehend people in the residence, get them out safely so we can go in and do our search warrant,
27:05get the evidence we need to keep going on with the case.

27:11And we could catch him and the girl home, like, if we can do it at 5 in the morning

30:04I also wanted to get cell phones and weapons and any other thing that would help us in

30:15I didn't get a good clear view of the clothing that the shooter had on.
30:20But however, I know that he had on these bright white tennis shoes.
30:25We collected the shoes plus two phones.
30:29Unfortunately, we didn't find any firearms, so no murder weapon.

30:38But at this point, I'm feeling pretty good since I got the shoes and I got Carrie Ann,
30:43his girlfriend.
30:44I'm going to talk to the girlfriend because she looks like she been waiting for somebody
30:50to come and talk to her.
30:54If she was at that house and outside at the time that this incident happened, she was able
31:01to see everything from that porch.
31:03Hopefully, we get some answers today.

32:04I'll be talking to you in reference to an incident that happened about two weeks ago
32:08on Saturday, April the 20th, between 9 and 10.

39:13At that point, I'm like, okay, dude, I'm not going to play this game with you
39:16because I see this is where it's going to go.
39:18You're going to be like, I don't know what you're talking about.
39:21You know what? Not me.
39:22He put himself there.
39:24So at that point, I was like, hey, nothing left to do but book him.

39:40put him there with a gun in his hand, and she said he was the only one standing out there.

39:52Based on the things that we have learned throughout this investigation,
39:56Roderick's gun that he was waving was never recovered.
40:00He had a magazine in his pocket with the same caliber bullets
40:04as the caliber cases that we've recovered from the scene.
40:07I truly believe that he was shot with his own gun.
40:11Now, where the gun is, we may never know.

42:02So a second line is a joyous occasion,
42:05and it's a way for family, friends, and community
42:08to come together to celebrate the life of their loved one
42:11who's no longer here with us.
42:14Everybody knew Roderick.
42:15Not too many people that I came across that came across my brother
42:19had anything really negative to say about him.
42:24He wanted connection with people,
42:26looking for his place in life.
42:28He was a good guy and a bad situation.
42:35For Roderick and the type of person he was,
42:37it was always playing fun.
42:39He was a very people's person,
42:42so that was a big old shock that somebody did that to my brother.
42:49There's a lot of people out here, man,
42:51that's dealing with psychological issues
42:53and nowhere to get help.
42:56Everybody spoke for Roderick,
42:59and I'm really appreciative of that.
