The Government Innovation Initiative (GII), a flagship national effort to accelerate Malaysia’s transition into an artificial intelligence (AI) nation by 2030, will be officially launched on May 15, according to Digital Minister Gobind Singh Deo.

00:00The GII is a new idea that is looking at how we can capitalize on technology in full.
00:13Let me explain this.
00:15Assuming for a moment there is a problem in a ministry that needed to be fixed.
00:21The example I always use is that a ministry comes and says to me that there is a problem
00:27of traffic between A and B on a particular road.
00:32Now ordinarily what will happen is they will present that problem to a group of people that already exist
00:37and they will look at it from a very singular perspective.
00:41In other words, they will want to solve that problem alone.
00:43So they will come up with a proposal of how they intend to solve it.
00:48They will tell you what the cost is and ultimately the contracts are signed after the proper tender processes and
00:54all that.
00:55And then they start working.
00:57And then you have the usual problems.
00:58There are delays, there are variations in contracts and what have you not.
01:02And that's how things have worked all this while.
01:04Now imagine if you are able to do more.
01:07So which means that with GII now what we do is we create a problem statement.
01:11The problem statement is that look we have got a problem between point A and point B on this road.
01:17And we need someone to talk to us about how you manage traffic in this area.
01:22Now what we do then is we call for collaboration.
01:26So in other words we open up this problem to industry.
01:29Because that's where the innovation is.
01:30People have ideas.
01:32Now what we see is that industry comes back.
01:36And ordinarily there are two questions that are asked.
01:38So first they want to know what kind of data you have to deal with the problem.
01:43And of course the second part is the kind of resources that you have available.
01:47Because that also will have an impact on what they can and cannot do.
01:49Now what we find is that with the kind of data that you give them.
01:53They come back and tell us that look if you are going to give us this data.
01:56To deal with traffic problem from A to B on that road.
02:00We are going to be able to talk to you about other problems as well.
02:03For example they can identify areas between A and B that often flood.
02:09And they can tell you look if we can identify that data we have.
02:12Then we will be able to solve that problem for you as well.
02:15So for example you know you have uncollected garbage.
02:18You know there are certain areas that people often what do you call place.
02:24What do you call that waste.
02:27Dumping cases and all that. That's number two.
02:29There are also the suggestions about areas where you commonly find accidents.
02:33So for example if there are sharp corners that need to be dealt with.
02:37That can also be dealt with.
02:38Crime hotspots are also areas that you are going to be able to deal with.
02:42So you see how this new approach is an approach where you are going to be able to do so
02:47much more.
02:49In one exercise and using the same amount of resources that you have.
02:54Otherwise what will happen is you would actually.
02:56I've just suggested about four or five different solutions.
02:58What do you call between point A and point B.
03:00If you go back to the way that we did things in the past.
03:03You will have to have five different tender processes with five different groups.
03:06And they are all going to be doing the same thing.
03:08And that's where you have what do you call costs that are unnecessarily what do you call expended.
03:13And we want to try and what do you call and lessen that.
03:16That's what that technology does right.
03:18You get more value for your money.
03:20In addition to that you also want to make sure that you are able to make full use of data
03:24that you have.
03:24And I think this is the kind of thinking that we want.
03:27How do you now get ministries to start understanding that when you talk about one particular problem.
03:33You can look at it from different sectors.
03:36So earlier if it's traffic alone then perhaps you're looking at the Ministry of Transport.
03:41If it's security KDN.
03:44If it's cameras that you're looking at then it's KPKT.
03:47You know if it's floods that you're looking at then perhaps even local government that has to come in.
03:53Question is how do you bring all of them together.
03:55This is why if you have a national AI office that's looking at new technology across all sectors.
03:59It's going to result in you getting a much better quality product.
04:04It's also going to result in you dealing with so many problems what you call at once.
04:09And ultimately it's really about reducing costs.
04:10Because if we can look at how we reduce costs and this is just one initiative.
04:14Imagine across government if you're able to reduce costs substantially.
04:19You will have reserves that you can use for other projects.
04:23And so you know hopefully problems that we've had in the past where we cannot actually move with projects that
04:28are very essential because we have a lack of funds.
04:31That this is how we you know we think we can resolve these problems.
