01:37Mr. Konyashkin welcome hello what will the changes look like in the digital public services sphere with the
01:43introduction of the new national strategy on large-scale digitalization and AI implementation
01:49In this digital strategy we must re-engineer about 40% of all public services and implement AI tools in
02:00producing these public services also for the governmental agencies
02:04Also we think that the data that is using for providing public services must be recombined because right now you
02:14know every governmental agency wants to keep their data by themselves and
02:19And interconnecting all these data producing much better results for the all the systems and products in one governmental platform
02:31The government aims to increase digital service exports to 4 billion euro by 2029 what role will digital solutions play
02:40in this and are there any plans to scale abroad?
02:43And when we are talking about exporting GovTech it's not like you know export eGovMobile or eGovPortal because if we
02:54want this product to work we need a lot of other products and systems to be ready and so we
03:02think that GovTech will lead export of products of galaxies and companies but also we want to export products of
03:11our IT ecosystem
03:13Also businesses startups and last year we have done about 1 billion US dollars export to other countries so we
03:26think that collaboration between businesses and GovTech solutions would be the best way to export

03:39Kazakhstan is rolling out a one-stop AI interface for public service delivery here is the story
03:48Kazakhstan has launched a chatbot AllemGPT allowing citizens to access public services through a conversational interface like ChatGPT
03:56Instead of navigating complex forms users can submit requests through simple prompts
04:02The AI agent processes these requests using access to relevant personal and family data while integrating services across government systems
04:10AllemGPT eliminates bureaucracy and accelerates processes
04:13Currently citizens must navigate long chains of requests for over 400 services across 20 systems
04:20Currently the AI agent covers basic life events such as childbirth, changing family status and applying for social benefits
04:27For example when registering a child for a nearby school users can complete the process through the platform and confirm
04:34it with a digital signature
04:35Data privacy is maintained within a closed encrypted network
04:39While the concept of a single AI window for government services is not entirely unique
04:44Kazakhstan's level of implementation is higher than average
04:47AllemGPT positions Kazakhstan as a global front-runner extending well beyond Central Asia due to the sheer scale of its
04:54software and technology stack
04:55Kazakhstan plans to expand AllemGPT beyond government services
04:59Integrating it with businesses and second-tier banks
05:02Turning it into a universal assistant across public, financial and commercial sectors
05:09We spoke to Alia Ospanova, the general director of the Digital Government Support Centre to see how AI is scaling
05:16across government services
05:19AI doesn't need to understand who is the owner of this puzzle
05:24But it just resolves this puzzle, giving the correct and legal framework generated evidence-based answer for the asking person
05:34Also we apply two-factor authentication on top of that as a technology
05:39In order to ensure the high-level encryption of the data which is being processed
05:45What new digital solutions should we expect in the near future and how can AI help remove bottlenecks?
05:51Recently we held AI Governance Cup where we had 184 requests from different industry players who are already implementing AI
06:03The top AI solutions at the moment, if I may mention them, except EGOF AI, which is very successful
06:09We have AI tax consultant, we have AI legal consultant, we have AI for energy developed by Kigog, for example,
06:18as a national company
06:20And this is something that we are trying to implement across the industry
06:24Since our main aim is to make our country an AI-driven country, an AI native nation
06:32The main three pillars which are absolutely necessary to implement an AI in any country
06:40And to make it socio-economically impactful should be at place, what we currently foresee in my country
06:49So number one is the infrastructural framework, where we say that we have the sovereign local supercomputer, domestic one
06:57Which is based in Kazakhstan and is 86th in the globe
07:02We have to place the legal framework, make it the blueprint for the industry to play in the area of
07:11AI
07:11So we launched the digital code, the law on AI, drawing and outlining the frame of how to work with
07:19artificial intelligence in the country
07:20And number three, what we have to follow is the human capital, which is critically important to build an AI
07:31nation
07:33In the past year, we have trained over a million Kazakhstani citizens, from school children to students, from political leaders
07:42and politicians to the CEOs of national companies
