09:10The gunman was wearing a black hooded sweatshirt, so you're not able to see a face.
09:17But the sweatshirt has some distinctive graphics on the back and both arms.
09:22So that could be very helpful later.
09:27And I'm looking at this video, and I notice the firearm sticks out.
09:33It's a black firearm with an extended magazine coming out the bottom.
09:38And the magazine had either some white tape around it, or it was spray painted white.
09:45And then I see the shooter get in the front passenger side of the vehicle, and the vehicle pulls off.
09:54That means I'm looking for at least two people involved in this homicide, the shooter and whoever else is driving.

11:39leaving the Lower Ninth Ward, heading towards the east.

18:06And then my victim pulls off right into the next block, where he was ultimately killed.

18:17So we know, number one, he was here, but nothing happened.
18:22Number two, whatever did happen, happened from here to where the shooting took place.
18:29It's very frustrating, but we have to keep digging and searching for evidence to solve this case.

19:21His name has come up in several detective investigations throughout the city.

22:51Apparently one of the female that was in the vehicle, she was saying they were minding
22:54their own business on the bridge and they got caught in between gunfire between two other
22:59cars. Oh, so that shooting was accidental? Yeah, yeah, yeah. While I'm on the scene, I see Maggie
23:08and Walt are out here. So I go to speak with them about my Crime Stoppers tip to see if
23:17there's a
23:17connection between my homicide of Aaron Lewis and their homicides that occurred in the past.
23:23So I just caught the other D, Laura Knight was, and got a Crime Stoppers tip that is the shooter.

24:03that's listed in my Crime Stoppers tip may be involved in both homicides. My job is to solve
24:10Erin Lewis's homicide and bring this case to justice.
24:37Come to find out, my Crime Stoppers tip person of interest was being surveilled and this is a
24:44and investigated by another parish.
24:48They confirmed that he was not on the scene of my murder.

27:13So the resident, they were able to show me video of the vehicle on fire.
27:21The camera is motion-activated.
27:24It had the vehicle going up in flames,
27:27but it didn't capture the individuals getting out of the vehicle.
27:33A witness also stated that before the fire,
27:38they were sitting outside
27:40when they noticed two vehicles traveling at a high rate of speed together.
27:47One of them looks like the blue suspect vehicle
27:50traveling behind a silver vehicle.
27:55Hopefully, those two vehicles were captured on the LPR.
27:59And then that way, I would know the make and model
28:03and who's the register owner of that silver-colored vehicle.
28:26I'm in route to a vigil for my victim.
28:30His family requested that I attend.
28:35Today is the victim's birthday.
28:37The victim makes 23 years old today.
28:40So the mother is taking it really, really hard.
28:43I spoke to her yesterday,
28:45and she said she's just not doing too well.

30:28So the good thing is I was able to retrieve some footage
30:37on the first camera.
30:39You can see two vehicles driving in tandem with each other.
30:45And on the second camera,
30:47you can tell it's a silver colored Nissan Altima
30:50and a blue suspect vehicle,
30:53the Hyundai that was found burned.
30:55They were traveling together,
30:56coming from the Lower Knight Ward,
30:59the same area where the homicide occurred.
31:03And I was able to get the license plate
31:05on this silver vehicle.
31:06And that vehicle comes back
31:08to a Dedrick Refuge,
31:12also known as Baby B.
31:15Dedrick Refuge has a criminal history
31:18that includes felony theft, armed robbery.
31:23He served 10 years hard labor
31:25and he just got out of jail on June of 2022.
31:30So that silver vehicle comes back registered to him.
31:35I'm excited about this because I'm like,
31:38I have something a little more promising.
31:41So I put out a bulletin with Dedrick Refuge
31:46and the silver colored Nissan Altima,
31:49but I put it out department-wide,
31:51not to the media,
31:52because I didn't want the Nissan Altima
31:55to get burned if I put it out publicly.

32:02to assist with locating that vehicle
32:04or trying to locate this subject.

37:24with the LPR of the vehicle that was used.
37:27And that vehicle was found burned.

37:38that he used at the time of the homicide.
37:41But at this time,
37:43I've identified a cell phone number
37:45in Marcel Koucher's cell phone records
37:47that belongs to Dedrick Refuge.
37:50One minute after the homicide occurred,
37:54Marcel Koucher contacted him.
37:56I have enough now
37:57to charge Dedrick Refuge
38:00with accessory after the fact
38:02it's a second-degree murder.
38:17I was contacted by Viles and the U.S. Marshals.
38:20They've located Dedrick Refuge,
38:23who is the owner of the silver Nissan Altima
38:29that I think helped Marcel Koucher
38:32after the homicide of Aaron Lewis
38:34by picking him up in New Orleans East
38:37where the blue suspect vehicle was found burned.
38:41I typed up a search warrant
38:43for where he was located
38:45and I'm hoping to find any items
38:48of evidentiary value
38:49to help aid in the homicide investigation
38:51of Aaron Lewis.
38:53Persistence has definitely paid off.
38:56I'm very happy with getting the suspects arrested.
39:13We arrived at the residence.
39:19Unfortunately, upon executing the search warrant,
39:22I did not find anything of evidentiary value
39:26other than a new cell phone
39:28that belongs to Dedrick Refuge.
39:32At least I have his phone
39:33and I'll do a search warrant on his new phone
39:37to see if he has any type of communication
39:40with anybody else.
39:42Hopefully he could get in that new phone
39:43because I know
39:44we don't have a bus not having a passcode
39:46we may not be able to get in.
39:47I did get
39:48cell phone records back yesterday
39:50and he'll be the last of the puzzle
39:52to charge with the murder.

40:27and I advised her that an arrest was made

40:35She was happy.
40:36She was crying
40:37because she was like,
40:38justice has been served.
40:41I feel like justice has been served
40:43but I'm not done yet.
40:44I have to get the last suspect,
40:46the driver of the blue vehicle
40:48during the homicide.
40:50Once I find that piece of the puzzle,
40:52I'll be satisfied.
