02:07There's been an aggravated battery by shooting in the 5th District, and from what I'm learning
02:11is it's an adult male that was shot to the head.
02:15The 5th District is concerned because the victim is in critical condition and is requesting
02:23homicide because they believe that the victim might pass away.
02:31I started my career in the 5th District.
02:33I was a patrolman there for four and a half years, and then I worked as a property crime
02:38detective and a person's crimes detective, so I know the neighborhoods really well.
02:42I've established relationships with a lot of the residents, and I have a really good working
02:50relationship with the officers assigned to the district.
03:09It's been about an hour since the shooting occurred.
03:12Non-lethal shootings are usually handled by the district detectives.
03:16I'm there to assist, I'm there to advise, but at this point I'm not going to be the detective
03:20in charge.
03:22There's a vehicle that has crashed into a tree.
03:26The vehicle impacted that tree really hard for all the airbags to be deployed.
03:33I'm seeing blood on the driver's side of the victim's vehicle.
03:39We see the ballistic damage to the interior of the vehicle.
03:42The male victim's gun laying on the grass.
03:57The victim's name is Evans Page.
04:00Evans Page is 27 years old and a resident of New Orleans.
04:05This is my first time in life, witnessed something like this, and then my kid was with me.
04:09My kid was on my lap when this happened.
04:11I literally, as soon as I heard the first shot, I didn't even know.
04:14I didn't know who shot what.
04:16It was so fast, I just ducked over my baby.
04:19I'm learning that there's a female that was present for the entire shooting, and a child
04:23that was involved.
04:25See, I think he's going to live, because that's my boyfriend.

05:00Jarrell Andrews is suspected of shooting Evans Page during a domestic dispute.
05:05And then he was still right here in the street while all this happened.
05:09My child's father shot him.
05:11And I started screaming at him.
05:12I'm like, you, bitch, you going to hell.
05:14Like, I just started going crazy on him.
05:16His exact words to me was, get in the car, or I'm killing you, too.
05:20The surviving witness states that after the shooting, Jarrell Andrews still has the gun.
05:25And tells her to get in his car, or else he was going to kill her, too.
05:29I heard her say that the car rolled forward and hit the tree.
05:35Yeah.
05:35Now, Mike said that she got out of the car.

05:40But if she got out of the car, and I'm telling you, if she wasn't weird, she wasn't in the
05:43front pass either.
05:45And at first she told me, she said that they tried to take a U-turn, but then she told
05:49me that the car had stopped in front of her, and they had stopped, and they had gone to an
05:55argument, and the shooting happened right here.
05:56But then she told me the shooting happened over there.
05:59They're going to figure out where the surviving female witness was when Evan's page was shot.
06:06The physical evidence shows blood spatter on the front passenger seat.
06:11Like, if you're in that seat, there wouldn't be blood spatter on that seat, because it would have gone on
06:14your lap.
06:34The surviving witness is being detained due to the inconsistencies in her statements.
06:39She's transported to the 5th District Station.
06:43She left with the suspect, which leaves some questions with us.

06:48Was she the one that gave the suspect their location?

07:47She said that she'd been in a relationship with Jarrell Andrews for approximately three years.

07:55On the night of the shooting, she says that she had gone out with Evan's page when she begins
08:01receiving text messages and phone calls from Jarrell Andrews demanding that she comes to
08:06pick up their child.
08:07I was like, let's just meet at, like, a public place.
08:10I even told Evan's that.
08:11I'm like, we can just go to that public place.
08:13There's people around, you know?
08:15Me, I actually pulled up at the same time.
08:17Like, as I was getting a baby, he kept cursing at me and Evan's never told him nothing.
08:22Not one time.
08:23The whole time he was cursing at me.
08:25The whole time that me and him was fighting and stuff.
08:27You know, I told him that he even pulled my hair.
08:29He grabbed me by my arm, scratched me, ripped my shirt and everything.
08:33You can see her shirts torn.
08:35You can see scratches on her arm.
08:37You can definitely tell that she's been through a horrific night.
08:40And then we was leaving and we left first.
08:45And then Jarrell pulled behind us.
08:47And I looked at Evan and I'm like, if he follows you, just try to lose him.
08:50Well, this man started going in and out of traffic, cutting in front of us, cutting on
08:55side of us, but we almost wrecked into him because that's how close...
08:57And you had the baby at this time?
08:59Yeah, I had the baby at this time.
09:01They pull over.
09:02Jarrell Andrews comes up to the car.

09:15So Evan pulled over and asked him, he was like, hey, do you have a problem with me?
09:18Like, this is my first time meeting you.
09:20I told you nothing disrespectful.
09:22Can you get offside of my car?
09:24And then it was just like arguing.
09:26When they got arguing, he was like, you right?
09:27You don't know me, da-da-da-da-da.
09:29So I told Evan, I'm like, look, just put the car on, we're driving, go.
09:33He's like, the car isn't driving.
09:34I'm like, then just go, like, just go.
09:36But I was just like, hit that U-turner.
09:38It was the closest thing to us, you know?
09:40So I was just like, hit the U-turner.
09:41And we was going.
09:42The car was going.
09:43And I mean, just like this.
09:45And as we got sideways, I heard, bop.
09:48The first time, the first shot that I heard, I hurried up and ducked my baby because I didn't know
09:52who shot.
09:53I didn't know who shot.
09:54So I just ducked over my baby like that.
09:56And then I heard like three more, bop, bop, bop, bop.
10:13As soon as I heard the first shot, I'm just comfortable with my baby, ain't there?
10:16And where was Jarrell when he actually started shooting?
10:19In my passenger window.
10:22Okay.
10:23She confirms Jarrell Andrews is the alleged perpetrator.
10:27As I'm hearing the story, I'm believing her story more and more.
10:32I believe that she's just gone through a really, really difficult, hard night that's very traumatic for her.
10:38My first incident was to jump out the car.
10:40And this man is walking back to his car.
10:43And he's like, get the f***ing Nicole with me before I kill you two.
10:48When she described jumping out, that clarified a lot of stuff for me.
10:52Knowing that the airbags went off and they come out at like 200 miles per hour,
10:55his head's limp because he's been shot.
10:58He's lost consciousness.
10:59Clearly, her head's going to be pushed to the side,
11:01which caused the blood spatter to be on the front passenger seat.
11:05At this point in time, I believe my surviving witness is a victim of this crime.
11:09And I do not believe that she had anything to do with it at all.
11:12So, as we were driving, I'm like, f*** this.
11:14I'm about to call the police.
11:16I called 911.
11:18And I was in the car with him the whole time.
11:20So, I was like, I made up a little lie.
11:23I'm like, hey, I was just passing and I seen somebody hit a tree.
11:28911 was the address of the emergency.
11:44From what the female victim said, Jarrell Andrews drives her to another location.
11:52We learned that the child is safe and did not have to go to the hospital.
11:56I'm like, this f*** stupid bitch shot Evans.
11:59Yeah.
12:00And he's like, why the f*** you stay in my business?
12:02I'm like, because you didn't have to harm that man.
12:03That man was not harming you.
12:05Like, that man did not never tell you nothing uncomfortable.

12:12And then my kid was with me.
12:13My one-year-old little boy was with me.

12:31indicating or tying Jarrell Andrews to the shooting.

13:01My next steps are going to be to confirm everything that she's said.

13:12I'm going to try and get all the information I possibly can on Jarrell Andrews.
13:38This was supposed to be a normal child exchange that turned into a domestic violence situation,
13:44and then turned into a shooting incident.
13:48A victim is in very critical condition.
13:50He's currently on life support.
13:52He's not expected to make it.
13:55He took two shots.
13:56He took one to the head.
13:58He took another one to his arm,
14:00which at this point in time is suspected to be done with a .410 shotgun shell,
14:05but that can be fired in handguns as well.
14:09By the time we got out there, the scene had been processed already.
14:13An aggravated assault or an aggravated battery by shooting is processed a little bit differently.
14:17They don't sketch the crime scene.
14:20I was able to come out on the scene last night.
14:23The car was still there, but nothing else was.
14:26Jumped the curb, hit this tree, and then stopped, like, before the pole.
14:34Like I said, I don't think we're going to have a whole lot of luck.

14:42The shooting occurred in Orleans Parish at the intersection of Poland and North Johnson.
14:48There's not a whole lot of surveillance in some of the areas,
14:51so that can be very challenging.

16:19That was, they only had the three numbers on the license plate.

16:26And then, man, dude, I got so many cases going on in my head.

16:36He's going to look through their automatic license plate reader to find out if they
16:40can track the perpetrator's vehicle.
16:43Allegedly, they were able to track it last night and see it when it left the parish after
16:47it had dropped her off.
16:51Right now, we're headed to Chef Mentor Highway, which is the super center.
16:55This is the location where they have stopped and did the child exchange.
17:01If there is video, we're going to see a domestic fight out there between the perpetrator.
17:09Luckily, they do have parking lot and cameras.

17:25I'm looking into a shooting that took place.
17:27A shooting?
17:27It didn't happen here.
17:28But the domestic happened in y'all's parking lot.
17:31So I was trying to see if you guys have footage around, like, 915 to 940.
17:35It's going to be a black Chevy Malibu and a golden color Cadillac SUV.
17:42There's at least 16 cameras outside that could have captured the incident, and it's going
17:47to take some time to recover the footage.
17:48At this time, the case is with a 5th District detective as an aggravated battery by shooting.
17:53Just in case this becomes my homicide, I want to be prepared and know that I have done everything
17:58I possibly can to make sure that we can solve this case.
18:01One of the f***ing statements is that Jarrell Andrews told her that he doesn't care about
18:07the baby.
18:08He just wanted her.
18:10Unfortunately, though, an innocent man may lose his life over it.
18:42He just wanted her to be prepared for it.
19:01He's talking about the incident, and he's telling her to stop.
19:04The ring camera footage supports what the female victim told us last night.
19:12At one point, the person on camera shows Jarrell Andrews and tells him the whole incident is
19:19being recorded.
19:20I think the ring doorbell and the other person being home, I believe, that kept the female
19:25victim alive.
19:27So basically, the probable cause is going to be based off of her statement and her identification
19:32of the shooter.
19:33Most likely, the firearm used to shoot Evans Page was a Taurus Judge, which is a pistol that
19:39shoots small shotgun shells, more specifically, 410 shotgun shells.
19:44During the processing of Evans Page's vehicle, wads consistent with a 410 shotgun shell were located
19:52within the vehicle.
19:53My shotgun shell has the actual shell that ejects, but inside are like the BBs, the powder,
19:58and then on the end, there's the wad, and the wad's pushed out with the BBs, and that's
20:04what's inside the car.
20:06Additionally, this is consistent with the injuries that Evans Page sustained to his head and his
20:11arm.
20:11However, the male victim's gun laying on the grass was fully loaded.
20:16It had never been fired.
20:20So what did you learn from last night?
20:22Um, because I remember being on the scene last night.
20:25What did we learn since then?
20:28So her story is lined up pretty well.
20:30We're trying to corroborate the story about it's just the parking lot's freaking huge.
20:34I saw a couple RTC's cameras.

20:44They apparently left, so St. Bernard used their flock system, and they know he left the

21:50If the victim is still alive, the suspect is going to be charged with attempted second-degree
21:57murder.

22:04I'm also going to speak with my rank about charging with kidnapping and child endangerment
22:10for shooting into the car with his own kid inside.
22:13I think that definitely deserves those charges, especially the kid being inside and then him
22:20forcing the female victim to go with him.
22:24As a homicide detective, it's kind of a strange place for me to be in the intensive care unit.
22:31Usually, my victims are deceased.
22:42The mom's having a really hard time with this.
22:46Her son is a very good person.
22:49He's very involved in this community.
22:51He's a boxer.
22:53He helps help children in the community.
22:57It's hard being in that room, dealing with a mom who's grieving, seeing the actual victim
23:02who's dying.
23:03And I have to talk to her, but she has no thought that he may not make it.
23:09And that's really tough.

23:17They're starting to take him off of sedation, but he's not waking up.
23:21At this point in time, I'm 100% sure who shot him.

25:14I was able to get some footage that shows a male victim arriving at the park along with Jarrell.
25:23So this is the initial video of them arriving.
25:26So that's going to be the suspect's car right there.
25:29And then you're going to have a ****** on the parking lot.
25:32She's trying to get Jarrell to stop.
25:34She wants to get their kid because that's the reason why Jarrell was so adamant about them come picking up
25:42the kid.
25:42It was allegedly for the kid.
25:45But from my opinion, it was a ploy for him to stop the date with her new boyfriend.
25:53She's still trying to get Jarrell to stop.
25:56Jarrell's still not stopping.
25:59So you can see in this video that Jarrell just passes by.
26:02He's flying by in the parking lot like driving.
26:04It appears to be like with no regard to anybody.
26:07So that's the Cadillac that they were in.
26:08You can see ****** in the passenger seat, the male victim in the driver's seat.
26:12This goes on for like probably eight minutes or so.
26:18They're trying to meet up.
26:21Unfortunately, they end up meeting way over here where there's no camera view.
26:26Finally get their baby and get in their car and leave with Jarrell in pursuit of them.
26:31Through their surrounding neighborhoods for like 10, 15 minutes.
26:35Before Jarrell finally forces them off the roadway.
26:39Getting all these little itty bitty things that don't seem important by themselves are actually really important
26:44because this shows in several other pieces of evidence that we've gotten
26:48that everything she says is true.
26:50And so that makes her a more reliable witness.
26:54The surveillance does show them there which helps.
26:57But it's not 100% because it doesn't show the alleged domestic abuse battery that occurred in the parking lot.
27:03I'm now looking for more video in the area.
27:07I need to go to the real-time crime center to help me solve this case.
27:21I did an automatic license plate reader search and learned that the vehicle, Jarrell Andrews' vehicle,
27:28had come into Orleans Parish after the fact and hasn't left.
27:32So it's probably parked somewhere.
27:34I'm thinking somewhere in the Gentilly area.
27:37So I'm kind of following them down to where we know that car was when it entered St. Bernard Parish
27:44because their ALPR picked it up at 9.55.
27:48And it's also when the 911 call came in.
27:50And I'm kind of lucky on this one because I got a surviving victim that can be my cheat sheet
27:55and tell me what to look for and where to look for it.

28:07I don't know what it is about people, but once they shoot somebody, they always use their turn signals.

28:30I locate one camera that captured Jarrell Andrews following Evan's page and the female victim.
28:36However, they turn off real quickly.
28:38And I don't see the victim's vehicle.
28:46The taillights are, so this one's broken.
28:49I know that that's what's specific about this Malibu.
28:52So this light right here is going to be broken.
28:55This one's not illuminated.
28:57And there's a scratch underneath these two lights, underneath where it says Malibu over here.
29:02So that's going to be him.

29:06I think it's important to backtrack everything that the witness says because she's a sole witness.
29:11So we can show what she's telling us the truth because the actual shooting is not on camera.
29:15It's not going to be on camera.
29:16So we need to prove that her statement is truthful and what she said was truthful.
29:20And kind of like show what happened.
29:23There's proof that what she's saying happened, happened.
29:26Everything's been lining up with what she said.
29:29Where she said they were is lining up what happened after the fact is lining up.
29:34Following the shooting, you can see Jarrell Andrews' vehicle traveling through the Lower Ninth Ward toward St. Bernard Parish.
29:41I'm issuing a department-wide bolo for Jarrell Andrews and his vehicle, letting all officials know that he is possibly
29:49harmed and dangerous.
29:51We need to find him before he can destroy evidence or flee the state.

30:26Since Evan's page has passed, it upgrades the charges from attempted second-degree murder
30:32to second-degree murder, and so I'll be obtaining an additional arrest warrant with a new charge

31:03Andrews inside of Harris County, Texas. We don't have actual footage of the incident,
31:12so it'd be nice if we... It's always nice if you can get a confession because then sometimes they
31:18provide a reason, and while there's never a good reason to kill somebody, maybe it would bring some

32:14not only a good person, but an athlete in his prime lost their life.

32:43One of my suspects got arrested or picked up by Vows in Texas today, and they're on their way back.

33:15custody exchange. They ended up trying to flee in a vehicle, which Jarell Andrews followed them,
33:19ended up with Jarell Andrews shooting Evan's page. Okay. Yeah, I think I read something about
33:25this one. And you're hoping to get him to talk about the incident, give you context, motive,
33:31whatever. If he wants to share what the murder weapon is, that'd be super cool. Yeah, I'll consider
33:36how you can repay me, and I'll definitely let you know. That's awesome. All right. Well,

35:10like, what happened there, and how did we get to that?
35:13But it was the movement. The movement, like, you're grabbing his gun, like, and then that's,
35:17I guess that's what happened. I wasn't trying to do it on purpose, but I'm defending myself.

35:23When somebody claims self-defense, as Jarrell starts to do, you need to get kind of right
35:28down to the nitty-gritty. In what way they felt threatened? Was the gun already in their hands,
35:33or did they retrieve it because of some prompt? People, I think, would like to just say,
35:38it was self-defense and leave it at that. But if you can, walk me through exactly what happened.

38:54He said at some point he went back to his car and retrieved his gun and came back.
39:01And he was kind of, like, fuzzy at this point, but, you know, he said I had to shoot him
39:05because I feared for my life.
39:07He truly wanted us to believe that the incident took place outside the vehicle with Evans Page being the aggressor.
39:13It's not supported by any evidence.
39:16All the blood spatter and ballistic evidence shows that Evans Page was in the vehicle.
39:21And here's where it gets interesting.
39:23He said his ex-girlfriend then just gets in his car with their kid without him asking her to or
39:31threatening her or anything.
39:33I asked him, um, what happened to the gun that you used?
39:38He couldn't remember.
39:40May not have the murder weapon, but it's a solid case.
39:43We have a strong witness.
39:44We have lots of physical evidence, and we have his admission.
39:49Evans Page's mom and family are happy that he's in jail.
39:53So it's a good day.

39:57Evans Page's family, they're going to get the opportunity to get justice for Evans Page.

41:20I said, any color blue.
41:21And so I found out after he was getting,
41:25that he was getting his things originally made.
41:29Yeah, that's my grandmother's name right there,

41:36And on the other side, it says Evans Page.
41:40So that's made specifically for him.
41:44We waited on it for months
41:46and it actually came the second day he was in the hospital.
41:50So I brought it up to the hospital
41:53and I said, I'm not going to touch the plastic on it.
41:55I said, I'm going to wait until you get better
41:56and you're going to take the plastic off of him.
41:58And that's why the plastic is still on it
42:00because he never got the chance to take the plastic off.
42:05He left that afternoon about six.
42:10He told me, he said, I'll be back, Mom.
42:13Told me he loved me.
42:15When we made it to the hospital,
42:17he squeezed my hand.
42:20I mean, I was just telling him I love him.
42:24The fact of the matter is my son is gone.
42:28I'll never see him again.
42:30You know, you can tell yourself every day what the reality is,
42:33but just dealing with it and accepting it
42:37is something totally different.
42:39I don't wish this feeling on anybody.
42:44Me and him used to do a lot together.
42:48He was pretty much my everything.
