00:03.
00:17New Orleans 911, location of your emergency.
00:20.
00:20My , he was on the phone with me.
00:22Get that shot on .
00:24He just called me on the phone.
00:26Didn't there anyone on somebody?
00:28Yes, I did.
00:32I saw a guy, it seemed like he was arguing with somebody.
00:36I heard a couple of shots and I saw a blue car zoom off.
00:40OK.
00:40Thank you so much for calling.
00:42Let him know.
00:43I think he might still be breathing.
00:46Got an additional caller.
00:47There was a blue vehicle, no maker model provided,
00:50fled from the location.
00:51The victim's in the block, black male wearing a green jacket.
00:54Shut up.
00:59You got shot at the leg, my man?
01:01Cold floor for you, man.
01:02Where's the person who shot him?
01:03Congo.
01:04OK.
01:04Black male muscles got shot on the lower extremity.
01:08I need you all to back up.
01:10I don't know who it is yet.
01:12Just back up, man.
01:14Let him do their thing.
01:15I'm going to grab this technique.
01:17It's a game station man.
01:18Play with me with arduism while in the blue car.
01:20I would be able to get in and out of consciousness.
01:44I'm headed to the lower night board.
01:46See if I can locate any witnesses, any cameras.
01:51The 5th District stayed a heap.
01:54The male subject was involved in a verbal argument earlier.
01:58Today with someone.
01:59But I need to find out how they got that information.
02:06Been living in the Ninth Ward my whole entire life.
02:10And when I joined the police department, guess what my first assignment was?
02:14The 5th District, the Ninth Ward.
02:18We call it the hot nickel because it was always on and popping in the 5th District.
02:23This is a district you come where you want to learn how to be the police.
02:38Hello.
02:40I'll be your primary.
02:41You're going to be primary?
02:42Yep.
02:43So it happened in this block?
02:44Right here.
02:45Yeah.
02:45And when we got here, he was laying there.
02:47He was moving.
02:47And once I asked him his name, that's when he called me.
02:51Any witnesses?
02:52Apparently, I put it on the paper.
02:55OK.
02:56Apparently, see a blue vehicle speeding away, but not the shooting.
03:01OK.
03:02They have a lot of shell casings?
03:03Yeah.
03:05Arriving on the scene, I'm observing a bicycle, a cell phone, and multiple shell casings on the scene.
03:16Wow.
03:19Looking at the scene in all of these casings, I am shocked that he even survived at first.
03:25I would think he passed away on scene.
03:30Where would this, where was this altercation earlier?
03:33Where y'all got that information from?
03:35Oh, .
03:36He said he got into an altercation with someone in a blue car.
03:40I'm hearing that the victim may have gotten into an argument with someone at a nearby gas station in that
03:46block down the street.
03:48That's the gas station, I think?
03:49Yes.
03:50You want me to go over there?
03:51Yeah.
03:52Yeah, I will.
03:52And after the argument, that person may have followed the victim and shot him up.
03:58The 5th District detectives that were on the scene are going to the gas station to see if any incidents
04:05did occur and see if they have surveillance cameras.
04:09Unfortunately, you can't see the body, so you can't tell if you, like, stood over and been shot.
04:13Why?
04:14Why are you still going to the hospital?
04:17He said Charlie was going to go.
04:18Okay.
04:20At this time, Detective Hill is at the hospital talking to the victim's family.
04:25It's important that they know that we're on this case looking for the suspects.
04:30What's the name?
04:32Aaron Lewis.
04:34Okay.
04:37My victim's name is Aaron Lewis.
04:40He was a young man about to turn 23.
04:44Aaron Lewis doesn't have a criminal history.
04:47My job is to find Aaron Lewis' killer and bring justice to his family.
04:59Hey.
05:00Hey, we at the store right now.
05:03And I asked him if anything happened.
05:06He said that, uh, the victim did come to the store, but he didn't know anything about, like, a 103
05:12or anything like that.
05:14The camera's been the last seven days.
05:16He's the only one that operates, and he's not here right now.
05:20Okay.
05:20What's his name?
05:21Well, I should have it in my phone, and I'll just text it to you.
05:24Okay.
05:25All right.
05:27All right.
05:32What about this house on this bench right there?
05:34Uh-huh.
05:35Is that a camera?
05:36What about that house right there?
05:37Oh.
05:38See that little dot right there over that light?
05:40That little camera.
05:40That probably is.
05:41You want to go over there?
05:42Mm-hmm.
05:43All right.
05:48Hello.
05:49N.O.P.D.
05:51Hi.
05:52Hey, how you doing?
05:53Hey, I hate to disturb you.
05:54I'm a detective store.
05:55This is my partner.
05:56We're investigating what happened on the street right there, and I see you have cameras.
05:58No, my cameras don't work.
06:00They don't work.
06:00Oh.
06:00Okay.
06:13Who?
06:13How you doing, sir?
06:15I'm Detective Marshall with the New Orleans Police Department.
06:18So, I've been looking at some of my videos that I've got, and it looks like we may have
06:22had a shooting.
06:23Yeah.
06:23Do you have that footage?
06:25I do.
06:26Oh, excellent.
06:27Excellent.
06:28Is there a way you can email me that?
06:30Okay.
06:31You have a pen and paper where you can take down my contact information?
06:35I sure do.
06:37Often, we don't get this lucky.
06:39We normally have to hunt down surveillance cameras and cross your fingers that you would
06:45get a homeowner that's willing to give you that information.
06:48I appreciate you so much .
06:50I know you're out of time.
06:52Bye-bye.
07:21Bye-bye.
07:22Bye.
07:23Yeah.
07:23That's pretty recent.
07:24What's the plate again?
07:26Do an LPR run for Yeah.
07:29Send me.
07:29Send me .
07:30All right.
07:31Thanks.
07:36This car had just been set on fire, not far from the crime scene.
07:41What was it coming back to?
07:42I don't know yet.
07:44where do these lpr reads from rtcc how'd you guys end up getting the plate number first so this car
07:51was set on fire and the seven district oh yeah detective lewis went out there and he sent me
07:56the plate maurice was able to request license plate reads and that vehicle was previously in
08:04the lower night ward and then was now in the eastburn that's possibly the same vehicle
08:10that was used in my homicide
08:16oh just sent me the video all right you ready
08:23that's the vacuum standing there
08:28all right i'm gonna touch it make it big for you
08:35yeah that's definitely the car
08:37oh damn
08:43look like his gun probably jammed
08:47he got it fixed that's why he came back
08:50that's all the kill yeah
08:54look he's still shooting
08:57wow
09:01watching a video i see the shooter exits the passenger side and immediately starts firing
09:07towards aaron lewis the gunman was wearing a black hooded sweatshirt so you're not able to see a face
09:16but the sweatshirt has some distinctive graphics on the back and both arms
09:22so that could be very helpful later and i'm looking at this video and i notice the firearm sticks out
09:33it's a black firearm with an extended magazine coming out the bottom and the magazine had either some white tape
09:41around it or it was spray painted white and then i see the shooter get in the front passenger side
09:49of the vehicle and the vehicle pulls off
09:54that means i'm looking for at least two people involved in this homicide
09:58the shooter and whoever else is driving
10:11okay
10:12thank y'all
10:13thank y'all appreciate y'all
10:15all right
10:23another senseless murder
10:26i'm gonna go to the office and at least reach out to the mother of the victim
10:34thankfully there is video capturing the whole incident
10:38for the shooter to walk up to the victim shoot walk back to the car walk back to the victim
10:44and shoot some more
10:45oh that's personal
10:47they wanted to make sure he was dead
10:55author
10:56what's up t i'm working on your notes right now
10:58all right thank you appreciate it
11:01while we were out there we were notified that seven district
11:06located a burned vehicle
11:08the same color vehicle as my that was using my homicide
11:12behind the vehicle blue same same vehicle it's the same vehicle man so they burnt that quick
11:19i wonder how bad the vehicle was burned my understanding they were getting a vehicle told here
11:24i have a plate and i have a registration on a vehicle and the vehicle was stolen
11:30the significance of having a license plate is it shows that that is the same license plate that was observed
11:37on a license plate reader
11:38leaving the lower ninth ward hidden towards the east
11:43so they went from the lower ninth ward
11:45in the vehicle out to the east
11:47yeah
11:47and burned it out there
11:48yes
11:49mischewed
11:50mischewed and
11:51adventure place
11:53by my homicide
11:54how cameras are in there

12:00oh really
12:01plate reader too
12:02mm-hmm
12:03yeah there's a plate reader that comes um
12:07it'll catch it if it's coming back into mischew
12:11typing up you some notes from the hospital
12:13how was the family
12:14they're distraught
12:16they were cutting up at the hospital they really wanted to see the body which of course we didn't let
12:20them do that
12:21there were a total of 30 shell casings on the scene but erin lewis was shot six times
12:28i got the mom's number for you the dad's number
12:31thank you charlie i really appreciate it
12:35i'm about to call her now
12:39all has been forwarded to voicemail
12:42try the dad
12:43okay
12:47the hardest part
12:48about being a homicide detective is
12:51speaking with the family members of the victim
12:56hello
12:56how you doing sir this is detective marshall with the neurons police support of homicide unit
13:01yes how you doing
13:02i'm okay i'm i was calling to give my condolences

13:10thanks ma'am
13:12erin lewis's father tells me that erin lewis had a thriving sneaker business
13:19he was loved by the community and seemed to have a bright future ahead of him
13:23where does he live
13:26where does he live
13:26where he was staying with his girlfriend in the east somewhere
13:29okay
13:31in the wallace east
13:34you know if he was involved in any altercations with anyone or beefing with anyone
13:47do you know why he would be in a night war if he doesn't live
13:54but um again i'll keep your family in my prayers and i'm sorry for your loss
14:06Aaron lewis had a family that loved him and is hurting badly now that he's gone
14:12thank you so much i'll call you back if i have any other questions or just
14:16you have my number just call me if you have any also
14:20all right
14:45we need to go to the gas station
14:48i'm keeping my fingers crossed that there is something that i can find video wise
14:54that would be very big if i observed a confrontation with subjects in that blue vehicle
15:01you know a lot of people they don't want to talk to the police
15:04but you have to get them thinking like what if it was
15:07you or someone in your family you would want justice
15:13the hot nickel
15:16it's still hot
15:20the gas station has cameras
15:26hello how are you my name is detective marsh i'm with the new orleans police department
15:31that's my partners detective guerrero and riffraff so your cameras work yes so i'm investigating
15:39an incident that occurred yesterday with a shooting my understanding the victim was here
15:45prior to the shooting and an incident occurred i don't know if it was inside the store or outside
15:51in the parking lot
15:52one of my customers he was walking from there all the way to here so he said he was arguing
15:58with somebody down there
15:59somebody with the blue car
16:01okay okay yes not here an employee did advise that aaron lewis was in the store prior to his murder
16:09but no incidents occurred at the store
16:11can i can i review your video yeah i can show it to you okay
16:18this is when he left the store with the bicycle
16:24do you have any other footage before them yeah when he's inside yeah i can show the
16:30shooting
16:32i'm looking at the video surveillance and it shows that aaron lewis came in the store made a purchase
16:41talk and he left out and i don't see any incidents at all
16:49okay thank you we appreciate y'all thank you
16:53all right
16:58all right what's the game plan we want to start in this block yeah you see a camera somewhere
17:03oh yeah this house
17:05come on let's walk over
17:10hi how you doing sir i'm detective marshall with the new orleans police department and i
17:15know that you have cameras do they work no i have a camera and i'm working okay thank you okay
17:29hello my name is detective riffle this is my partner tiani how you doing sorry to bother y'all i'm
17:34sorry to bother y'all we're investigating a shooting that happened down the street yesterday
17:39are your cameras working yeah do you want us to follow you back here okay
17:46as we're looking at the video we observed aaron lewis coming from the direction of the gas station on his
17:54bicycle
17:56a car pulls on the side of him and it appears they talk to each other but it's not the
18:03vehicle that was
18:05used in the homicide and then my victim pulls off right into the next block where he was ultimately killed
18:14okay thank you thank you so we know number one he was here but nothing happened
18:21number two whatever did happen happened from here to where the shooting took place
18:29it's very frustrating but we have to keep digging and searching for evidence to solve this case
18:34all right
18:35all right
18:45all right
18:46all right
19:03same with all powers say that your case may be retaliation for another murder and maggie's case
19:12i'm not familiar with the name that's mentioned in this crime stoppers tip but lieutenant bush
19:17immediately recognized this subject's name his name has come up in several detective investigations
19:24throughout the city get with maggie and just see what she has on her murder and just tell her that
19:32that guy may be involved in your homicide as well i would think just related all right
19:44that's your victim possibly perpetrator the guy i was looking at for my double murder in um
19:52last april and he was the intended target of walt's homicide like two months ago my co-workers
20:01recognized the crime stoppers tip subject's name as well so he lives but he does his dealings in the
20:09lower nine let's go ahead
20:15so you know was the intended target of walt's homicide and that's also riffles guy from the double last
20:22april supposedly and his group shot my victim because he thought my victims had something to
20:31do with his fast friend yes and killed but we can never prove that it's close enough to get us
20:36to
20:36start looking at him so you know what we have phone from back then detective riffle already has a cell
20:44phone number for this person of interest from the crime stoppers tip detective miles guerrieri helps
20:52subpoena the cell phone records on the day of the murder we run that name see what comes up
21:11this is detective marshall executing a search warrant on a blue 2017 hyundai sonata vehicle
21:20you clearly just made any photos i'm facing by anything else yeah photos and i brought the
21:26shovel and say we find anything else in there this vehicle is burned to a crisp i'm surprised the
21:35license plate didn't burn having a car with the license plate makes it easier to track it throughout
21:41the city with license plate readers try the other side it's kind of open
21:51i'm just saying if i see a case and oh you feel a gun
21:58i don't see none
22:15unfortunately i have not recovered anything from inside the vehicle nothing but ashes that concludes
22:23the search warrant at 6 27 p.m
22:51apparently one of the female that was in the vehicle she's saying they were minding their own
22:54business on the bridge and they got caught in between gunfire between two other cars oh so that
23:00shooting was accidental yeah oh yeah yeah
23:05while i'm on the scene i see maggie and walt are out here so i go to speak with them
23:14about my crime
23:15stoppers tip to see if there's a connection between my homicide of aaron lewis and their homicides that
23:22occurred in the past so i just caught the other d lower night war okay and got a crime stoppers
23:29tip
23:29that is the shooter really you know who that is yeah i'm looking at him with one of my recent
23:37ones
23:37yeah lucenny was just saying what black hair is the time uh my 1800 black
23:45wow something's related because i the proximity to you yeah your case devon is pretty close
23:53after speaking to maggie and learning that our homicides occurred relatively close to each other in the
24:00lower night war i'm really thinking that this subject that's listed in my crime stoppers tip may be
24:06involved in both homicides my job is to solve aaron lewis's homicide and bring this case to justice
24:38the crime stoppers tip person of interest was being surveilled and investigated by another parish
24:48they confirmed that he was not on the scene of my murder i am desperate for a lead at this
24:54point
24:54so i'm going to conduct an additional canvas time to get the ball back rolling
25:16i'm headed to new orleans east near the abandoned six flags area this location where the vehicle was found
25:24burned is about 13 miles away from the homicide scene nothing but trees and swamp i think there is more
25:34than one person involved in this the murder of aaron lewis if you come in a burner car in this
25:40area you
25:41have to have a getaway car or have somebody to pick you up you have to have some real balls
25:47to walk from
25:48out here i'm hoping to find any surveillance cameras in the area that can help aid in this homicide investigation
26:00we have some houses so this is definitely a place i need to be looking for cameras okay i see
26:08a oh that's
26:09a real-time real-time crime camera definitely gotta contact real-time crime center
26:18oh there's another crime camera oh we cooking with grease nah this is the area where seven district
26:27found the vehicle burned wow
26:39still got burn marks
26:43this spot is definitely a dumping ground especially to burn vehicles
26:50this may be from my burn vehicle or other burn vehicles
26:57okay i see a a residence that has a camera on it so i'm gonna go check this residence to
27:04see if we got
27:12any footage
27:13so the resident they were able to show me video of the vehicle on fire
27:21the camera is motion activated it had the vehicle going up in flames
27:28but it didn't capture the individuals getting out of the vehicle
27:34a witness also stated that before the fire they were sitting outside when they noticed two vehicles
27:42traveling at a high rate of speed together
27:48one of them looks like the blue suspect vehicle traveling behind a silver vehicle
27:55so hopefully those two vehicles were captured on the lpr
27:59and then that way i would know the make and model and who's the register owner of that silver colored
28:25vehicle
28:26i'm in route to a vigil for my victim his family requested that i attend
28:35the day is the victim's birthday the victim makes 23 years old today
28:40so the mother is taking it really really hard i spoke to her yesterday and she said she's just
28:47not doing too well so i just want to show my support to the family and let them know that
28:54i'm there for them
29:03so uh
29:18i could tell i could tell
29:22it's like a little mini little second line
29:25you okay i didn't want to believe you i know y'all ain't hear nothing else huh my nephew
29:34they say they don't know where that story came from he say everyone about him about him
29:41i know i know working on it all right
29:48bringing closure to the family drives me i want to be able to say that i work continuously to bring
29:57justice to their family
30:03thank you for coming i'm gonna keep praying for you okay all right all right and you have my number
30:09you call me for anything okay all right all right
30:28so the good thing is i was able to retrieve some footage
30:37on the first camera you can see two vehicles driving in tandem with each other
30:44and on the second camera you can tell it's a silver color nissan ultima
30:50and a blue suspect vehicle the hyundai that was found burned they were traveling together coming
30:57from the lower night ward the same area where the homicide occurred and i was able to get the
31:05license plate on this silver vehicle and that vehicle comes back to a dedrick refuge also known
31:13as baby b dedrick refuge has a criminal history that includes felony theft armed robbery
31:23he served 10 years hard labor and he just got out of jail on june of 2022
31:31so that silver vehicle comes back registered to him
31:35i'm excited about this because i'm like i have something a little more promising
31:41so i put out a bulletin with dedrick refuge and the silver color nissan ultima but i put it out
31:50department-wide not to the media because i didn't want the nissan ultima to get burned if i put it
31:57out publicly
32:00i'm gonna utilize our vk unit to assist with locating that vehicle or trying to locate this subject
32:07i need to find dedrick refuge in that car asap
32:34t what you working on i'm working on erin lewis homicide case remember the case back in the 1800
32:41block of february so it's the case where the dude gun jammed yes so i issued a bulletin internally
32:50and i didn't get any hits on it so i reissued the bolo externally and guess what i got a
32:58crime
32:58stopper's tip really yes the crime stopper's tip states and marcel kusher aka pula was a shooter
33:13was the driver of the blue vehicle so those who were in the car together nobody else was observed
33:19on video in the vehicle okay and baby d dedrick refuge picked him up and burned the blue hondae by
33:28six flags that's a good crime stopper tip we don't ever get anything that good right they don't realize
33:35you help your partner out you're getting charged too you're responsible putting this bolo out to
33:43the media paid off i was able to get information quickly we have phone numbers on them anything like
33:50that i'm going to see if cell phone records for marcel kusher and put them on the scene of this
33:58homicide i already know dedrick refuge wasn't at the homicide based on the lpr reads from his vehicle
34:06so his vehicle wasn't in a lower night water at the time of the murder so i know he wasn't
34:12present i went to try to look for him at the address that's registered to him but i didn't see
34:17the
34:17vehicle parking driveway do we know what the what the reason for all of this was so i don't know
34:24what the particulars are but it's something deep for them to roll up on this guy in broad
34:32daylight and shoot him all the time at least you you're close so i mean that's that's pretty good
34:36yeah something happened to where they have some beef between the three of them even though their names
34:43came up i still have to prove that they were the ones responsible but i have names i have something
34:50to
34:51work with
35:08approach
35:19approach
35:20place for the lord
35:23come on put your hands up walk out the gate go to your left
35:29turn around
35:51so my aaron lewis case yes vk sent marcel koucher
35:59cell phone records and his cell phone mirrors the lprs for the suspect vehicle
36:07his phone is on the murder scene oh that's perfect and his phone goes to new orleans east
36:14after the murder scene to where the vehicle was burned
36:20vk also provided me with the contents of marcel koucher social media account showing him wearing the same
36:29hoodie in the homicide video with the red fire flames on both arms and in a video you can see
36:37the black
36:38firearm with the white extended magazine.
36:41That also was in the homicide video.
36:44That's solid.
36:46So I typed the warrant.
36:48OK.
36:49And went and rebooked him the other day at lockup.
36:53Perfect.
36:54Marcel never wanted to give a statement
36:56to say his side of the story.
36:59Even though Marcel Koucher is already in prison,
37:02he's still going to be charged with the murder of Aaron Lewis.
37:16So I know it's a circumstantial.
37:19Most of our cases are going to be circumstantial.
37:21But that's pretty good that you were able to mirror
37:23his cell phone records with the LPR of the vehicle that was used.
37:27And that vehicle was found burned.
37:28The driver of that vehicle has not been charged as of yet.
37:32At this point, I'm still working the investigation.
37:35I have to find out the cell phone
37:38that he used at the time of the homicide.
37:42But at this time, I've identified a cell phone number
37:45in Marcel Koucher's cell phone records
37:48that belongs to Dedrick Refuge.
37:51One minute after the homicide occurred,
37:54Marcel Koucher contacted him.
37:56I have enough now to charge Dedrick Refuge with accessory
38:01after the fact of a second-degree murder.
38:17I was contacted by Viles and the U.S. Marshals.
38:20They've located Dedrick Refuge, who is the owner of the silver Nissan Altima
38:29that I think helped Marcel Koucher after the homicide of Aaron Lewis
38:34by picking him up in New Orleans East,
38:37where the blue suspect vehicle was found burned.
38:41I typed up a search warrant for where he was located,
38:45and I'm hoping to find any items of evidentiary value
38:49to help aid in the homicide investigation of Aaron Lewis.
38:53Persistence has definitely paid off.
38:56I'm very happy with getting the suspects arrested.
39:13We arrived at the residence.
39:19Unfortunately, upon executing the search warrant,
39:22I did not find anything of evidentiary value other than a new cell phone
39:28that belongs to Dedrick Refuge.
39:32At least I have his phone.
39:34Mm-hmm.
39:34And I'll do a search warrant on his new phone
39:37to see if he has any type of communication with anybody else.
39:42Hopefully he could get in that new phone,
39:43because we don't have a bus.
39:45Not having a passport, we may not be able to get in.
39:47I did get cell phone records back yesterday,
39:50and he'll be the last of the puzzle to charge with the murder.
39:54Sound good.
39:56Oh-wee.
39:58Come on, girl.
40:00Sugar melts in the rain.
40:20Unfortunately, I don't think we will ever know the true motive
40:23behind Erin's murder.
40:24I contacted the victim's mother,
40:27and I advised her that an arrest was made
40:29on Marcel Koucher and Dedrick Refuge.
40:32And she was ecstatic.
40:34She was very excited.
40:35She was happy.
40:36She was crying because she was like,
40:38justice has been served.
40:41I feel like justice has been served,
40:43but I'm not done yet.
40:44I have to get the last suspect,
40:46the driver of the blue vehicle,
40:48during the homicide.
40:50Once I find that piece of the puzzle,
40:52I'll be satisfied.
41:17Come on, y'all.
41:18Welcome to coming to the press.
41:22It's been a hard, hard year
41:26for his family and for his friends.
41:30So we ask right now that you meant
41:32our broken hearts, O God.
41:33Yes, ma'am.
41:34We just want to come today, O God,
41:36and celebrate Erin.
41:39Yes, ma'am.
41:40For he is truly missed.
41:44Yes.
41:45He was not only my nephew,
41:46but he was my God child.
41:48Yes, ma'am.
41:49Ten pound, baby boy.
41:51And when he came out,
41:53I said, oh, Lord,
41:55he's so big.
41:57And he's been big
42:00all his life,
42:02but his heart
42:03was even bigger.
42:05Yes, ma'am.
42:06Yes.
42:07And we just want to say
42:08thank you, Lord God,
42:09for his life.
42:10And in Jesus' name,
42:13amen and amen.
42:19Who won that balloon, baby?
42:21God gave him to me
42:23for 23 years,
42:24and I gave him back
42:26to the God.
42:26And I thank him
42:28for Erin
42:29for them 23 years.
42:31And Erin was like
42:33one of my sons as well.
42:34We all grew up
42:35as a tight-knit family.
42:37He loved second lines,
42:39the drum,
42:40for the Mardi Gras Indians.
42:41He loved singing.
42:43And we know that
42:45there's going to be
42:46justice served for Erin
42:48because he did not deserve
42:49what happened to him.
42:51Happy birthday, Erin,
42:54for every episode.
42:56We love you, Erin.
42:58We miss you.
43:00Hey, we miss you.
43:01We miss you.
