00:00Human Rights Watch has raised concerns over a new government-run refugee registration
00:04system saying it may not properly protect refugees' privacy and rights.
00:09In a statement, HRW said Malaysian authorities had not explained whether the system, known
00:14as DPP, meets basic international standards for handling refugee applications, including
00:19fair procedures, data protection, and the right to appeal.
00:23Researcher Shaina Bauchner of HRW said Malaysia's new registration system lacks adequate safeguards
00:29for privacy and refugee rights, allowing increased surveillance and control of refugees.
00:34The DPP system, implemented under National Security Council Directive No. 23, replaces
00:40a UNHCR-run registration system that the government considered a security concern.
00:45Mimos Berhad is developing the system, which collects biometric and personal data, and
00:50registration began on January 1 with Rohingya refugees in detention, giving them DPP cards
00:56to stay while awaiting resettlement.
00:57HRW urged the government to make MKN Directive No. 23 public and suspend the DPP program until
01:04a legal framework is in place.
