00:00In a day, we're going to go to the Philippine Earth Day,
00:02one important reminder for all of us,
00:05the benefits, the benefits, and the benefits of the climate change.

00:43Mahalaga, at matagal na nating sinumulan na igunita ang Earth Day,
00:46so it's every April 22nd since 1970.
00:50Ang Earth Day is a day to commemorate and also to remind ourselves
00:56what our responsibilities are pagdating sa pangangalaga ng kapaligiran natin at likasiyama natin.
01:03Tulad nga yung sinabi ni Secretary Kuna,
01:07it is a collective action that defines our role in the society
01:12and actually affects the ecosystem that we live in.
01:15So, maganda na ginugunita natin yung ating Earth Day dahil napapaalalahanan tayo,
01:23ano ba yung mga dapat natin ginagawa para sa kapaligiran natin.
01:26Alam naman po natin, attorney, ang climate change talaga ay wala na, kasama na talaga natin.
01:33At parang wala na tayo magagawa para iwasan pa siya.
01:36Pero ano po ba yung mga ginagawa nating mga hakbang, lalo-lalo na po yung sa mga LGU po,
01:40para dito sa mga nangyayari, of course, may baha, may bagyo,
01:44hindi naman natin maiiwasan dahil lagi talaga tayong dinadaanan ng bagyo.
01:48Ano po ba yung mga prevention measures, preventive measures po na ginagawa po ng ating mga LGU?
01:55Yes, siguro dalawang bahagi ng programa ng DNR pagdating sa climate change
02:00is yung tira-tawan natin adaptation and mitigation.
02:03So, yung adaptation is paano pa tayo makakasabay at mas magiging resilient pagdating ng mga sakuna.
02:08At yung mitigation is hindi man natin matigil totally, pero we can probably lessen the impacts.
02:15So, sa adaptation natin, of course, there is the nature-based solutions kung tawagin natin
02:21or yung re-rehabilitate natin ng mga kagubata natin because forests are one of the barriers
02:28pagdating sa flooding.
02:30Maganda na ang mga kabundukan natin ay puno ng mga gubat at puno
02:37dahil napipigilan ito yung mabilis na pagdaloy ng tubig pa baba kapag may malakas na ulan.
02:43Pangalawa dyan is yung ating coastal management
02:46or yung mga pag-manage natin ng ating mga bubay-bayin
02:51dahil ito ay mga natural barriers din naman, water naman.
02:56So, tinutulong natin ng mga local government when it comes to their planning
03:00pagdating sa comprehensive land use plans nila
03:02and we also provide them with geohazard maps so that they know in their areas
03:08where landslides could be possible.
03:19So, siguro isang magandang naging hakbang ng DNR at ng gobyerno
03:25para mas matugunan pa yung mga pangailangan dito
03:28katulad ng mga hamon na kinakarap natin last time
03:31or recently, yun na itong sunog
03:33actually sunog sa may nabotas land
03:35na hanggang ngayon inaapula pa rin ng BFP
03:40So, with solid waste management, paano po natin tinutugunan ito?
03:45So, siguro isang magandang naging hakbang ng DNR at ng gobyerno in general
03:50is that we have this Extended Producers Responsibility Act
03:54Itong EPR law natin kung tawagin ay
03:57minamandate nito yung mga large enterprises natin
04:00to manage and to be responsible
04:03for the whole life cycle of their plastic products
04:07Before kasi in the Solid Waste Management Act
04:10the responsibility ng pagmamanage ng solid waste
04:13including plastics
04:14ay nasa local government units lang
04:17at nasa atin, nasa mga tao
04:19So, ngayon, shinif natin yung burden to the large enterprises
04:23wherein they have to be more aware and more conscious
04:26on how their plastic wastes and their plastic products
04:31are actually managed in the country
04:33Ang isang mahalagang parte dito, siguro Joshua
04:37is that the large enterprises now
04:40are mandated to register their program
04:43on how they would manage the whole life cycle
04:46from manufacturing of the plastic product
04:48up to disposal
04:50So, what we want to happen is we want to keep these products within the economy
04:55na iikot, circular economy siya, magagamit mo pa ulit
04:58and out of the oceans and out of the forest and out of the environment
05:03Sa bagay, sa kanilagaling kasi yung mga plastics
05:05so we start dun sa mga pinagagalingan ng plastics
05:07Kasi I was about to ask you
05:09I mean, are we considering at least
05:11mas paiktingin pa yung sanctions
05:12kasi minsan, I mean, yung mga kababayan, ang publiko
05:15Yes, we take for granted
05:17dito yung kalagayan ng kalikasan
05:19na pag yung plastic, minsan
05:20basta tapo na lang yan dyan
05:22tapos hindi nila alam na
05:23pag sama-samang galon yung nangyari
05:25ito na, babahan na
05:26minsan magkakaroon pa ng

05:28So, right now, if you read the law
05:30yung EPR
05:31malaki na yung sanctions
05:33It's up to 20 million pesos, I think
05:35But, tama ka rin
05:38Dito sa responsibility ka rin
05:39kasi nung consumer naman
05:42Also now, one of the responsibilities
05:45of the producer is actually
05:47to inform the consumer
05:49how you should manage the plastic waste
05:52kasi isa sa mga methods
05:54on how to meet their targets

05:59coordination with waste collection

06:07the producers
06:09would have the responsibility

06:12that they monitor
06:13the whole life cycle
06:14of their product

06:24from your manufacturing

06:30with the National Solid Waste

06:34and our target
06:36for this year

06:3860% of these enterprises
06:41should have been
06:42registered already

06:57this is non-biodegradable

09:12the younger
09:13the younger
09:14adults is
09:15we're very active
09:16on social media
09:17right now
09:18which I think
09:19is very important
09:20and I think
09:21through that
09:22they're seeing
09:22a face of the DNR
09:24that's less formal
09:25less official
09:26but more engaging
09:27and more approachable
09:28and hopefully
09:30through those programs
09:31we are able
09:32to do this message
09:34but at the same time
09:36there are also events
09:37where the youth
09:38and the children
09:40can participate in
09:41and as for the
09:42Forest Management Bureau
09:43we hold this
09:45inter-school competition
09:47every December
09:47on in promoting
09:49the use of
09:50forest and non-timber
09:52forest products
09:53for whatever art forms
09:54that they may do
09:56just last year
09:57we hosted
09:58a film showing
09:59so the kids

10:05about forests
