00:09Administration under a federal emergency law. The refund system, known as the
00:13Consolidated Administration and Processing of Entries, or CAPE, is designed to
00:17consolidate refunds rather than processing them on an entry-by-entry basis. Phase 1
00:22of the CAPE will be limited to certain unliquidated entries and certain entries
00:27within 80 days of liquidation while more complicated scenarios will be addressed
00:31in later phases. The measure seeks to comply with a February U.S. Supreme Court
00:35ruling which overturned tariffs imposed by the Trump Administration.
