00:00I know that there are a lot of news in this country and that every day they come with new
00:03scandals,
00:03but it's worth having a pause and understanding why there are so molest scientists here in Colombia.
00:08Well, not just scientists, but representatives of public universities, private universities,
00:14vicerectores, and investigators of several institutes.
00:17I'm going to try to be brief.
00:18We all know that the Ministry of Science, Technology and Innovation
00:21are in the last place of the government's budget.
00:24That's not from now.
00:25It's always been at the end of the day, for more promises that make the candidates in the campaign.
00:30But there is a silverware to which they have been able to access the research group in Colombia,
00:34beyond that, that's why they come from the regalías that they give us the exploitation of minerals and hydrocarburos.
00:41These are resources with which many scientists have been able to investigate in a country where we have to do
00:45science with the uñas.
00:46How do they access that money?
00:47To not enredarnos so much, there is an organization called the OCAD of Ciencia, Tecnología e Innovations
00:51and is formed by representatives of directors of universities, governors, and the national government.
00:57That group opened convocations for two years with that money of regalías.
01:01For not to go far, there was a tanda in the 2023-2024
01:05and another tanda in the 2025-2026.
01:08It's nothing to be appreciated.
01:10For the previous money, it was $2.9 billion.
01:14And for this money, it was $3.9 billion.

01:19Now, there is a carter that has a role absolutely protagonist in the OCAD,
01:24the Ministry of Ciencias, liderado by Yesenia Olaya.
01:28That ministry structure these convocations and then present them to the members of the OCAD,

01:35And then, the Ministry of Ciencias also takes care of the evaluation process of projects,
01:39gives a green light to those who better apply the requisitions and desembolsing the resources.

01:50Because both the representatives of the State University System,
01:53the Asociación Colombiana de Universidades, ASCUNI,

02:23the Ministry of Ciencias said that they could not give the resources to those groups,
02:28and that that money would pass to the current convocations of the current Bienio,

02:40and for the time they expected to have resources for science,
02:43they lost.

02:45This situation means a disaster for the whole system of science,
