00:34Mr Speaker, we're also strengthening our communities
00:38by extending Pride in Place
00:39announcing the locations of seven
00:42new towns and delivering over
00:43300 new school-based nurseries
00:46This is investment
00:47in our high streets, more homes
00:49and action to support working people
00:51with the cost of living
00:53Mr Speaker, today we will
00:56also celebrate the installation
00:57of the new Archbishop of Canterbury
01:00It's a key role in our national
01:02life and I wish her every success
01:05This morning I had meetings with ministerial colleagues and others
01:08in addition to my duties in this house
01:09I shall have further such meetings later today

01:14I'd like to thank the Prime Minister
01:16for the £47 million
01:17that this government has given to
01:20Lancashire County Council to repair
01:22potholes, however my constituents
01:24still feel like they need a moon
01:26boogie to navigate the streets of Lancashire
01:28so would you agree with me that the
01:30reform councillors at Lancashire County Council
01:32are clearly wired to the moon
01:34if they think they're making effective use
01:36of this £47 million
01:40Well can I extend my sympathy
01:42to residents in Lancashire
01:43who have been utterly failed
01:45by their reform county council
01:47and Mr Speaker
01:49it's the same picture across the country
01:51in Kent
01:52reform are cutting social care
01:54in Worcestershire
01:56they're hiking council tax by 9%
01:58despite promising lower taxes
02:00in Staffordshire
02:02the scandals and infighting
02:03have been so bad
02:04the reformer on their fourth leader
02:06in 11 months
02:08it's a warning to the whole country
02:10reform have nothing to offer
02:12but chaos, grievance and division

02:27and he didn't answer a single one
02:29he has a duty to this House

02:38I'll start with a simple one
02:40will the Prime Minister
02:42approve the licences
02:43for Rosebank and Jackdaw gas fields
02:46in the North Sea
02:47Prime Minister

02:51under statute
02:53that is a matter
02:55for the Secretary of State
02:55as she knows
02:56because it's the same
02:59it's the same arrangements
03:01that were in place
03:02under the last government
03:03licences were granted
03:05they were then struck down
03:06because of the defects
03:07in the process
03:08of the last government
03:10but Mr Speaker
03:11oil and gas
03:12is coming out of the North Sea
03:1424-7
03:16it will be part of the energy mix
03:18for many years to come
03:19we fully support
03:20all existing oil and gas fields
03:22throughout their lifespan
03:23and in November
03:24we made changes
03:25to extend
03:26to allow neighbouring fields
03:27to be exploited
03:28but we need to take control
03:30of our energy prices
03:31the only way to do that
03:33is through renewables
03:35the party opposite
03:40used to make that argument
03:41one of their senior figures
03:45in 22 said this
03:47it's investment
03:48in nuclear renewables
03:49that will reduce
03:50our dependence
03:51on fossil fuels
03:52and keep our consumer cost down
03:54who was that senior figure
03:56the leader of the opposition

05:51when Russia invaded Ukraine
05:53energy prices doubled
05:54the 12 day war
05:56oil prices hit
05:57£100 a barrel
05:58in the last four weeks
05:59because we're on
06:01the fossil fuel
06:02roller coaster
06:02everybody has been
06:04held to ransom
06:05the only way forward
06:06is to go further
06:08and faster
06:09on renewables
06:10and the leader
06:14Mr Speaker
06:15the leader of the
06:16opposition's approach
06:17is to outsource
06:19our foreign policy
06:20and let the US decide
06:21whether we go to war
06:22to outsource
06:24our energy policy
06:25to Russia and Iran
06:26and let them
06:27set the price of energy
06:28I will never do that
06:29because it's not
06:30in the British
06:31national interest

06:35he is hiding behind

06:39he can make this decision

09:52to get energy security

09:55we de-escalate this war
09:56I know where I stand on this
09:58we are noining the war

10:03through the consequences
10:04and now she doesn't know

10:07on the most important issue
10:08facing this country
10:10at this time

10:14the Norwegian Prime Minister

10:28of a global energy crisis
10:30it is catastrophic
10:32experts are predicting
10:33a 300 pound rise
10:35in bills in July
10:36approving new licenses
10:39would show he was serious
10:40about cutting bills
10:41why won't he do it

10:45because of the action
10:46that we've taken
10:47bills are coming down
10:49by up for 100 pounds
10:51household bills
10:52next month
10:53then they will be capped
10:55for three months
10:55that's what we're doing
10:57to protect households
10:58across the country
10:59and who voted against it

11:02and Reform
11:03because they just don't
11:05get the impact
11:06on working people

11:30the fuel duty rise
11:31we could drill our own gas
11:33in the North Sea
11:34what's he doing
11:35he is planning
11:36another giveaway
11:37to people on welfare
11:39yet again
11:40he's taking money
11:41from those
11:41who do work
11:42to give to those
11:44who don't
11:45first we had the budget
11:47for Benefit Street
11:48now it's the bailout
11:49for Benefit Street
11:51doesn't this just prove
11:52that they've given up
11:53being the Labour Party
11:54and they're now
11:55just the welfare party
12:02they're the ones
12:03that doubled
12:03spend on welfare
12:05they're the ones
12:06with a broken system
12:07and when we tried
12:08to mend it
12:09what did they do
12:10they voted against it

12:45thinks that'll make her relevant

12:57for three new
12:58primary school nurseries
13:00in Oldham
13:02but can I ask him
13:04specifically about
13:04Monday's liaison committee
13:06when he agreed
13:07that Israeli settlements
13:09in the West Bank
13:10are unlawful
13:11and that their expansion
13:12threatens the viability
13:14of a Palestinian state
13:15will he confirm
13:17as he said he would
13:18that any potential bidder
13:20for E1 contracts
13:21from the UK
13:22knows that this is unlawful
13:24and will he set out
13:26exactly what will happen
13:27as a consequence
13:28Mr Speaker
13:31let me do that
13:32the Israeli settlements
13:33including the E1 settlement
13:35are fragrant breach
13:36of international law
13:37and threaten the viability
13:38of the two state solution
13:40that's why alongside
13:41international partners
13:42we've sanctioned
13:43those responsible
13:44and their supporters
13:45who incite violence
13:47we consistently
13:48urge the Israeli government
13:49to act
13:50to stop these incidents
13:51we also recommend
13:53that settlement products
13:54are labelled
13:55so that consumers
13:56are informed
13:56and will continue
13:57to take the necessary action
13:59to defend Palestinians
14:00and protect
14:01the two state solution
14:02and protect
