00:10Over 17 and a half billion tons of air cargo is sent from the U.S. around the world each
00:17year.
00:20At Newark International Airport, Customs and Border Protection officers lead targeted operations on shipments.
00:28Their main focus, smuggled narcotics.
00:35The trafficking organizations, they're pretty savvy.
00:39They know certain things that will assist them into better smuggling blicit items through.
00:48Every day, officers run spot checks on hundreds of airmail bags.
00:54Anything the canine unit alerts to is then scanned for irregularities.
01:10Go, girl. Go, girl. Go, girl. Go, girl. Go, girl.
01:13Guys, there's an alert on this container over here.
01:19Once we put it through the x-ray, we see it. There's no hiding it.
01:23It's a constant cat and mouse game going back and forth.
01:30The little one.
01:32A box heading for the U.K. is showing an anomaly.
01:37Officer Solardi investigates.
01:39I can already smell it when I open it. My knife cut through it pretty well.
01:43Um, but here we go.
01:49Leafy green stuff.
01:55Anybody 949 has landed?
01:57Anything in the bags that stick me, poke me, cut me, hurt me by any chance?
02:00We're up against a clock.
02:02We're looking for anybody that's not declaring, and there's gonna be a lot.
02:26For security reasons, please keep your luggage with you at all times.
02:30For security reasons, unattended luggage will be removed for inspection and may be destroyed.
02:36With an average of 40,000 international flight connections,
02:40JFK Airport is one of the busiest on the planet.
02:46Are you coming back today with anything to declare?
02:48Any food products? Any alcohol or tobacco?
02:51It has 180 international destinations,
02:55connecting people from all walks of life.
02:59Any food, alcohol?
03:01I'm not in my water.
03:03Protecting the U.S. from pests and diseases
03:06is an army of agriculture specialists
03:08who screen all organic material entering the country.
03:14Our job is to inspect and make sure whatever is entering the United States
03:18is not a biological weapon,
03:21it's not going to inflict any harm on our trade
03:24or our agriculture industry here in the United States.
03:28You come to work and you never know what you're going to see.
03:33Today, a Yale academic has been referred to agricultural specialist Ellis
03:38after he declared some unusual cargo from the Dominican Republic.
03:45So we're going to take a look at the first container,
03:48see what we have here.
03:52Okay.
03:53Looks like we have small lizards.
04:00Ah, these are much bigger.
04:03I definitely did not expect to wake up,
04:06come into work and find three bins of lizards today.
04:11These items are highly regulated by the Fish and Wildlife Agency.
04:17Bringing certain organic material into the country is allowed
04:21with the correct paperwork.
04:26It's tissue samples from the lizards.
04:29Okay.
04:30And you extracted them yourself and labeled and put everything together?
04:33Exactly.
04:33Yeah.
04:33Okay.
04:33Yeah, it's all the research that we were doing.
04:36Okay.
04:37All right.
04:38The man is expected to provide both a permit from Fish and Wildlife
04:42and a letter from his department head at Yale
04:45detailing the purpose of the specimens.
04:53You know what's off about this?
04:55How does he write a letter from himself?
05:02That's him.
05:04He shouldn't have heard one out for himself.
05:08Yes, exactly my point.
05:10And this is his own number there.
05:13There's no one else.
05:15Not only is the Fish and Wildlife permit still pending,
05:19he's written a letter vouching for the material himself.
05:24For now, he and his lizards are going nowhere.
05:29Don't let me explain how I do it.
05:34Don't let me know.
05:34Don't let me know.
05:50I think it's okay.
05:51You know what?
05:55I think it's okay.
05:56I think it's okay.
05:56You're listening to me.
05:56I think it's okay.
06:03At Newark's cargo facility, officers have identified suspicious anomalies in a package
06:09heading for the UK.
06:13I can already smell it when I open it.
06:15My knife cut through it pretty well.
06:18But here we go.
06:20Leafy green stuff.
06:23The smell is potent, so this is pretty high-grade stuff.
06:29Having found what appears to be cannabis, they decide to scan every other item on the cargo
06:35shipments manifest.
06:38So the suspected ones that we are going to be examining are going towards the table.
06:44And the ones that are clear, that we don't see really the inconsistencies that we're used
06:51to, are going to go back towards the container that is somewhat packed so that it can be
06:59released to be shipped outbound.
07:03Before long, the X-ray identifies another stack of suspicious packages.
07:11I'm examining some of the boxes that were pulled aside.
07:14When we suspect something, we have to inspect it all the way.
07:23CBP has intercepted a second box of marijuana.
07:32Europe, we don't really have weed, and with the US kind of laying back on its walls, we've
07:38become really good at growing it.
07:40So, you know, you travel, you want good pasta, you travel to Italy, you want good marijuana,
07:45now it's looking like you're coming to the US.
07:48It's beginning to look as if the officers have hit on a sizable shipment.
07:54Winner, winner.
07:57It's a chicken dinner.
07:59And they're just getting started.
08:02More marijuana.
08:20At JFK.
08:23You can see what we have here.
08:27A Yale academic has been stopped from bringing reptilian research material into the US because
08:35he doesn't have the right paperwork.
08:38It's tissue samples from the lizards.
08:42He should have presented a permit from Fish and Wildlife and a letter from his boss.
08:48This is a letter that he's written for himself, by himself.
08:54But the permit's still pending, and he's endorsed himself.
09:00What we can do is reach out to Yale University and verify with them that these items are actually
09:06coming in.
09:07How are you doing today, ma'am?
09:08My name is Officer Ellis.
09:10I'm calling from Customs and Border Protection.
09:14Are you familiar with a research student he's trying to import specimens from Dominican Republic?
09:22Yes.
09:23Okay.
09:24All right.
09:24So the problem is he did the e-doc, but he did not wait for it to be confirmed or
09:30approved.
09:30It's pending, right?
09:32It has to be approved before he decides to enter the United States.
09:36We are basically going to seize the items that he's bringing in today.
09:42We have spoken to his director at Yale University.
09:45She approves it's valid.
09:47She approves he works for her.
09:48So I basically let her know, this is not a good look.
09:51Next time, make sure she writes the letter for him.
09:55Even though Yale has bounced for its academic, he still doesn't have sign off from Fish and
10:00Wildlife.
10:02Until he does, his samples will be seized.
10:06I spoke to your director, okay?
10:08This letter is no good if it's written by you.
10:11Next time, have her write proper documentation and you're good to go, okay?
10:16They don't need to be refrigerated.
10:18Okay.
10:18I'm just concerned that they are not going to be like left out under the sun or anything.
10:22No, no, no, no, no.
10:24It's not left out inside.
10:25It's in a secure location.
10:27Any more questions?
10:28I don't think so.
10:29All right.
10:30Good job.
10:31Have a good day.
10:31All right.
10:32You're welcome.
10:34Now he must wait for his application to be approved.
10:38If it's rejected, his research material will be destroyed.
10:44There's certain procedures that are put in place to protect our nations.
10:48Today's a prime example of that.
10:49We have our passengers coming in with items are stated for research purposes,
10:54but we do not know what type of research that is.
10:57Fish and Wildlife would decide whether this item is allowed to enter United States.
11:21Fish and Wildlife.
11:22Winner, winner.
11:22It's a chicken dinner.
11:24More marijuana.
11:26At Newark's cargo facility, officers have intercepted several kilos of marijuana bound for the UK.
11:35Just more marijuana.
11:37Some more green leafy stuff.
11:40We have more leafy green substances.
11:43There you go.
11:44Good job.
11:46And they try to conceal it with this scent that, you know, once I open up the package,
11:52the little dryer sheet's not going to do anything for you.
11:55Sometimes there's packages that have full styrofoam around the packages.
11:59So it makes it, one, it makes it harder for us to get it.
12:01Two, it's trying to hide the scent from the dog.
12:05The organized crime groups behind this shipment have ways of trying to protect the recipients
12:10from being tracked down by the UK's border force.
12:15For the most part, they're using fictitious names.
12:18The Incredible Hulk out in London receiving packages, Bruce Banner.
12:23They think they're, uh, they're funny or they're smart about it, but, you know, we see them.
12:30Some more.
12:31And they're all about a kilo each.
12:35Some of these are the same shippers all the time.
12:38And even though we're stopping their packages today, it's not stopping them from shipping them out tomorrow
12:41or next week or going forward.
12:44So it's kind of crazy.
12:45As their search continues, officers unearth what appears to be more cannabis.
12:51This time in disguise.
12:54Okay, what do we got here?
12:58Looks to be honey.
13:02Ooh, no.
13:04Definitely not honey.
13:06What we got here seems to be either just straight up marijuana,
13:14some type of oil that is, like, kind of solidified to look like a candle or resin.
13:23It definitely smells like marijuana to me.
13:26So, good job trying to hide it, but we got it.
13:30There we go.
13:31It's the same stuff we had in the jar.
13:33Nice.
13:35See how different the forms look?
13:37I can already smell it.
13:39This is like a paste.
13:41That's a paste.
13:42This is a little bit more solidified.
13:44Probably hash.
13:47So, I mean, it's collagen for hair and nail.
13:52It's a THC vape.
13:57Two hours into the search, officers have intercepted over 100 suspicious packages that could be worth hundreds of thousands of
14:06dollars.
14:07And they aren't finished yet.
14:11You just ruined somebody's weekend.
14:13I've done that a few times in my career.
14:16And now I can check it over with the station manager.
14:43You just lost and Students with OEC.
14:44The student's radio maker agent and assistance, the staff Pandemic had no chance to add that they didn't do anything.
14:44In the United States, there are nearly 7 million people with outstanding criminal warrants.
14:52Quick picture. Thank you. And you, ma'am?
14:56Let's look at the camera, sir.
14:59CBP officers work closely with law enforcement to ensure that any wanted travelers are stopped from leaving or entering the
15:07country.
15:11Today, a man with a decades-old warrant out for his arrest has just disembarked from a flight from Mexico.
15:22Currently waiting for somebody. Apparently he has an active warrant out of Ohio.
15:29We have a crew up there retrieving him to bring him back.
15:34I'm waiting here to hear word from Lucas County.
15:39So I'm going to wait for him to get here, and we're going to go from there, see if they're
15:42going to extradite him or not.
15:44As soon as the man and his wife clear customs, Officer Halliday brings them to secondary for questioning.
15:53Do you have any more luggage?
15:54We've got two checked bags.
15:56Okay, we're going to go down and get your luggage and come back up.
15:58Okay.
15:59No, you. You can come with me.
16:04Okay. Now we can get everything out of your pockets.
16:06Give me some gloves.
16:08Do we have?
16:09Oh, yeah.
16:10Yeah, yeah, they'll do.
16:11Almost a doll size.
16:17Who's the young lady that is with you?
16:18She's my wife.
16:19Okay.
16:21And where are you coming from today?
16:23Uh, King Coon.
16:26Oh, he's traveling with his wife.
16:29Uh, I don't know if she has any idea that he has a warrant that's this old or not either.
16:33I won't talk to them together this way here.
16:36If she doesn't know, he can let her know later.
16:40Any type of narcotics?
16:41Marijuana?
16:42LSD?
16:42Anything like that?
16:43Nope.
16:44Nope.
16:45Have you been arrested in the past?
16:47Yes, sir.
16:49What were you arrested for?
16:51I've been arrested for drugs.
16:57Fake narcotics.
17:02Well, not fake.
17:04Fake marijuana, actually.
17:05Okay.
17:08Any marijuana products in here today?
17:10No.
17:11THC products?
17:13No.
17:16Okay.
17:16Ma'am, you can go over there for a minute.
17:18I'm going to talk to this.
17:18I'm going to talk to him over here.
17:20You kind of switch over here.
17:21I'm going to talk to you down here on this end.
17:28Okay.
17:29Are you aware that you have warrants for your arrest out of Ohio?
17:31I am.
17:32Okay.
17:33So, uh, how long have those been in place?
17:3630 years.
17:37Okay.
17:38The warrant is still active?
17:40Officer Halliday has no choice
17:42but to keep the man at the airport
17:44until he has word from police in Ohio.
17:48If they decide to enforce the warrant,
17:51it's only an hour's drive to Detroit.
18:09Are you aware that you have warrants for your arrest out of Ohio?
18:11I am.
18:12Okay.
18:13The warrant is still active?
18:15In Detroit, Officer Halliday has stopped a traveler
18:19with a decades-old warrant out for his arrest.
18:26Why have you not taken care of them?
18:27Because they wanted a lot of money to do it.
18:30Mm-hmm.
18:31Well, you're crossing the international border right now.
18:33All right?
18:35Right.
18:35So now we could arrest you
18:38and wait until Ohio comes up
18:39and extradites you down there.
18:42As I understand it, it's non-extradited.
18:45Every time I call them, they can change their mind.
18:49As the traveler is questioned...
18:51Hi, this is Officer Lemoore
18:53with U.S. Customs and Border Protection.
18:54How are you?
18:56The officers contact law enforcement in Ohio.
19:00Copy.
19:03They're going to go ahead and release him.
19:06We contacted Lucas County, Ohio,
19:09the holders of the warrant,
19:10and they did not want to extradite them today.
19:16That could change.
19:17They may not today, but they might tomorrow.
19:21Who would I talk to?
19:23The county that it was issued from.
19:24Yeah, Lucas County.
19:26Okay, just called them up.
19:28What can I do to get this resolved?
19:31Because as much as you travel internationally,
19:33this could become a bigger problem later on.
19:36You're driving home, you get pulled over,
19:38but they'll change their mind.
19:40Thank you for that.
19:41No problem.
19:42Okay?
19:43Okay.
19:43Well, thank you for cooperating.
19:44I know it's been years, decades,
19:46but I still want to get it taken care of.
19:48Yeah.
19:49Okay?
19:50I would like to.
19:51Well, you should play the lottery.
19:55Because you haven't got stopped yet.
19:59This time as lucky, he gets to walk away.
20:01He's going to have a good night.
20:02Next time, we could be handcuffing him.
20:06We'll see.
20:07Wait for the next time.
20:09On to the next one.
20:11All right.
20:12Goodbye.
20:13Goodbye.
20:15Goodbye.
20:35that's a paste this is a little bit more solidified probably hash at newark's cargo facility
20:42looks to be honey oh no definitely not honey officer salardi and his team have intercepted 129
20:56uk bound boxes loaded with what appears to be marijuana leaf vapes and resin
21:09unbelievable the door there unbelievable now officers must accurately identify what they found
21:18we're gonna test these items out right now and make sure they are what we believe they are
21:26the scent of marijuana you probably smell it down the hall
21:33i'm gonna use my handy dandy probe never leave home without it
21:42all right these are our narcotics test kits now as i break the vials in here it should have a
21:50chemical reaction there's three of them so i'm gonna break all three i have to agitate them
21:57a little bit for the chemicals to do their thing
22:05you can see it's starting to turn purple as it should
22:14voila that is positive for thc marijuana
22:22finally they test the leafy green substance which initially caught officers attention
22:30all right now we're gonna open the more common form
22:34pretty typical of what you would expect
22:41and bam right away
22:43all of the 129 packages seized test positive
22:48now officers need to determine the weight and value
22:53all right 13.05 kilograms all right box three 10.30 kilograms box four
23:1111.15 kilograms
23:17box five we got 9.40 kilograms
23:29the estimated value from our research out in the uk this could haul in about a million dollars
23:39worth of uh product that we got today so you know i think all in all we did a good
23:44job and um
23:46you know we did our part in getting this stuff off the streets these shipments go out again which
23:52it's not a matter of it's not a matter of if but a matter of when um we'll be here
23:56we'll be here and uh waiting for it
24:05so
24:06and
24:08and
24:08and
24:25and
24:27and
24:38what do you got in here did you put it in here so it doesn't like explode or something
24:43when you stuff stuff in socks like that man it's a little weird
24:48every day hundreds of counterfeit items are smuggled or unwittingly brought into the u.s
24:55costing the American economy billions of dollars in lost revenue each year counterfeit goods are a
25:03trillion-dollar global industry and represent a large portion of profits for organized crime no
25:11major purchases over $800 fake items people buy them as souvenirs they don't necessarily realize
25:20that they're doing anything wrong or violating any laws it's down to officers to spot the difference
25:27between a fake and the real deal this came over from agriculture you want me to just bring them
25:36over to baggage okay today a couple has been referred for a search after an x-ray revealed
25:45something in their backs they've been on vacation in Malaysia's capital famous for its flea market
25:52selling imitation designer goods coming in from Malaysia it's common to see a number of fake
26:00items at this point we're going to pull the bags over here we're going to take a look and we're
26:05going
26:05to see what we have I'll take this one over there for you ma'am it's just these two bags
26:12that you
26:12have correct as far as big suitcases yes understood okay all right ma'am I'm gonna have you fill out
26:19a
26:20form you can just fill it out top to bottom despite officers suspecting that there may be items hidden in
26:27the passengers luggage neither have declared any goods so officer white gives the couple a second
26:34opportunity to do so we'll have her filling out a declaration form we'll see if she declares the
26:42property of interest how you doing sir you look like you're ready to get out of here yeah I'm gonna
26:49make this as quick and as painless for you as I can okay the passengers fail to declare so the
26:57officers begin an inspection of the luggage do you want to change or amend anything that you've written
27:04on the declaration or told me no no okay I'm gonna take a quick look while I do I'm gonna
27:10have you take
27:11a couple of steps back how much you pay for these watches got a hundred dollars hidden under clothing
27:24in the suitcase the officers find several luxury watches oh look another one there's concealed watches
27:33in here we have several more all right we're gonna have to be better there's three more that were
27:44concealed sir in this bag right here there are about ten watches here do you have receipts for items the
27:53watches anything like that I don't have for the watches no okay all right no worries it was like at
28:02a
28:02green market thing I'm assuming these are counterfeits what are these counterfeit you won't be able to buy
28:13a hundred dollars they're they're weird well they're probably not real then for attempting to smuggle in
28:20counterfeit goods this couple could now have the item seized and be heavily fined
28:50do you have receipts for items the watches anything like that I don't have for the watches no it was
28:58like at a flea market thing San Francisco International Airport officers are searching a couple who failed to
29:07declare ten so-called luxury watches purchased on their vacation to Malaysia are these counterfeit you
29:17want me to buy a hundred dollars there is their rear well they're probably not real then okay all but
29:24one bears the name of a luxury brand with a retail value far higher than what the travelers paid so
29:32unfortunately you can't have this kind of the item okay go anything no all right we can have this one
29:38it's no correct yes counterfeit goods are known to fund criminal gangs around the world including
29:46drug smuggling cartels how would you feel if you have a new company you won't make any money at all
29:54all right I understand that even for the person you can rent that so all of them some brand names
30:05so we
30:05have to take them the one without that brand name are with honey tea so you can have that
30:09one for failing to declare and attempting to bring in counterfeit items there can only be one outcome for
30:19the watches the watches are going to be destroyed on the spot you ready yep they won't be able to
30:30be
30:30resold damage you get that one any question for us no all right sir with most of their vacation purchases
30:52in the trash the couple clears customs thinking based on the passengers behavior that they weren't
31:00looking to sell them it didn't seem to be about the loss of money it more so seemed that they
31:08had these
31:08cool souvenirs that they were going to be able to give out to friends and family part of our job
31:15as
31:15customs officers is looking out for the interests of us commerce and protecting that if we have a number
31:22of fake items flooding the market it's going to be harmful to our economy here at home
31:55what do you do for work hey studies oh wonderful yeah do you work for a company I am an
32:00employee for
32:00like a salon yeah for a salon okay in Newark customs and border protection is involved in New Jersey
32:08state's crackdown on illicit massage parlors take your glasses off for me some establishments have

34:34massage spas
34:36are often used as a front for selling commercial sex using trafficked people there are believed to
34:44be more than 9,000 of these illicit businesses operating across the US how many employees do you
34:51have working in the spa you have their names I don't know you know I got there I had the
34:57people
34:58they say one day two days ago they don't want to do this I asked somebody coming so you hot
35:06you hire
35:06employees do you don't know their name because I'm leaving now since I I don't know how long how long
35:12have they been working there the girls the woman eventually admits but as well as several casual workers
35:23she has one full-time employee it's a one girl okay one girl and she's a permanent resident but you
35:34know her name no I know I have to see my paperwork and I don't know myself so that this
35:40one girl how
35:42long has she been working for you she she's working to maybe three two years two years I just imagine
35:51though if I ran a business and I hired somebody and they've been working for me for two years I
35:56would know their name you know unable to get a satisfactory answer about the staff on the massage parlor
36:02payroll officer Hernandez changes his strategy for every US citizen resident visitor that enters
36:11the US everybody is subject to inspection that includes any electronic devices I'm gonna take a look
36:17inside these bags the cell phone right here is this yours too
36:32this works it's not too much or not not not too much or because I asked you if you have
36:39any other
36:39electronic devices you said no so you do yes and what is this cell phone for then time I have
36:45to
36:45answer the phone so it's a business phone transfer to here can do that so this is personal is this
36:53person personal
36:53cell phone this is business yeah it's for business but not too much failing to declare the device only fuels
37:01officer Hernandez's growing suspicions he will now search for answers
37:25what kind of work do you do part-time
37:31at Newark officer Hernandez is questioning the owner of a New Jersey spa suspected to be a front for sex
37:39trafficking
37:42the cell phone right here is this yours too because I asked you if you have any other electronic devices
37:47you said no so you do not only does the woman claim not to know the name of her only
37:53full-time employee she
37:55failed to declare a second phone I'm just looking for any illegal activity okay and when
38:05I say illegal activity is any evidence of narcotics any evidence of I don't understand they can you
38:11transfer for me I don't understand you I'm trying to explain to you as best as I can yeah you
38:16know
38:16because it's a little bit I can't talk to not too much you we just have to talk to the
38:22opposition is
38:23okay okay so something is deep you know I don't understand you so this is your personal phone yes okay
38:30you can grab your bags and just go outside and have a seat and give me about 20 minutes and
38:35I'll
38:35get you out of here okay not right now I do believe she's involved in some type of activity I
38:45try to get
38:45the name for the one girl that works out of the spa but she doesn't have that information which is
38:50a
38:50little hard to believe since she has this girl employed for her for the last two years for me if
38:56I
38:56own a business and I have somebody employed for the last two years I'm gonna probably know their name
39:02while the woman waits officer Hernandez runs further checks and confers with colleagues eventually he
39:10decides that today she's to be released so for my I guess curiosity or my inspection I'm satisfied and we
39:19never know you know what these individuals that may be conducting this illicit activity but as far
39:26as anything that we may be looking for now I didn't find anything so I'm gonna cut her loose this
39:31is
39:31nothing else that we can do we can keep her on so here's your cell phones your passport you have
39:40your backpack right there thank you thank you I'm gonna I'm gonna escort you out there Rex I know your
39:45husband is waiting for you still okay I am gonna keep doing more research on her massage parlor we
39:52wouldn't really know until we put the full piece of the puzzles together is he there okay there goes
40:02your husband okay thank you for the woman's husband their reunion hasn't come a moment too soon it's
40:16just a horrible situation to be separated from your wife you know this is America it shouldn't happen this
40:25way for officer Hernandez the work continues one of the things that we will not tolerate is individuals
40:33engaging in sex trafficking human trafficking with every one person that may be a suspect or subject of
40:39interest you multiply that by the victims out there and that's the people that we want to focus on more
40:45and offer our resources to a system
41:19so
41:25you
