00:01:41On the front line in this battle is the Bureau of Customs of the United States Treasury Department.
00:01:47Part of its job is to check every piece of incoming baggage to see that no contraband is smuggled through.
00:01:54There are lots of tricks in the smuggling racket.
00:01:57The Customs men are trained to know them all.
00:02:00The new ones, the old ones, and a few more.
00:02:04Yet despite the vigilance of these men, the flow of narcotics into the United States has never been completely checked.
00:02:11Government reports are full of case histories on the battle against illicit traffic in narcotics.
00:02:19One of the most dramatic was the one known simply as the Florentine case.

00:10:08Shortly after all her passengers had been discharged,
00:10:12the Florentine's cargo was unloaded.
00:10:14One of the items was a legitimate shipment of raw narcotics
00:10:18consigned to the Dale Chemical Company of New Jersey
00:10:21for processing for medical use.
00:10:23It was a bonded shipment and would have remained unopened in customs
00:10:27for several weeks, had an alert inspector not found a discrepancy
00:10:32between the actual weight and the declared weight of the shipment.
00:10:36The inspector immediately ordered the box to be opened,
00:10:40and instead of the consignment of narcotics vitally needed by hospitals
00:10:44and doctors, it was found to contain nothing but sand.
00:10:49The all-out alarm was sounded.
00:10:52The searching squad of the enforcement unit arrived immediately from customs headquarters,
00:10:57prepared to go over every inch of the vessel for the missing narcotic shipment.
00:11:01The inspector in charge conferred with the Florentine's captain,
00:11:05while the searching squad combed the entire ship,
00:11:09covering it from stem to stern, from keel to crow's nest.
00:11:13On learning that the ship's purser was missing,
00:11:15the inspector notified the supervising customs agent in charge.
00:11:19Within a matter of minutes,
00:11:21Agent Michael Waters was assigned to the case and on his way.
00:11:29Waters' first job was to gather all available information aboard the Florentine.
00:11:37Interviewing a ship's officer, he learned that the missing purser
00:11:40knew the combination of the vault where the narcotics were kept.
00:11:44Further suspicion was thrown on him when it was discovered his personal papers were gone.
00:11:49Upon learning that one of the Florentine's life rafts was missing,
00:11:53Agent Waters requested an immediate search of the harbor.
00:11:57Another arm of the Treasury Department went into action.
00:12:00The Coast Guard sent out its cutters.
00:12:07A tremendous area of the port and its approaches had to be covered before the search ended.
00:12:14With the indication that the stolen narcotic shipment had now reached the shores of the United States,
00:12:20the Florentine case took on added significance.
00:12:23And now still another branch of the United States Treasury threw its forces into the battle.
00:12:29The Florentine case became a joint operation of the Customs Bureau and the Bureau of Narcotics.
