00:00To be continued...
00:30...eyes on two riders.
00:32Stay now, police!
00:34You're under arrest against sufficient attempted murder.
00:37Evidence gathered.
00:39Get some tape, I need all the alleyways around the ceiling.
00:42Two very big lights down there.
00:44Wow.
00:45And suspects interrogated face to face.
00:49Tell me your words what happened.
00:50You're going to be committing no calling whatsoever.
00:53The mail has kicked and stamped.
00:55Honkyn, do you remember this?
00:59Can detectives decipher the truth from the lies?
01:02We have to build up the most evidence we can
01:05that this person's committed that crime.
01:08Will the evidence stand or fall?
01:11That's the last time we see him alive.
01:13We've blown his defence out of the water.
01:18Fighting crime has never been more challenging.
01:25Can justice be done?
01:28There's always that question,
01:29what if we don't get the charges?
01:42Police emergency?
01:44Hi, I'm someone on the road.
01:45I've just got my back windows through on my car.
01:51They just stopped with a knife.
01:53They just tried to get in my car
01:55and they smashed my window.
01:56I know you're in shock, okay, of what's happened.
02:00So when they came to your car
02:02and tried to get in your car?
02:05Well, I tried to get away
02:06because I've walked the door
02:07because I thought we'd got a knife.
02:10So motorcyclists had a knife?
02:13Yeah, two motorcyclists.
02:15They were on a black motorbike.
02:18There's a motorbike left?
02:20They've turned the opposite way,
02:21so they've gone.
02:26With the report of a terrifying attack,
02:29Cheshire police respond immediately.
02:34I'm route from custody.
02:37One of the black in colour
02:38with black loaders and a black helmet.
02:40On my team, they are on the N53
02:42between junctions 8 and 9.
02:44I'll come down that way.
02:47Officers attempt to intercept the motorbike.
03:03The suspects escape police
03:05by driving the wrong way
03:07down a one-way street.
03:08He's made up down North Road.
03:12He'll come out in Easton, I think.
03:20With a knife-wielding suspect at large,
03:23N-PAS, the National Police Air Service,
03:26was scrambled to help with the manhunt.
03:33N-PAS, a little moment ago,
03:35patrol was directly behind it on North Road
03:38going in the direction of Easton.
03:49The search centres on the last sighting
03:52of the motorbike
03:53around an industrial estate.
04:00N-PAS, black bike, black helmet,
04:03no plate.
04:04I'm feeling to keep up.
04:072-1, that's all received.
04:11It's vital that police locate the suspects
04:14before they're able to flee the area.
04:28And that's 2-1, the last confirmed sighting.
04:30We are in that vicinity.
04:31Look and see.
04:42This shall search around the Netherpool Road area
04:45is a no trace.
04:46Give us all 4-4, I think I've done it.
04:48North Road.
04:51N-PAS is average here.
04:542-1 received.
04:56N-PAS, 2-1, eyes on Banksfield Road,
04:59heading for the junction with Ferry Road.
05:01High speed.
05:02After a response vehicle located the motorcycle,
05:06N-PAS can track the suspects.
05:092 riders, 2 helmets.
05:122-1, somebody's taken a right-right.
05:17Julia Fox, look 3-3, so I'm up there.
05:19We're to your left, but you'll try now.
05:24With officers on the ground
05:26being guided by the police helicopter,
05:28the Manhunt is now a high-speed pursuit.
05:372-1, very high speed now.
05:40We're overtaking vehicles,
05:41straddling the blades 1 and 2
05:43through the junction.
05:45High speed still overtaking.
05:57All patrols at the moment
05:59are behind the helicopter.
06:03The motorcycle opens up a large gap.
06:11Vehicle overtaking high speed,
06:13still no police vehicles in sight.
06:16Rear vouchers looking around.
06:18He still heads in on his phone.
06:20You can see on the downing.
06:25In fact, both of them with his hands on the patrols,
06:30both of them on the boat.
06:34Poaching roundabouts,
06:35and it's a...
06:39Left, left, left.
06:40First exit,
06:41and it's now taken Chester Road.
06:43Chester Road.
06:47Yeah, 2-1 is at the BP Petrol Station now.
06:49Rearriver is off.
06:51Driver's still on the vehicle,
06:53filling up at the Petrol Station,
06:54Junction of Shotick and Chester Road.
06:59Officers now have a chance
07:00to catch up with the suspects.
07:04You can get down where you are
07:06if you left the road
07:07for a little something.
07:09Yeah, I'll stop making it now.
07:16Is it the one at the roundabout?
07:18Yes.
07:19Yes, yes, at the roundabout.
07:23To the pump closest to the actual shop.
07:27Not moved yet.
07:33Pickle's now moving off
07:34out of the petrol station,
07:35and it's going left, left,
07:38Shotick Road,
07:39so continuing A5117.
07:43Onto the roundabout now.
07:45It's gone for the third lane
07:48of the roundabout.
07:49Not one, not one.
07:53As officers close in,
07:55the suspects make a reckless decision,
07:57choosing a very dangerous escape route.
08:01And it's gone through on red.
08:03It's going to be a re-signosed.
08:05Samai is going contra,
08:07so he's heading to go contra now
08:10on the M56.
08:12The situation has escalated.
08:14The motorcycle is heading the wrong way
08:17down the motorway
08:18into oncoming rush hour traffic.
08:31Police emergency.
08:33Hi, I'm the one on the motorway with a knife.
08:35They just tried to get in my car
08:37and they smashed my window.
08:46After a violent road rage incident
08:49with a knife,
08:50several police cars
08:51have been pursuing two suspects
08:53on a motorbike
08:54for over 30 minutes.
08:59While a police helicopter
09:02tracked them from above.
09:04So he's heading to go contra now
09:06on the M56,
09:08tracking westbound
09:10in the eastbound carriageway.
09:13But in a dangerous escalation,
09:16the motorcycle is now heading
09:17onto a busy motorway
09:19in the wrong direction.
09:39I've got eyes on him
09:40from a distance back.
09:43He is still high speed.
09:53Yeah, just past 46 over 5.
09:55Still keeping westbound.
09:56Speed 100 miles an hour.
09:592-1 is into the sterile areas now.
10:02Into lane 1.
10:03High speed, lane 1.
10:04Contra.
10:09It's doing about 100 miles an hour.
10:13The onslaught.
10:14It's most likely 3 to come up.
10:17Yeah, Stinger is set.
10:18Top of the onslaught
10:19to the 14th.
10:20All the traffic is held
10:22to be figuring out.
10:25The police set a trap
10:27to try and stop the motorcycle
10:28at the next junction.
10:31And it's going up the onslaught now.
10:33Taking the onslaught.
10:402-1, he's seeing the Stinger's.
10:42He's doing a re-slip now.
10:43Taking the onslaught.
10:45Correct side of the carriageway.
10:46Taking the onslaught.
10:47Police have been pursuing the suspects
10:49for nearly an hour.
10:534-2-1, still high speed.
10:56Sealand Road just passing the junction of...
10:59I think it's Seahill Road to the near side.
11:01Officers from across the force
11:03join the chase.
11:05Total Tango 434.
11:06I'm making the Sealand Road.
11:08T-pack to your vehicle.
11:10Continuing straight ahead now.
11:12Sealand Road in towards the...
11:13Headed generally towards the shopping area.
11:16It's the...
11:206-4, making that on.
11:25The chase has entered a critical phase.
11:28The suspects are now heading
11:30for the heavily populated
11:31Chester City Centre.
11:35Closing its way through
11:36while coming vehicles
11:37causing them to take a bathing action.
11:40Just coming up to the traffic lights now.
11:41Lights are off red.
11:43And it's straight through on red.
11:45Continuing straight ahead now.
12:12One officer with a stinger
12:14has managed to get ahead
12:16of the speeding motorbike
12:17and sets another trap
12:19to puncture the tyres.
12:27The suspects are now
12:29almost in the city centre.
12:33Two other vehicles now
12:34up on the pavement
12:35due to the progressive traffic loop.
12:49Officers immediately give chase
12:51to the driver of the motorbike.
12:55The police are being on there
12:57and it's down to the road
12:58now on the pavement.
13:02Oh my God!
13:04Oh my God!
13:04Okay!
13:05That was job!
13:05That was job!
13:06You're fucking out!
13:07Okay!
13:08Okay!
13:10Okay!
13:10Oh, sorry, you're talking about it!
13:10Okay!
13:12I'm sorry.
13:13You got anything on you
13:15you shouldn't have?
13:15No.
13:16Total Tango 434.
13:18I've got one
13:19on the high street.
13:20Is there any more outstanding?
13:21The second male
13:23is heading
13:24down towards the canal.
13:26Right?
13:27With one suspect detained
13:30Enpass follows
13:31the second fugitive
13:33from the air.
13:39So, you've got a good
13:40to the marathon chase
13:40for this individual.
13:44Five, one of it.
13:45I'm in that area.
13:46I'm in that area.
13:51Mail's now running.
13:52If we can get
13:53City Rules Road now,
13:54Downing Alley Road
13:55to Danny Street
13:56and City Rules Road.
14:02Okay, two, one.
14:05We're down to the main road now,
14:06City Rules Road.
14:08We'll leave the helmet.
14:09Goodbye.
14:25With the incident under control,
14:27officers question the driver.
14:30I feel like we've met before,
14:32haven't we?
14:32Where are you from?
14:33It's too close.
14:34Liverpool, isn't it?
14:35Oh, I think that.
14:35What's your name, mate?
14:37Jake.
14:38Jake.
14:39What's your surname, Jake?
14:40Vegan.
14:41Vegan?
14:42Vegan.
14:43It's the whole of the place
14:44and I'll see you in the spot.
14:45Pretty much, mate.
14:46It's one minute past five.
14:48You're under arrest.
14:50Suspicion of a fray
14:51as well as criminal damage.
14:53Okay?
14:54We'll remind you under caution.
14:55Where are we?
14:55It's one day.
14:56In Ellsburyport
14:57earlier on today.
14:58Earlier on today.
15:02The two men
15:03are arrested for driving offences
15:04and on suspicion
15:06of the earlier road rage incident.
15:09However,
15:09a background check
15:10on one of the individuals
15:12revealed a connection
15:13to a more serious crime.
15:16F-E-G-O-N, yeah?
15:18A-N.
15:19A-N.
15:20Oh, yeah, here they are.
15:22Okay, mate,
15:24you're under arrest
15:25at this moment in time
15:26for a serious assault.
15:27What?
15:28You don't have to say anything.
15:29May I be in defence.
15:30We do not mention one question
15:30in relation to the island court.
15:31You do say anything.
15:32We give it evidence.
15:33Sit him in here.
15:34Please, please speak Jack.
15:35Go off the leash.
15:36He wants to put me in behind the gate.
15:37Any sudden movement
15:38you get taken to the floor.
15:39You got it?
15:41Jake,
15:42let's sit in the barn, mate.
15:44All right.
15:45I do need some assistance
15:47with this.
15:47Like,
15:47it's absolutely burning.
15:49What's that?
15:49I think it burns.
15:50I don't know.
15:51I just lift it up there.
15:53There's a bigger thing.
15:54Let's have a look.
15:55Sit around.
15:55That's probably because
15:56you've melted your pants, pal.
15:57Oh, yeah.
15:58That's burnt, that.
15:59That's a burn.
16:00Oh, that's nasty.
16:01That is.
16:02Sit down, mate.
16:03Magic your pants on,
16:04you're exhausted, yeah?
16:06That's what happens
16:07when you're wearing
16:07the right clothing, isn't it?
16:10Well, that's going to hurt that.
16:15The suspects were taken into custody
16:18at Blakon Police Station
16:19and the case passed
16:21to Ellesmere Port, CID.
16:24The investigation was led
16:26by D.I. Rupert Morrie.
16:29These types of incidents
16:31don't happen on a regular basis,
16:32especially in Cheshire.
16:33The violence
16:34and the accidents
16:36that they took,
16:37not only to put themselves
16:38in danger with other people,
16:40was really, really brazen.
16:42The detectives began
16:43with detailed background checks
16:45on both men.
16:47Sir Fagan's had
16:48the more considerable
16:49past record
16:51out of the two of them.
16:53So he's known
16:54for violent offences,
16:56but he's also known
16:57for carrying weapons.
16:59In comparison to him,
17:01Connor Mitchell,
17:02he's had no previous
17:04convictions at all.
17:05He's had a few warnings
17:07of caution
17:08and a reprimand
17:09for theft
17:10and a public order offence.
17:13We knew Fagan
17:14and we knew
17:14what he was capable of
17:15and the violence
17:16that he could use.
17:17So we really wanted
17:18to remand them in custody.
17:19We had 24 hours
17:21to satisfy
17:22the Crown Prosecution Service
17:24that, A,
17:25we've got enough evidence
17:26that we're going to be able
17:27to convict them
17:28at a later date,
17:28but also that
17:30they need to be remanded
17:31in custody
17:31for the safety of the public.
17:36Police obtained a statement
17:37from the motorist
17:38and victim
17:39of the first attack.
17:42She could see
17:42at high speed
17:43a black motorbike
17:44which was travelling
17:45on her side of the road.
17:47The bike passed.
17:48She's gestured
17:49with her arms
17:49and mouthed,
17:50what are you doing?
17:51She said that
17:52she's looked in the mirror.
17:53She could see
17:54the motorbike
17:55coming to a stop
17:56after passing her.
17:57The male with the knife
17:58has ran to the back
18:00of the car
18:00and begun to hit
18:01the rear windscreen
18:02of the car
18:03which,
18:03with the handle
18:04of the knife
18:05and after a second strike
18:07on the windscreen
18:08it shattered
18:09and fell through.
18:11This is the image
18:13of the vehicle.
18:15As you can see
18:16it smashed
18:16the whole windscreen.
18:19God knows
18:20what could have happened
18:21if it was,
18:22you know,
18:22if things had taken
18:23a different turn
18:24then we could have been
18:25looking at something
18:26a lot more serious.
18:29It must have been
18:29so scary
18:30and absolutely terrifying
18:31for the two people
18:32in the car.
18:33Something so minor
18:34has turned into
18:35something so serious
18:38and to the point
18:38where the victim
18:39has actually said
18:40in her statement
18:40that she's so scared
18:41that she actually thought
18:42that her or her partner
18:43were going to get stabbed
18:45or even killed.
18:46So it must have been
18:46terrifying for them.
18:54The team had to prove
18:55that Fagan and Mitchell
18:56were responsible
18:57for the road rage attack.
18:59They investigated
19:00the motorcycle.
19:03So when the bike
19:05was recovered
19:05we did some checks
19:06on it
19:06because it didn't have
19:07any number plates.
19:08So what we do
19:09is we take the VIN number
19:10and any other numbers
19:11that are associated
19:11with it
19:12to find out
19:13the actual true identity
19:14of that motorbike.
19:19Once I was completed
19:20that came back
19:20as a stolen motorbike
19:22from the Manchester area
19:25and that was stolen
19:26some months earlier.
19:28So the likelihood
19:29is that motorbike
19:30could have passed
19:30hands a number of times
19:32through different criminals
19:33or it could have been
19:34used as what we call
19:35a pull vehicle.
19:36So different criminals
19:37will use it
19:38at different times
19:39so they can change
19:40their vehicles
19:41on the regular basis.
19:45The discovery suggested
19:47a more organised nature
19:48to their offending.
19:54Detectives also recovered
19:56and examined
19:56doorbell footage
19:57of the road rage incident.
20:00So that was them
20:01that just went past.
20:04This car here now
20:05is the victim's car.
20:11So the passenger
20:11gets out
20:12and sort of challenges
20:13them for driving
20:15like maniacs
20:16through the street.
20:17And that was a bus
20:18trying to get past.
20:19And then they drive off.
20:25The doorbell footage
20:27captured the moment
20:28the motorist's window
20:29was smashed.
20:31Yeah, you can see
20:32why he's damaged
20:33the window through.
20:34And he's holding something.
20:36Yeah, the burn
20:37in his hands.
20:39The footage also revealed
20:41what the suspects
20:42were wearing.
20:45The person that's
20:46caused the damage
20:47has got this distinctive
20:49light-coloured
20:50sort of patch
20:51across the top
20:52of his shoulders
20:53and down the side
20:55of his jacket as well.
20:57When you then compare
20:59that to the
20:59impasse footage.
21:01So here's the impasse
21:02footage next to it.
21:03And you can see
21:04we know that Fagan
21:05was the rider,
21:06the driver of the bike
21:09and he's got
21:10the distinctive
21:11clothing.
21:12You can see there
21:13the patch is identical.
21:17We know from the fact
21:18that they've been on
21:18camera for over an hour
21:19that they haven't
21:21swapped clothes or anything.
21:22The person that's
21:23caused that damage
21:24there is Fagan
21:26with Mitchell stood
21:27stood in the background.
21:30So Fagan had the implement
21:31that smashed the back window
21:33of the car as well.
21:38If they were both
21:39wearing black
21:40it would have been
21:40really difficult
21:41but because he's got
21:41that distinctive jacket on
21:43that's really helped us.
21:46the evidence pointed
21:47to Fagan being
21:48responsible for the
21:49attack on the
21:50motorist.
21:52It's such a violent
21:53incident.
21:54Fagan's taken a knife
21:56and used it as a threat
21:58and then smashed
21:59the car window.
22:00It just shows
22:01the violent nature
22:02of him and what
22:03he's capable of
22:04potentially doing.
22:13at the end
22:14past base
22:16a review of
22:16flight footage
22:17revealed there was
22:18more to the
22:19motorbike chase.
22:23Right, so that's
22:24where we've seen
22:24the member of the public.
22:31And that's
22:31when it goes under.
22:35The footage showed
22:36that Connor Mitchell
22:37threw a small
22:38black bag
22:39underneath a car
22:40in the moments
22:41before his arrest.
22:43He goes down
22:44at the front of the car
22:46and you just see it.
22:50And then he's
22:51back off again
22:52with his helmet.
23:00The footage was
23:01sent to detectives
23:02at Ellesmere Port
23:03CID.
23:07Mitchell's hidden
23:08the bag underneath
23:09the car
23:09and straightaway
23:11our first thoughts
23:12were he doesn't
23:13want the police
23:14to see that bag.
23:14He doesn't want
23:15us to find it.
23:19There's a reason
23:20they don't want
23:20the police to see
23:21that and that's
23:22normally because
23:23there is evidence
23:25that's going to
23:26get them in trouble.
23:27He had many chances
23:29to get rid of that bag.
23:31If he could have
23:31thrown it whilst
23:33we'd been chasing him
23:34he wouldn't have
23:34known where
23:35to go find it again.
23:36Here he knows
23:37where that bag is
23:38so potentially
23:39he's hiding it
23:39so he can go back
23:40and get it later on.
23:42He's on foot.
23:43The helicopter's still there.
23:44A member of public's
23:45chasing him.
23:46He knows it's only
23:47a matter of time
23:47before he gets arrested.
23:49It's his last chance
23:50isn't it?
23:50Last chance to try
23:51and get rid of it
23:51before he's caught
23:53holding it.
23:57We knew there was
23:58evidence in that bag
23:59so it's important
24:00for us to make sure
24:00we got the bag.
24:02But what was
24:03Connor Mitchell
24:04trying to hide?
24:17Uniform 6-4
24:18he is hard shoulder
24:19heading westbound
24:20from 12 to 14.
24:21After a 90-minute
24:23high-speed chase
24:24Cheshire police
24:25arrested two suspects.
24:35When they were arrested
24:40it was discovered
24:41that Fagan
24:41was already wanted
24:42for an assault
24:43that had happened
24:44several days earlier.
24:49And police later
24:50discovered the other man
24:51Connor Mitchell
24:52had hidden a bag
24:54minutes before
24:55he was caught.
24:57Straight away
24:58our first thoughts
24:59were he doesn't want
25:00the police to see
25:01that bag.
25:02He doesn't want
25:02us to find it.
25:09Officers at the scene
25:11were tasked
25:11with finding the bag
25:15while CID
25:17investigated the
25:18serious assault
25:18from a few days
25:19before the road
25:20rage incident.
25:26They began
25:27with the call
25:27from the victim.
25:31Hello,
25:31please.
25:32I'm for help.
25:33Oh, yeah.
25:34There's been
25:34like an ongoing
25:35situation
25:35on my flat
25:37because I owe money
25:38out to Chuck Bewers.
25:39I went out today
25:42and I've been beaten up
25:45and I've had a knife
25:46put through me
25:48and I've been threatened
25:49if I don't have
25:50some money
25:52that I owe
25:53this guy tomorrow
25:53and he's going to
25:55slash me
25:55and he's going to
25:56slash my mum.
25:57Do you know who it is
25:58that's beating you up?
25:59Yeah, I do, yeah.
26:01You do?
26:01And would you be happy
26:02to provide their details?
26:04Not at this point
26:05because I still have
26:06to be in this flat
26:07and I feel my mum's
26:08at risk now
26:09in her own house.
26:10I will provide the details
26:12to the people
26:12that did it to me
26:13once I'm away
26:14from my house
26:15and I'm somewhere secure.
26:18But I mean,
26:18I can't stay here
26:20for another minute longer
26:21because I'm going to
26:22end up being killed.
26:23He said he's reluctant
26:26in that call
26:27to give us any details
26:28because he doesn't
26:28feel safe.
26:30So from there
26:31we have moved him
26:32and got emergency
26:33accommodation
26:34to safeguard him
26:36and since then
26:37he has given us
26:38the suspect's details.
26:40He told us
26:42that it's Fagan
26:43that has held the knife
26:45to his throat
26:46and assaulted him.
26:51It's very clear
26:52from the call
26:53more serious offences
26:55have been happening
26:55for this one
26:57road raiding incident.
26:59It was an escalation
27:00of criminality.
27:28The caller not only claimed
27:30Fagan was responsible
27:31for the attack
27:32but also other
27:33criminal activities.
27:36The victim had told us
27:38that Fagan was a drug dealer
27:39and that he had a drug debt
27:41to Fagan.
27:42However,
27:43just that information
27:44isn't enough for us
27:45to make a charge
27:46for a drug offence.
27:48So it's important
27:48for the police
27:49to make sure
27:49that we gather
27:50as much evidence
27:50as we can
27:51to show that
27:53Fagan is dealing drugs.
28:01when officers
28:02conducted
28:02door-to-door inquiries
28:04they recovered
28:05doorbell footage.
28:08CCTV is pretty much
28:09as good
28:10as having
28:11an eyewitness
28:12and sometimes
28:12it's even better
28:13because eyewitnesses
28:14sometimes
28:14the events
28:15can be distorted
28:16and what they remember
28:17about the events
28:18but if you've got it
28:19on CCTV
28:19it's very much
28:21can't be disputed
28:22especially if it's
28:23as clear CCTV
28:25with distinctive clothing
28:26it's really good evidence
28:27that we can use in court.
28:30The CCTV
28:31showed the victim
28:33speaking to his assailant
28:35moments before the attack.
28:51So that's just before
28:52the incident
28:53has happened
28:54before the assault
28:55has happened
28:57because
28:58the victim
28:59goes
28:59down the alleyway
29:00and then they meet
29:01in the other side.
29:03You hear him say his name there?
29:05He says his name twice
29:10So there he says
29:11Fagan the money
29:12will be there tomorrow
29:12I swear down
29:13all right.
29:15Fagan's on the motorbike
29:16or on a motorbike
29:17and he's wearing
29:18the same
29:19the same jacket again
29:20the distinctive thing
29:22across the shoulders.
29:23Yeah.
29:33Police also
29:34retrieved the bag
29:35discarded by Mitchell
29:36at the time
29:37of his arrest.
29:41That bag there
29:42that's on the screen
29:43is this bag
29:45here that we've seized.
29:47Mitchell then
29:47pushes the bag
29:49underneath the car
29:50so that is where
29:50we've seized
29:51this bag from
29:52it's underneath that car
29:53and inside the bag
29:54there was a knife
29:56and
29:57there was a knife
29:59used in
30:00the earlier
30:00incident
30:01where
30:02Fagan
30:02is smashed
30:03in the back
30:04of the window
30:07there was also
30:08some
30:08white powder
30:09individually wrapped
30:12there's another
30:13bag here
30:14which did have
30:15cannabis in it
30:21and there was
30:22also Mitchell's
30:23bank card
30:24in the bag
30:25as well.
30:29when you recover
30:29evidence
30:30like we did
30:31out of the bag
30:31which is
30:32the wraps
30:32of drugs
30:33a knife
30:34my first thought
30:35is that is
30:36a drug dealer
30:38sometimes they'll
30:39have weapons
30:39because it may be
30:40that other drug dealers
30:41might take umbrage
30:42to the fact
30:43that they're dealing
30:43on their patch
30:45or
30:45there may be
30:46other drug users
30:47who try and take
30:48those drugs from them
30:49so they have weapons
30:49to protect themselves
30:50and to threaten
30:51other people
30:51and then obviously
30:52the drugs themselves
30:53which they're using
30:54to sell and to make money.
31:01The development
31:02brought the police
31:03one step closer
31:04to being able to charge
31:05Fagan and Mitchell
31:06with drug offences.
31:08We were originally
31:10investigating an assault
31:11and a public order
31:12offence
31:13of criminal damage
31:14once they'd been detained
31:15and we were able
31:16to recover the extra evidence
31:18we knew straight away
31:19that it would be
31:20important to try
31:21and get them charged
31:22with the possession
31:23with intense supply
31:23offence
31:25in situations like this
31:27where they've been causing
31:28so much harm
31:30to members of the public
31:31it's important
31:32to try and take them
31:33off the streets
31:33for as long as we can.
31:38Possession
31:39with intent to supply
31:40carries a maximum sentence
31:42of life imprisonment.
31:46We have to be able
31:47to prove to a jury
31:48that that person
31:49had those drugs
31:50not just for their own use
31:51but to sell on
31:52to other people.
31:55The contents of the bag
31:57were sent for analysis
31:58along with two mobile phones
32:00seized from the suspects.
32:03Because it's really difficult
32:04sometimes to tie
32:05what's in that bag
32:06to the person
32:07that we've taken it from.
32:08We need to have
32:10forensic evidence
32:11that could be
32:11fingerprints or DNA.
32:15would the forensics
32:16prove their involvement
32:18or were detectives
32:20forced to release them?
32:34two suspects
32:35Jake Fagan
32:37and Connor Mitchell
32:38were arrested
32:39by Cheshire police
32:40on suspicion
32:40of multiple crimes.
32:43Fagan's taken a knife
32:44and used it as a threat
32:47and then smashed
32:47the car window.
32:49We really wanted
32:50to remand them
32:51in custody.
32:52Detectives pursued charges
32:54for serious assault,
32:56driving offences,
32:57criminal damage
32:58and drug dealing.
33:01There's enough bags
33:02there to show
33:03that it was
33:04for supply onwards.
33:05It's not going
33:05to be for personal use.
33:07We knew straight away
33:09that it would be
33:09important to try
33:11and get them charged
33:11with the possession
33:12with intense supply offence
33:13and take them off
33:14the streets
33:15for as long as we can.
33:19With only hours to go
33:21before they were
33:22due to be released,
33:23the detectives
33:24finally had enough evidence
33:26to challenge them
33:27in interview.
33:30OK, so this interview
33:31is being audio recorded.
33:33Can you just state
33:33your full name for me,
33:35please?
33:35No.
33:36OK.
33:38Jake Fagan
33:38was first asked
33:39about the road rage
33:40incident that led
33:42to the pursuit.
33:44So, what can you tell
33:45me about an incident
33:46that happened yesterday?
33:47Well, that was just
33:48before you were arrested.
33:51So there's been a bit
33:52of a road rage incident.
33:54What can you tell me
33:54about that?
33:58Were you involved
33:58in that incident?
34:05When he didn't respond,
34:07they moved on
34:08to the assault
34:08that happened
34:09a few days earlier.
34:10My colleague's
34:11going to show you
34:11you have some ring
34:12doorbell from the edge.
34:19Are you one of the males
34:20on the motorbikes?
34:27Do you recognise
34:28the male just here
34:30in the puffer jacket?
34:35Is that you
34:36talking?
34:38Are you responsible
34:40for assaulting
34:41this male?
34:47Next,
34:47they asked about
34:48the discarded bag.
34:51In that bag
34:52was a number
34:54of quite large
34:55wraps
34:56of
34:56white powder.
34:59What can you tell
35:00me about them?
35:04testing and things
35:06like that,
35:06forensic testing
35:07is ongoing
35:07as we speak.
35:08We've got our
35:09drugs experts
35:10having a look
35:10at that,
35:11OK?
35:13So they belong
35:14to you.
35:18Fagan
35:18continued
35:19to remain silent.
35:21So that blade,
35:23that knife
35:23was inside the bag
35:24with the drugs
35:25and with the money.
35:26OK?
35:27Does that belong
35:29to you?
35:33Are we going
35:34to find any DNA
35:35belonging to yourself
35:36on that knife?
35:42We're going
35:43to end the interview,
35:44OK?
35:49Over the course
35:50of the hour-long
35:51interview,
35:53Jake Fagan
35:53refused to answer
35:55the questions.
35:58But would
35:59Connor Mitchell
36:00offer any
36:01explanation?
36:02What can you
36:03tell me then
36:03about this incident
36:04that happened
36:05yesterday?
36:06I was just
36:07out chilling,
36:08minding me
36:09my business.
36:10Well, I met
36:10a couple of friends
36:11that mentioned
36:11their names.
36:12A few of them,
36:14about five or ten.
36:15The helicopter
36:16started following us,
36:17chases around,
36:18that's it, really.
36:19Like, you know what I mean?
36:20It was just
36:20that's it.
36:22I don't know
36:22the person
36:23on the bike.
36:23I got thrown
36:24a bag off
36:25one of the kids.
36:26I put the bag
36:27round my neck,
36:28you know what I mean?
36:29So the helicopter's
36:30rocked up,
36:31you've jumped
36:31on the back
36:32of the bike
36:32and someone's
36:33chucked the bag
36:34at you.
36:35Literally,
36:35the helicopter
36:35was coming.
36:36He threw me
36:37the bag.
36:38I said,
36:38Sam,
36:39I'm not mentioning
36:39their names.
36:41Honestly,
36:41all I remember
36:42me doing
36:42is pulling
36:43my bag
36:43out of my pocket
36:44and my phone
36:45and trying
36:45to stuff them
36:46in.
36:46And my phone
36:47wasn't stuffing.
36:48So I left
36:48my phone
36:49and put my phone
36:49back in my pocket.
36:51Police following you
36:52and your mate
36:52on the bike.
36:53I don't know the bike.
36:54Fucking hell,
36:55I knew that.
36:55I wouldn't be sat
36:55here asking you.
36:56Fucking hell,
36:57I don't know.
36:57So why,
36:59why was he trying
36:59to get away
37:00from the helicopter?
37:02Listen,
37:02fucking hell,
37:03it's me,
37:03you know what I mean?
37:04I was on the back
37:04of the thing,
37:04you know what I mean?
37:05When you're doing
37:05130 miles an hour
37:06on the wrong side
37:07of the way.
37:08I don't know,
37:08mate.
37:09How did you feel
37:09when you were doing that?
37:10Me?
37:11I had my eyes
37:12shut,
37:12to be honest.
37:14Come on,
37:14why did you try
37:15and get away
37:15from the police?
37:16What are you going
37:17on the back?
37:18What do you want me
37:19to do?
37:19Jump off the fucking
37:20bike at 130.
37:22Kill me,
37:22Southad.
37:24We've got some footage
37:26from, like,
37:27the helicopter
37:27that was obviously
37:28following you.
37:30That sort of shows
37:32you putting the bag
37:33underneath a silver car.
37:36So obviously,
37:37this is a picture
37:38of, like,
37:39the contents of the bag.
37:40Yeah.
37:43It refers to this
37:45knife here,
37:46that was also
37:46found in the bag.
37:48What can you tell me
37:48about that?
37:50Can't tell you
37:51about what I thought
37:51about it.
37:51It must have just been
37:52in the bag.
37:52Like I said,
37:53I stuffed everything
37:54in the bag,
37:54you know what I mean?
37:55I just got to get
37:55in the bag.
37:56I haven't looked
37:56in the bag.
37:57Is it your night?
37:58Have you ever seen it
37:59before?
38:01I've got six kids.
38:03How the fuck
38:03would they carry
38:03a night for six kids?
38:05You know what I mean?
38:13It's, like,
38:13this multi-coloured
38:15bag and this
38:1519 brackets.
38:1719?
38:18White cards
38:19are there as well.
38:21Erm,
38:22that was also
38:23found in the bag
38:24that you were
38:24in possession of.
38:25Oh, yeah.
38:26Who does that belong to?
38:28No, it's what
38:28I've got to sleep.
38:30So you said,
38:30it's not yours,
38:31it belongs to one
38:32of the kids.
38:35Did you know
38:36it was in the bag?
38:38the bag just got past it.
38:40I just popped the bag on,
38:41you know what I mean?
38:42Fucking do it, mate,
38:43your favourite leg.
38:44Why have you stashed it
38:45under the car then
38:46when you've done a runner?
38:48I don't know.
38:49Fucking hell.
38:50Yeah, it's...
38:51I've just come off,
38:52just literally fucking
38:53fell off the motorbike
38:54and wrapped.
38:55There's adrenaline
38:55more than anything.
38:56We will be testing it.
38:57On sand,
38:58I don't know when it
38:58is tested,
38:59I don't know.
38:59We'll also be doing
39:00its, erm,
39:02sort of fingerprints
39:02and DNA
39:03on the packaging.
39:04Yeah, yeah,
39:04so.
39:05Is your fingerprints
39:06and DNA
39:07likely to be
39:07on any of those wraps?
39:09Not on the wraps,
39:10but my fingerprints
39:10could be on the bag.
39:11The wraps, nah.
39:13100% nah.
39:15Is there anything else
39:16you want to say
39:17about, you know,
39:18the allegations
39:18that have been put to you
39:20or anything you've told
39:21of during your interview?
39:23That's what it is,
39:24isn't it?
39:25That's what it tells you
39:26by any chance.
39:28I don't know
39:30if there are questions,
39:31all right.
39:39Following the interviews,
39:41detectives decided
39:42to approach the CPS
39:43for a charging decision.
39:48They agreed
39:49to charge Fagan
39:51with the earlier
39:51serious assault
39:52and dangerous driving.
39:54And both men
39:55with possessing
39:56a bladed article,
39:58the road rage incident
39:59and possession
40:00with intent to supply.
40:03Sometimes they wait
40:03until you've got
40:04the forensic evidence,
40:05but on this occasion,
40:07based on the weight
40:08of the evidence
40:08that we had managed
40:09to capture,
40:10CPS were happy
40:11to authorise
40:12the possession
40:12with intent
40:13to supply a charge
40:14straight away.
40:24Fagan and Mitchell
40:25were remanded
40:26into custody,
40:27awaiting trial.
40:29Whilst they were
40:31on remand,
40:31detectives received
40:33the results
40:33of the forensic
40:34and digital analysis.
40:37to prove to a jury
40:38that that person
40:39had those drugs
40:40to sell on
40:41to other people.
40:42We look for DNA evidence
40:43where the wraps of drugs
40:44have been tied
40:45and that proves
40:45that the person
40:47who's tied those bags
40:49is making those
40:50individual deals
40:51to sell on.
40:52And also,
40:53what's on their mobile phone,
40:54you'll have messages
40:55offering to sell it
40:56to other people
40:57and making arrangements
40:58for that sale
40:58to take place.
41:00So the forensics
41:02from the wraps
41:05of white powder
41:06from the bag,
41:07the white powder
41:08was confirmed
41:09that it's cocaine
41:09and testing
41:12from the swabs
41:14that were taken
41:14from the actual
41:15knot of the wrap,
41:18both Fagan's
41:19and Mitchell's DNA
41:20comes back
41:21as being present
41:22in the knots
41:24to say that
41:24they've actually
41:25tied them.
41:29The forensics
41:30contradicted
41:31the claims
41:31Mitchell made
41:32in interview.
41:34We can say
41:35that it was cocaine.
41:36We can say
41:37that they've both
41:38been involved
41:38in the preparation
41:39of that cocaine
41:40to sell on.
41:42Jake Fagan's DNA
41:44was on the handle
41:45of the knife
41:46and also his blood
41:48is present
41:48on the handle
41:49of the knife as well.
41:52This is some messages
41:53from Fagan's phone.
41:54So these are messages
41:55that he sent out
41:59saying anyone
42:00for peddler work,
42:02if they drive,
42:03it's even better.
42:04This was into
42:05like a group chat.
42:06In this same group chat,
42:07he sends in them
42:08addresses.
42:09Fagan was messaging
42:10to say peddler work
42:12so people on bikes
42:13to go distribute
42:14drugs for him.
42:15He was involved
42:16in the drug deal
42:17and he was very high up.
42:21So this is a video
42:22from Fagan's phone
42:24and it's just a video
42:26of loads of cash
42:27on the floor.
42:30There's a message
42:31on Mitchell's phone
42:34where he's
42:36messaged someone else
42:37to say,
42:37is this whoever
42:38and then saying
42:39it's F's runner.
42:42He's dealing
42:43for Fagan there.
42:45So basically
42:46Fagan's employing him
42:47as his runner.
42:51On Mitchell's phone,
42:52he's actually recorded
42:53himself
42:54with the helicopter
42:55in the background
42:57as they make
42:57an offer
42:57on the police.
43:02He thought
43:03they were going
43:04to get caught
43:04and then he'd send
43:05up to all his mates
43:05to show
43:06how he got away
43:08from the police
43:08on a motorbike.
43:09It just shows
43:10how reckless
43:11they were.
43:16The forensic
43:17download of the phone
43:18coupled with
43:19the forensic results
43:20from the drugs
43:21that were in the bag,
43:22they were both
43:22involved in preparing
43:24those bags
43:24for onward sale
43:25of the Class A drugs
43:27so it's really,
43:28really strong evidence.
43:58We'll see you next time.
44:19to get Fagan and Mitchell
44:21off the streets
44:21and in prison
44:22it's going to keep
44:24the residents of Cheshire
44:25a lot, lot safer
44:26because the habitual
44:28weapons carriers
44:29and they won't think
44:30twice about using violence.
44:32They're not going to be
44:32able to go out
44:33the streets
44:33to deal drugs
44:34to intimidate people
44:37to offer violence.
44:39It was really good
44:40for us to be able
44:42to get the evidence
44:43to put them in prison
44:43for a long time.
45:01to ruin it.
45:11We'll see you next time.
45:12We'll see you next time.
45:13You
