00:05I do appreciate the pressures that councils have been under because of the cost but actually even
00:10more importantly I appreciate the challenge that's brought for young people because it's far from
00:15ideal for young people to be spending often hours every day in a taxi traveling far from their
00:19community to get the education that they need and that's why we're investing 3.7 billion pounds to
00:24create more specialist places including in mainstream much closer at home so children don't have to
00:29travel those distances and councils don't need the same level of transport
