00:00Representative Leila Delima revealed an alleged bribery incident involving dep-ed officials.
00:05This during the House Committee on Justice hearing on the third impeachment complaint against Vice President Sara Duterte.

00:16The House Committee on Justice led the third impeachment complaint hearing against Vice President Sara Duterte to determine its sufficiency
00:24in substance.
00:25Based on the 98-page complaint with 900 pages of attachments included in the six grounds for impeachment presented in
00:33the complaint submitted by Father Sabalia et al.
00:35and endorsed by Mama Mayang Liberal Party's Representative Leila Delima are culpable violation of the Constitution and betrayal of public
00:43trust through plunder and malversation,
00:46graphing corruption and other high crimes in connection with the alleged amassing and conversion of no less than 500 million
00:53pesos from the confidential funds
00:55of the Office of the Vice President in 2022 and 2023.
00:59The third ground also states the alleged misappropriations of more than 112 million pesos from the confidential funds of the
01:06Department of Education in 2023.
01:09Delima also disclosed an alleged bribery incident involving dep-ed officials.

01:33Among those alleged to have received bribes are former Dep and Undersecretary Gloria Humamil Mercado, Dep and Accountant Runa Catalan,
01:41and Bids and Awards Committee 6 Chairperson Attorney Resti Osayas.
01:46The fourth ground for impeachment cites the alleged conspiracy of VP Sara to have President Ferdinand R. Marcos Jr.,
01:53First Lady Liza Araneta Marcos, and former Speaker Martin Romualdez assassinated.
01:58However, according to Quezon City 4th District Representative Wong Suntai, no gunman was presented in relation to the allegation.
02:06He even compared the Vice President's alleged threat with the threat from his own wife.
02:11The VP said that she had someone to kill if she herself was killed.
02:20Lo and behold, they are both alive.
02:22So, ibig sabihin, walang overt action which was what's done.
02:31You know, sometimes when I go home late, my wife always threatens to kill me.

02:41Umaga ka na naman umuwi.
02:43If you are really serious in killing someone, you do not announce it to the whole world.
02:47But that amounts to a credible threat against the President, the First Lady, and the Speaker.
02:56The Vice President is not a private citizen.
03:00The wife of Congress Mang Suntai is a private citizen.
03:04But not the Vice President.
03:06The office of the Vice President carries access, influence, and security resources.
03:16That is why the standard for public trust is higher, not lower.
03:23In response, Manila 6th District Representative Benny Abante said the alleged threat by the Vice President
03:30was not merely political noise, but a threat to national stability and constitutional order.
03:36Also included in the grounds are allegations of unexpected wealth and incomplete declaration of assets in Ersal N.
03:43The Vice President is also allegedly undertaking actions that cause political destabilization, including sedition and insurrection.
03:51Meanwhile, the Justice Committee will next tackle the 4th impeachment complaint submitted by Attorney Nathaniel Cabrera,
03:58after which the committee will vote on whether the impeachable grounds in the 3rd and 4th impeachment complaints are sufficient
04:04in substance.
