00:00The Vice President may have dodged a bullet when her allies in the Senate managed to stonewall and run the clock out early last year on the first impeachment complaint,
00:08and whose claims the Supreme Court upheld on grounds of unconstitutionality.
00:13But with a fresh new timeline on impeachment set to take effect this Friday,
00:17the complainants have launched a new set of impeachment pleadings, as our Mary-Vel Custodio reports.
00:24Two impeachment complaints have been formally filed against Vice President Sara Duterte.
00:30This comes after the Supreme Court, or SC, dismissed last week the motion for reconsideration on the previous impeachment complaint against the Vice President.
00:38The first impeachment complaint was filed by Kiko Aquino D., former Peace Secretary Jean Delez, and Father Flavie Villanueva, along with youth and sectoral leaders.
00:49The impeachment complaint, endorsed by Mamamayang Liberal Party List Rep. Laila de Lima and Akbayan Part List Rep. Percival Sendania,
01:00has been signed as received by Secretary General Celoy Garafil.
01:05Among the others cited are the alleged misuse of public funds through confidential intelligence funds,
01:11as well as graphing corruption, bribery, betrayal of public trust, and other high crimes.
01:18Sectoral groups also filed another impeachment complaints against the Vice President, which was endorsed by the Makabayan bloc.
01:25According to the camp of Vice President Sara Duterte,
01:28The filing of the impeachment complaints did not come as a surprise,
01:33and they are ready to face allegations fairly and in accordance with the constitutional process.
01:39Meanwhile, Senior Deputy Majority Leader Rep. Lawrence Defensor expressed his disappointment
01:45over the SC's decision on the House motion for reconsideration on the impeachment complaint against Vice President Sara.
01:53He said, it seems to disregard the principle of separation of powers.
01:59We will prepare the rules accordingly.
02:02I'm very disappointed with the decision of the Supreme Court.
02:06It did not respect the separation of powers.
02:10Hindi ito nerespeto ang independence ng Kongreso pagdating sa impeachment.
02:16How we interpret and execute our own rules should be up to Congress.
02:22Defense Soar clarified that one session day is equivalent to one calendar day for impeachment proceedings.
02:29He also said that the High Court should not have set guidelines on the impeachment referrals.
02:34Hindi na dapat sinagest ng Supreme Court, kahit ginagalang natin sila, kung paano iproseso ito.
02:41Malinaw ang wording ng ating konstitusyon that if at least one-third of all the members of the House of Representatives,
02:47just like what we did, endorsed an impeachment complaint, it should go directly to Senate for trial forthwith.
02:55Despite this, the House of Representatives may still pursue a fast-track impeachment route as provided for under the Constitution.
03:03Speaking today, wala pa naman pong full determination ang Kongreso kung we will do the House Committee on Justice route
03:10or we will do the one-third plenary route.
03:15Malacanang for its part, distanced itself from the impeachment complaints filed against Vice President Duterte.
03:21We do not have any hand. We are not responsible to the filing of those complaints or impeachment complaints.
03:27So it's up to the Congress to evaluate and decide with regard to the subject matter.
